  This report was prepared by the Office of Immigration Statistics. Some of its key findings are as follows: "Total inspections decreased 3 percent in fiscal year 2005 compared to fiscal year 2004, while air admissions increased by 4 percent, and land admissions decreased by 4 percent […] The U.S. Border Patrol made 93,734 apprehensions along the southwest border during September 2005, representing a 17 percent increase when compared to September 2004. Voluntary returns increased by 7 percent compared to the same month last year. Apprehensions increased 3 percent in fiscal year 2005, while voluntary returns decreased 7 percent compared to FY 2004 […] Applications and petitions for immigration benefits in September 2005 decreased 5 percent compared to the number received in September 2004. September approvals decreased 16 percent, while denials increased by 6 percent and pending decreased 23 percent when compared to September 2004. In fiscal year 2005, receipts increased by 7 percent, approvals increased 4 percent and denials increased by 2 percent compared to fiscal year 2004 […] Naturalization receipts in September 2005 increased 1 percent when compared to September 2004, while approvals/oaths increased 10 percent and denials decreased 10 percent. The total number of persons who took the oath of citizenship in fiscal year 2005 was 600,609, an increase of 12 percent compared to fiscal year 2004 […] Total removals for September decreased 1 percent compared to the same month a year before. […]"

  "U.S. Secretary of Homeland Security Tom Ridge today announced approval and publication of the final maritime industry security rules which are designed to significantly improve protection of America's ports, waterways, and ships from a terrorist attack. The Department of Homeland Security developed the final rules with a team from the Coast Guard, Transportation Security Administration, Customs and Border Protection and the Department of Transportation's Maritime Administration. These DHS and DOT teams held public meetings around the nation over the past year in New Orleans, Cleveland, Seattle, San Pedro, CA, Jacksonville, New York City, St Louis, and Washington DC to ensure broad input from the maritime industry on port issues. During these sessions DHS solicited and considered acceptable alternatives from the private sector to meet specific security measures, which included the receipt and evaluation of over 2,000 comments and recommendations."

  Homeland Security Presidential Directive (HSPD) 14 establishes the Domestic Nuclear Detection Office (DNDO). The DNDO was created to implement the domestic nuclear detection policy, as laid out in this directive: "(1) To protect against the unauthorized importation, possession, storage, transportation, development, or use of a nuclear explosive device, fissile material, or radiological material in the United States, and to protect against attack using such devices or materials against the people, territory, or interests of the United States, it is the policy of the United States to: (a) Continue to develop, deploy, and enhance national nuclear and radiological detection capabilities in an effort to better detect, report on, disrupt, and prevent attempts to import, possess, store, transport, develop, or use such devices and materials; (b) Continue to enhance the effective integration of nuclear and radiological detection capabilities across Federal, State, local, and tribal governments and the private sector for a managed, coordinated response; and (c) Continue to advance the science of nuclear and radiological detection through an aggressive, expedited, evolutionary, and transformational program of research and development in such detection technologies."

In its last set of estimates, INS estimated the population to be 5.0 million in October 1996; the new estimates produced a total of about 5.8 million for the same date. Estimated annual population growth was variable in the 1990s; on average, however, the population grew by about 350,000 per year from 1990 to 1999, about 75,000 higher than INS' previous annual estimate of 275,000 for the 1990s[...]"
