The first crisis ended in 1994 with the signing of the agreed framework which froze the North's production of plutonium for 8 years. In 2002, the Bush administration confronted North Korea with allegations that it was cheating on the framework, but the Bush administration ruled out direct talks to resolve the issue. The result was the second nuclear crisis: the demise of the agreed framework itself, North Korea's withdrawal from the Nuclear Non- Proliferation Treaty and the quadrupling of North Korea's stockpile of fissile material."   From the Executive Summary: "On August 18 and 19, 2009, a Radiological Emergency Preparedness (REP) Full Participation Plume and Ingestion Exposure Pathway Exercise was conducted for the 10-mile Emergency Planning Zone (EPZ) and 50-mile Ingestion Pathway Zone (IPZ) around the Monticello Nuclear Generating Plant (MNGP) by the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA). The purpose of this exercise was to assess the level of State and local preparedness in responding to a radiological emergency. This exercise was held in accordance with DHS/FEMA policies and guidance concerning the exercise of State and local radiological emergency response plans (RERPs) and procedures. [...] No Deficiencies were identified for any jurisdiction during this exercise. There were four Areas Requiring Corrective Action (ARCAs) identified for the State of Minnesota, one of which was resolved after additional training was conducted, as documented in the Schedule of Corrective Actions letter from the State dated October 21, 2009, and one which was successfully re-demonstrated on October 19, 2009. There were two ARCAs identified for Wright County, one of which was successfully re-demonstrated during the exercise. No ARCAs were identified for Sherburne County."

Pyongyang's February 12 announcement of a third nuclear test--conducted in brazen defiance of the demands of the United Nations Security Council--and its subsequent threats to conduct even more follow-on 'measures' are only the latest in a long line of reminders that the DPRK's [Democratic People's Republic of Korea] nuclear weapons and ballistic missile programs and proliferation activities pose serious threats to U.S. national security, to regional security in the Asia-Pacific, and to the global nonproliferation regime. Pyongyang continues to violate its international obligations and commitments, including to denuclearize. Its human rights record remains deplorable. Its economy is stagnant. Its people are impoverished. It pours significant sums into nuclear and ballistic missile programs that are forbidden by the United Nations. The leadership's choices are isolating North Korea from the international community. International outrage against North Korea and its provocative and threatening actions, meanwhile, continues to grow. The DPRK has consistently failed to take advantage of the alternatives available. The United States offered--and has continued to offer--Pyongyang an improved relationship with the United States and integration into the international community, provided North Korea demonstrated a willingness to fulfill its denuclearization commitments and address other concerns. From the Opening Statement of Chairman Tim Johnson: "Yesterday all Senators had a chance to hear directly from Secretaries Lew and Kerry and senior intelligence officials on the first step nuclear agreement reached in Geneva between the P5+1 and Iran. Today we will delve into the agreement in greater detail, assess prospects for a final agreement, and explore the likely effects of congressional action on new sanctions legislation at this time, to which the President and his Secretary of State strongly object. I have talked with various Members of the Committee about these issues and ensured that all Members have had opportunities to be briefed repeatedly by Secretaries Kerry and Lew, and the intelligence community, on the ongoing Geneva negotiations. Let me be clear. I support strong sanctions and authored many of the U.S. sanctions currently in place. I have negotiated a new bipartisan sanctions bill with my Ranking Member that could be finalized and moved quickly if Iran fails to comply with the terms of the first step agreement in Geneva or if negotiations collapse. Sanctions have been an effective tool of coercive diplomacy, crippling Iran's economy, sharply curtailing its oil revenues, and helping to persuade the Iranian people to vote for new leadership. It now appears that some of Iran's leaders have recognized that the only way to relieve the economic pressure and lessen Iran's international isolation is to reach agreement with the West to halt its illicit nuclear activities. ONS is located in eastern Oconee County, approximately eight miles northeast of Seneca, South Carolina and is operated by Duke Energy. The ONS EPZ is divided into 13 emergency response planning zones. The 10 mile EPZ encompasses parts of Oconee and Pickens Counties, including Clemson University in South Carolina. The population of the EPZ is approximately 73,700. FEMA's overall objective of the exercise was to assess the level of State and local preparedness in responding to a radiological emergency at ONS. This exercise was conducted in accordance with FEMA's policies and guidance concerning the exercise of State and local radiological emergency response plans and procedures. Akaka: "I called this hearing of the Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia to review the U.S. international efforts to secure radiological materials, and we look forward to examining activities by the Department of Energy and the Nuclear Regulatory Commission to help secure high-risk radioactive sources worldwide, both bilaterally and in cooperation with the International Atomic Energy Agency (IAEA). We will also hear from the Health Physics Society about its work under the Radiation Safety Without Borders program. I would like to request unanimous consent to submit my written statement into the record, and I would also like unanimous consent to submit a written statement provided by the IAEA and an article by the former head of the IAEA's program to secure radioactive sources, Dr. Abel Gonzalez, into the record. Our hearing seeks to address why funds to control high-risk radioactive sources are being cut out while interest by al Qaeda and other terrorist organizations in stealing them and making them into radiological dispersion devices, commonly known as 'dirty bombs,' is increasing, not decreasing. I would like to lay out a scenario that illustrates my deep concern about these cuts. On March 28, 2006, the Government Accountability Office testified before the Permanent Subcommittee on Investigations that GAO had con ducted an undercover operation to purchase two radioactive sources and transport them across two U.S. borders. I was disturbed to learn that GAO was able to use counterfeit documentation modeled after those found on the Internet and counterfeit bills of lading to purchase over the phone one of the most common radioisotopes used in industry."
