  "This report identifies current practices in library services for immigrants and offers ideas for libraries that wish to provide programs and services for immigrants living in their communities. The report, which provides sample suggestions and strategies, is not a comprehensive guide, as there are likely many other promising approaches for assisting immigrants in libraries nationwide. The report addresses the following topics: 1.) Partnerships 2.) Collections 3.) Information Services 4.) Programs and Events 5.) Outreach 6.) Planning. The practices and recommendations in this report are the result of a working group convened in October 2004 by the Office of Citizenship, which is part of U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security. The Office of Citizenship's mission is to promote instruction and training on citizenship rights and responsibilities and to foster the civic integration of immigrants. The working group included representatives from public libraries across the country, immigrant community-based organizations, and adult educators who work with English language learners (participating organizations are listed in the appendix). Over the course of a day and a half, the group discussed many issues related to helping immigrants integrate into U.S. society, with a special focus on the roles public libraries can play. Their ideas are reflected in this report."

This online resource provides links to educational curricula, lesson plans, teacher assessments, and other instructional material on civics and citizenship. Developed in response to suggestions from ESL programs and instructors, community-based organizations, and state and local governments, this online resource centralizes access to civics and citizenship educational resources for the teachers and volunteers who work directly with adult immigrant students. U.S. Civics and Citizenship Online provides a quick and easy path to available resources for instructors who help prepare adult students for naturalization and seek to incorporate civics into ESL instruction. Resources were chosen based upon their relevance, usefulness, and quality, with guidance from adult ESL and English Literacy/Civics and citizenship instructors, program directors, and researchers."

The new trucks, which now are an average of five years old, generate 80 percent less harmful diesel emissions than their older counterparts. We have also implemented a concession program to require direct accountability from the trucking companies to the port. These truck concessions, similar in concept to taxicab concessions at airports, give us something we never had before the Clean Truck Program: a direct relationship with the hundreds of motor carriers doing business on our property. The concessions provide the port with a more effective means of enforcement of emissions, safety, and security requirements." These guidelines will be included in AFM Chapter 41.7 and in the revised version of the International Operations Division Field Guidance for Form I-601 adjudications. This PM updates the AFM [Adjudicator's Field Manual] to reflect a change in the filing and adjudication location of Forms I-601 for most individuals who are outside the United States. Effective June 4, 2012, individuals outside the United States generally will be required to file their waiver applications with a USCIS Lockbox. During a six-month transition period, individuals residing in Mexico will have the option to file their waiver applications with the USCIS Ciudad Juarez Field Office (CDJ) or to mail them to the USCIS Lockbox. The grounds for granting a request to expedite processing of a Form I-601 have not changed. However, certain procedural guidelines are changed to reflect the new requirements for domestic filing of the applications."

  "Our agency has established guidance regarding the deference we should give to prior adjudications. This guidance is set forth in many of our policy memoranda, including in our December 11, 2009 policy memorandum and AFM [Adjudicator's Field Manual] update regarding the EB-5 program. Our deference policy provides generally that a prior favorable decision will be relied upon in later proceedings unless the facts underlying the prior decision have materially changed, there is evidence of fraud or misrepresentation in the record of proceedings, or the previously favorable decision is determined to be legally deficient. Recently, the question has arisen how our agency's practice of giving deference to prior adjudications should be implemented in an EB-5 case in which the petitioner has used the 'tenant-occupancy' economic methodology to prove the required creation of U.S. jobs. This guidance answers that question. A decision on the economic methodology presented in an EB-5 case is a very fact-specific and fact-dependent one. Consistent with our deference policy, ISOs [Immigration Services Officers] should rely on a previous determination that the economic methodology is reasonable when the methodology is presented to us in a later proceeding based on materially similar facts."

• Formal System Processing of Juveniles: Effects on Delinquency

  "Justice practitioners have tremendous discretion on how to handle less serious juvenile offenders--those who commit offenses that are of moderate or low severity such as small property crimes or disorderly person violations. Police officers, district attorneys, juvenile court intake officers, juvenile and family court judges, and other officials can decide whether the youth should be moved formally through the juvenile justice system, or diverted out to a special program (diversion with services) or to receive nothing (diversion without services). Figure 1 illustrates this process. A juvenile picked up by the police or referred by other sources, if not diverted out, will move formally through the system. This would ultimately lead to an adjudication in which the youth's guilt or innocence would be determined; if guilty, the youth would then face a disposition or sentencing. However, at any point the youth can also be diverted out the system to counseling or services, or released altogether."

The Agreement acknowledges the international legal obligations of the Government of Canada and the Government of the United States (the 'Parties') under the principle of 'non-refoulement' outlined in the 1951 Convention and its 1967 Protocol, as well as the 1984 Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Convention Against Torture).
