Citizen Corps Volunteer Liability Guide: An Overview of Legal Issues and Approaches to Address Liability for Emergency Volunteers
"FEMA has learned from Citizen Corps Councils, volunteer program managers, and volunteers that liability is a significant concern and a potential barrier to volunteer involvement in emergency services. Liability--legal responsibility for one's acts or omissions--includes diverse concerns: legally imposed payment of damages for personal injury or property damage; penalties for practicing a profession or trade without the required license or permit; compensation for lost income and medical expenses of an injured volunteer; and damages for breach of contract. To offer guidance in this area, FEMA funded the nonprofit Public Entity Risk Institute (PERI) to develop the Citizen Corps Volunteer Liability Guide (CCVLG) to provide an overview of liability and to suggest some approaches to addressing these concerns. The material in this Guide is offered for general information purposes only. It does not provide legal advice, and the user is encouraged to seek out state-specific counsel from a qualified attorney before taking any action. This Guide also does not address specialized liability issues, such as liability based on credentialing and privileging of healthcare workers, accreditation of healthcare facilities, privacy laws, and quarantine decisions. Descriptions of statutory provisions have been paraphrased to make them easier to read, and the user is encouraged to review the complete statutory language. National Youth Gang Survey Analysis
"Since 1996, the National Youth Gang Center (NYGC) has conducted an annual survey of law enforcement agencies to assess the extent of gang problems by measuring the presence, characteristics, and behaviors of local gangs in jurisdictions throughout the United States. The National Youth Gang Survey (NYGS) is based on a nationally representative sample of law enforcement agencies serving larger cities, suburban counties, smaller cities, and rural counties. This Web resource contains analysis and findings from the ongoing National Youth Gang Surveys. Numerous charts and descriptions are provided as a resource for understanding gang problems. Standard questions asked each year include the following in these charts: the presence or absence of gang activity, the number of gangs and gang members, the number of homicides involving gangs, and the assessment of the gang problem from the previous year. Other questions asked are also included in these charts; however, these questions are asked intermittently and not every survey year. The questions include year of gang onset, demographic characteristics of gang members, gang unit operation, gang-member migration patterns, gang-related offenses, definitional characteristics of a gang, and designations of gang membership."

CDC Guidance for Responses to Influenza for Institutions of Higher Education during the 2009-2010 Academic Year
"This document provides guidance to help decrease the spread of flu among students, faculty, and staff of institutions of higher education (IHE) and post-secondary educational institutions during the 2009-2010 academic year. The guidance expands upon earlier guidance for these settings by providing a menu of tools that IHE and health officials can choose from based on conditions in their area. It recommends actions to take now (during this academic year), suggests strategies to consider if the flu starts causing more severe disease than during the spring/summer 2009 H1N1 outbreak, and provides a checklist for making decisions. Detailed information on the reasons for these strategies and suggestions on how to use them is included in the Technical Report. Based on the severity of 2009 H1N1 flu-related illness thus far, this guidance also recommends that students, faculty, and staff with flu-like illness remain home until 24 hours after resolution of fever without the use of fever-reducing medications. For the purpose of this guidance, IHE will refer to public and private, residential and nonresidential, degree-granting and non-degree-granting institutions providing post-secondary education in group settings regardless of the age of their students. Portions of this guidance pertaining to dormitories and residence halls may serve as a useful supplement to residential (boarding) schools providing primary and secondary education, with adaptations as needed for their younger population. This guidance represents the CDC's current thinking on this topic. It does not create or confer any rights for or on any person or operate to bind the public."

Naval Transformation Roadmap: Power and Access ...From the Sea
Naval transformation will support joint transformation by delivering new military capabilities that will greatly expand the sovereign options available to joint force commanders to project power, assure access, and protect and advance America's interests worldwide in the face of emergent threat technologies and strategies. It will usher in new ways of deterring conflict, new capabilities for waging war, and new technologies leading to major increases in operational effectiveness. Today's Navy and Marine Corps are a Total Force of Active Duty, Reserve and civilian personnel, transforming along a broad front exploiting the asymmetric advantages of the United States; including maritime dominance, mobility, decision superiority, stealth, precision, and persistence. This Naval Transformation Roadmap describes how naval forces will achieve nine transformational war fighting capabilities, organized by a family of concepts that optimize and maximize advantages that are uniquely naval. Naval transformation will be captured by capitalizing on innovative concepts and technologies, and by employing processes to rapidly develop and integrate innovations into these forces. Inherent in every aspect of transformation is that naval forces will be, first and foremost, committed to and built upon the principles of jointness.

International Emergency Economic Powers Act (IEEPA)
Under this act, the President has the authority to deal with any unusual an extraordinary threat, which has its source in whole or substantial part outside the United States, to the national security, foreign policy, or economy of the United States, if the President declares a national emergency with respect to such threat. The authorities granted to the President by section 1702 of this act may only be exercised to deal with threats with respect to which a national emergency has been declared for purposes of this section and may not be exercised for any other purpose.

Weapons of Mass Protection: Nonlethality, Information Warfare, and Airpower in the Age of Chaos
The age of chaos has created new demands on policymakers and war planners alike. Wars of divestiture, which may occur far below the previous threshold of war, provide a new challenge to the United States. Weapons of mass protection can be developed that will allow the United States to assert its leadership while holding a moral high ground internationally. Airpower holds the key to timely delivery of weapons of mass protection in ways that will create new supports to diplomacy, a new deterrent below the level of massive conventional force projection, and enhanced, politically useable conventional force with which to meet the challenges of the chaotically destabilized, media-scrutinized environment. The basic values inherent in airpower deep penetration, broad reach, precision delivery, early entry must be augmented with the ability to carry payloads whose results enforce policy throughout the operational continuum in ways suitable to the needs of decision makers in this age of chaos. Wars of divestiture have at their core the aim of restoring order with minimum destruction. Weapons of mass protection have a political utility that encompasses the changed environment for warfare and allows the United States to enforce its policies when necessary, thereby exercising its role as world leader. Airpower, demonstrably the first choice for early action by US decision makers, can project non-lethal, anti-lethal, and information warfare while conserving lives, limiting destruction, and deterring by denial, thus helping to chart the course of US military power in this new and evolving action area.

Treatment of Chemical Agent Casualties and Conventional Military Chemical Injuries
This manual serves as a guide and a reference for trained members of the Armed Forces Medical Services and other medically qualified personnel on the recognition and treatment of chemical agent casualties and conventional military chemical injuries. Additionally, this manual provides information on first aid (self-aid, buddy aid, and combat lifesaver (CLS) aid) for these casualties. The manual is divided in two parts. Part One covers the recognition and treatment of nerve agents, incapacitating agents, blister agents (vesicants), lung-damaging agents (choking agents), and blood agents (cyanogens) casualties. Part Two covers the recognition and treatment of injuries caused by riot control agents, smokes, incendiary agents, and other noxious industrial-type chemicals.

Security Round Table: Incorporating Security into the Oversight Program
The prominence of rail transit and the large number of passengers who rely on this service ensure that security is a fundamental responsibility. To promote improved security capabilities at the nation's rail agencies, the Federal Transit Administration (FTA) has incorporated security as part of its State Safety Oversight Rule. This Rule covers all rail transit systems that receive federal funding and are not regulated by the Federal Railroad Administration (FRA). The FTA's State Safety Oversight Rule was prepared in response to section 3029 of the Intermodal Surface Transportation Efficiency Act (ISTEA), which directed FTA to issue regulations requiring that states oversee the safety and security of Rail Fixed Guideway Systems (RFGS). The enactment of Section 3029 reflected the growing concerns of Congress regarding the potential for catastrophic accidents and security incidents on rail transit systems; it was subsequently codified into the Federal Transit Act at 49 U.S.C. section 5330.
