  "A fire originating in the compactor chute of a 35-story high-rise apartment building in the Harlem area of New York City caused the deaths of seven building residents. Several code enforcement and fire department operational problems may have contributed to the loss. [...] The U.S. Fire Administration commends FDNY for their outstanding post-mortem investigation conducted under technically difficult and politically embarrassing circumstances. The fire was tragic and the losses could have been prevented. By their investigation the FDNY has done much to help prevent similar losses in the future. The investigation also may serve as a model for other post-mortems."

  "'Atomic Power in Space,' a history of the Space Isotope Power Program of the United States, covers the period from the program's inception in the mid-1950s through 1982. Written in non-technical language, the history is addressed to both the general public and those more specialized in nuclear and space technologies. The Space Isotope Power Program has been highly successful and has made major contributions to the overall space program of the United States. It has been part of notable technical triumphs and large-scale organizational endeavors of the space and nuclear age and offers lessons from the program perspective on the problems of modern-day research and development. It is important to document the history now, while key participants can be located to relate their first-hand experiences. The story is told at a number of levels: developments and achievements at the technical level; major events in the key institutions closely involved in RTG technology, and the larger milieu of the time. A chronology (see Appendix) presents important events in these different lines of action for the period covered by the history. A Bibliography indicates major sources used in developing the different lines contributing to the total story; of course, classified documents were not used."

• Transporting Spent Fuel: Protection Provided against Severe Highway and Railroad Accidents

  "The study, conducted by Lawrence Livermore National Laboratory (LLNL), began with an assessment of the possible mechanical and/or thermal forces generated by actual truck and railroad transportation accidents. The magnitudes of forces from actual accidents were compared with forces attributed to the "regulatory-defined" hypothetical accident conditions. The frequency of the accidents that can produce defined levels of thermal or mechanical forces was also developed. With this information, the study results show that for certain broad classes of accidents, spent fuel casks provide essentially complete protection against radiological hazards. For extremely severe accidents, those that could conceivably impose forces on the cask greater than those implied by the hypothetical accident conditions, the likelihood and magnitude of any radiological hazard were conservatively calculated. The study also contains an evaluation of the radiological risk from transportation accidents. Risk represents the summation of the products of the magnitude and likelihood of all accident outcomes. The purpose for making the risk calculations was to compare the resulting values with those previously used by NRC in judging the adequacy of its regulations."

A wide variety of psychological service functions had been emerging in law enforcement agencies around the country. Both public and private organizations had come into existance to address the police health and welfare issues which had been raised. [...] The 83 papers which were presented at the conference have been carefully edited by Supervisory Special Agent Reese and Dr. Goldstein and are presented here. They include a diversity of topics such as occupational stress and stress management, counseling and therapy, critical incidents, confidentiality issues, research, personnel selection and training, and various administrative issues. The commendatory efforts of these two men have produced an excellent document which can serve police administrators and mental health professionals alike as a ready reference for what is being done to maintain and improve the emotional well-being of police personnel throughout the country. I thank them and all the contributors for their creativity, dedication and hard work. It is also our hope that this document will help distressed law enforcement officers to view those charged with psychological service functions within their agencies with the welcomed relief and pleasure that the distressed citizen stranded alone in a dark and dangerous neighborhood has come to feel when a police officer suddenly appears heading in their direction."

  From the thesis abstract: "The Code of Conduct was written and adopted to provide the American soldier with an ethical guide by which to formulate behavior while being held prisoner of war. Its development was based on experiences gained from large scale wars: Civil War, World Wars I and II, and the Korean War. Today American soldiers are involved in a new form of war--terrorism. An undeclared war in which military personnel face the same possible misfortune of capture and exploitation by the enemy as they have in previous wars. This paper will present the background of events which led to the formulation and adoption of our present Code and will examine its intended purpose. We will then determine why U.S. service personnel are taken hostage and how they may expect to be exploited. Finally, the Code of Conduct will be analyzed to determine if it provides adequate guidance by which U.S. military personnel can model their conduct if taken hostage."

  "In March 1983, the National Institute for Occupational Safety and Health (NIOSH) received a request for a health hazard evaluation from the International Association of Fire Fighters (IAFF). The request concerned potential exposures to 'hazardous waste' solvents allegedly used for starting 'practice fires' at an aircraft fire training facility at the Opa-Locka Airport, Dade County Florida. NIOSH had been asked to assist with the identification of hazardous wastes found at the site, and to assess the potential for adverse health effects from the exposures to these materials or their combustion products. [...] The practice of accepting solvents donated by waste handlers or local industries created a potentially hazardous situation for fire fighters with possible adverse effects to the surrounding environment. However, based on the above results, the NIOSH investigator concluded that adverse effects to the surrounding environment were apparently prevented by prompt and proper removal of hazardous wastes from the site by a qualified contractor."

  "National military forces throughout the world today are involved in combating terrorist activity, if only in terms of preparation. Capable organizations formulate and debate at length appropriate tactics and methods that will be effective in reducing the terrorist threat or in countering terrorist actions. As various headquarters and agencies examine the problem, a troubling issue arises for many. They must consider not only what they can do but also what they ought to do. Some measures that might be highly effective will also be highly questionable from a legal or moral point of view. Inherent in most discussions are moral issues that are at least partly determined by the codes of conduct that govern the military forces involved. In particular, the range of permissible actions by American military forces is unquestionably limited by the uncodified professional military ethic that governs its members. The moral complexity of counterterrorist and other likely operational commitments of US forces provides sufficient reason to suggest that a formally codified ethic should once again be considered. In this discussion, I am primarily concerned with revealing the moral structure within which such an ethic would be developed. In the United States today, both within the American military and among those considering and criticizing national policy, we find extensive debate concerning counterterrorist measures. In this context, I want to consider the implications of the professional military ethic for the debate about the moral acceptability of various counterterrorist tactics and techniques."

I am pleased that the House Budget Committee has been convened today to explore the budgetary implications of the legalization program authorized under the Immigration Reform and Control Act of 1986. As you know, next Tuesday marks the beginning of the single largest amnesty program for illegal aliens that has ever been conducted by any one nation. May 5 is a landmark date in our Nation's history for on this day every man, woman and child, estimated by the Immigration and Naturalization Service to be 3.9 million individuals, who can provide documented evidence that they have been residing within our borders since January 1, 1982, is eligible to make application for temporary legal status which can lead eventually to full U.S. citizenship. But the legalization program set to begin next Tuesday is only one part of this landmark immigration reform enacted by the Congress last year. Beginning June 1, the Immigration and Naturalization Service will initiate an employer sanctions program to enforce the provisions of IRCA which expressly prohibit the hiring and employment of an alien who is unauthorized to work in the United States. Employer sanctions in combination with increased enforcement capabilities of the U.S. Border Patrol on our Nation's borders are designed to restore integrity to the immigration process in the United States and to stem the ever-growing tide of illegal immigrants into this country." • Kenosha Gang Project: Preliminary Report

  "In December 1986, the Task Force on Gangs commissioned the university of Wisconsin, Parkside to conduct a study on the local gang situation. The main focus of the study was to analyze existing data within tha Kenosha Police Department, the Kenosha County Department of Social services, and the Kenosha Unified School District. The research team also interviewed key people in the community and self-identified gang members. The goal of this study was to provide Kenosha with a better understanding of the local street gang situation. The unique aspect of the Kenosha Gang project was the participation of twelve University of Wisconsin, Parkside students who worked on this research project. To be more specific, the students developed the research design, collected the data, analyzed the data, and contributed to the final report. This project was offered as a sociology course during Spring 1987, and continued through the summer. such a project has provided students with an opportunity to gain 'hands on' experience doing sociological research. Moreover, the students were able to provide the community with a much underutilized resource, which has resulted in considerable savings to the city. The objectives of the Kenosha Gang project were: 1. To tabulate and analyze three existing data bases as they relate to gangs. 2. To interview key people in the community who work with local gang members. 3. To interview self-identified gang members in Kenosha. 4. To provide students with an opportunity to do research and to provide hands on experience in the various aspects of sociological research."

Mathias, Jr.: "Today, for the first time in the 99th Congress, the Subcommittee on Patents, Copyrights and Trademarks holds a hearing in the exercise of its jurisdiction over privacy legislation. Our topic is S. 1667, the Electronic and Communications Privacy Act of 1985. This bill, which Senator Leahy and I introduced on September 19, seeks to bring our laws up to date with the new challenges to privacy posed by modern communications technology. Just a few years ago, our nation's communications networks, while extensive, were relatively simple in form. The nails, the telegraph system, the telephone, and radio communications each played a role; but those roles were distinct from one another, and not too hard to understand. Those simple days are gone forever. Today's systems of electronic communication envelop our society in an invisible web, complex in structure and pervasive in scope. We entrust, each day, to that network of electrons a wide spectrum of information, from the latest stock quotations to our most personal revelations. But the uneasy realization is growing that someone else may be listening. Modern technology, which has given us these dazzling new means of communications, has also opened up opportunities for new and more intrusive forms of snooping."
