2016 Report to Congress on China's WTO Compliance
From the Foreword: "This is the 15th report prepared pursuant to section 421 of the U.S.-China Relations Act of 2000 (P.L. 106- 286), 22 U.S.C. § 6951 (the Act), which requires the United States Trade Representative (USTR) to report annually to Congress on compliance by the People's Republic of China (China) with commitments made in connection with its accession to the World Trade Organization (WTO), including both multilateral commitments and any bilateral commitments made to the United States. The report covers calendar year 2016. It also incorporates the findings of the Overseas Compliance Program, as required by section 413(b)(2) of the Act, 22 U.S.C. § 6943(b)(2). Like the prior reports, this report is structured as an examination of the nine broad categories of WTO commitments undertaken by China. Throughout the report, USTR has attempted to provide as complete a picture of China's WTO compliance as possible, subject to the inherent constraints presented by the sheer volume and complexity of the required changes to China's trade regime and transparency obstacles. The report identifies areas where progress has been achieved and underscores areas of concern, as appropriate, with regard to the commitments that became effective upon China's accession to the WTO as well as those commitments scheduled to be phased in over time."

Financial Company Bankruptcies: Experts Had Mixed Views on Companies' Controls for Mitigating Obstacles, Report to Congressional Requesters
From the Highlights: "GAO [Government Accountability Office] was asked to review actions to mitigate financial and legal obstacles GSIBs [global systemically important bank holding companies] could face under the Code. This report (1) describes actions GSIBs took to mitigate such obstacles and (2)analyzes expert views on the effectiveness of the actions, need for additional actions, and likely success of an SPOE [single point-of-entry] strategy. GAO focused on five U.S. GSIBs with large portfolios of derivatives (because of resolution obstacles such financial contracts pose). GAO reviewed and analyzed academic and industry studies on resolution of large financial firms; public sections of GSIB resolution plans; laws, regulations, and regulatory guidance on GSIB resolution plans; and proposals to amend the Code. GAO judgmentally selected and interviewed 30 experts (judges, academics, attorneys, other professional service providers, and counterparties) based on their knowledge of the Code and GSIB resolution. GAO also interviewed federal banking regulators and the five GSIBs covered by GAO's review."

From the Summary: "The COVID-19 [coronavirus disease 2019] pandemic and recession in early 2020 resulted in the swift and marked deterioration of national labor market conditions, with some lasting effects. While public focus has largely been on headline labor market indicators, such as the unemployment rate and job numbers, pandemic impacts are also reflected in official job openings and labor turnover statistics. As the economy recovers, reports of labor shortages in some sectors have drawn greater interest in these indicators. From the Document: "Following Russia's invasion of Ukraine, the United States and its allies have imposed financial sanctions [hyperlink] and taken trade actions [hyperlink]. Some Members of Congress have introduced legislation (e.g., H.R. 6835, H.R. 6905, H.R. 7014, S. 3725, S. 3717, S. 3786) to revoke Russia's permanent normal trade relations (PNTR) status, which provides unconditional nondiscriminatory, most-favored nation (MFN) treatment to goods and services traded with Russia. On March 11, 2022, President Biden announced [hyperlink] his support for legislation revoking Russia's PNTR status, in coordination with G7 [Group of Seven] countries. On March 17, the House passed H.R. 7108, which suspends PNTR with Russia (and Belarus); provides the President authority to further increase non-MFN tariffs; provides authority to restore NTR under certain conditions; and directs the U.S. Trade Representative (USTR) to use its voice and influence at the World Trade Organization (WTO) to encourage other WTO members to suspend trade concessions and to consider further steps toward suspending Russia from the WTO. Removing Russia's PNTR status would increase applicable import duties on U.S. imports from Russia [hyperlink], potentially impacting certain sectors reliant on Russian inputs and raising issues under U.S. WTO obligations."

Congressional Budget Office Cost Estimate: H.R. 5351, National Emergency Management Reform and Enhancement Act of 2006
This is the Congressional Budget Office (CBO) Cost Estimate as ordered reported by the House Committee on Homeland Security on May 17, 2006. From the Summary: "H.R. 5351 would reorganize the Preparedness Directorate, the Federal Emergency Management Agency (FEMA), and part of the Science and Technology Directorate into a new operational entity within the Department of Homeland Security (DHS) called the Directorate of Emergency Management. In addition, the bill would authorize the appropriation of funds for various programs including emergency management grants to states, the Metropolitan Medical Response System (MMRS), the National Urban Search and Rescue Program, and the National Incident Management System (NIMS), among others. Assuming appropriation of the necessary funds, CBO estimates that implementing H.R. 5351 would cost about $1.3 billion over the 2007-2011 period. Enacting this legislation would not affect direct spending or revenues.'"

Congressional Budget Office Cost Estimate: H.R. 3817, Valle Vidal Protection Act of 2005
This is the Congressional Budget Office (CBO) Cost Estimate as ordered reported by the House Committee on Resources on June 21, 2006. From the Document: "H.R. 3817 would withdraw some federal land in the Carson National Forest in New Mexico from certain programs to develop natural resources. According to the Forest Service, the agency is currently evaluating whether to implement such programs, particularly to develop oil and gas resources, in areas covered by the proposed withdrawal. To the extent that the affected land is expected to generate income from such activities, H.R. 3817 would reduce offsetting receipts (a credit against direct spending). Because a portion of oil and natural gas receipts is paid to states, any forgone receipts under H.R. 3817 would be partially offset by a corresponding decrease in direct spending for those payments. CBO cannot predict whether the agency will decide, under current law, to allow oil and gas leasing to occur on the affected land. Based on information from the Forest Service about the length of time involved in making such a decision, we expect that, if the agency decides to implement an oil and gas leasing program, most of the proceeds from such leases would be collected after 2016. Therefore, we estimate that any net change in direct spending under H.R. 3817 would be insignificant in any of the next 10 years. CBO has no basis, however, for estimating the magnitude of the bill's potential budgetary effects in later years. Enacting H.R. 3817 would not affect revenues."

This is the Congressional Budget Office (CBO) Cost Estimate as reported by the Senate Committee on Foreign Relations on May 25, 2006. From the Summary: "S. 2566 would authorize the appropriation of $524 million in 2007 and such sums as may be necessary for each fiscal year thereafter for programs related to nonproliferation, antiterrorism, demining, and related programs. (Demining refers to the removal and destruction of land mines.) CBO estimates that implementing S. 2566 would cost $288 million in 2007 and more than $2.2 billion over the 2007-2011 period, assuming appropriation of the necessary amounts. Enacting the bill would not affect direct spending or receipts. S. 2566 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) and would not affect the budgets of state, local, or tribal governments."
