The U.S. Commission on National Security, 21st Century, also called the Hart-Rudman Commission, proposed creation of a cabinet level homeland security department to streamline and consolidate counterterrorism programs spread across more than 40 Federal departments and agencies. Governors and mayors joined the call for better first responder training and improved public health systems. In the wake of the airline and anthrax attacks last year, air travel has been made somewhat safer, border security strengthened, and medical stockpiles are being augmented. The President created the Office of Homeland Security, and Governor Ridge has as his first priority formulation of a national strategy framework for domestic preparedness and consequence management.   National Security Presidential Directive 47/ Homeland Security Presidential Directive 16 are classified directives that address aviation security. According to the Rules and Regulations Plan for the Emergency Security Control of Air Traffic (ESCAT) ( Federal Register volume 71, no. 203/Friday, October 20, 2006), where they are referenced, the directives change how air traffic would be controlled in the event of a terrorist attack. Decisions on shutting down airspace would be given to the Department of Defense with the President as the only civilian to have veto power. The new plan allows the Department of Defense to determine when to call an Air Defense Emergency and to decide what airspace sectors would be involved in a shutdown, a change seen as being friendly to the economic community. The plan does not define an "end" to an emergency.

A number of significant decisions were considered in the past year, and even more are on the horizon. For example, there is substantial work that must be completed before the incentive auction can take place. Proposals about the auction, such as the proposed duplex gap, have raised concerns among all participants that, without appropriate resolution, could threaten the auction's success. Real reforms, including a funding cap, must be made to the Universal Service Fund to ensure ratepayer dollars are spent wisely and the program is sustainable for years to come. Additionally, the chairman's plan to start a rulemaking on the commission's privacy authority under the new net neutrality rules represents fertile ground for the temptation of agency overreach -- a temptation that must be resisted. How the commission addresses these issues will tell us whether real progress is obtainable." One component of the request that resonates in particular, and is in addition to the $59 million increase in funding, is a request for a $25 million transfer from the Universal Service Fund to pay the FCC's costs related to administration of the fund -- raising the total increase to $84 million. In the past, Congress funded the FCC's Office of Inspector General with a transfer of USF funds for the purpose of bolstering audits and investigations to address waste, fraud, and abuse in the Fund following a GAO [Government Accountability Office] report -- and those funds have been expended by the Office of Inspector General over the last several years." […] And now, on March 4th, the second--‐in--‐command of the President's detail drove his car through a crime scene involving a bomb threat while the President was in the White House. • Commercial Perspectives on Information Assurance Research: Report to the President's Commission on Critical Infrastructure Protection

  The President's Commission on Critical Infrastructure Protection (PCCIP) was charged with developing a national strategy on critical infrastructure protection. As part of this effort, the National Security Agency tasked IDA to provide an assessment of commercial information assurance (IA) R&D funding, and to determine where commercial technology providers are currently investing and where they think investment should occur in the future. An IDA research team interviewed 21 providers in the areas of telecommunications and computer technology. These providers included large companies with significant information technology markets and niche security technology companies that provide specialized solutions. IDA's findings were derived primarily from the interviews, although additional material was incorporated to expand the context of some findings. The results documented in this report assisted the PCCIP in developing its own set of recommendations for a national IA research agenda. These recommendations became a part of the PCCIP's final report, Critical Foundations: Protecting America's Infrastructures, released in October 1997.

Under this Administration, the Department of Justice has investigated allegations of voter fraud, but has seemingly turned a blind eye to investigating allegations of vote suppression. On Election Day in 2002, Republican Party members and a Republican political operative impeded the New Hampshire Democratic Party and the Manchester Firefighters Association in their efforts to get out the vote. A Department of Justice investigation into the incident led to four individuals being indicted or pleading guilty for their involvement in suppressing voter turnout. However, there are allegations that senior Justice Department officials limited the inquiry possibly to prevent the investigators from determining whether White House officials and top Republican National Committee personnel were involved. As a result, the Judiciary Committee was requested to investigate allegations of vote suppression in New Hampshire. [...].If there are indications that more senior officials in the RNC or even the White House were involved, why did the Justice Department appear to limit the investigation?"   From the opening statement of Robert C. "Bobby" Scott:"1889, the 'Private Prison Information Act.' H.R. 1889 requires prisons and other correctional facilities holding Federal prisoners under a contract with the Federal Government to make the same information available to the public that Federal prisons and correctional facilities are required to release under the Freedom of Information Act, or FOIA. On November 8, 2007, the Subcommittee held a hearing on the bill in conjunction with a hearing on the Prison Litigation Reform Act. Representative Tim Holden, the lead sponsor of the bill, was the only witness to testify before the Subcommittee on the panel regarding H.R. 1889. Neither majority staff nor minority staff was made aware of any opposition to the bill, so at the time of the November hearing H.R. 1889 did not appear to be controversial amongst Subcommittee Members, or anyone else for that matter. Shortly after the hearing, the Corrections Corporation of America contacted Subcommittee staff to express its strong opposition to the legislation and question the necessity of the bill. However, organizations such as the advocacy group, Private Corrections Institute, PCI, and the American Civil Liberties Union supported the legislation, claiming it was difficult for them to obtain information from private prisons through the regular FOIA process of seeking the desired information through the request to the Federal Bureau of Prisons."   "In today's environment where many, if not all, of an organization's mission critical functions are dependent upon information technology, the ability to manage this technology and to assure confidentiality, integrity and availability of information is now also mission critical. In designing the enterprise architecture and corresponding security architecture, an organization seek to securely meet the IT infrastructure needs of its governance structure, missions, and core business processes. Information security is a dynamic process that must be effectively managed to respond to new vulnerabilities, evolving threats, and an organization's constantly changing enterprise architecture and operational environment. The Risk Management Framework (RMF), developed by NIST [National Institute of Standards and Technology], describes a disciplined and structured process that integrates information security and risk management activities into the system development life cycle. The RMF consists of six steps. Ongoing monitoring (i.e., Step 6 in the RMF that follows the initial assessment and authorization steps) is a critical part of that risk management process. In addition, an organization's overall security architecture and accompanying security program are monitored to ensure that organization-wide operations remain within an acceptable level of risk, despite the changes that occur. Should operations fall outside of the stated levels of risk tolerance, relevant and accurate information is needed to make risk management decisions. Timely information is vital, particularly when resources are limited and agencies must prioritize their efforts."

Sex trafficking is the slavery of the 21st century. Human trafficking is a $10 billion industry worldwide. It is the third largest organized crime ring in history, preceded only by drugs and guns. But unlike drugs and guns which can be sold only once, the human body can be sold over and over and over again until it is destroyed. Too many people believe that child sex trafficking is a problem only in foreign countries, but experts estimate that a minimum of a 100,000 children in the U.S., most of whom are American citizens, are exploited through commercial sex every year."
