Leahy summarizes the analysis performed by CBO and the Joint Committee on Taxation (JCT) regarding S. (Senate bill) 744, the Border Security, Economic Opportunity, and Immigration Modernization Act. From the Letter: "CBO estimates that, by 2023, enacting S. 744 would lead to a net increase of 9.6 million in the total number of people residing in the United States, compared with the number of people projected under current law. The resulting increase in the number of legal residents would boost direct spending for federal benefit programs; direct spending for enforcement and other purposes would also rise. Under the act, federal revenues would be higher as well, mostly because of the larger size of the labor force. Finally, implementing the act would require an increase in discretionary funding (that is, funding subject to annual appropriation actions) for immigration-related activities."

To address this problem, H.R. 822, the National Right-to-Carry Act, provides that anyone who has a valid firearm carry permit to use that permit in any other State that issues concealed weapon permits. Individuals carrying a concealed firearm would be required to comply with the rules and restrictions of the State he or she is visiting. Forty-eight States currently permit concealed carry in some manner. Thirty-five States have shall-issue permit laws, which require States to issue permits to people who meet legal requirements for a concealed carry permit. […] It is important to reiterate that this legislation does not create a national licensing scheme. Rather, it would require States that currently permit people to carry concealed firearms to recognize other States' valid concealed carry permits, much like States recognize drivers' licenses issued from other States. The PSI is a post-9/11 U.S.-originated multilateral initiative aimed at stemming the proliferation of weapons of mass destruction and of WMD-related materials. It aims to interdict WMD cargo on the land, in the air and at sea PSI has been described as an activity, not an organization. It has little institutional structure and no official membership or headquarters. No permanent staff. This brings advantages. It avoids red tape. It avoids a lowest common denominator approach when taking action. It avoids the possible political acrimony over selecting interdiction targets. PSI is nimble. There are possible drawbacks, though. There are some concerns about PSI's staying power as governments change abroad. PSI does not have its own funding base in the State Department budget, even though it aims to expand. John Bolton drove the PSI's creation, showing great commitment, skill and perseverance. He is now ready to go to New York as our Ambassador to the United Nations. New leadership will have to press ahead. We should continually reassess this critical activity, this activity of WMD interdiction, and we should ask if it is best situated outside the type of organizational framework that is brought to most other diplomatic challenges. Section 219 of the Immigration and Nationality Act states that it is unlawful to provide a designated foreign terrorist organization with material support or resources, including any property-tangible or intangible-or services, among them, communication, equipment, and facilities. If foreign terrorist organizations are using American companies to spread propaganda and raise money, the question that remains is: Is this a violation of American law? That is the question for us today. I asked the Department of Justice this question directly in August 2012. Their answer? They refused to say, as they put it, in the abstract whether a particular company is violating the law or not under this section. So they didn't give a definitive answer. American newspapers would have never allowed our enemies in World War II to place ads in, say, the New York Times for recruitment of people to go and fight against America. Drug trafficking and abuse have had a harrowing effect on children across our country, contributing to domestic violence, abuse, and neglect. According to a recent Health and Human Services study, over 1.6 million children live in a home where at least one parent abuses illicit drugs, including cocaine, methamphetamine, heroin, and prescription drugs.1 In my district in the Central Valley of California, I have seen the devastating impact of methamphetamine on children's lives. While visiting schools in my area, I have been told by teachers and administrators that a significant proportion of students have a parent or relative who abuses meth. I am positive that similar stories can be told in other parts of the country where drug abuse is rampant.....This year I introduced legislation to provide Medicaid coverage for foster kids with mental health problems who age out of the foster care program. Also, I am planning on introducing legislation to guarantee that every foster child has a Court Appointed Special Advocate (CASA)--a vital step to improving outcomes for children in foster care. Without a doubt, one of the most serious challenges facing the foster care system is parental drug abuse. In communities like mine across the country, drugs like methamphetamine are affecting innocent children and overburdening the foster care system. Meth is extremely dangerous for children not only because meth addicts are more likely to abuse and abandon their children, but also because meth-addicted parents often set up meth labs in their homes. These labs are highly toxic and susceptible to fires and explosions and therefore place innocent children in physical danger. In my district, children have been found at labs with burns from spilled ingredients from the methamphetamine production process. In addition, there is a high risk of lasting health damage from toxic fume inhalation. Tragically, according to the Drug Enforcement Administration (DEA), children are found at 20 percent of all meth lab seizures." James Sensenbrenner, Jr.: "A little over a year ago, The Milwaukee Journal Sentinel published a very disturbing article concerning an undercover storefront operation run by the BATF&E [Bureau of Alcohol, Tobacco, Firearms, and Explosives] in Milwaukee. To say that the operation was extremely flawed would be a vast understatement. It certainly was the Keystone Cops in operation. The operation was an abysmal failure that put on the street a stolen fully automatic M- 4 rifle as well as other stolen firearms and numerous other failures. The operation began in Milwaukee in early 2012, more than 3 months after Todd Jones took over as Acting Director of ATF [Bureau of Alcohol, Tobacco, Firearms, and Explosives] and more than a year after the failed Operation Fast and Furious was exposed. The operation began when ATF agents opened 'Fearless Distributing' in a rented property in the Riverwest neighborhood of Milwaukee. Soon thereafter, they hired a brain-damaged individual with an IQ [intelligence quotient] of 54 to promote the business by distributing fliers. They also pressured this individual to facilitate gun and drug buys for the operation. […] After Operation Fast and Furious, we were told numerous times that changes were coming to the ATF under the new leadership. I certainly hope this operation and others like it are not indicative of those changes, because they are not changes for the better at all. I intend to continue to vigorously oversee ATF until I am confident that the public knows the whole truth and that the agency's mismanagement has been corrected."
