The working group would be chaired by the Secretary of State and include other relevant federal agencies. The bill would require the working group to report to the Congress on current supply chain disruptions and on steps the United States has taken to bolster the supply of elements, compounds, or products for semiconductors. In addition, the working group would be required to provide annual reports for five years on strategies to mitigate future disruptions of global supply chains. On the basis of information about the costs of similar activities, CBO [Congressional Budget Office] estimates that the costs of implementing the bill's requirements would total less than $500,000 in 2022 and would total $1 million over the 2022-2026 period.   From the Document: "The United States-Mexico-Canada Agreement (USMCA), approved by Congress on January 16, 2020, entered into force on July 1, 2020. [...] A major issue concerns the new rules of origin for the motor vehicle industry, which were relatively contentious in the USMCA negotiations and debate surrounding its passage. Rules of origin (ROO) are the criteria used to determine the national origin of a product. Most free trade agreements have ROO provisions to determine which goods traded between member countries are eligible for preferential treatment. They generally seek to ensure that the benefits of the agreement are granted to goods primarily produced by a member country (and therefore subject to the entirety of its commitments) rather than to goods made wholly, or in large part, in other countries. Under USMCA, most goods that contain materials from non-USMCA countries may be considered as North American (i.e., eligible for preferential treatment) if the materials are sufficiently transformed in the region and the transformation results in a change in tariff classification (called a 'tariff shift'). USMCA's general rule is that the regional value content (RVC) is not less than 60% if the 'transaction-value' method is used, or not less than 50% if the 'net-cost' method is used. Producers generally have the option to choose which method they use, with some exceptions, such as the motor vehicle industry, which must use the net-cost method."

The National Oceanic and Atmospheric Administration reports that 127 million people [hyperlink] lived in coastal counties as of 2014 and that population density along the coast has been increasing [hyperlink]. However, such areas are also susceptible to erosion, flooding [hyperlink], and damage from severe storms [hyperlink] that can bring high winds, powerful waves, heavy precipitation, and storm surge. These challenges for people living and working along the coast are likely to increase with the impacts of climate change [hyperlink], such as sea level rise, potential changes in weather patterns, and potential exacerbation of algal blooms. Congress has sought to reduce federal incentives for additional development along coastal barriers. The Coastal Barrier Resources Act [hyperlink] (CBRA or 'act'; 16 U.S.C. §§ 3501-3510), enacted in 1982 and subsequently amended, restricts the use of new federal funding that may encourage development on or around certain coastal barriers. As threats and attacks have moved from one community to the next, the underlying drivers for domestic violent extremism--anti-government sentiment, racism, and anti-Semitism--have remained constant. H.R. 350, the ''Domestic Terrorism Prevention Act of 2022'' (DTPA), authorizes the creation of three offices, one each within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI), to monitor, investigate and prosecute cases of domestic terrorism. The newly created offices would provide joint biannual reports to Congress assessing the state of domestic terrorism threats, with a specific focus on white supremacists. In preparing the reports, the offices would review hate crime incidents to determine if those incidents also constituted domestic terrorism. Based on the data collected, DTPA requires the newly created offices to focus their resources on the most significant threats, as described in detail to Congress in the joint biannual report. DTPA also codifies the Domestic Terrorism Executive Committee, which would coordinate with United States Attorneys and other public safety officials to promote information sharing and ensure an effective, responsive, and organized joint effort to combat domestic terrorism. The legislation requires DOJ, FBI, and DHS to provide training and resources to assist state, local, and tribal law enforcement agencies in understanding, detecting, deterring, and investigating acts of domestic terrorism and white supremacy. Finally, DTPA directs DHS, DOJ, FBI, and the Department of Defense (DoD) to establish an interagency task force to combat white supremacist infiltration of the uniformed services and federal law enforcement."

In many communities, this number is far higher. The magnitude of these losses--and their impact on the survivors--can be difficult to comprehend. A recent White House memorandum [hyperlink] acknowledges this impact as a key consideration as the nation seeks to recover: 'Each soul is irreplaceable, and the families and communities left behind are still reeling from profound loss.' To better understand this impact, the COVID-19 States Project surveyed 22,234 adults from all 50 U.S. States and the District of Columbia in March 2022. For 18,103, we asked whether they knew anyone who died of COVID-19, and whether they were family, friends, neighbors, co-workers, or acquaintances. To understand the emotional impact of these losses, we also asked about symptoms of depression using a 9-item questionnaire (the Patient Health Questionnaire [hyperlink]) commonly used to identify major depression in primary care settings. Congress authorizes and appropriates U.S. contributions, and it has an ongoing interest in ensuring such funding is used as efficiently and effectively as possible. The United States, as a permanent member of the U.N. Security Council, plays a key role in establishing, renewing, and funding U.N. peacekeeping operations.   From the Document: "Historically, most aspects of election administration have been left to state and local governments, resulting in a variety of practices across jurisdictions with respect to voter registration. States can vary on a number of elements of the voter registration process, including whether or not to require voter registration; where or when voter registration occurs; and how voters may be removed from registration lists. The right of citizens to vote, however, is presented in the U.S. Constitution in the Fifteenth, Nineteenth, and Twenty-sixth Amendments. Beginning with the Voting Rights Act (VRA) in 1965, Congress has sometimes passed legislation requiring certain uniform practices for federal elections, intended to prevent any state policies that may result in the disenfranchisement of eligible voters. The National Voter Registration Act (NVRA) was enacted in 1993 and set forth a number of voter registration requirements for states to follow regarding voter registration processes for federal elections."

At the conclusion of a Congress, Members depart due to retirement, electoral defeat, or pursuit of another office. In the 101st Congress (1989-1990) through 116th Congress (2019-2020), on average, two Senators and nine Members of the House of Representatives have left before the conclusion of a Congress.   From the Summary: "The Federal Bureau of Investigation (FBI) is informing Food and Agriculture (FA) sector partners that ransomware actors may be more likely to attack agricultural cooperatives during critical planting and harvest seasons, disrupting operations, causing financial loss, and negatively impacting the food supply chain. The FBI noted ransomware attacks during these seasons against six grain cooperatives during the fall 2021 harvest and two attacks in early 2022 that could impact the planting season by disrupting the supply of seeds and fertilizer. Cyber actors may perceive cooperatives as lucrative targets with a willingness to pay due to the timesensitive role they play in agricultural production. Although ransomware attacks against the entire farm-to-table spectrum of the FA sector occur on a regular basis, the number of cyber attacks against agricultural cooperatives during key seasons is notable."

The bill would require the Secretary of State to report on the implementation of the plan on an annual basis for the following five years beginning 180 days after enactment of H.R. 7311. The bill also would direct the agency to provide, in each annual report, a survey of similar initiatives undertaken by foreign entities and detailed intelligence on the identity of local actors complicit in Russian activities. On the basis of information about the costs of similar activities, CBO [Congressional Budget Office] estimates that implementing H.R. 7311 would cost less than $500,000 over the 2022-2026 period; such spending would be subject to the availability of appropriated funds."
