Executive Order 13392: Improving Agency Disclosure of Information
"The effective functioning of our constitutional democracy depends upon the participation in public life of a citizenry that is well informed. For nearly four decades, the Freedom of Information Act (FOIA) has provided an important means through which the public can obtain information regarding the activities of Federal agencies. Under the FOIA, the public can obtain records from any Federal agency, subject to the exemptions enacted by the Congress to protect information that must be held in confidence for the Government to function effectively or for other purposes Agency FOIA operations shall be both results-oriented and produce results. Accordingly, agencies shall process requests under the FOIA in an efficient and appropriate manner and achieve tangible, measurable improvements in FOIA processing. When an agency's FOIA program does not produce such results, it should be reformed, consistent with available resources appropriated by the Congress and applicable law, to increase efficiency and better reflect the policy goals and objectives of this order." This executive order designates agency chief FOIA officers, establishes general duties, and establishes a FOIA Requester Service Center and FOIA public liaisons.

Executive Order 13390 aims to further strengthen Federal support for the recovery and rebuilding of the Gulf Coast region affected by Hurricane Katrina and Hurricane Rita. "It is the policy of the United States to provide effective, integrated, and fiscally responsible support from across the Federal Government to support State, local, and tribal governments, the private sector, and faith-based and other community humanitarian relief organizations in the recovery and rebuilding of the Gulf Coast region affected by Hurricane Katrina and Hurricane Rita."

Executive Order 13388: Further Strengthening the Sharing of Terrorism Information to Protect Americans
This executive order further strengthens the effective conduct of United States counterterrorism activities and protects the territory, people, and interests of the United States of America. "Agencies shall give the highest priority to (i) the detection, prevention, disruption, preemption, and mitigation of the effects of terrorist activities against the territory, people, and interests of the United States of America; (ii) the interchange of terrorism information among agencies; (iii) the interchange of terrorism information between agencies and appropriate authorities of State, local, and tribal governments, and between agencies and appropriate private sector entities; and (iv) the protection of the ability of agencies to acquire additional such information."

This order amends Executive Orders 12139 and 12949 in light of the establishment of the Office of Director of National Intelligence. Executive Order 13381: Strengthening Processes Relating to Determining Eligibility for Access to Classified National Security Information
Executive Order 13381 hereby orders as follows: "To the extent consistent with safeguarding the security of the United States and protecting classified national security information from unauthorized disclosure, agency functions relating to determining eligibility for access to classified national security information shall be appropriately uniform, centralized, efficient, effective, timely, and reciprocal." Executive Order 12171 is amended.

Executive Order 13376: Amendments to Executive Order 12863, Relating to the President's Foreign Intelligence Advisory Board
This executive order updates and clarifies Executive Order 12863, which created the President's Foreign Intelligence advisory Board. It strikes 'Director of Central Intelligence' each place it appears, replacing it with 'Director of National Intelligence.' It also adds the following new section: "This order is intended only to improve the internal management of the executive branch of the Federal Government, and is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity, against the United States, its departments, agencies, or other entities, its officers or employees, or any other person."

Executive Order 13367: United States-Mexico Border Health Commission
This executive order designates the United States-Mexico Border Health Commission (USMBHC) as a public international organization for purposes of the International Organizations Immunities Act. It extends to members and employees of the Mexican Section of the USMBHC the same privileges, exemptions, and immunities as are accorded under similar circumstances to officers and employees of foreign governments with regard to the laws regulating entry into and departure from the United States.

"This directive establishes U.S. policy, guidelines, and implementation actions to enhance U.S. national security and homeland security by protecting U.S. maritime interests. This executive order modifies the protection given to the Development Fund for Iraq and certain property in which Iraq has an interest. "I, GEORGE W. BUSH, President of the United States of America, hereby modify the scope of the national emergency declared in Executive Order 13303 of May 22, 2003, and expanded in Executive Order 13315 of August 28, 2003, and further modified in Executive Order 13350 of July 29, 2004, to address the unusual and extraordinary threat to the national security and foreign policy of the United States posed by obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in that country, and the development of political, administrative, and economic institutions in Iraq."

Executive Order 13355: Strengthened Management of the Intelligence Community
This executive order is established in order to further strengthen the effective conduct of United States intelligence activities and protect the territory, people, and interests of the United States. It outlines the Authority of the Director of Central Intelligence, the responsibilities of which include the following: acting as principal adviser to the President for intelligence matters related to national security; acting as principal adviser to the National Security Council and Homeland Security Council; developing objectives and guidance for the Intelligence Community; ensuring that all collected data is available to the maximum extent practicable for integration, analysis, and dissemination; and establishing common security and access standards for managing and handling intelligence systems, information, and products. This order also outlines the responsibilities of the heads of all departments and agencies, which include granting access to all foreign intelligence, counterintelligence, and national intelligence that is relevant to transnational terrorist threats and ensuring that any intelligence and operational systems and architectures of departments and agencies are consistent with national intelligence requirements set by the Director.

Executive Order 13354: National Counterterrorism Center
This executive order is established in order to protect the security of the United States through strengthened intelligence analysis and strategic planning and intelligence support to operations to counter transnational terrorist threats against the territory, people, and interests of the United States. The order establishes the National Counterterrorism Center, which shall be supervised by a Director appointed by the Director of Central Intelligence with the approval of the president. Functions of the Center include serving as the primary organization in the United States Government for analyzing and integrating all U.S. intelligence; conducting strategic operational planning for counterterrorism activities; assigning operational responsibilities to lead agencies for counterterrorism activities; and serving as the central and shared knowledge bank on known and suspected terrorists.

Executive Order 13356: Strengthening the Sharing of Terrorism Information to Protect Americans
This executive order is established in order to further strengthen the effective conduct of United States intelligence activities and protect the territory, people, and interests of the United States. Agencies shall give the highest priority to the detection, prevention, disruption, preemption, and mitigation of the effects of terrorist activities against the territory, people, and interests of the United States of America. The head of each agency that possesses or acquires terrorism information shall promptly give access to the terrorism information to the head of each other agency that has counterterrorism functions. The Director of Central Intelligence shall set forth common standards for the sharing of terrorism information by agencies.

Executive Order 13353: Establishing the President's Board on Safeguarding Americans' Civil Liberties
This executive order is established in order to further strengthen protections for the rights of Americans in the effective performance of national security and homeland security functions. This order establishes the President's Board on Safeguarding Americans' Civil Liberties. The Board shall be part of the Department of Justice and shall advise the President on effective means to implement the policy and keep the president informed of implementation of the policy. Upon the recommendation of the Board, the Attorney General or the Secretary of Homeland Security may establish one or more committees that include individuals from outside the executive branch of the Federal Government.

Executive Order 13350: Termination of Emergency Declared in Executive Order 12722 with Respect to Iraq and Modification of Executive Order 13303, and Executive Order 13315
Executive Order 13350 terminates the state of emergency in Iraq, as well as restating the list of 55 wanted senior Iraqi Officials previously named in Executive Order 13315. Additional steps aiming to deal with the former state of emergency as set out in Executive Order 13315 have been enacted, and are revised here pursuant to the capture of Saddaam Hussein and further progress from coalition forces. Also listed here are provisions on economic investment around the existing sanctions in Iraq, as well as other measures dealing with continued rebuilding efforts. This Executive Order terminates the Emergency Declared in Executive Order 12722 and modifiys Executive Order 13290, 13303 and 13315.

Homeland Security Presidential Directive 10: Biodefense for the 21st Century
Homeland Security Presidential Directive (HSPD) 10 outlines policy for Biodefense in the 21st century. "The United States has pursued aggressively a broad range of programs and capabilities to confront the biological weapons threat. These actions, taken together, represent an extraordinary level of effort by any measure. Based on these accomplishments, we conducted a comprehensive evaluation of our biological defense capabilities to identify future priorities and actions to support them. The results of that study provide a blueprint for our future biodefense program, Biodefense for the 21st Century, that fully integrates the sustained efforts of the national and homeland security, medical, public health, intelligence, diplomatic, and law enforcement communities. Specific direction to departments and agencies to carry out this biodefense program is contained in a classified version of this directive."
