Electromagnetic Defense Task Force 2.0: 2019 Report
From the Executive Summary: "In 2018, the Electromagnetic Defense Task Force (EDTF) was created to undertake an audacious effort to holistically understand challenges and opportunities facing militaries and societies in an age increasingly dominated by the electromagnetic spectrum (EMS), a broad area of activity characterized by the visible and invisible movement of light and energy. The task force was a triage response to an enterprise-wide knowledge deficiency about the criticality of issues confronting the United States and its allies as every aspect of modern society becomes increasingly reliant on the EMS. [...] During the second summit held 29 April-1 May 2019, more than 220 fellows participated in a series of TTXs [tabletop exercise] (or war games) organized into four tracks: (1) electromagnetic spectrum operations (EMSO), (2) high-powered electronics and microwaves (HPEM)/DE [directed energy]/spectrum management, (3) EMP [electromagnetic pulse] and GMD [geomagnetic disturbance], and (4) quantum and 5G technologies. In total, 17 teams formed, including two special teams to address nuclear power station vulnerabilities and analyze commercial reports and data generated by the electric power industry."

Operation Pacific Eagle-Philippines: Lead Inspector General Report to the United States Congress
From the Document: "This is the 7th Lead IG [Inspector General] quarterly report on Operation Pacific Eagle-Philippines (OPE-P), summarizing this quarter's events and describing Lead IG and partner agency oversight work relating to OPE-P. It also includes a classified appendix that is made available to the relevant congressional committees and government agencies. ISIS [Islamic State of Iraq and Syria]-affiliated activity in the Philippines continued this quarter, along with U.S. and Philippine efforts to counter these violent extremists. In June 2019, a suicide bombing at a Philippine military base killed 5 and wounded 22. This was the first confirmed suicide bombing by a Filipino, which raises concerns that Philippine militants are adopting not just the ISIS 'brand' but also its ideology and tactics."

The PDTWG's goal is to identify strategies to support the overall health and safety needs of children in disasters and to help ensure health and mental health professionals, first responders, education personnel, childcare workers, and the public will respond effectively to their needs."

From the Introduction and Summary: "From June 22 through July 31, 2018, the complainant submitted various allegations to different DoD agencies regarding U.S. Strategic Command (USSTRATCOM) personnel. On August 27, 2018, the complainant submitted a complaint to the DoD Office of Inspector General alleging misconduct against USSTRATCOM Commander, General (Gen) John E. Hyten, U.S. Air Force (USAF). To clarify the allegations, we interviewed the complainant on August 31, 2018. On September 12, 2018, we initiated an investigation into the allegations that from November 2016 through March 2018, Gen Hyten: (1) misused military aircraft (MilAir) for personal reasons, (2) allowed his spouse to travel on MilAir for inappropriate reasons, (3) misused his protective service detail (PSD) for personal reasons, and (4) misused his Government cell phone for personal matters."

From the Webpage: "The ROUTES [Reducing Opportunities for Unlawful Transport of Endangered Species] Dashboard is an interactive website providing graphics on wildlife trafficking through airports between 2009 and 2018. The Dashboard's graphics are derived from open source wildlife seizure data collected by C4ADS [Center For Advanced Defense] under the ROUTES Partnership. The Dashboard also contains a Route Risk Tool, which allows users to input specific flight routes and receive an estimated risk assessment based on the number of previous trafficking attempts along that route, and a Country Profile Map, which provides a summary of wildlife trafficking information for individual countries."

Given the criticality of this task as it relates to youth, the Office of the ASPR requested the National Advisory Committee for Children and Disasters (NACCD) to work with the National Biodefense Science Board (NBSB, previously known as the National Preparedness and Response Science Board, NPRSB) to recommend future strategies the ASPR could utilize in advancing the health security of our nation's youth. Building on the National Preparedness and Response Science Board's (NPRSB) Future Strategies Report (2015), the National Advisory Committee for Children and Disasters (NACCD) worked with the NBSB to review projected trends and develop a prioritized set of future strategy recommendations and initial implementation steps for the ASPR, specific to children's needs in disasters."

Airline Consumer Protections: Information on Selected Airlines' Non-Discrimination Training Programs
From the Document: "Federal law prohibits airlines from discriminating against passengers on the basis of race, color, national origin, religion, sex, or ancestry. Nevertheless, recent high-profile events reported in the media have led some non-discrimination advocacy organizations to question whether airlines treat all passengers equally and without bias. For example, in May 2016, airline personnel reportedly subjected an economics professor of Italian descent--perceived to be Middle Eastern--to additional security screening after a passenger raised security concerns upon seeing his math equations. While airline staff determined the threat was not credible and allowed the professor to fly, the flight was delayed for hours. More recently, in 2017, the National Association for the Advancement of Colored People (NAACP) issued a travel advisory (lifted in 2018) against one airline, citing 'disrespectful, discriminatory or unsafe conditions' for African-American passengers."

The different effects and recovery trajectories from the three major U.S. hurricanes of 2017 - Harvey, Irma, and Maria - invite inquiry as to why some areas can respond better and faster than others after disaster. A baseline assessment of vulnerabilities in healthcare delivery would be invaluable in predicting an area's need for outside assistance and prognosis over short, medium, and long-term timescales, enabling a more targeted direction of resources. The Assistant Secretary for Preparedness and Response (ASPR) asked the National Advisory Committee on Children and Disasters (NACCD) to develop a list of metrics that could define the baseline status and vulnerability of an area's ability to deliver pediatric healthcare."

Dearborn CERT Supports Community Response Team in the United Arab Emirates
"An ongoing partnership between Michigan emergency managers and the United Arab Emirates (UAE) is spanning language barriers and thousands of miles to build an international preparedness partnership. Given its desert environment, the UAE faces a number of climate-related challenges, including extreme heat and sandstorms. In addition, the country's relatively new infrastructure presents emergency response officials with new logistical challenges, such as evacuating very tall buildings in the event of an emergency. In 2008, the UAE visited official emergency response authorities of several countries, seeking ways to engage the country's youth and young adults in community service. UAE officials identified the United States' CERT [Community Emergency Response Teams] program and the Swedish Civil Defense League as models for training and engagement. To expand its CERT cooperation, UAE officials looked to partner with Dearborn, Michigan, a city, which according to the 2010 U.S. Census is home to the largest percentage (nearly 40 percent) of Arab-Americans in the United States. As a result of its large Arab population, Dearborn officials had begun an effort to translate the CERT curriculum into Arabic shortly before meeting with UAE officials in 2009. Kevin Sweeney, Michigan State Police Sergeant, and Brad Smith, Dearborn Emergency Management Homeland Security Director, spearheaded the translation effort with the support of others in the community."

From the opening statement of Christopher Smith: "[The] facts of the case strongly indicate--and we will hear testimony on this today--that the United Nations International Commission Against Impunity in Guatemala, or CICIG, became deeply involved in the Kremlin's persecution of the Bitkov family--indeed, that CICIG acted as the Kremlin's operational agent in brutalizing and tormenting the Bitkov family. Congress has a special responsibility in this matter because the United States is one of the largest contributors to CICIG, to their budget. There has been little congressional oversight of CICIG.
