Workers as Health Monitors: An Assessment of Los Angeles County's Workplace Public Health Council Proposal
From the Document: "The County of Los Angeles [LA County] faces an extraordinary task in the coming weeks as it attempts to reduce its record COVID-19 [coronavirus disease 2019] rates while fostering a beleaguered economy. Health officials observe that workplaces throughout LA County are focal points of transmission, as enforcement of public health orders has lagged in a climate of desperation and fear. Lack of access to information and inadequate reporting mechanisms for public health order violations, particularly LA County's detailed, industry-specific 'Reopening Safer at Work and in the Community' (County Health Order) jeopardize public health and economic recovery. Meanwhile, the County's Department of Public Health (DPH) lacks sufficient investigators to pose a credible threat of a compliance check at the county's 244,000 businesses. This report examines the costs and benefits of an innovative LA County proposal to recruit frontline workers in the fight against COVID-19 transmission. The proposal requires businesses to permit employees to form public safety councils who meet with management to plan and troubleshoot compliance and report regularly to the DPH. Workers who participate would be free from retaliation. The DPH in turn would designate organizations to convene, train, and assist public health councils to spot and report violations."

Federal Eviction Moratoriums in Response to the COVID-19 Pandemic [Updated December 30, 2020]
From the Document: "On September 4, 2020, the Centers for Disease Control and Prevention (CDC) imposed a nationwide temporary federal moratorium on residential evictions due to nonpayment of rent. The stated purpose of the order is preventing the further spread of Coronavirus Disease 2019 (COVID-19), specifically by preventing homelessness and overcrowded housing conditions resulting from eviction. The action, which followed an Executive Order directing the CDC to consider such a measure, is unprecedented, both in terms of the federal reach into what is traditionally state and local governance of landlord-tenant law and its use of a public health authority for this purpose. The national eviction moratorium took effect less than two weeks after the expiration of a different and narrower set of eviction protections established by the CARES [Coronavirus Aid, Relief, and Economic Security] Act (§4024). This Insight compares the two eviction moratoriums across several key features and ends with a review of implementation issues raised by the CDC moratorium."

New Census Bureau Products Track COVID-19's Effects [Updated December 28, 2020]
From the Introduction: "In May 2020, the U.S. Census Bureau released its first findings from the new Household Pulse and Small Business Pulse Surveys, both now in Phase 3. These experimental products are designed to track the effects of the novel coronavirus disease--first observed in Wuhan, China, in 2019 (COVID-19) and declared a pandemic by the World Health Organization in March 2020. The bureau defines such products as those 'using new data sources or methodologies that benefit data users in the absence of other relevant products.' Long before COVID-19 struck, the federal statistical system produced data that could gauge changes in mortality, health status, food supplies, unemployment, and business conditions, among other important variables. Not previously available, however, were the kind of data now provided by the pulse surveys, which are not only detailed but also being disseminated in almost real time to help policymakers respond to the pandemic and plan for recovery."

Helping People Released from Prisons and Jails Find Housing: A State by State Resource Guide
From the Introduction: "More and more correctional facilities are releasing persons in order to reduce populations as a result of the threat posed by the COVID‐19 [coronavirus disease 2019] pandemic. Many RSAT [Residential Substance Abuse Treatment] program participants are in this number. The fast‐tracked release of so many persons at a time when many re‐entry programs, social services, and transition housing resources may be temporarily closed or operating at limited capacity calls for the redoubling of reentry and transitional programming. Nothing may be of more critical importance than locating safe and secure housing for those being released who do not have secure housing waiting for them. This manual was designed to assist in that effort. Since many transitional housing facilities have closed their doors or transferred residents to accommodations that allow for social distancing, isolation or quarantine, information on shelter closings and regional shelter coordination centers has become critical. The information on emergency housing resources and contacts for each state is based on the most current information available. However, because conditions are changing rapidly, it is important to verify that the services listed are still available. Contacts and information on COVID‐19‐specific state and local contacts listed include emergency and non‐congregate housing options such as short‐term hotel room leasing, converted dormitories or public buildings, and trailer units. In cases where there is little or no information on COVID‐19‐specific housing resources, contacts for coalitions to end homelessness, local or state housing and homelessness continuums of care, and other reliable contacts for housing resources are included. State resources follow immediately after federal and national resources are listed."

From the Document: "A widely impactful public health crisis is upon us. The tentacles of its impact are many and pervasive, from social, to economic, to environmental implications. As a civil rights organization and as stewards of human rights, this outbreak calls on us to maintain vigilance and lift our voices to demand the policies and practices that will preserve the wellbeing of all. Already we've seen many equity and justice challenges that must be addressed before they worsen and cause further damage. We must recognize and stand up against racial/ethnic discrimination and stereotyping. Our federal, state and local governments must ensure necessary policies and practices are in place, so that needed information, training, resources, and care are available equitably and reach all people in all communities. As we think about the upcoming Census and elections, the novel coronavirus pandemic underscores the ongoing need to push for affordable, quality health care coverage; a well-trained, diverse health care and medical research workforce; and accessible sources of care (hospitals, Federally Qualified Health Centers) for all. At this same time, even as we advance changes in response to what's before us now, we must examine the systemic inequities that have exacerbated impact and ensure that we begin to enact transformational societal shifts to address the root causes of vulnerabilities and systems failure."

Food Processing Response Toolkit: Make a Plan for COVID-19 Mitigation in the Workplace
From the Document: "The Oregon Department of Agriculture (ODA), the Oregon Health Authority (OHA), Oregon Occupational Safety and Health (Oregon OSHA), and your local public health authority (LPHA) encourage you to make a plan for mitigating the spread of COVID-19 [coronavirus disease 2019] in your workplace. This should include an emergency response plan of how to respond if a worker tests positive. The plan should consider the implementation of a workplace coordinator who will be responsible for COVID-19 assessment, implementation, and control planning. The workplace coordinators and management should be aware of and follow all applicable county, state, and federal regulations including public health agency guidelines. Worksite assessments by appropriately trained personnel to identify COVID-19 risks and mitigation strategies should be done periodically.
