From the document: "Emergency Operations Center (EOC) Management is the capability to provide multi-agency coordination (MAC) for incident management by activating and operating an EOC for a pre-planned or no-notice event. EOC management includes EOC activation, notification, staffing, and deactivation; management, direction, control, and coordination of response and recovery activities; coordination of efforts among neighboring governments at each level and among local, regional, State, and Federal EOCs; coordination public information and warning; and maintenance of the information and communication necessary for coordinating response and recovery activities."

Testing an Approach to Improving Fire Fuel Mapping by Modeling Fuel Structure and Types Based on Combined Satellite Imagery and Field Data - Final Report
"When this project was proposed, there were no good mapping tools to relate information collected on field inventory plots with remotely sensed imagery, a technique that was needed in order to produce useful wildland fuel data. The project was envisioned to develop and test an algorithm that could accomplish the mapping of key vegetation parameters to meet the needs of the fire science community in test areas of the conterminous U.S. and Alaska. Specific objectives of the project were: 1) Develop a simple, practical methodology (the k nearest neighbor or k-NN) to integrate spatial data from field sample sites and satellite image data. 2) Map several key fire fuel layers including vegetation type, canopy density, canopy height, basal area, and green biomass. 3) Calibrate and validate the data sets, and conduct the technology transfer."

"The Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) is responsible for the safe and secure transportation of hazardous materials (hazmat). Hazmat is essential to the economy of the United States and the well-being of its people. Hazmat fuels our cars and trucks and heats and cools our homes and offices. Hazmat is used in farming and medical applications as well as manufacturing, mining, and other industries. Every day millions of tons of hazmat are safely transported by air, train, truck, or vessel in quantities ranging from several ounces to thousands of gallons. In the wrong hands, however, hazmat can pose a significant security threat, particularly those that can be used as weapons of mass destruction. Addressing this security threat is vital to the safety of our citizens and security of our economy."

Communication Triangle: Elements of an Effective Warning Message
The lack of good communication is a very real problem in mine emergencies. Sometimes critical information is not communicated to those who need it to make decisions. At other times, those on the receiving end of a warning do not think to ask the right questions. What happens in underground coal mine fires is a case in point. The authors interviewed 48 workers who escaped three serious fires in western Pennsylvania. In each case the location of the fire was known but did not get communicated to many of those who had to evacuate. Sometime, even the nature of the problem was not clearly communicated. Some workers began their evacuation knowing nothing about what was happening. In an effort to improve emergency communication National Institute for Occupational Safety and Health (NIOSH) researchers worked with safety professionals to determine what sorts of information are critical in a mine emergency. An extensive list was generated, which proved too long to be remembered by individuals. The list was therefore collapsed into six categories. A communication protocol was derived from these categories.
