A key feature of India's response to the COVID-19 outbreak has been the close collaboration and cooperation between the Union (central) and state governments. The pandemic has underlined the necessity for strengthening cooperative federalism since no single jurisdiction or level of government has the capability to deal with the crisis on its own. In India, as in most federations, the constitution lists healthcare a responsibility assigned to state governments. In extraordinary circumstances such as the outbreak of coronavirus, the constitution provides for the Union government to take the lead in coordinating between and supporting the states. The legal framework for these interventions is provided by two laws, the Epidemic Diseases Act 1897 and the Disaster Management Act 2005."

The nation shares borders with two global epicenters of the pandemic - Iran and China. Pakistan reacted with alarm when the first case was confirmed on 26 February. Quarantine facilities were established in each of the subnational units and Sindh became the first province to shut down all educational institutions on 1 March. COVID-19 Roadmap to Recovery: Report for a Nation
From the Executive Summary: "Covid-19 [coronavirus disease 2019] has changed the course of history. What started off as a flu-like illness in one person in one corner of the world, has changed the lives, livelihoods and futures of billions. Australia saw its first case on January 25 and now has over 6,600 cases, the country is in partial lockdown, schools and universities have left their campuses, hundreds of thousands of jobs have been lost. Fortunately, the tide appears to be turning and we can start thinking of Recovery. To chart a 'Roadmap to Recovery' we convened a group of over a hundred of the country's leading epidemiologists, infectious disease consultants, public health specialists, healthcare professionals, mental health and well-being practitioners, indigenous scholars, communications and behaviour change experts, ethicists, philosophers, political scientists, economists and business scholars from the Group of Eight (Go8) universities. In the early stages of an infectious disease outbreak such as the novel Coronavirus (COVID-19), there is frequent uncertainty about the nature of the disease, its spread, scope, and impact. This often leads to emotional distress, even among those who have not been directly exposed to the disease. Common psychological and behavioral responses include distress reactions (insomnia, anxiety, decreased perception of safety, anger, scapegoating, and increased presentation to healthcare due to fears of illness), health risk behaviors (increased use of alcohol and tobacco, altered work/life balance, social isolation, increased family conflict, and violence). Children and adolescents may also become distressed, which can manifest in 'misbehaviors', social isolation, or diminished academic performance. A minority of individuals will develop disorders, such as depression, anxiety, or posttraumatic stress, that require formal treatment."

From the Document: "The worldwide spread of the coronavirus has resulted in an unprecedented era of uncertainty, fear, disruption, economic hardship, sickness, and death. Exposure to human remains can be stressful, but the guidelines below will help you manage your stress and increase adaptive coping. The guidelines are applicable to inexperienced and experienced mortuary personnel, medical staff, first responders, military service members, and those planning for current or upcoming mortuary operations. In your work, you may see, smell, and handle the remains of individuals of all ages. Working with or around remains may arouse strong feelings of pity, horror, repulsion, disgust, and anger at the senselessness of this tragedy. You may feel guilty for not helping enough. These reactions are normal and a part of being human. You may feel emotionally numb, or you may even use 'graveyard humor' to make the suffering and death less terrible. These are also normal responses. Strong emotions or reactions may be most painful when working with the remains of children, or when the remains remind you of someone you know or of yourself."

Supporting Families of Healthcare Workers Exposed to COVID-19
From the Document: "U.S. healthcare workers, including clinicians as well as custodial, laboratory, food services, transport, and other hospital staff, are on the front lines of caring for the surge of COVID-19 [coronavirus disease 2019] patients across the country. Contact with COVID-19 patients, media reports questioning the availability of personal protective equipment, and news stories of healthcare workers becoming ill with COVID-19, understandably increase concerns of healthcare workers about contracting the virus or spreading it among family members. Children who do not understand what is happening may become frightened and need greater reassurance from parents. Information Paper on the Zika Virus (ZIKV) Outbreak in the Pacific
From the Document: "The Zika Virus (ZIKV) is primarily transmitted by infected Aedes aegypti mosquitoes but also by Aedes albopictus mosquitoes, and possibly other types of mosquitoes. Zika virus can also spread 1) During sex with a person who has Zika to partners; 2) From a pregnant woman to her fetus; and, 3) Through blood transfusion (likely but not confirmed, according to the Centers for Disease Control and Prevention [CDC]). Zika Virus is present in Oceania, Central America, South America, Mexico, the Caribbean, Southeast Asia, and parts of Africa. Zika Virus is also associated with neurological complications: Guillain-Barré syndrome (GBS) and microcephaly in infants born to pregnant women infected with the virus."

In addition, we review after-action reports and journal articles from medical personnel that deployed in support of HADR missions to capture their ideas and observations, with a focus on medical providers and medical planners. Moreover, we discuss U.S. military medical influences with NGOs [non-governmental organization] and other non-military partners for a perspective on the value and any potential concerns with a robust (high acuity) U.S. military medical presence during a HADR mission and any lasting effects upon demobilization. This booklet intends to inform military planners on their role in ensuring U.S. military medical response is appropriate to the needs of the affected population and sensitive to the lasting effects of a U.S. response. Finally, this case study provides an opportunity to discuss planning factors for U.S. military medical planners and their operational (line) counterparts, as well as, international partners and NGOs."

Durante l'epidemia di coronavirus (COVID-19), la quarantena è stata utilizzata come strategia di salute pubblica per ridurre la trasmissione della malattia. Gli sforzi di attuare la quarantena per il COVID-19 sono andati dalla quarantena di massa di intere città in Cina, all'isolamento nelle strutture gestite dal governo, all'autoisolamento in casa. Se da un lato la quarantena può essere ampiamente utile per il bene pubblico, dall'altro è anche associata a delle difficoltà psicologiche per le persone in quarantena, i loro cari e gli operatori sanitari che si prendono cura di loro.
