Solar Progress Report: Advancing Toward a Clean Energy Future
From the Document: "Solar energy is a vital component of the Administration's all-of the above energy strategy. Supported by historic investments in research, development, and deployment, the price of solar technologies has decreased and the U.S. solar market has experienced rapid growth since President Obama took office. Last year was a record-breaking year for new solar installations, and the amount of solar power installed in the United States has increased nearly eleven fold -- from 1.2 gigawatts in 2008 to an estimated 13 gigawatts today, which is enough to power more than 2.2 million American homes." This report provides a progress report on the implementation of solar programs and technology in the United States. From the Document: "Energy security is a major challenge for the Caribbean. The region is largely dependent on relatively high-cost imported fuel and electricity. Small isolated economies and unattractive investment policies discourage investment necessary to build sustainable energy systems. The high cost of energy diverts resources away from economic development, reduces competitiveness, and renders the energy sectors of Caribbean nations vulnerable to supply shocks. However, the region has access to an abundance of renewable and other energy resources. A concerted effort to provide assistance to Caribbean islands on difficult policy and regulatory reforms can attract the private finance required to implement new energy technologies and approaches. Today, the Vice President announced a new initiative to support the Caribbean on energy. Recognizing that there is no 'one-size-fits-all' solution for Caribbean nations and that individual islands may choose to pursue different pathways towards achieving energy security, the Caribbean Energy Security Initiative we are launching today consists of a portfolio of activities designed to provide different options for assisting in the transformation of the Caribbean's electricity sector."

Our border patrol chief, David Aguilar, said we need comprehensive immigration reform to secure our borders. Demographer Dowell Myers said comprehensive immigration reform is critical to prepare for the declining birthrates and aging population. Economist Dan Siciliano explained that immigration is good for the economy, good for jobs, and a critical part of our Nation's prosperity. Historian Daniel Tichenor told us that each new wave of immigrants has been scorned by critics only later to be among our most accomplished and loyal citizens. At our second and third hearings last week, we learned about the shortfalls of the 1986 and 1996 immigration legislation to ensure that we do not repeat the mistakes made in those last two reforms of immigration law. The need for maritime domain awareness or the ability to understand where illicit traffic is most likely to occur cannot be understated. Without this understanding, drugs will continue to transit the maritime corridors and migrants will make the perilous journey to this country. And now I recognize myself for an opening statement. One of the more destructive byproducts of irresponsible and lax immigration enforcement under the Obama administration was the rise of the sanctuary jurisdiction. Sanctuary jurisdictions nationwide continually refuse to cooperate with ICE [Immigration and Customs Enforcement] and actively violate or disregard Federal law. John Allen Muhammad, Document Fraud, and the Western Hemisphere Passport Exception: Hearing Before the Subcommittee on Immigration, Border Security, and Claims of the Committee on the Judiciary, House of Representatives, One Hundred Eighth Congress, First Session, May 13, 2003
From the opening statement of John N. Hostettler: "In the autumn of 2002, the Nation was shocked by a wave of shootings in the National Capital area. In a spree that lasted from October 2, 2002 through October 22, 2002, 13 people were shot, 10 of whom died from their wounds. On Thursday, October 24, 2002, troopers from the Maryland State Police and other law enforcement officials arrested two individuals - John Muhammad and Lee Boyd Malvo - outside Frederick, MD. The pair have subsequently been charged under multiple indictments in connection with those shootings. As the news of the arrests and the names of the suspects was broadcast worldwide, the Government of Antigua and Barbuda recognized that Muhammad and Malvo had been residents in that country. They determined also that Muhammad had received an Antiguan passport despite being a U.S. citizen. On October 28, 2002, the Attorney General of Antigua and Barbuda appointed a task force to look into the activities of Muhammad and Malvo while in Antigua. The task force was headed by Antiguan attorney John Fuller. On December 31, 2002, Mr. Fuller's task force released its support. He has graciously agreed to come to Washington and discuss the findings of that task force with the Subcommittee today, and we are appreciative, Mr. Fuller." 2013 Government Shutdown: Three Departments Reported Varying Degrees of Impacts on Operations, Grants, and Contracts, Report to the Chairman, Government Performance Task Force, Committee on the Budget, U.S. Senate
From the Highlights: "The federal government partially shut down for 16 days in October 2013 because of a lapse in appropriations. According to OMB [Office of Management and Budget], about 850,000 federal employees were furloughed for part of this time. GAO [Government Accountability Office] was asked to describe the effects of the shutdown. This report describes (1) how the shutdown affected selected agencies' operations and services, including immediate and potential longer-term effects; (2) what is known about how the shutdown affected federal contracting and grants, as reported by the selected agencies and associations with expertise in grants and contracts; and (3) what economic studies or reports state about the effect of the shutdown on national economic activity. GAO selected three departments for review--DOE [Department of Energy], HHS [Human and Health Services], and DOT [Department of Transportation]--based on the value of grants and contracts, the percentage of employees expected to be furloughed, and the potential for longer-term effects. GAO reviewed department contingency plans and other documents; economic forecasters' analyses; and interviewed officials from the selected departments and components, BEA [Bureau of Economic Analysis], OMB, OPM [Office of Personnel Management], associations, and economic forecasters. GAO recommends that OMB instruct agencies to document lessons learned in planning for and implementing a shutdown, as well as resuming activities following a shutdown should a funding gap longer than five days occur in the future. OMB staff did not state whether they agreed or disagreed with the recommendation."

Congressional Budget Office Cost Estimate: S. 793, Shark Fin Trade Elimination Act of 2017
"S. 793 would prohibit the sale, transport, possession, and purchase of shark fins and products containing shark fins. Violators of this prohibition would be subject to a civil penalty pursuant to the Magnuson-Stevens Fishery Conservation and Management Act. The bill also would allow for the lawful possession of shark fins obtained via a state, territorial, or federal license or permit if the shark fin is destroyed or discarded, used for noncommercial purposes, or used for display or research purposes by a museum, college, university, or any permitted researcher. The prohibition in the bill would not apply to 'Mustelus canis' (smooth dogfish) or 'Squalus acanthias' (spiny dogfish). Because S. 793 would prohibit the sale and purchase of shark fins, CBO [Congressional Budget Office] estimates that revenues from customs duties collected on imported shark fin products would decline. CBO also estimates that penalty collections resulting from violations of the bill's prohibitions would increase revenues. Therefore, pay-as-you-go procedures apply. However, based on information from the National Oceanic and Atmospheric Administration (NOAA) and from states that ban the possession of shark fins, CBO estimates that the net effect of those revenue changes would not be significant in any year or over the 2018-2027 period. Enacting the bill would not affect direct spending. CBO estimates that enacting the legislation would not significantly increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. S. 793 contains no intergovernmental mandates as defined in the Unfunded Mandates Reform Act (UMRA) and would not affect the budgets of state, local, or tribal governments."

Congressional Budget Office Cost Estimate: S. 159, Lyon County Economic Development and Conservation Act
"S. 159 would require the Secretary of the Interior to sell, at fair market value, roughly 10,000 acres of federal lands to the city of Yerington, Nevada. The bill also would designate about 47,500 acres in Nevada as wilderness. Based on information provided by the Bureau of Land Management (BLM) and the Forest Service, CBO [Congressional Budget Office] estimates that implementing the legislation would have no significant impact on discretionary spending. Enacting S. 159 would increase offsetting receipts, which are treated as reductions in direct spending; therefore, pay-as-you-go procedures apply. Enacting the bill would not affect revenues. Under the bill, the city of Yerington would be required to pay fair market value for the federal lands it acquires. Based on information provided by BLM regarding the appraised value of the affected lands, CBO estimates that proceeds from the sale would total $2 million in 2014. Those amounts would be deposited in the U.S. Treasury as offsetting receipts. Because the bill would require the city to pay any administrative costs associated with the sale, CBO estimates that completing the land sale would not affect discretionary spending."

According to TSA, the agency currently spends less than $100,000 annually to operate the existing committee, which has a mission and organizational structure that is similar to that of the committee envisioned under H.R. 1204. As a result, CBO [Congressional Budget Office] estimates that implementing H.R. 1204 would have no significant additional cost. H.R. 1204 would not affect direct spending or receipts; therefore, pay-as-you-go procedures do not apply."
