  The purpose of this hearing is to review federal funding of research into nanotechnology, to discuss the role of the Federal Government in supporting nanoscience research, and to discuss the economic implications of the scientific advances made in the field of nanotechnology. In Fiscal Year 1999, the Federal Government will spend approximately $230 million on nanotechnology research. Eighty percent of the funding comes from the National Science Foundation, about $90 million; the Department of Defense; the Department of Energy. The remaining money comes from the National Institutes of Health, the Department of Commerce, and NASA. In addition, the private sector has shown interest in the field of nanotechnology. The question this hearing hopes to answer is how much effort should the Federal Government be putting into taxpayer funded research in this area? Witnesses to this hearing include: Eugene Wong, Paul McWhorter, Richard Smalley, and Ralph Merkle.

Its government claims 'effective jurisdiction' over the island of Taiwan, the archipelagos of Penghu, Kinmen, and Matsu, and some smaller islands. It also claims disputed islands in the East and South China Seas. U.S.-Taiwan relations have been unofficial since January 1, 1979, when the Carter Administration established diplomatic relations with the People's Republic of China (PRC, or China) and broke diplomatic ties with self-ruled Taiwan, over which the PRC claims sovereignty. The 1979 Taiwan Relations Act (TRA, P.L. [Public Law] 96-8; 22 U.S.C. [United States Code] §§3301 et seq.) provides a legal basis for this unofficial bilateral relationship."

  This hearing examines U.S.-China trade relations, including the issue of renewing China's most-favored-nation (MFN) status. Non-discriminatory MFN trade status was first granted to the People's Republic of China on February 1, 1980, and has been extended annually since that time. Annual extensions are granted based upon a Presidential determination and a report to Congress that such an extension would substantially promote the freedom of emigration objectives in Title IV of the Trade Act of 1974, the so-called Jackson-Vanik amendment. Subsections 402 (a) and (b) of the Trade Act set forth criteria which must be met, or waived by the President, in order for the President to grant MFN status to non-market economies such as China. The focus of this hearing is to evaluate overall U.S. trade relations with the People's Republic of China, and to consider the extension of MFN status for China for an additional year on the basis of that country's emigration performance. Also included is testimony on China's emigration policies and practices; on the nature and extent of U.S. trade and investment ties with China and related issues; and on the potential impact on China, Hong Kong, Taiwan, and the United States of a termination of China's MFN status. Its stable government, strong economic performance, educated citizenry, and strategic position along key shipping lanes afford it a large role in regional and global affairs. For the United States, Singapore has been a partner in both trade and security initiatives and an advocate of a strong U.S. role in the Asia-Pacific region. At the same time, Singapore's leaders have aimed to maintain close relations with China, and to maintain positive ties with all regional powers. [...] Although not a U.S. treaty ally, Singapore is one of the strongest U.S. security partners in the region.   From the Document: "In recent years, escalating violence in Mexico and drug overdose deaths in the United States have led Congress to question the efficacy of U.S.-Mexican security cooperation. Homicides in Mexico reached record levels from 2016 to 2019, followed by a slight decline during the Coronavirus Disease 2019 (COVID-19) pandemic. Since 2019, Mexico has replaced China as the primary U.S. supplier of synthetic opioids, which cause a majority of U.S. drug overdoses. As Congress deliberates on the future of U.S.-Mexican security cooperation, it may reevaluate the Mérida Initiative, including implementation of security and rule-of-law initiatives supported by $3.5 billion in congressional appropriations. It also may assess the Biden Administration's FY2023 budget request to support the new U.S.-Mexico Bicentennial Framework for Security, Public Heath, and Safe Communities."

Congress has long debated the appropriate level of U.S. funding to U.N. system activities and whether U.S. contributions are used efficiently and effectively. U.S. policymakers' perspectives on U.N. funding have varied over time. For example, the Trump Administration consistently proposed significant decreases in U.N. funding and withheld contributions to some U.N. bodies. At the same time, Congress funded most U.N. entities at higher levels than the Administration requested. The Biden Administration supports U.S. engagement with U.N. entities; the President's FY2023 budget request proposes fully funding assessed contributions to U.N. bodies and paying selected U.S. arrears."

  From the thesis abstract: "Using the Citizen Corps' Personal Disaster Preparedness (PDP) Model as a framework, this thesis examines the relationship between religious apocalyptic beliefs and disaster preparedness motivations in the United States. Four focus groups were convened with members of the American public who reported holding religious beliefs that included an end-times doctrine. Findings include the following: 1) estimations of likelihood, impact and response efficacy were not significantly influenced by religious end-times beliefs; 2) beliefs in biblical prophesy did not alter the cognitive heuristics that have been shown to influence personal risk assessment; 3) spiritual beliefs motivated spiritual preparedness while material or secular concerns motivated actual completion of FEMA [Federal Emergency Management Agency]-recommended preparations; and 4) millennialist beliefs provided high spiritual self-efficacy, but it did not correlate with high material self-efficacy, which is essential to material preparation. Recommendations are made for leveraging high spiritual self-efficacy in millennialist faith groups to further DHS's [Department of Homeland Security] mission of disaster resiliency. Suggestions include building a Threat/Efficacy profile specific to the religious populations that holds strong eschatological beliefs, with distinctions between pre-, post- and amillenialism, as well as Christian and non-Christian populations."   This is the September 8, 1999 message from the President of the United States on "International Convention for the Suppression of Terrorist Bombings" as referred to the U.S. Senate Committee on Foreign Relations. President Bill Clinton's Letter of Transmittal: "In recent years, we have witnessed an unprecedented and intolerable increase in acts of terrorism involving bombings in public places in various parts of the world. The United states initiated the negotiation of this convention in the aftermath of the June 1996 bombing attack on U.S. military personnel in Dhahran, Saudi Arabia, in which 17 U.S. Air Force personnel were killed as the result of a truck bombing. [...] In essence, the Convention imposes binding legal obligations upon States Parties either to submit for prosecution or to extradite any person within their jurisdiction who commits an offense as defined in Article 2, attempts to commit such an act, participates as an accomplice, organizes or directs others to commit such an offense, or in any other way contributes to the commission of an offense by a group of persons acting with a common purpose. A State Party is subject to these obligations without regard to the place where the alleged act covered by Article 2 took place."

  From the Document: "When the U.S. Border Patrol (USBP) encounters a migrant entering illegally between ports of entry, they are processed for removal under Title 8 (immigration law) and asked whether they fear persecution or intend to seek asylum. However, at the start of the Coronavirus Disease 2019 (COVID-19) pandemic in March 2020, the Centers for Disease Control and Prevention (CDC) issued an order requiring USBP to use an additional procedure at the border under Title 42 (public health code). The policy prohibits the entry of certain migrants to prevent the introduction of COVID-19 into border facilities and the United States. Individuals subject to the order are not held in congregate areas for processing and not given a credible fear interview to pursue the asylum process. Instead they are swiftly expelled to Mexico or their counties of origin. The focus of this infographic is on the Southwest border; migrants arriving at the Northern border between ports of entry are subject to the same processes but make up a small share of total USBP encounters."

Secretary General reported that there are $275 million worth of medicine sitting in Iraqi warehouses that have been undistributed. All that being said, the question arises, is this a worthwhile program? I believe that we should not ignore the humanitarian needs of the people of Iraq, but I also believe that we should not ignore the needs of our own people here in the United States, and these low oil prices, which I believe are caused in part by the Iraqi oil production, are having an impact on our energy security. New Oxfam estimates, building on World Bank projections and prior research conducted by the World Bank and Center for Global Development on food price spikes, show that over a quarter of a billion more people could be pushed into extreme poverty in 2022 . The combined impact of COVID-19, inequality and food price hikes could result in 263 million 'more' people living in extreme poverty this year, resulting in a total of 860 million people living below the $1.90 a day extreme poverty line. This would be an extraordinarily damaging rise that reverses decades of progress in the fight against poverty. [...] The G20 [Group of 20], IMF [International Monetary Fund] and World Bank all meet in the next two weeks. Sticking to the status quo is not without consequence - it will result in harm to people the world over. Amid exceptionally challenging political circumstances, it is urgent that leaders take responsibility to advance action that averts catastrophe for billions of people. And in doing so, they have the chance to show we can rewrite the rules of our economy so that everyone, including the richest countries, richest people and corporations, play their part and pay their fair share of taxes; so that governments have the needed fiscal space and are not servicing their debts at the expense of delivering strong universal public services required to protect their populations at all times but especially in times of crisis; so that decent work exists for all; and so we get on track to stop climate breakdown in the few years that we have left. From the report: "Some months ago, the House Permanent Select Committee on Intelligence requested that the Congressional Research Service conduct a seminar on terrorism. The Committee chose to focus on two key elements of this subject of particular concern to Congress--the changing nature of the terrorist threat and possible legislative and other actions that should be considered by Congress in order to improve the U.S. response to terrorism. [...] The counterterrorist activities of the United States government include intelligence collection and dissemination, security, law enforcement, foreign policy and military response. The seminar participants begin the session with a discussion of the mission and responsibilities of their respective agencies. From there, a number of current policy approaches are presented. Assessments are made of legislative proposals that have been before Congress, and of laws currently in place. The seminar participants offer a wide range of possible programmatic, legislative and policy options to combat terrorism or that might alter the environment that produces terrorist activity. The FBI Director has acknowledged that these were, in his words, egregious violations of privacy. The White House initially released statements from Craig Livingstone's attorney claiming that these activities of Livingstone and Marceca were all an, quote, innocent mistake. Why did the White House so quickly endorse the explanations of Mr. Livingstone and Mr. Marceca before getting all of the facts? […] Why would the White House scapegoat the Secret Service for what seems to me abundantly clear, to cover its own shortcomings? Whatever the reason for the White House's assorted and conflicting explanations of the past month, it is clear that the Secret Service wasn't at fault, as evidenced by Craig Livingstone's own statement to Special Agent Arnold Cole, who is with us this morning, which he made on June 7, when he said, 'We just wanted you guys to know that we weren't blaming the Secret Service. Over the next 2 days, we will focus on the availability of illegal drugs in our Nation and the effectiveness of current drug interdiction efforts. In my view, no problem is of greater significance to the Nation than illegal drugs. No American citizen is untouched by this national security threat. The influence of illegal drugs and violent drug cartels is painfully visible in the rise of street violence, domestic abuse, urban family breakup, medical costs for crack babies, AIDS, gunshot wounds, drug abuse treatment and overdoses. Illegal drugs suck up- an estimated $50 billion out of the U.S. economy every year. Illegal drugs are now linked to roughly 80 percent of the Nation's prison population. Illegal drugs rip at the Nation's moral fiber, and their influence cries out for action by our Nation's leaders. I dodge no bullets. This responsibility is ours in Congress as much as it is the President's. But with drug availability and drug use increasing sharply across the board in all age categories over the last 3 years, especially among our Nation's young children, we must act as a Nation now.   During the 104th Congress, the Permanent Select Committee on Intelligence has undertaken a major review of the role, functions and structure of the Intelligence Community. This review has been called The Intelligence Community in the 21st Century, or IC21. This title connotes one of the major premises of the study: that the Intelligence Community (IC) has been largely, and perhaps inevitably, shaped by the Cold War struggle with the Soviet Union. This struggle gave shape to a specific set of "intelligence norms," i.e., organizations, products, practices, relationships and ways of doing business that extend throughout the IC. Some of these intelligence norms are likely to be fairly stable, regardless of U.S. national security policy or the international political environment. Others may be outdated and no longer responsive to U.S. national security requirements as we enter the 21st century. IC21 seeks to determine which of these intelligence norms are still relevant, which need to be either revised or replaced, and what alternatives there are to be added.
