From the March 19, 2011 White House fact sheet: "Today, President Dilma Rousseff and President Barack Obama discussed their countries' common interests in the development of safe, secure and affordable energy, including oil, natural gas, biofuels, and civilian nuclear energy, and agreed that the United States and Brazil should work together on these issues as Strategic Energy Partners to support economic growth, energy security, and the transition to a clean energy economy. To that end, the two Leaders today agreed to launch a Strategic Energy Dialogue, building on the work of the U.S.-Brazil Binational Energy Working Group. Such a Dialgoue and resulting partnerships between the two largest democracies and economies in the Americas will create jobs in both countries, make energy supplies more secure, and help address the challenge of climate change."

This commitment includes the safe and responsible production of our oil and natural gas resources. Today, American oil production is at the highest level in eight years and last year we relied less on foreign oil than in any of the past 16 years. At the same time, the President believes we need to double-down on clean energy in the United States. Transitioning to cleaner sources of energy will enhance our national security, protect the environment and public health, and grow our economy and create new jobs. Over the past few years, renewable energy use has nearly doubled. In fact, in 2011, the United States reclaimed the position as the world's leading investor in clean energy -- but staying on top will depend on smart, aggressive action moving forward. President Obama will begin the second day of his post-State of the Union swing with an event at a UPS [United Parcel Service] facility in Las Vegas, focusing on the importance of American workers developing American-made energy for an economy that's built to last. Following this event, the President will travel to Buckley Air Force Base in Aurora, Colorado to deliver remarks on American energy and the steps his Administration is taking to promote energy security."

From the March 21, 2011 White House fact sheet: "The United States and Chile work together bilaterally and regionally to protect the environment, combat climate change, and enhance clean energy growth. Both the United States and Chile participate in activities under the Energy and Climate Partnership of the Americas (ECPA), Energy Working Group activities under the Asia-Pacific Economic Cooperation (APEC), and are members of the International Renewable Energy Agency. The United States supports Chile's candidacy for membership in the International Energy Agency. In June 2009, the Department of Energy (DOE) signed a Clean Energy Technology Memorandum of Understanding (MOU) with Chile under ECPA. Under the MOU, DOE provides technical support to Chile's Renewable Energy Center and two pilot solar plants in Chile's northern desert. The United States and Chile look to increase active collaboration on wind and geothermal energy, biofuels and biomass projects. Chile and the United States cooperate constructively on climate change mitigation to encourage effective outcomes from the United Nations Framework Convention on Climate Change. The United States and Chile signed an Environmental Cooperation Agreement in 2003. Together we are engaging in efforts to address sectors including mining, forestry, transportation, fisheries and agriculture; work focuses on key themes of good governance, natural resources protection, and private sector environmental performance. Chile and the United States recognize the importance of working bilaterally and regionally through ECPA, and globally through the framework of the United Nations Framework Convention on Climate Change. This year Chile and the United States will work together to implement the agreements reached in Cancun, including on transparency, adaptation, technology, finance, and forest preservation."

Under this Framework Agreement, the United States and Brazil alternately host Joint Commission Meetings on Scientific and Technology Cooperation that provide a productive forum for government agencies to develop and strengthen cooperation with counterparts across a broad spectrum of issues. The last Joint Commission Meeting took place in Washington, D.C., in 2009, with an unprecedented level of participation from a variety of technical agencies on both sides. Cooperative research in science and technology between the United States and Brazil has grown significantly, and is particularly advanced in the areas of agriculture research, biomedical research, and biofuels. The U.S.-Brazil Fulbright Commission, a joint partnership to promote higher education exchanges between the United States and Brazil, dates back to 1957, and has awarded grants enabling 3,000 Brazilians to participate in educational programs in the United States and 2,500 Americans to participate in educational programs in Brazil. The Fulbright program, which includes public-private partnerships, is increasingly focused on promoting research and study in Science, Technology, Engineering, and Mathematics."
