The new department would consist of 30 existing federal agencies or portions of agencies. Each of these agencies would continue to be responsible for carrying out its other, non homeland-security functions. Enacting H.R. 5005 would increase direct spending from federal retirement funds by about $1 million in 2003 and by $5 million over the 2003-2012 period. Therefore, pay-as-you-go procedures would apply. The bill also could affect governmental receipts from import duties and from employee contributions to federal retirement funds, but CBO [Congressional Budget Office] estimates that the amounts would be less than $500,000 annually. H.R. 5005 contains intergovernmental mandates as defined in the Unfunded Mandates Reform Act (UMRA), but CBO estimates that the costs to comply with the mandates would not exceed the threshold established in that act ($58 million in 2002, adjusted annually for inflation).   "H.R. 3173 would increase the maximum amount of insurance coverage available to members of the armed services, and would amend the Soldiers' and Sailors' Civil Relief Act of 1940 (SSCRA) by increasing the maximum rent payment that active-duty servicemembers can make and still be protected from eviction. CBO [Congressional Budget Office] estimates that enacting this bill could increase direct spending for insurance payments, but CBO cannot provide a specific estimate. Because this bill could affect direct spending, pay-as-you-go procedures would apply. H.R. 3173 would increase the maximum amount of insurance coverage available to members of the armed forces under the Servicemembers Group Life Insurance (SGLI) program. The SGLI program is wholly funded by premiums paid by servicemembers but current law provides for reimbursements to the SGLI trust fund by the armed services should mortality rates exceed certain levels that are based on the mortality rates from the previous three years. 3173 also would amend the SSCRA by increasing the maximum rent payment that active-duty servicemembers can make and still be protected from eviction. Under current law, active-duty servicemembers and their dependents have a temporary reprieve from eviction for nonpayment of rent. To proceed with an eviction, a landlord must obtain a court order authorizing the eviction. Section 2 of this bill would increase to $1,950 the maximum monthly rent a servicemember can pay and still be afforded this protection. CBO estimates that implementing this section would have no impact on federal spending. H.R. 3173 contains a private-sector mandate as defined by the Unfunded Mandates Reform Act (UMRA)."

For these activities, H.R. 3609 would authorize a gross appropriation of $282 million over the 2003-2006 period. In addition, H.R. 3609 would authorize the appropriation of $80 million over the 2003-2006 period for a new research program to improve pipeline inspection techniques, risk assessments, and technology to detect leaks. The bill also would authorize the appropriation of almost $6 million over the 2003-2006 period for grants to state programs that help excavators coordinate their work with the operators of underground pipelines, and another $4 million over the 2003-2006 period for grants to local communities to improve pipeline safety. Assuming appropriation of the authorized amounts, CBO [Congressional Budget Office] estimates that implementing H.R. 3609 would have a net cost of $141 million over the 2003-2007 period. Enacting H.R. 3609 also would affect governmental receipts, so pay-as-you-go procedures would apply, but CBO estimates that such effects would not be significant. H.R. 3609 contains both intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA). The bill also would authorize grants to states to reimburse up to 50 percent of the cost of state pipeline safety programs."

  "CBO [Congressional Budget Office] estimates that H.R. 3525 (enacted as Public Law 107-173) will result in no significant net cost to the federal government. The act will affect direct spending, but we estimate that any net effects will not be significant. H.R. 3525 sets the amount of the machine-readable visa (MRV) fee at $65 and establishes a surcharge of $10 for issuing an MRV in a nonmachine-readable passport. Under prior law, the Secretary of State had the authority to raise MRV fees at his discretion, and on June 1, 2002, the department implemented a new schedule of consular fees, including an increase in the MRV fee from $45 to $65. According to the State Department, it would be nearly impossible to collect the $10 surcharge under the existing application procedures because banks that collect various application fees would be unable to distinguish machine-readable passports from nonmachine-readable ones. Because the State Department currently does not have a specific plan for collecting the new surcharge, CBO cannot estimate the additional amounts that will be collected and spent, but the net effects will not be significant in any year. H.R. 3525 also will increase the penalty from $300 to $1,000 for improper submission of passenger manifests by carriers entering United States ports. This provision will increase both collections and spending of such penalties by the Immigration and Naturalization Service (INS), but CBO estimates that the net effect will be less than $500,000 annually."

This legislation also would exempt certain areas of New York (until September 30, 2005) from several reporting requirements under the Transportation Equity Act for the 21st Century. Based on information from the Environmental Protection Agency and the Department of Transportation, CBO [Congressional Budget Office] estimates that enacting H.R. 3880 would not have a significant effect on the federal budget. Without the waiver from current law that is contained in this legislation, it is possible that New York City would become ineligible to receive certain federal transportation funds. In that event, such funds would be spent on transportation projects in other areas of the state. Because the bill would not affect direct spending or receipts, pay-as-you-go procedures would not apply. H.R. 3880 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state or local governments. Overall, the bill would benefit both the state of New York and New York City by preserving the flow of federal highway funding. If the reporting requirements under current law were not met, the New York metropolitan region could lose as much as $1 billion in funding for certain highway and transit projects during fiscal years 2003 and 2004."

  From the Summary and Introduction: "The terrorist attacks of September 11, 2001, inflicted enormous personal and property losses on the United States. Insurance payments for economic losses on that day will surpass $30 billion and could top $50 billion. Among the many adverse economic effects that resulted from the attacks is a continuing shortage of insurance against losses of property from terrorism. Coverage is difficult to obtain, especially for buildings or sites that are landmarks; where coverage is available, prices are high and restrictions are numerous. Policymakers have developed two types of federal proposals to increase the supply of property and casualty insurance. Under one set of options, which was created following Hurricane Andrew in August 1992 and the Northridge earthquake in January 1994, the federal government would auction reinsurance contracts to primary insurance companies and state-sponsored insurers. Reinsurance is an established practice among private insurers. By buying reinsurance, primary insurers spread the risk of loss more widely and strengthen their ability to insure against catastrophes. The intent of those proposals is to offer federal reinsurance when coverage is in short supply, at market prices that are expected to cover the government's costs. By contrast, under proposals developed since September 11, the government would pay for most losses from a terrorist attack directly, without reimbursement or with only partial reimbursement. Even though one type of proposal was created in response to natural disasters and the other from an act of terrorism, both types could be considered viable alternatives, whatever the source of catastrophic loss."

Bolden: "The FY [Fiscal Year] 2016 request includes $4,505.9 million for Exploration with $2,862.9 million for Exploration Systems Development, $1,243.8 million for Commercial Space Flight, and $399.2 million for Exploration Research and Development. This funding, with critical investment from each of NASA's mission directorates, supports NASA's [National Aeronautics and Space Administration] plans to, as the President said in his State of the Union speech, continue our journey to Mars and push 'out into the solar system not just to visit, but to stay[.]' NASA has made tremendous progress on this journey, and we will continue to progress, with building momentum, through the years to come. As part of our strategic, stepping stone approach to deep-space explorations, NASA is facilitating the development of a U.S. commercial crew transportation capability with the goal of launching NASA astronauts from American soil in the next couple of years. This initiative to facilitate the success of U.S. industry to provide crew transportation to low Earth orbit will end our sole reliance on Russia and ensure that we have safe, reliable and cost-effective access to the ISS [International Space Station] and low-Earth orbit. Commercial Products Contracts allowed potential providers to better understand and align with NASA human spaceflight requirements and gave NASA early insight into vehicle designs and approaches. NASA has now entered the development and certification phase with the award of two FAR-based, fixed-price Commercial Crew Transportation Capability (CCtCap) contracts to American companies to transport our Astronauts to and from the ISS. SpaceX and Boeing have laid out milestones with the goal of certified commercial crew capability in 2017. The contractors are committed and at work. Our approach has emphasized competition and redundancy to ensure that NASA's human safety and certification requirements are met, we achieve the best value for the American taxpayer, and we end our sole reliance on Russia for transportation services. Now, we need the funding necessary to execute this plan to completion. With continued support from the Congress, crews will again launch to the ISS from American soil by 2017." From the testimony of Don Brown: "When the NFIP [National Flood Insurance Program] was established, flood was generally considered an uninsurable peril and few private companies were willing to write the risk. There was no loss history, no models for flood, and generally the insured knew much more about their potential for loss than the insurance company. Flood is no longer an uninsurable risk and the private market is no longer unwilling to write flood. Just the opposite is true. There are several reasons for this development. In the last few years, commercial flood models have been developed that, along with mapping and geocoding technologies, have given insurance companies a wealth of information regarding flood risk. There's been an influx of capital into the reinsurance and insurance arena -- and that capital is interested in underwriting flood risk. These developments provide new options for consumers when buying flood insurance."
