Kentucky Chemical Stockpile Emergency Preparedness Program [website]
This web page offers information and links on Kentucky's Chemical Stockpile Emergency Preparedness Program. From the site description: "The Chemical Stockpile Emergency Preparedness Program (CSEPP) was created in 1985 when the US Congress passed a law directing the Army to dispose of its aging chemical weapons inventory with maximum protection of the public and environment as its primary consideration. Since its inception, the primary goal of CSEPP has been to educate and enhance emergency preparedness in communities surrounding the chemical stockpile stored at the Bluegrass Army Depot. There are 10 counties in Kentucky which are affected by the chemical stockpile. Madison County, where the Bluegrass Army Depot is located, is considered the Immediate Response Zone (IRZ). Clark, Powell, Estill, Jackson, Rockcastle and Garrard Counties make up the Protective Action Zone (PAZ). Fayette, Jessamine and Laurel Counties are considered Host counties, in which citizens of the IRZ or PAZ may be deployed. Until the chemical stockpile is safely destroyed, CSEPP will continue to support efforts to ensure a community's preparedness and safety in the unlikely event of a chemical agent accident."

"NCEP [National Centers for Environmental Prediction] represents a critical national resource to operational and research communities affected by weather, water, climate and space weather. To meet the future needs of the ever-broadening user community and address the strategic climate-water-weather issues, NCEP continues to develop a Seamless Suite of Products. The 'seamless suite' describes a set of related products that are integrated and consistent across time and space, as well as across forecast applications. It spans all environmental prediction services and benefits from the unprecedented and ongoing explosion of scientific and technological advances within the research community. Using today's more powerful computers and sophisticated models, NCEP is able to establish the necessary linkages between environmental prediction services that are essential to a 'seamless suite' of NWS products. Benefits of this effort will extend across all time scales. These include immediate tactical forecasts related to the protection of life and property, guidance required to lengthen weather and climate predictions from days to weeks to months, and long-range characterizations of climate change."

"FEMA has learned from Citizen Corps Councils, volunteer program managers, and volunteers that liability is a significant concern and a potential barrier to volunteer involvement in emergency services. Liability--legal responsibility for one's acts or omissions--includes diverse concerns: legally imposed payment of damages for personal injury or property damage; penalties for practicing a profession or trade without the required license or permit; compensation for lost income and medical expenses of an injured volunteer; and damages for breach of contract. To offer guidance in this area, FEMA funded the nonprofit Public Entity Risk Institute (PERI) to develop the Citizen Corps Volunteer Liability Guide (CCVLG) to provide an overview of liability and to suggest some approaches to addressing these concerns. The material in this Guide is offered for general information purposes only. It does not provide legal advice, and the user is encouraged to seek out state-specific counsel from a qualified attorney before taking any action. This Guide also does not address specialized liability issues, such as liability based on credentialing and privileging of healthcare workers, accreditation of healthcare facilities, privacy laws, and quarantine decisions. National Youth Gang Survey Analysis
"Since 1996, the National Youth Gang Center (NYGC) has conducted an annual survey of law enforcement agencies to assess the extent of gang problems by measuring the presence, characteristics, and behaviors of local gangs in jurisdictions throughout the United States. The National Youth Gang Survey (NYGS) is based on a nationally representative sample of law enforcement agencies serving larger cities, suburban counties, smaller cities, and rural counties. This Web resource contains analysis and findings from the ongoing National Youth Gang Surveys. Numerous charts and descriptions are provided as a resource for understanding gang problems. Standard questions asked each year include the following in these charts: the presence or absence of gang activity, the number of gangs and gang members, the number of homicides involving gangs, and the assessment of the gang problem from the previous year. Other questions asked are also included in these charts; however, these questions are asked intermittently and not every survey year. The questions include year of gang onset, demographic characteristics of gang members, gang unit operation, gang-member migration patterns, gang-related offenses, definitional characteristics of a gang, and designations of gang membership."
