This is the April 2, 2014 hearing on " Fiscal Year 2015 National Defense Authorization Budget Requests from U.S. Forces Korea and U.S. Strategic Command" before the House Committee on Armed Services. From Committee Chairman Howard P. "Buck" McKeon's opening statement: "Some may think a major conflict on the Korean peninsula is unlikely and therefore we don't need to size our forces, especially our land forces, for such a scenario. However, we can look to every major land conflict we have been involved in to know that we are usually wrong. North Korea maintains the world's fourth largest army. It poses a grave threat to our South Korean allies and to stability in the region, and increasingly direct threat to the United States. Yet I remain concerned that the end strength and force structure cuts contained in the QDR [Quadrennial Defense Review] and the budget request create significant risk for a Korean scenario, and also creates greater vulnerabilities in other parts of the world. […] In a Korean scenario, General Amos has testified that the Marine Corps would be all in, with 20 of its 21 infantry battalions committed to the fight. General Odierno testified that the Army force structure in the QDR will put in doubt our ability to execute even one prolonged, multi-phased major contingency operation. General Scaparrotti, I hope you can discuss the changing threat on the peninsula, the implications it has both for U.S. and South Korean forces and capabilities, and the implications of the QDR and budget request. Admiral Haney, U.S. Strategic Command has a vast portfolio to include nuclear forces, missile defense, cyber operations, and space. As you know, General Dempsey believes our Nation's top national security interest is to continue to assure the survival of the Nation. I agree with that prioritization and I support the funding in this year's base budget request that protects the nuclear triad and other nuclear deterrent capabilities. It is imperative, Admiral, that you continue to take on those who would pretend that the United States alone among nuclear powers can continue to disarm itself." From the Document: "In 1995, I reaffirmed and elaborated United States counterterrorism policy in PDD-39. [Presidential Decision Directive] That policy directive remains valid. Because of our military superiority, potential enemies, be they nations, terrorist groups, or criminal organizations, are increasingly likely to attack us in unconventional ways. Adversaries will be tempted to exploit vulnerabilities in our critical infrastructure, impede continuity of government operations, use weapons of mass destruction against civilians in our cities, disrupt our transportation systems, attack us when we gather as a community at special events, and prey on our citizens overseas. As this cluster of threats matures in the coming century, I am determined that we will be prepared to deter them, prevent them, or, if necessary, limit the damage they can inflict. Success requires that we recognize the common nature of these threats, the need for an integrated response, and, in the case of critical infrastructure protection, the importance of a public-private partnership."

Presidential Letter -- 2012 War Powers Resolution 6-Month Report
From the Document: "I am providing this supplemental consolidated report, prepared by my Administration and consistent with the War Powers Resolution (Public Law 93-148), as part of my efforts to keep the Congress informed about deployments of U.S. Armed Forces equipped for combat. […] Since October 7, 2001, the United States has conducted combat operations in Afghanistan against al-Qa'ida terrorists, their Taliban supporters, and associated forces. In support of these and other overseas operations, the United States has deployed combat equipped forces to a number of locations in the U.S. Central, Pacific, European, Southern, and Africa Command areas of operation. Previously such operations and deployments have been reported, consistent with Public Law 107-40 and the War Powers Resolution, and operations and deployments remain ongoing. These operations, which the United States has carried out with the assistance of numerous international partners, have degraded al-Qa'ida's capabilities and brought an end to the Taliban's leadership of Afghanistan. United States Armed Forces are now actively pursuing and engaging remaining al-Qa'ida and Taliban fighters in Afghanistan. The total number of U.S. forces in Afghanistan is approximately 90,000, of which more than 70,000 are assigned to the North Atlantic Treaty Organization (NATO)-led International Security Assistance Force (ISAF) in Afghanistan. In accordance with June 2011 Presidential guidance, the Department of Defense remains on track to achieve a Force Management Level of 68,000 U.S. forces by the end of this summer. After that, reductions will continue at a steady pace."

Public Summary of the Inventory of Files Related to Fort Hood Shooting [January 15, 2010]
From the Document: "On November 5, 2009, Major Nidal Malik Hasan, U.S. Army, entered the Army Base at Fort Hood, TX, and opened fire on a group of fellow soldiers. Before he could be stopped by law enforcement officers, Hasan fatally shot 13 members of the U.S. Army and injured 32 others, most of them military personnel. Hasan has been charged under the Uniform Code of Military Justice (UCMJ) with 13 specifications of premeditated murder and 32 counts of attempted premeditated murder. He is currently awaiting trial." This press release from January 15, 2010 also discusses the findings and recommendations of the report.

Senate Office of Public Records Revolving Fund: Audit of Fiscal Year 2014 Cash Receipts
From the Document: "Established in 1972, the Senate Office of Public Records (SOPR) receives, processes, and maintains for public inspection records, reports, and other documents filed with the Secretary of the Senate. [...] On April 8, 2015, you requested that we conduct an audit of the cash receipts and cash disbursements recorded in the Fund for fiscal year 2014. This report presents the results of our audit of SOPR's cash receipts as recorded in the Fund during fiscal year 2014. SOPR did not have any cash disbursements in fiscal year 2014. The cash receipts are generated from selling printed copies of those public documents filed with the Secretary of the Senate. The cash receipts are recorded in the Senate Office of Public Records Revolving Fund (Fund). Cash receipts have decreased in current years because most documents are now available at no charge on the Internet within 72 hours of filing. In summary, we found that the Fund's total recorded cash receipts of $10,027 for fiscal year 2014 were accurate and supported by documentation."

Analysis of NFIRS Data for Selected Wildfires Including Impacts in Wildland Urban Interface Areas
From the Executive Summary: "This analysis compares the publicly reported loss metrics (e.g., deaths, injuries, dollar losses and acres burned) from media and government sources for 6 named wildfires between 2016 and 2018 with the data reported by local fire departments to the National Fire Incident Reporting System (NFIRS). The 6 wildfires were selected by the U.S. Fire Administration (USFA) to reflect a diversity of wildland urban interface (WUI) conditions, land management responsibilities, locations, terrains and climates: [1] Chimney Tops 2, Tennessee, 2016. [2] Northwest Oklahoma Complex, Oklahoma/Kansas, 2017. [3] West Mims, Georgia/Florida, 2017. [4] Spring Creek, Colorado, 2018. [5] Woolsey, California (Southern), 2018. [6] Camp, California (Northern), 2018. Overall, the data in the NFIRS for these wildfires significantly understates the publicly reported losses except for acres burned, which was often overreported in the NFIRS[.]"

Robotic Modular Stereoscopic Retrofit System: Operational Field Assessment Report
From the Introduction: "Bomb technicians protect the public by rendering explosives safe and performing forensic work on those explosives. Mobile, unmanned platforms (i.e., bomb disposal robots) are controlled by operators from a safe standoff distance. Bomb technicians rely on robot vision systems for video imagery to control the robot, its arm, and its gripper for manipulation of devices or tools. Existing robot vision systems, however, are limited to two-dimensional images. As a result, the Department of Homeland Security's (DHS) Science and Technology Directorate (S&T) awarded a contract to Honeybee Robotics to develop the Robotic Modular Stereoscopic Retrofit System (MSR). This system aims to improve an operator's perception of the robot's environment by providing real-time, high quality, stereoscopic video imagery using camera heads, a power and data transmission core module, and an operator control station (OCS) with a glasses-free lenticular display. [...] On behalf of the S&T Office of Mission and Capability Support (MCS), the National Urban Security Technology Laboratory (NUSTL) conducted an operational field assessment (OFA) to evaluate the suitability of the MSR for use by bomb technicians. NUSTL conducted the OFA at the Middlesex County Fire Academy located in Sayreville, New Jersey. MCS and Office of Science and Engineering (OSE) program management staff observed remotely over Microsoft Teams. This report describes the evaluators' feedback obtained during the operational test activities that simulated conditions one might encounter during emergency response missions."

Defeating a broad and adaptive network requires patience, constant pressure, and strong partners in Europe, the Middle East, North Africa, Asia and beyond. Working with these partners, we're disrupting militant conspiracies, destroying their ability to make war, and working to give millions in a troubled region of the world a hopeful alternative to resentment and violence. First, we're determined to prevent the attacks of terrorist networks before they occur. We're reorganizing our government to give this nation a broad and coordinated homeland defense. We're reforming our intelligence agencies for the incredibly difficult task of tracking enemy activity, based on information that often comes in small fragments from widely scattered sources, here and abroad. We're acting, along with the governments from many countries, to destroy the terrorist networks and incapacitate their leaders.
