"This report examines U.S. foreign assistance activities in the People's Republic of China (PRC), including U.S. Department of State and U.S. Agency for International Development (USAID) programming, foreign operations appropriations, policy history, and legislative background. International programs supported by U.S. departments and agencies other than the Department of State and USAID are not covered in this report. U.S. foreign assistance efforts in the PRC aim to promote human rights, democracy, the rule of law, and environmental conservation in China and Tibet and to support Tibetan livelihoods and culture. The United States Congress has played a leading role in initiating programs and determining funding levels for these objectives. Congressionally mandated rule of law, civil society, public participation, and related programs together constitute an important component of U.S. human rights policy towards China. According to the Organization for Economic Cooperation and Development, the United States is the largest provider of 'government and civil society' programming among major bilateral foreign aid donors. […] Some policy analysts argue that U.S. democracy, rule of law, and related programs have had little effect in China due to political constraints and restrictions on civil society imposed by the PRC government. Furthermore, some policy makers contend that the United States government should not provide assistance to a country, like China, that has significant foreign aid resources of its own. Other observers argue that U.S. assistance activities in China have helped to build social and legal foundations for political change and bolster reform-minded officials in the PRC government. Some experts also propound that U.S. programs have nurtured relationships among governmental and non-governmental actors and educational institutions in the United States and the PRC, which have helped to develop common understandings about democratic norms and principles."

Venezuela: Issues for Congress [January 10, 2013]

"Under the rule of populist President Hugo Chávez, first elected in 1998, Venezuela has undergone enormous political changes, with a new constitution and unicameral legislature, and even a new name for the country, the Bolivarian Republic of Venezuela. Human rights organizations have expressed concerns about the deterioration of democratic institutions and threats to freedom of expression under the Chávez government. President Chávez won reelection to another six-year term on October 7, 2012, by a margin of 11%, capturing about 55% of the vote compared to 44% for opposition candidate Henrique Capriles. On December 11, 2012, however, Chávez faced a fourth difficult operation in Cuba for an undisclosed form of cancer that has raised questions about Venezuela's political future. Because of significant health complications, Vice President Nicolás Maduro announced on January 8, 2013, that President Chávez would not be sworn into office on January 10 as planned, but that he would be sworn into office at a later date, a decision supported by Venezuela's Supreme Court. Looking ahead, if President Chávez does not recover, the Constitution calls for a new election to be held within 30 days if the president dies or is incapacitated during the first four years of his term."

Unified Command Plan and Combatant Commands: Background and Issues for Congress [January 3, 2013]

"The Unified Command Plan (UCP) and associated Combatant Commands (COCOMs) provide operational instructions and command and control to the Armed Forces and have a significant impact on how they are organized, trained, and resourced--areas over which Congress has constitutional authority. The UCP is a classified executive branch document prepared by the Chairman of the Joint Chiefs of Staff (CJCS) and reviewed and updated every two years that assigns missions; planning, training, and operational responsibilities; and geographic areas of responsibilities to COCOMs. Functional COCOMs operate world-wide across geographic boundaries and provide unique capabilities to geographic combatant commands and the Services while Geographic COCOMs operate in clearly delineated areas of operation and have a distinctive regional military focus. There are currently nine COCOMs: 1) USSOCOM: U.S. Special Operations Command, MacDill Air Force Base, FL. 2) USSTRATCOM: U.S. Strategic Command, Offutt Air Force Base, NE. 3) USTRANSCOM: U.S. Transportation Command, Scott Air Force Base, 4) USAFRICOM: U.S. Africa Command, Kelley Barracks, Stuttgart, Germany. 5) USCENTCOM: U.S. Central Command, MacDill Air Force Base, FL. 6) USEUCOM: U.S. European Command, Patch Barracks, Stuttgart, Germany. 7) USNORTHCOM: U.S. Northern Command, Peterson Air Force Base, CO. 8) USPACOM: U.S. Pacific Command, Camp H.M. Smith, HI. 9) USSOUTHCOM: U.S. Southern Command, Miami, FL. This report provides information on the history, mission, and operational considerations for each of these organizations as well as a brief discussion of current issues associated with the UCP and these commands."

"The purpose and scope of this CRS [Congressional Research Service] report is to provide a succinct overview with analysis of the issues in the U.S.-Taiwan relationship. This report will be updated as warranted. Taiwan formally calls itself the sovereign Republic of China (ROC), tracing its political lineage to the ROC set up after the revolution in 1911 in China. The ROC government retreated to Taipei in 1949. The United States recognized the ROC until the end of 1978 and has maintained a non-diplomatic relationship with Taiwan after recognition of the People's Republic of China (PRC) in Beijing in 1979. The State Department claims an 'unofficial' U.S. relationship with Taiwan, despite official contacts that include arms sales. The Taiwan Relations Act (TRA) of 1979, P.L. [Public Law] 96-8, has governed policy in the absence of a diplomatic relationship or a defense treaty. Other key statements that guide policy are the three U.S.-PRC Joint Communiqués of 1972, 1979, and 1982; as well as the 'Six Assurances' of 1982."

U.S. Wind Turbine Manufacturing: Federal Support for an Emerging Industry [December 18, 2012]

"This report discusses the U.S. wind turbine manufacturing industry, its supply chain, employment and international trade trends, major federal policy efforts aimed at supporting the industry, and issues affecting its future. The wind industry's national trade group, the American Wind Energy Association (AWEA), reported an estimated 30,000 Americans were employed directly and indirectly in wind turbine manufacturing in 2011, compared to 2,500 in 2004. Another 45,000 U.S. workers reportedly were employed in other parts of the wind industry in 2011, including construction and services. Wind turbine equipment and component manufacturing jobs range in pay from about $30,000 to around $90,000, according to the Bureau of Labor Statistics. Following an unprecedented period of growth in the U.S. wind power market between 2005 and 2009, about half as many new wind turbines were installed in 2011 (some 3,500) as in 2009."

Unemployment Insurance: Programs and Benefits [December 31, 2012]

"Various benefits may be available to unemployed workers to provide income support. When eligible workers lose their jobs, the Unemployment Compensation (UC) program may provide up to 26 weeks of income support through the payment of regular UC benefits. Unemployment benefits may be extended for up to 47 weeks by the temporarily authorized Emergency Unemployment Compensation (EUC08) program. Unemployment benefits may be extended for up to a further 13 or 20 weeks by the permanent Extended Benefit (EB) program under certain state economic conditions. Certain groups of workers who lose their jobs because of international competition may qualify for income support through Trade Adjustment Act (TAA) programs. Unemployed workers may be eligible to receive Disaster Unemployment Assistance (DUA) benefits if they are not eligible for regular UC and if their unemployment may be directly attributed to a declared major disaster. Former U.S. military servicemembers may be eligible for unemployment benefits through the unemployment compensation for ex-servicemembers (UCX) program. The Emergency Unemployment Compensation Act of 1991 (P.L. 102-164) provides that ex-servicemembers be treated the same as other unemployed workers with respect to benefit levels, the waiting period for benefits, and benefit duration."

"Special Operations Forces (SOF) play a significant role in U.S. military operations, and the Administration has given U.S. SOF greater responsibility for planning and conducting worldwide counterterrorism operations. U.S. Special Operations Command (USSOCOM) has about 63,000 active duty, National Guard, and reserve personnel from all four services and Department of Defense (DOD) civilians assigned to its headquarters, its four components, and one sub-unified command. The 2010 Quadrennial Defense Review (QDR) directs increases in SOF force structure, particularly in terms of increasing enabling units and rotary and fixed-wing SOF aviation assets and units. […] On January 5, 2012, the Administration unveiled its new strategic guidance refocusing U.S. strategic efforts to the Pacific and the Middle East and, at the same time, proposing significant cuts to ground forces. This new strategic direction has the potential to significantly affect U.S. SOF. USSOCOM leadership continues to pursue additional authorities that would enable it to control the movement of SOF units deployed to a theater of operations as well as give additional authorities to Theater Special Operations Commands (TSOCs), which are allocated to each geographic combatant command. Another possible issue for congressional consideration is the balance between direct and indirect special operations activities in world-wide counterterrorism operations. "Many wars or conflicts in U.S. history have federally designated 'periods of war,' dates marking their beginning and ending. These dates are important for qualification for certain veterans' pension or disability benefits. Confusion can occur because beginning and ending dates for 'periods of war' in many nonofficial sources are often different from those given in treaties and other official sources of information, and armistice dates can be confused with termination dates. This report lists the beginning and ending dates for 'periods of war' found in Title 38 of the 'Code of Federal Regulations', dealing with the Department of Veterans Affairs (VA). It also lists and differentiates other beginning dates given in declarations of war, as well as termination of hostilities dates and armistice and ending dates given in proclamations, laws, or treaties. The dates for the conflicts in Iraq and Afghanistan are included along with the official end date for Operation New Dawn on December 15, 2011. This report will be updated when events warrant. "A bill or joint resolution that has been vetoed by the President can become law if two-thirds of the Members voting in the House and the Senate each agree to pass it over the President's objection. The chambers act sequentially on vetoed measures; the House acts first on House-originated measures (H.R. and H.J. Res.) and the Senate acts first on Senate-originated measures (S. and S.J. Res.). If the first-acting chamber fails to override the veto, the measure dies and the other chamber does not consider it. The House typically considers the question of overriding a presidential veto for an hour, with time controlled and allocated by the chair and ranking member of the committee with jurisdiction over the bill. The Senate usually considers the question of overriding a veto under the terms of a unanimous consent agreement."

"Geographic proximity has forged strong linkages between the United States and the nations of Latin America and the Caribbean, with critical U.S. interests in the region encompassing economic, political, and security concerns. U.S. policymakers have emphasized different strategic interests in the region at different times, from combating Soviet influence during the Cold War to advancing democracy and open markets since the 1990s. Current U.S. policy toward the region is designed to promote economic and social opportunity; ensure citizen security; strengthen effective democratic institutions; and secure a clean energy future. As part of broader efforts to advance these priorities, the United States provides Latin American and Caribbean nations with substantial amounts of foreign assistance. Congress -- which authorizes and appropriates aid for the region, and engages in oversight of assistance programs -- is currently considering the President's foreign aid request for FY2013. In recent years, the State Department, Foreign Operations, and Related Programs appropriations measure has been the primary legislative vehicle through which Congress reviews U.S. assistance and influences executive branch policy toward the region."

United States-Canada Trade and Economic Relationship: Prospects and Challenges [January 29, 2008]

"The United States and Canada conduct the world's largest bilateral trade relationship, with total merchandise trade (exports and imports) exceeding $533.7 billion in 2006. The U.S.-Canadian relationship revolves around the themes of integration and asymmetry: integration from successive trade liberalization from the U.S.- Canada Auto Pact of 1965 leading to North American Free Trade Agreement (NAFTA), and asymmetry resulting from Canadian dependence on the U.S. market and from the disparate size of the two economies. The economies of the United States and Canada are highly integrated, a process that has been accelerated by the bilateral U.S.-Canada free trade agreement (FTA) of 1988 and the NAFTA of 1994. Both are affluent industrialized economies, with similar standards of living and industrial structure. However, the two economies diverge in size, per capita income, productivity and net savings. […] The terrorist attacks of 2001 focused attention on the U.S.-Canadian border. Several bilateral initiatives have been undertaken to minimize disruption to commerce from added border security. The focus on the border has renewed interest in some quarters in greater economic integration, either through incremental measures such as greater regulatory cooperation or potentially larger goals such as a customs or monetary union. Congressional interest has focused on these disputes, and also on the ability of the two nations to continue their traditional volume of trade with heightened security on the border. "U.S. commercial ties with France are extensive, mutually profitable, and growing. With over $1.2 billion in commercial transactions taking place between the two countries 'every day' of the year, each country has an increasingly large stake in the health and openness of the other's economy. France is the 9th largest merchandise trading partner for the United States and the United States is France's largest trading partner outside the European Union. In 2006, 62% or $38 billion of bilateral trade occurred in major industries such as aerospace, pharmaceuticals, medical and scientific equipment, electrical machinery, and plastics where both countries export and import similar products. […] The foreign policy dispute, however, appears not to have had much impact on sales of products such as French wines, perfumes and toiletries, travel goods and handbags, and cheeses that are most prone to being boycotted. While some public opinion polls at the time suggested support for economic boycotts as a way of expressing opposition to France's position on Iraq, an economic backlash appears not to have materialized. Effective boycotts would jeopardize thousands of jobs on both sides of the Atlantic. This report will be updated as needed. U.S. Trade Deficit and the Impact of Rising Oil Prices [April 10, 2008]

"Petroleum prices have continued to rise sharply in 2008, at one time reaching $112 per barrel of crude oil. At the same time the average monthly volume of imports of energy-related petroleum products has risen slightly. The combination of sharply rising prices and a slightly higher level of imports of energy-related petroleum products translates into an escalating cost for those imports. This rising cost added an estimated $50 billion to the nation's trade deficit in 2006 and another $28 billion in 2007. Imported energy prices in 2007 rose through the summer and then more sharply in the fall, defying the pattern of declining energy import prices in the fall. This report provides an estimate of the initial impact of the rising oil prices on the nation's merchandise trade deficit. This report will be updated as warranted by events."

"Varying media estimates of military forces in Iraq have raised concerns about the actual number of troops deployed in Operation Iraqi Freedom (OIF). Interest in troop level deployments continue in 2008. Last year, a major announcement on a surge in troop deployments to Iraq by the President Bush included a planned gradual increase of more than 20,000 U.S. troops on the ground in Baghdad and Anbar province over several months. Since the 'new strategy for Iraq' speech by the President on January 10, 2007, troop deployments gradually increased during the months of February through October in 2007 but decreased beginning in November 2007. This report provides solely Department of Defense (DOD) statistical information on U.S. forces serving in Iraq. It also provides brief official information on the military units scheduled for the next rotation of duty into Iraq. As of January 2, 2008, according to DOD, the United States had 155,846 troops stationed in Iraq -- 137,709 active component and 18,137 National Guard or Reserves. For security reasons, DOD does not routinely report the composition, size, or specific destination of military forces deployed to the Persian Gulf. This report will be updated upon receipt of new DOD data. "A key element in U.S. policy toward Africa is the potential benefit from increased trade and commercial ties between the United States and Africa. Interest in increasing bilateral commerce began after the end of the apartheid era in South Africa in the early 1990s. In 1993, Congress approved the end of anti-apartheid restrictions, and later that year then-Commerce Secretary Ron Brown led a business delegation to South Africa. In subsequent years, the Administration has also instituted several measures to help sub-Saharan African (SSA) countries and increase U.S. trade and investment in the region. […] One of these provisions, which permits imports of apparel made in designated lesser-developed SSA countries of third-country yarns and fabrics (meaning that the yarns and fabrics may come from any country), subject to a cap, expires on September 30, 2012. This report examines African economic trends and U.S. trade and investment flows with SSA. It discusses the provisions of AGOA [African Growth and Opportunity Act] and the changes that have occurred since its enactment. It concludes with a brief discussion of issues for Congress."

"In the remainder of the 112th Congress, policymakers will likely maintain an active interest in Mexico on issues related to cross-border trade, Mexico's participation in the Trans-Pacific Partnership (TPP) agreement negotiations, economic conditions in Mexico, migration, and border issues. Congress also will likely take an interest in the economic policies of Mexican President-elect Enrique Peña Nieto, who is expected to enter into office for a six-year term on December 1, 2012. During his campaign, Peña Nieto advocated a 10-point economic plan that includes, among other measures, implementing recently passed legislation to counter monopolistic practices, passing fiscal reform, opening up the oil sector to private investment, making farmers more productive, and doubling infrastructure investments. The bilateral economic and trade relationship with Mexico is of interest to U.S. policymakers because of Mexico's proximity to the United States, the high level of bilateral trade, and the strong cultural and economic ties that connect the two countries. Also, it is of national interest for the United States to have a prosperous and democratic Mexico as a neighboring country. Mexico is the United States' third-largest trading partner, while the United States is, by far, Mexico's largest trading partner. Mexico ranks third as a source of U.S. imports, after China and Canada, and second, after Canada, as an export market for U.S. goods and services. The United States is the largest source of foreign direct investment (FDI) in Mexico."

Uzbekistan: Recent Developments and U.S. Interests [August 3, 2012]

"Uzbekistan gained independence at the end of 1991 with the breakup of the Soviet Union. The landlocked country is a potential Central Asian regional power by virtue of its population, the largest in the region, its substantial energy and other resources, and its location at the heart of regional trade and transport networks. The existing president, Islam Karimov, retained his post following the country's independence, and was reelected in 2000 and 2007. He has pursued a policy of cautiously opening the country to economic and political reforms, and many observers have criticized Uzbekistan's human rights record. The United States pursued close ties with Uzbekistan following its independence. After the terrorist attacks on the United States in September 2001, Uzbekistan offered over-flight and basing rights to U.S. and coalition forces. However, U.S. basing rights at Karshi-Khanabad were terminated in 2005 following U.S. criticism and other actions related to the Karimov government's allegedly violent crackdown on unrest in the southern city of Andijon. Since then, the United States has attempted to improve relations, particularly in support of operations in Afghanistan. […] Consolidated Appropriations for FY2012 (P.L. 112-74; signed into law on December 23, 2011) provides for the Secretary of State to waive conditions on assistance to Uzbekistan for a period of not more than six months and every six months thereafter until September 30, 2013, on national security grounds and as necessary to facilitate U.S. access to and from Afghanistan. Such waivers have been issued during 2012."

U.S. Military Presence in Okinawa and the Futenma Base Controversy [August 3, 2012]

"Although the U.S.-Japan alliance is often labeled as 'the cornerstone' of security in the Asia Pacific region, local concerns about the U.S. military presence on the Japanese island of Okinawa have challenged the management of the alliance for decades. The Japanese archipelago serves as the most significant forward-operating platform for the U.S. military in the region; approximately 38,000 military personnel, 43,000 dependents, and 5,000 DOD civilian employees live in Japan. With the United States pledging to rebalance its defense posture towards Asia, the uncertainty surrounding the medium and long-term presence of American forces on Okinawa remains a critical concern for national security decision-makers. Due to the legacy of the U.S. occupation and the island's key strategic location, Okinawa hosts a disproportionate share of the continuing U.S. military presence. About 25% of all facilities used by U.S. Forces Japan and about half of the U.S. military personnel are located in the prefecture, which comprises less than 1% of Japan's total land area. Many observers assert that Tokyo has failed to communicate effectively to Okinawans the necessity and benefits of the alliance. However, Okinawa has received millions of dollars in subsidies from the central government in exchange for the burden of hosting U.S. troops. This year, Tokyo awarded a large amount to Okinawa for the prefecture's economic development plan. […] The arrangement was designed to reduce the local community's burden of hosting a loud air base that has generated safety concerns and, eventually, to return control of the Futenma land to local authorities as a way to boost economic development in the area. The controversy surrounding relocation of MCAS [Marine Corps Air Station] Futenma has overshadowed progress in the largely successful implementation of other elements of the realignment agreement."

"The National Science Foundation (NSF) was created by the National Science Foundation Act of 1950, as amended (P.L.81-507). The NSF has the broad mission of supporting science and engineering in general and funding basic research across many disciplines. The agency provides support for investigator-initiated, merit-reviewed, competitively selected awards, state-of-the-art tools, and instrumentation and facilities. The majority of the research supported by the NSF is conducted at U.S. colleges and universities. Approximately 82.3% ($3,900.6 million) of NSF's estimated FY2009 $4,742.0 million research and development (R&D) budget was awarded to U.S. colleges and universities. The Administration's FY2013 budget request for NSF is $7,373.1 million, 4.8% above the FY2012 estimated level of $7,033.1 million. The FY2013 request includes $5,983.3 million for Research and Related Activities (R&RA), $875.6 million for Education and Human Resources, $196.2 million for Major Research Equipment and Facilities Construction (MREFC), $299.4 million for Agency Operations and Award Management, $4.4 million for the National Science Board (NSB), and $14.2 million for the Office of Inspector General."

"Brazen violence perpetrated by drug trafficking organizations (DTOs) and other criminal groups is threatening citizen security and governance in some parts of Mexico, a country with which the United States shares a nearly 2,000 mile border and $460 billion in annual trade. Although the violence in Mexico has generally declined since late 2011, analysts estimate that it may have claimed more than 60,000 lives over the last six years. The violence has increased U.S. concerns about stability in Mexico, a key political and economic ally, and about the possibility of violence spilling over into the United States. Mexican DTOs dominate the U.S. illicit drug market and are considered the greatest drug trafficking threat facing the United States. U.S.-Mexican security cooperation has increased significantly as a result of the development and implementation of the Mérida Initiative, a counterdrug and anticrime assistance package for Mexico and Central America first funded in FY2008. Whereas U.S. assistance initially focused on training and equipping Mexican counterdrug forces, it now places more emphasis on addressing the weak institutions and underlying societal problems that have allowed the drug trade to flourish in Mexico. The Mérida strategy now focuses on (1) disrupting organized criminal groups, (2) institutionalizing the rule of law, (3) building a 21st century border, and (4) building strong and resilient communities. As part of the Mérida Initiative, the Mexican government pledged to intensify its anticrime efforts and the U.S. government pledged to address drug demand and the illicit trafficking of firearms and bulk currency to Mexico."

"Increasing U.S. energy supply diversity has been the goal of many Presidents and Congresses. This commitment has been prompted by concerns about national security, the environment, and the U.S. balance of payments. Investments in new energy sources also have been seen as a way to expand domestic manufacturing. For all of these reasons, the federal government has a variety of policies to promote wind power. Expanding the use of wind energy requires installation of wind turbines. These are complex machines composed of some 8,000 components, created from basic industrial materials such as steel, aluminum, concrete, and fiberglass. […] The outlook for wind turbine manufacturing in the United States is more uncertain now than in recent years. For the past two decades, a variety of federal laws and state policies have encouraged both wind energy production and the use of U.S.-made equipment to generate that energy. A continuing challenge for the industry is uncertainty about one main federal policy tool in the deployment of wind power, the production tax credit (PTC), which Congress has extended eight times and let lapse on four occasions. Most recently, the PTC expired at the end of 2012, but a few days later, Congress extended it through year-end 2013. At least a dozen wind turbine manufacturers announced layoffs or hiring freezes at U.S. facilities in 2012, citing concern about the PTC's future as one reason. Other factors affecting the health of the U.S. wind industry are intense price competition from natural gas, an oversupply in wind turbines, and softening demand for renewable electricity."

"The bilateral economic relationship with Mexico is of key interest to the United States because of Mexico's proximity and because of strong cultural and economic ties between the two countries. Mexico has a population of 113 million people, making it the most populous Spanish-speaking country in the world and the third-most populous country in the Western Hemisphere (after the United States and Brazil). The economic relationship with Mexico has developed strong ties under the North American Free Trade Agreement (NAFTA). Trade between the two countries more than tripled since the agreement was implemented in 1994. Through NAFTA, the United States, Mexico, and Canada form the world's largest free trade area, with about one-third the world's total gross domestic product (GDP). The United States and Mexico share many common interests related to trade, investment, and regulatory cooperation. The two countries share a 2,000 mile border and have extensive interconnections through the Gulf of Mexico. There are links through migration, tourism, environment issues, health concerns, and family and cultural relationships.1 The economic relationship with Mexico is important to U.S. national interests and to the U.S. Congress for many reasons. The 112th Congress will likely maintain an active interest in Mexico on issues related to cross-border trade between the two countries, the implementation of NAFTA trucking provisions, economic conditions in Mexico, migration, counternarcotics, and border issues. This report provides an overview of U.S.-Mexico trade and economic trends, the Mexican economy, the effects of NAFTA, and major trade issues between the United States and Mexico."

"The visa waiver program (VWP) allows nationals from certain countries to enter the United States as temporary visitors (nonimmigrants) for business or pleasure without first obtaining a visa from a U.S. consulate abroad. Temporary visitors for business or pleasure from non-VWP countries must obtain a visa from Department of State (DOS) officers at a consular post abroad before coming to the United States. Concerns have been raised about the ability of terrorists to enter the United States under the VWP, because the VWP bypasses the first step by which foreign visitors are screened for admissibility to enter the United States. Nonetheless, the current economic climate has heightened interest in the VWP as a mechanism to promote tourism and commerce. In addition to increasing tourism, the inclusion of countries in the VWP may help foster positive relations between the United States and those countries, facilitate information sharing, and ease consular office workloads abroad. As of December 2012, 37 countries participate in the VWP."

"Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether Congress concurs in the wisdom of the action. This issue brief does not deal with the substantive merits of using armed forces in specific cases, but rather with the congressional authorization for the action and the application and effectiveness of the War Powers Resolution. The purpose of the War Powers Resolution (P.L. 93-148, passed over President Nixon's veto on November 7, 1973) is to ensure that Congress and the President share in making decisions that may get the U.S. involved in hostilities. Compliance becomes an issue whenever the President introduces U.S. forces abroad in situations that might be construed as hostilities or imminent hostilities. Criteria for compliance include prior consultation with Congress, fulfillment of the reporting requirements, and congressional authorization. [...] A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war. Some observers contend that the War Powers Resolution has not significantly increased congressional participation, while others emphasize that it has promoted consultation and served as leverage. Proposals have been made to strengthen, change, or repeal the resolution. None have been enacted to date."

"A South Korean consortium recently signed a contract to provide four commercial nuclear reactors to the United Arab Emirates (UAE), signaling a new role for South Korea in the world nuclear energy market. The $20 billion deal indicates that South Korea has completed the transition from passive purchaser of turn-key nuclear plants in the 1970s to major nuclear technology supplier, capable of competing with the largest and most experienced nuclear technology companies in the world. The South Korean government reportedly has established a goal for South Korea to capture 20% of the world nuclear power plant market during the next 20 years, and the importance placed by Seoul on the UAE contract was underscored by South Korean President Lee Myung-bak's presence at the signing ceremony in the UAE. […] U.S.-Korean nuclear energy cooperation is conducted under a '123 agreement' required by Section 123 of the Atomic Energy Act of 1954. […] As with most U.S. 123 agreements, the existing U.S.-Korean agreement requires U.S. consent for any reprocessing or enrichment activities related to U.S.-supplied materials and technology. Korea is requesting that the new 123 agreement include U.S. advance consent for future Korean civilian reprocessing and enrichment activities. The United States has opposed the idea, on grounds of general nonproliferation policy and the complications that such activities might pose for other security issues on the Korean peninsula. To comply with the 90-day congressional review requirement, a new agreement probably needs to be submitted to Congress by spring 2013. Any lapse in the agreement could affect exports of U.S. nuclear materials and reactor components to Korea, potentially affecting ongoing construction of the UAE project."

"India, which has not signed the Nuclear Nonproliferation Treaty and does not have International Atomic Energy Agency safeguards on all of its nuclear material, exploded a 'peaceful' nuclear device in 1974, convincing the world of the need for greater restrictions on nuclear trade. The United States created the Nuclear Suppliers Group (NSG) as a direct response to India's test, halted nuclear exports to India a few years later, and worked to convince other states to do the same. India tested nuclear weapons again in 1998. However, President Bush announced July 18, 2005, he would 'work to achieve full civil nuclear energy cooperation with India' and would 'also seek agreement from Congress to adjust U.S. laws and policies,' in the context of a broader partnership with India. […] The Obama Administration has continued with the Bush Administration's policy regarding civil nuclear cooperation with India. According to a November 8, 2010, White House fact sheet, the United States 'intends to support India's full membership' in the NSG, as well as other multilateral export control regimes."

"Following the end of the apartheid era in South Africa in the early 1990s, the United States sought to increase economic relations with sub-Saharan Africa (SSA). President Clinton instituted several measures that dealt with investment, debt relief, and trade. Congress passed legislation that required the President to develop a trade and development policy for Africa. Between 1960 and 1973, Africa's economic growth was relatively strong, followed by a period of stagnation and decline for the subsequent two decades in many SSA countries. Current perspectives, however, indicate that many of the fastest-growing countries in the world are on the African continent, and the International Monetary Fund (IMF) projects that the SSA region will grow in terms of real GDP [Gross Domestic Product] by 5.4% in 2012 and 5.3% in 2013. In 2000, Congress approved new U.S. trade and investment legislation for SSA in the African Growth and Opportunity Act (AGOA; Title I, P.L. 106-200). According to U.S. trade statistics, U.S. trade with SSA has comprised 1% to 2% of U.S. total trade with the world. AGOA extends preferential treatment to U.S. imports from eligible countries that are pursuing market reform measures. Data show that U.S. imports under AGOA are mostly energy products, but imports of other products have grown significantly. AGOA mandated that U.S. officials meet regularly with their counterparts in sub-Saharan Africa, and 11 of these meetings have been held to date."

"In January 2005, Viktor Yushchenko became Ukraine's new President, after massive demonstrations helped to overturn the former regime's electoral fraud, in what has been dubbed the 'Orange Revolution,' after Yushchenko's campaign color. The 'Orange Revolution' sparked a good deal of interest in Congress and elsewhere. Some hoped that Ukraine might finally embark on a path of comprehensive reforms and Euro-Atlantic integration after nearly 15 years of half-measures and false starts. However, infighting within his governing coalition hampered economic reforms and led to disillusionment among Orange Revolution supporters. The victory of the opposition Party of Regions in August 2006 parliamentary elections led to further political conflict and deadlock. […] U.S. officials supported the 'Orange Revolution' in Ukraine in late 2004 and early 2005, warning the former regime against trying to impose fraudulent election results, and hailing Yushchenko's ultimate victory. U.S. officials have remained upbeat about Ukraine's successes in some areas, such as securing WTO [World Trade Organization] membership, as well as in holding free and fair elections and improving media freedoms, while acknowledging difficulties in others, such as fighting corruption, establishing the rule of law, and constitutional reforms. The United States strongly supported granting a Membership Action Plan to Ukraine at the NATO summit in Bucharest in April 2008, a key stepping-stone to NATO membership. However, opposition by Germany, France, and several other countries blocked the effort. On the other hand, the Allies surprised many observers by confirming that Ukraine will join NATO in the future, without specifying a timetable. This report will be updated as needed."
