Climate Change: Considerations for Geographic Combatant Commands
"Climate change is a national security issue that all geographic combatant commanders (GCCs) must consider as a challenge, and in some cases, an opportunity as they continuously assess risks and update their theater campaign plans to gain advantage in achieving their desired end-states. Not only must GCCs assess climate change impacts to U.S. operations from specific risks to force-employment supporting infrastructure; but, they should also assess the opportunities that exist to further international partnerships by supporting and coordinating with the U.S. Agency for International Development (USAID) as it carries out specific development mandates within its Global Climate Change Initiative. By doing so, GCCs will follow CJCS [Chairman, Joint Chiefs of Staff] Dempsey's guidance by turning climate change risk into an 'opportunity' to leverage the 'right tools' to enhance relationships with 'the right partners.' This paper will focus on the risks and opportunities for action specific to U.S. Southern Command (SOUTHCOM) as a 'case-study' useful for any GCC addressing Department of Defense's recent climate change adaptation guidance and for advancing the dialogue that took place during DoD's September 2014 Combatant Command Climate Security Information Exchange. "

From Section I and Section II: "This report covers the activities of all ODNI [Office of the Director of National Intelligence] components from January 1, 2013 through December 31, 2013. Other elements of the Intelligence Community (IC) are reporting their activities to Congress through their own departments or agencies. […] This report includes one newly-reported activity, involving an analytic technique used by ODNI's National Counterterrorism Center (NCTC) to narrow the pool of information within NCTC databases that analysts will assess in response to specific threat reports. As noted above, this technique does not meet all of the statutorily-defined criteria for data mining under the [Data Mining Reporting] Act."

Remotely Piloted Aircraft: An Integrated Domestic Disaster Relief Plan
From the Abstract: "How should government agencies integrate remotely piloted aircraft (RPA) into emergency response plans in support of relief efforts following a major disaster? […] The Department of Defense (DOD) should coordinate with the Federal Aviation Administration (FAA) and Federal Emergency Management Agency (FEMA) to integrate its RPAs into incident management plans in support of domestic disaster relief efforts. Some DOD agencies have developed concepts of operations and employment for defense support of civil authorities (DSCA). Based on a presidential directive in mid-2011, FEMA is reassessing its disaster response system by rewriting its doctrine and developing a full-spectrum preparedness program. With Congress's approval of the FAA Modernization and Reform Act of 2012, the FAA is not only funded, but also energized to substantially improve its efforts to integrate RPAs into the national airspace system (NAS). All these efforts present a critical window of opportunity where agencies should capitalize to integrate RPAs into the NAS, even if only temporarily. First, FEMA should integrate RPA support into its incident management systems, be familiar with their contributions, and be able to interoperate with them during a major disaster response. Furthermore, the FAA should establish RPA deconfliction procedures for immediate and temporary use in a disaster-stricken area. Finally, DOD crews should be trained to successfully complete the mission of supporting civil agencies in any domestic disaster response. These activities combine to ensure that the most capable assets are employed to effectively react to national emergencies."

National Infrastructure Protection Plan: Education Facilities Subsector
"Education Facilities is a Subsector of the Government Facilities Sector, one of 18 critical infrastructure sectors established under the authority of Homeland Security Presidential Directive 7 (HSPD-7). Each sector is managed by a Sector-Specific Agency (SSA) that provides sector-level performance feedback to the Department of Homeland Security (DHS) to enable assessment of national, cross-sector critical infrastructure protection and resilience programs. In accordance with the National Infrastructure Protection Plan (NIPP), each SSA is responsible for developing and implementing a Sector-Specific Plan (SSP), in collaboration with public and private sector partners, and for encouraging the development of appropriate information-sharing and analysis mechanisms. DHS has recognized the Department of Education's (ED) Office of Safe and Drug-Free Schools (OSDFS) as the SSA for the Education Facilities Subsector (EFS). In this role, EFS coordinates with Federal and non-Federal partners to help address risk management and enhance resilience for the subsector."

Joint Counterterrorism Assessment Team Intelligence Guide for First Responders
"In the post-9/11 era, first responders have incorporated protecting the Homeland against terrorism into their daily mission. Law enforcement, fire service, and emergency medical services personnel play a vital role in detecting and preventing attacks because of the nature of their work, their frequent interaction with members of the public, and the level of access their jobs provide. People who hold these jobs often can identify behaviors or activities that could signal a pending terrorist attack; therefore, public safety personnel must continue to report, according to the Nationwide Suspicious Activity Reporting Initiative, observations that raise reasonable suspicion. The Intelligence Community routinely produces information for public safety personnel that may help first responders identify terrorist-related activities and prevent, deter, or respond to terrorist attacks. You can obtain this information through existing joint partnerships and from Internet-based U.S. Government information-sharing systems. It is critical that first responders, who are entrusted with keeping our citizens safe, be able to access, understand, and use this information."

Changing Severity of Home Fires: Workshop Report
"On Dec. 11-12, 2012, in response to an invitation from the U.S. Fire Administration, leading national organizations representing the fire service, fire researchers and other stakeholders in home fire safety came together at the Maryland Fire and Rescue Institute in College Park, Md., to explore how changing building construction methods, materials and building contents are affecting the way fires grow and develop in today's homes. The expected outcomes, as stated by USFA, of the workshop were to: 1.) Enhance the awareness of fire service and life safety officials of the changing and emerging fire and products of combustion risks to residential building occupants; 2.) Produce a document that clearly identifies contributing factors to the marked increase in the speed of fire spread experienced in interior residential fires; 3.) Identify potential solutions to mitigate if not prevent those risks; and 4.) Determine which organizations or agencies are interested in further studying and ultimately developing implementation strategies. […] The overall goal of the program was to share our new understanding of these effects, gained through a recent body of research funded by the Department of Homeland Security and other government agencies, and to consider how we should respond as a community."

Cooperative Threat Reduction Annual Report to Congress Fiscal Year 2008
"In December 2002, the President issued a National Security Presidential Directive on the National Strategy to Combat Weapons of Mass Destruction. It cites weapons of mass destruction (WMD) in the possession of hostile states and terrorists as one of the greatest security challenges facing the United States (U.S.) and commits the U.S. to pursue a comprehensive strategy to counter this threat. The Strategy calls on U.S. agencies to take full advantage of today's opportunities, including application of new technologies, increasing emphasis on intelligence collection and analysis, strengthening alliances, and establishing new partnerships with former adversaries. In April 2004, the President issued a National Security Presidential Directive on Biodefense for the 21st Century to guide efforts against biological weapons (BW) threats. In April 2005, the President issued a Directive on Domestic Nuclear Detection that provides guidance on global nuclear detection architecture. The CTR Program supports these Presidential Directives by pursuing four objectives: Objective 1: Dismantle FSU WMD and associated infrastructure, Objective 2: Consolidate and secure FSU WMD and related technology and materials, Objective 3: Increase transparency and encourage higher standards of conduct, and Objective 4: Support defense and military cooperation with the objective of preventing proliferation."

Disaster Preparedness to Promote Community Resilience: Information and Tools for Homeless Service Providers and Disaster Professionals - Toolkit and Appendices
"Too often, the local emergency management system, which includes agencies responsible for managing disaster preparedness, response, and recovery, is not connected with communitybased organizations (CBOs) providing services to homeless populations before a disaster. As a result, the needs of homeless populations are often overlooked following a disaster. Past disasters have illustrated that government agencies alone will not be able to address the needs of at-risk populations, and that a system that includes multiple partners is needed to prepare for, respond, and recover from disasters. Better coordination and communication between all community partners can lead to improved outcomes for the entire community (Box 1) and help ensure that homeless populations and other at-risk individuals can access needed services during response and recovery phases."

HSPD-8 and Lessons Learned [Press Release]
"The President issued Homeland Security Presidential Directive-8 'National Preparedness' on December 17, 2003. The Secretary of Homeland Security named the Executive Director of the Office of State and Local Government Coordination and Preparedness (DHS/SLGCP) to coordinate HSPD-8 Implementation. HSPD-8 establishes national policies to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by: creating a national domestic all-hazards preparedness goal; providing mechanisms for improved delivery of Federal preparedness assistance to State and local governments; and outlining actions to strengthen the preparedness capabilities of Federal, State, and local entities."

Department of Defense: Law of War Manual [May 2016]
"This manual is a Department of Defense (DoD)-wide resource for DoD personnel -- including commanders, legal practitioners, and other military and civilian personnel -- on the law of war. This manual has many distinguished antecedents that have provided important guidance to the U.S. Armed Forces. For example, General Order No. 100, the Instructions for the Government of Armies of the United States in the Field, commonly known as the Lieber Code, was prepared by Professor Francis Lieber and approved by President Abraham Lincoln during the Civil War in 1863. A similar code related to naval warfare titled The Law and Usages of War at Sea: A Naval War Code was prepared by then-Captain Charles H. Stockton and approved by President William McKinley in 1900. The War Department published instructions for the armed land forces of the United States in a 1914 manual titled Rules of Land Warfare, which was updated in 1917, 1934, and 1940."
