"The Bio-Response Operational Testing and Evaluation (BOTE) Project was a multi-agency effort designed to test and evaluate a complete response to a biological incident - from the initial public health and law enforcement reaction through environmental remediation. The scenario involved the intentional release of 'Bacillus anthracis (Ba)' spores, the causative agent for anthrax, inside a building. In this study, 'Bacillus atrophaeus spp. globigii (Bg)' spores were used as a non-pathogenic surrogate for Ba spores."

Report to Congress: U.S. Coast Guard Polar Operations
"America has enduring national interests in the Polar Regions which include national security, law enforcement, maritime safety, diplomatic, humanitarian aid, scientific research, economic sustainability, and marine environmental protection. As the Polar Regions, and the Arctic in particular, become more attractive to commercial entities and foreign governments, issues of sovereignty, access and mobility will rise to the forefront of the global dialogue. The United States requires assets capable of operating in the Polar Regions to maintain a sovereign presence, protect U.S. interests and respond to calamity. The proposed High Latitude Study is intended to provide the research and analysis required to more clearly define what is needed to address possible expanding requirements. With further study and regular observation, the United States will continue to improve its readiness to achieve national strategic objectives in the Polar Regions."

Bellingham, Washington, Control System Cyber Security Case Study
"Cyber security often focuses on the vulnerabilities of commercial off-the-shelf software and Internet access, with the primary concern being malicious activity. There have been fewer discussions about control system cyber security and how control system cyber security policies and countermeasures can potentially preclude, or minimize, the impacts of a control system cyber security event. This paper examines an actual control system cyber security event that resulted in significant environmental and economic damage as well as deaths. In this case, operating policies and procedures had readily identifiable cyber security vulnerabilities. The paper examines the timelines, control system response, and control system policies that were in effect at the time of the event. The paper then identifies the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, 'Recommended Security Controls for Federal Information Systems', management, operational, and technical safeguards or countermeasures that, if implemented, could have prevented the event."

Capability Gap Survey and Assessment Process
"The U.S. Department of Homeland Security (DHS) Office of Operations Coordination and Planning, Plans Division uses a survey and assessment process to help inform capability-based planning at DHS. The process integrates self-assessments and strategic-level policy guidance via a survey tool to assess capability and capacity shortfalls more efficiently and accurately than otherwise possible. The Plans Division is periodically tasked to develop assessments of DHS operational capabilities. Global Climate Change: National Security Implications
"On March 29-31, 2007, the Strategic Studies Institute and the Triangle Institute for Security Studies conducted a colloquium on 'Global Climate Change: National Security Implications' held in Chapel Hill, North Carolina. This volume is based on the proceedings of this conference. Chapter 1 addresses the growing historical awareness of the threat and outlines the science of climate-change. Chapters 2 and 3 focus on how climate change might affect human societies and the degree to which it might cause or exacerbate violence and conflict. Particular attention is paid to the implications for the security of the United States. Chapters 4 and 5 consider a variety of potential solutions, ranging from international diplomacy to the development of efficient technologies. Chapters 6 and 7 focus on the role of the U.S. Armed Forces. What can they do and what should they do to mitigate climate change or prepare to meet the threat? Chapter 8 summarizes and concludes. Contributors to this volume agree that climate change is a threat deserving of serious attention. They stress the need for greater planning and coordination and for further research as well as the utility of engagement-military to military and state to state-on environmental issues. They differ as to whether the Armed Forces should play a leading or supporting role, but agree that they can-and already do-make a valuable contribution."

Counterinsurgency in the 21st Century: Creating a National Framework
"Our national security system is principally designed to deter and defeat state-based threats, which it does with great success. But it is precisely because of our overwhelming capability to overcome conventional threats that our enemies will attempt to defeat us through other means. That fact, along with the increasing danger of transnational, regional, and substate threats has made it clear that the most dangerous threats the United States will face in the 21st century are as likely to come not from other states but from within states, and principally from within weak or poorly-governed states. The Westphalian world order is being challenged by a new form of insurgency -- transnational, distributed, networked, and ideologically driven -- that is most graphically represented by al-Qaeda, a global Islamist movement that seeks to replace secular governments with theocratic Islamic regimes hostile to liberal values and secular democracy. The War on Terrorism is a national response to high-profile violence conducted by small but potent movements of violent extremists seeking to destabilize and disempower national governments. Their targets are nations whose policies and presence in Islamic countries prevents the realization of their vision of a global 'virtual Caliphate' of Islamic governments in predominantly Muslim countries around the world. Other non-state organizations using terrorism or organized political violence for local or global ends that are inimical to US national interests adds to the challenge."

Domestic JTF Commander Training Course (JCTC) Handbook
"Preparing Guardsmen to become effective Joint Task Force Commanders (CJTFs) is a critical first step in securing the United States from attack through an active layered defense and responding to a wide range of challenging incidents. Initially, the National Guard Bureau (NGB) designed this course to provide potential CJTFs the knowledge and ability to plan and employ National Guard (NG) Joint Task Forces (JTFs) for homeland defense (HD) and defense support of civil authorities (DSCA). The course has become a partnership between NGB and USNORTHCOM. Specifically, the NG JTF Commander Course is designed to: 1) Develop a cadre of trained and ready leaders, able to successfully execute JTF Command Authority 2) Prepare potential CJTFs for large scale, no-notice homeland security (HS) incidents (e.g., biological attack), as well as pre-planned events 3) Prepare future joint leaders who are able to operate effectively in interagency, intergovernmental, and nongovernmental environments 4) Develop future joint leaders who can prepare staffs to accomplish joint and interagency tasks that meet the needs of the Governor and/or Combatant Commander (CCDR) "

Terrorist Watchlist: Routinely Assessing Impacts of Agency Actions since the December 25, 2009, Attempted Attack Could Help Inform Future Efforts, Report to Congressional Requesters
"The December 25, 2009, attempted bombing of Northwest Flight 253 exposed weaknesses in how the federal government nominated individuals to the terrorist watchlist and gaps in how agencies used the list to screen individuals to determine if they posed a security threat. In response, the President tasked agencies to take corrective actions. GAO [Government Accountability Office] was asked to assess (1) government actions since the incident to strengthen the nominations process, (2) how the composition of the watchlist has changed based on these actions, and (3) how agencies are addressing gaps in screening processes. GAO analyzed government reports, the guidance used by agencies to nominate individuals to the watchlist, data on the volumes of nominations from January 2009 through May 2011, the composition of the list, and the outcomes of screening agency programs. GAO also interviewed officials from intelligence, law enforcement, and screening agencies to discuss changes to policies, guidance, and processes and related impacts on agency operations and the traveling public, among other things. This report is a public version of the classified report that GAO issued in December 2011 and omits certain information, such as details on the nominations guidance and the specific outcomes of screening processes. GAO recommends that the Assistant to the President for Homeland Security and Counterterrorism ensure that the outcomes and impacts of agencies' actions to strengthen nominations and screening processes are routinely assessed. Technical comments were provided and incorporated."

The scenarios serve as the foundation for the development of homeland security tasks, target capabilities, and standards and performance metrics against which capabilities and tasks will ultimately be measured. Problem-Oriented Guides for Police: Problem-Specific Guides
"The COPS [Community Oriented Policing Services] Office supports the development of guidebooks and other publications, web-based tools, and conferences to help police benefit from a full spectrum of POP [Problem-Oriented Policing ] strategies. COPS Office funding of the Center for Problem-Oriented Policing has resulted in the development of the www.popcenter.org web site, coordination of the Annual Problem-Oriented Policing Conferences, and the publication of more than 80 Problem-Oriented Guides for Police. Known collectively as 'POP Guides,' the series helps police and other stakeholders understand how to apply POP to specific crime and disorder problems. Three types of POP Guides are available: Problem-Specific Guides explore how POP can be used to address a specific crime and disorder problem. Problem-Solving Tools summarize types of data collection and analysis techniques for police to use in POP projects. Response Guides explore when and where police should use specific responses and the consequences, advantages, and disadvantages to using them. "The Omnibus Crime Control and Safe Streets Act of 1968 requires the Administrative Office of the United States Courts (AO) to report to Congress the number and nature of federal and state applications for orders authorizing or approving the interception of wire, oral, or electronic communications. The statute requires that specific information be provided to the AO, including the offense(s) under investigation, the location of the intercept, the cost of the surveillance, and the number of arrests, trials, and convictions that directly result from the surveillance." Guidelines for Access, Retention, Use, and Dissemination by the National Counterterrorism Center and Other Agencies of Information in Datasets Containing Non-Terrorism Information
"NCTC's [National Counterterrorism Center] access to, and acquisition, retention, use, and dissemination of, information covered by these Guidelines will be for authorized NCTC purposes. Pursuant to Executive Order 13388 and consistent with the National Security Act of 1947, as amended, and the March 4,2003 Memorandum ofUnderstanding between the Intelligence Community, Federal Law Enforcement Agencies, and the Department ofHomeland Security Concerning Information Sharing, NCTC shall be afforded prompt access to all federal information and datasets that may constitute or contain terrorism information. NCTC may access or acquire datasets that may constitute or contain terrorism information, including those identified as containing non-terrorism information, such as information pertaining exclusively to domestic terrorism and other information maintained by executive departments and agencies that has not been identified as terrorism information, in order to acquire, retain, and disseminate terrorism information pursuant to NCTC's statutory authorities consistent with these Guidelines."

Presidential Policy Directive/PPD-8: Working Draft-National Prevention Framework, Review Package
"The National Prevention Framework (Framework) describes what the whole community-- from observant citizens to senior leaders in government--must do upon discovery of intelligence or information regarding an imminent threat to the homeland in order to thwart an initial or follow-on terrorist attack. Presidential Policy Directive 8 (PPD-8) was designed to establish a capability-based level of national preparedness against all threats and hazards from prevention through recovery. PPD-8 directs 'systematic preparation for the threats that pose the greatest risk to the security of the Nation, including acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters.' In particular, PPD-8 directs the development of a National Prevention Framework to prevent 'imminent' terrorist attacks on U.S. soil. The Framework helps achieve the National Preparedness Goal of a secure and resilient Nation that is optimally prepared to prevent an imminent terrorist attack within the United States. This Framework applies to leaders and practitioners at all levels of government; private- and non-profit sector partners; and individuals. The Framework will benefit the whole community by: 1) Providing guidance to prevent, avoid, or stop a threatened or actual act of terrorism. 2) Aligning key roles and responsibilities to deliver Prevention capabilities in time-sensitive situations. 3) Describing coordinating structures that enable all stakeholders to work together. 4) Laying the foundation for further operational coordination and planning that will synchronize Prevention efforts within the whole community and across the protection, mitigation, response, and recovery focus areas."

"The Recovery Support Functions (RSFs) comprise the National Disaster Recovery Framework's (NDRF's) coordinating structure for key functional areas of assistance. Their purpose is to support local governments by facilitating problem solving, improving access to resources and by fostering coordination among State and Federal agencies, nongovernmental partners and stakeholders. The Recovery Support Functions created within the National Disaster Recovery Framework bring together the core recovery capabilities of Federal departments and agencies and other supporting organizations -- including those not active in emergency response -- to focus on community recovery needs. The Recovery Support Functions are organized into six manageable components and through the Recovery Support Functions, relevant stakeholders and experts are brought together during steady-state planning and when activated post-disaster to identify and resolve recovery challenges. Recovery Support Functions and stakeholders organize and request assistance and/or contribute resources and solutions. Together, these Recovery Support Functions help facilitate local stakeholder participation and promote intergovernmental and public-private partnerships. The objective of the Recovery Support Functions is to facilitate the identification, coordination and delivery of Federal assistance needed to supplement recovery resources and efforts by local, State, Tribal and Territorial governments, as well as private and nonprofit sectors. An additional objective is to encourage and complement investments and contributions by the business community, individuals and voluntary, faith-based and community organizations. These Recovery Support Functions activities assist communities with accelerating the process of recovery, redevelopment and revitalization."
