  From the opening statement of James Oberstar: "We are meeting to consider the explosion and sinking of the offshore drilling unit Deepwater Horizon in the Gulf of Mexico and the loss of 11 lives and the ongoing, continuing massive oil spill with the potential for unprecedented damage both to the economy and to the environment. Many of the elements of this tragedy are familiar to the Committee. BP was in charge of the drilling in the gulf. It has a history of prior spills from pipelines and other activities that cast doubt on whether the company has the commitment to the practice and the culture of safety necessary to protect the public. In March 2006, BP was responsible for the worst spill in the history of oil development on Alaska's north slope, which was the subject of discussion and inquiry in this Committee. The spill went undetected for 5 days. BP ignored four alarms on its system indicating that there was a leak. The Federal investigation established that BP had not established programs for required maintenance- that is, cleaning with pigs-or programs for internal maintenance using smart pigs on the pipeline.   From the Introduction: "The climate crisis threatens our lives and livelihoods. The evidence is clear: we must flatten the warming curve, and fast. The Intergovernmental Panel on Climate Change (IPCC), the U.S. National Climate Assessment, and other reports give us the scientific imperative for action. It is scary stuff. But too much of the climate movement of the past was about what climate change is doing to us, and not about what climate action will do for us. Taking action does not require austerity and scarcity. Done well, it will result in more wealth, more fairness, better jobs, and more security for every American. We already have the technologies needed to avert catastrophe. We just need the American optimism and the political will to deploy them on an unprecedented scale. To ignite this transition, we need Congress to act. These principles were set forth in Executive Order 13772 on February 3, 2017. The U.S. Department of the Treasury (Treasury), under the direction of Secretary Steven T. Mnuchin, prepared this report in response to that Executive Order. As a direct result of the arrival of COVID-19 [coronavirus disease 2019]--and consequent measures to contain and mitigate viral transmission, real output was on pace to contract by as much as 12.3 percent in 2020, which would have constituted the worst economic contraction since 1932. Professional forecasters projected that the unemployment rate would reach as high as 25.0 percent in May 2020, its worst level since the Great Depression and more than twice its peak in the aftermath of the 2008-9 global financial crisis. The Congressional Budget Office (CBO) forecasted a contraction of almost 6 percent during the four quarters of 2020, and that the unemployment rate would remain over 11 percent through the end of the year."

It tells the story of the U.S.-led campaigns to remove Saddam Hussein and his Iraqi Ba'athist regime from power in 2003 and to stabilize the country following those operations. It details the course of the campaigns up to a point in late 2006 when President George W. • Internal Security Threats to Pakistan

  "Ethnicity, sectarianism and economic instability are fundamental variables of internal security threats to Pakistan. Religious extremism has created an unenviable image of Pakistan in the eyes of the rest of the world and has affected the country adversely. At the same time inter-provincial grievances could potentially cause serious damage to the federation. Despite recent economic recovery and sound macro policies, the absence of genuine socio-economic development has provided ethno-sectarian elements and regional forces grounds to exploit and weaken Pakistan internally. This paper argues that ethno-sectarian problems are major security threats to Pakistan and will remain a huge impediment to the goals of economic prosperity. Interdependence of these multifaceted threats and their overall impact on internal security is the focus of this analysis. Pakistan needs to address these national security threats and find a viable solution in a reasonable timeframe to find its rightful place in the community of modern nations. The immediate requirement is to introduce political, economic and education reforms and take bold initiatives to obviate present and future threats. This paper recommends three-pronged strategy to counter ethnosectarian threats to Pakistan: halt then reverse present trends, enforce rule of law and lastly introduce fresh incentives for socio-economic development."

  "China's actions for asserting and defending its maritime territorial and exclusive economic zone (EEZ) claims in the East China (ECS) and South China Sea (SCS) have heightened concerns among observers that China may be seeking to dominate or gain control of its near-seas region, meaning the ECS, the SCS, and the Yellow Sea. Chinese domination over or control of this region could substantially affect U.S. strategic, political, and economic interests in the Asia-Pacific region and elsewhere. China is a party to multiple territorial disputes in the SCS and ECS, including, in particular, disputes over the Paracel Islands, Spratly Islands, and Scarborough Shoal in the SCS, and the Senkaku Islands in the ECS. China depicts its territorial claims in the SCS using the so-called map of the nine-dash line that appears to enclose an area covering roughly 90% of the SCS. Some observers characterize China's approach for asserting and defending its territorial claims in the ECS and SCS as a 'salami-slicing' strategy that employs a series of incremental actions, none of which by itself is a casus belli, to gradually change the status quo in China's favor."

  Serial No. 108-13: After recent investigations, it was learned that the property theft and mismanagement problems at Los Alamos extended far beyond the misuse of one government supply contract by two lab employees. Other infractions included a lab employee who allegedly attempted to use her government purchase card to buy a $30,000 Ford Mustang, another employee who used her purchase card at a local casino, and another employee who altered a travel voucher to obtain additional funds. Thousands of dollars in unchecked theft of government property, including scores, if not hundreds, of lab computers and hundreds of other lost items, were simply written off the lab's books each year. For the security of Los Alamos, a laboratory that can develop the most advanced nuclear weapons systems on the face of the earth and technologies to rapidly detect radiological, biological or chemical attacks by terrorists, to be grossly undermanned and unchecked in a topic of grave concern. Simply put, cases of theft, misuse or loss of government property are not aggressively investigated, and usually no one is held accountable when it occurs. Officially, we count that over 33,000 servicemembers have been wounded in Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF). I think we all know that due to the improvement in both battlefield medicine and incredible evacuation procedures and transportation, those who might have died in past conflicts are now surviving, many with multiple serious injuries such as amputations, traumatic brain injury (TBI) and, of course, post traumatic stress disorder (PTSD). We have seen a lot of publicity on this and our apparent inability to predict all of this and have the resources in place to deal with it. We are trying to catch up and do that. The Wounded Warrior provisions of the 2008 National Defense Authorization Act were intended to do just that. Many of them require the U.S. Department of Veterans Affairs (VA) and the U.S. Department of Defense (DoD) to collaborate to improve the care and management and transition of recovering servicemembers. The hearing today will explore the progress that the two Departments have made in implementing these provisions. Thirty-two warrior transition units have been established in the Army to try to improve care management. Injured soldiers are now assigned a primary care manager, nurse case manager, and a squad leader to guide them to their recovery." A key reform in this bill takes the ATC [air traffic control] out of the Federal Government, and establishes a federally chartered, independent, not for-profit Corporation to provide that service. This Corporation will be governed by a board representing the system's users. Today's hearing focuses on the ATC reform piece of the bill." China is a party to multiple maritime territorial disputes in the SCS and ECS, including, in particular, disputes over the Paracel Islands, Spratly Islands, and Scarborough Shoal in the SCS, and the Senkaku Islands in the ECS. Maritime territorial disputes involving China in the SCS and ECS date back many years, and have periodically led to incidents and periods of increased tension. The disputes have again intensified in the past few years, leading to numerous confrontations and incidents, and heightened tensions between China and other countries in the region, particularly Japan, the Philippines, and Vietnam. In addition to maritime territorial disputes in the SCS and ECS, China is involved in a dispute, particularly with the United States, over whether China has a right under international law to regulate the activities of foreign military forces operating within China's EEZ. The dispute appears to be at the heart of multiple incidents between Chinese and U.S. ships and aircraft in international waters and airspace in 2001, 2002, and 2009."

  "The progress of Civil Defense at Federal, State and local levels during 1953 should be assessed against the momentous events of the year. When the new administration took office, it was an accepted fact that the United States had not had a monopoly on atomic weapons since 1949. However, there had been no recent confirmations of actual atomic tests by the Russians. The British were known to be proceeding independently with the development of atomic weapons and the study of their effects. No other nation had engineered a successful atomic explosion. There had been some rumored reports of successful American experiments with a hydrogen device in the Pacific. As the new year began, however, these had not been confirmed officially by either the Atomic Energy Commission or the Department of Defense. A statement released by the AEC on November 10, 1952, had said only, '...the test program included experiments contributing to thermonuclear weapons research'. A series of atomic tests was being readied at Yucca Flats in Nevada. An important feature of these tests was to be the measurement of a number of damage effects important to Civil Defense. Then, on March 17, 1953, the entire Nation witnessed-on live television and newsreel films-the detonation of an actual atomic bomb and its effects on sample American homes, cars, and house furnishings. Department store mannequins represented live men, women, and children in this graphic demonstration. Thus, for the first time, Americans everywhere were able to see for themselves both the tremendous explosive power of such a bomb, and the actual tests of shelter precautions which could increase their personal chances for survival in an atomic attack."

  "The Office of Net Assessment, Department of Defense, is attempting to understand the long-term consequences of the rise of China as a major world power. As part of that effort, it seeks to understand the views of the most important Chinese authors who have analyzed the future security environment. Some .Americans wrongly believe Chinese views reflect a mirror image of their own. This study suggests instead that the Chinese have their own unique perceptions, which may be difficult to appreciate. […]This study offers over 600 selected quotations from the writings of over 200 Chinese authors published from 1994 to 1999. Analysis and interpretation are kept to a minimum so that the Chinese may speak for themselves. Many Chinese scholars assisted with this study by providing hard-to-get books and articles unfamiliar to most Westerners. Half the authors were interviewed in China. They explained some of the viewpoints in recent debates about the future security, environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. Conflicting views about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in those premises."

From the opening statement of Deborah A. P. Hersman: "On October 1, 2013, the NTSB [National Transporation Safety Board] delivered furlough notices to 383 of our 405 employees. Our contingency plan for operations following a lapse in appropriations provides that all activities of the NTSB be shut down except for those necessary to prevent imminent threats to the safety of human life or protection of property, consistent with Anti-Deficiency Act requirements and OMB guidance. Here is what we are not doing in the 10 days that have passed since the shutdown: 14 accidents have occurred in which we have not dispatched investigators, including an 8-fatal bus crash that occurred in Tennessee, a 4- fatal general aviation accident that occurred in Arizona, and a worker fatality that occurred just blocks from here on Washington's Metro system. In addition to the activities that we are not initiating, the shutdown has resulted in the suspension of work on over 1,000 investigations in all modes of transportation. These delays slow our determination of probable cause and the issuance of safety recommendations, essentially delaying safety to the American public, resulting in lost lives and injuries."
