  "Arms control and nonproliferation efforts are two of the tools that have occasionally been used to implement U.S. national security strategy. Although some believe these tools do little to restrain the behavior of U.S. adversaries, while doing too much to restrain U.S. military forces and operations, many other analysts see them as an effective means to promote transparency, ease military planning, limit forces, and protect against uncertainty and surprise. Arms control and nonproliferation efforts have produced formal treaties and agreements, informal arrangements, and cooperative threat reduction and monitoring mechanisms. The pace of implementation slowed, however, in the 1990s, and the Bush Administration usually preferred unilateral or ad hoc measures to formal treaties and agreements to address U.S. security concerns. But the Obama Administration has resumed bilateral negotiations with Russia and pledged its support for a number of multilateral arms control and nonproliferation efforts. [...] The United States is also a prominent actor in an international regime that attempts to limit the spread of nuclear weapons. This regime, although suffering from some setbacks in recent years in Iran and North Korea, includes formal treaties, export control coordination and enforcement, U.N. resolutions, and organizational controls. The Nuclear Nonproliferation Treaty (NPT) serves as the cornerstone of this regime, with all but four nations participating in it. The International Atomic Energy Agency not only monitors nuclear programs to make sure they remain peaceful, but also helps nations develop and advance those programs. Other measures, such as sanctions, interdiction efforts, and informal cooperative endeavors, also seek to slow or stop the spread of nuclear materials and weapons."

The CFE Treaty and Open Skies Treaty sought to stabilize the conventional balance in Europe in the waning years of the Cold War. Other arrangements seek to slow the spread of technologies that nations could use to develop advanced conventional weapons. The Chemical Weapons and Biological Weapons Conventions sought to eliminate both of these types of weapons completely. This report replaces CRS Report RL30033. It will be updated annually."

  "The United States and Soviet Union began to sign agreements limiting their strategic offensive nuclear weapons in the early 1970s. Progress in negotiating and implementing these agreements was often slow, and subject to the tenor of the broader U.S.-Soviet relationship. As the Cold War drew to a close in the late 1980s, the pace of negotiations quickened, with the two sides signing treaties limiting intermediate range and long-range weapons. But progress again slowed in the 1990s, as U.S. missile defense plans and a range of other policy conflicts intervened in the U.S.-Russian relationship. At the same time, however, the two sides began to cooperate on securing and eliminating Soviet-era nuclear, chemical, and biological weapons. Through these cooperative efforts, the United States now allocates more than $1 billion each year to threat reduction programs in the former Soviet Union. The United States is also a leader of an international regime that attempts to limit the spread of nuclear weapons. This regime, although suffering from some setbacks in recent years in Iran and North Korea, includes formal treaties, export control coordination and enforcement, U.N. resolutions, and organizational controls.   "Every year, U.S. officials from agencies with anti-money laundering responsibilities meet to assess the money laundering situations in 200 jurisdictions. The review includes an assessment of the significance of financial transactions in the country's financial institutions involving proceeds of serious crime, steps taken or not taken to address financial crime and money laundering, each jurisdiction's vulnerability to money laundering, the conformance of its laws and policies to international standards, the effectiveness with which the government has acted, and the government's political will to take needed actions. The 2011 International Narcotics Control Strategy Report, Money Laundering and Financial Crimes, highlights the most significant steps countries and jurisdictions categorized as 'Major Money Laundering Countries' have taken to improve their anti-money laundering/counter-terrorist financing (AML/CFT) regimes. The report provides a snapshot of the AML/CFT legal infrastructure of each country or jurisdiction and its capacity to share information and cooperate in international investigations. For each country where they have been completed, the write-up also provides a link to the most recent mutual evaluation performed by or on behalf of the Financial Action Task Force (FATF) or the FATF-style regional body to which the country or jurisdiction belongs. When applicable, relevant country reports also provide links to the Department of State's 'Country Reports on Terrorism' so the reader can learn more about issues specific to terrorism and terrorism financing. Providing these links will allow those interested readers to find detailed information on the country's AML/CFT capacity and the effectiveness of its programs."

  "The Department of State is required by law to submit a Report each year to the U.S. Congress on foreign governments' efforts to eliminate severe forms of trafficking in persons. This Report is the eighth annual TIP Report. It is intended to raise global awareness, to highlight efforts of the international community, and to encourage foreign governments to take effective actions to counter all forms of trafficking in persons. The U.S. law that guides anti-human trafficking efforts, the Trafficking Victims Protection Act of 2000, as amended (TVPA), states that the purpose of combating human trafficking is to punish traffickers, to protect victims, and to prevent trafficking from occurring. Freeing those trapped in slave-like conditions is the ultimate goal of this Report-and of the U.S. government's antihuman trafficking policy. Human trafficking is a multi-dimensional threat. It deprives people of their human rights and freedoms, it increases global health risks, and it fuels the growth of organized crime. Human trafficking has a devastating impact on individual victims, who often suffer physical and emotional abuse, rape, threats against self and family, and even death. But the impact of human trafficking goes beyond individual victims; it undermines the health, safety, and security of all nations it touches."

• 'All the Missiles Work': Technological Dislocations and Military Innovation: A Case Study in US Air Force Air-to-Air Armament Post-World War II through Operation Rolling Thunder

  "History reveals a Janus-faced, nearly schizophrenic military attitude toward technological innovation. Some technologies are stymied by bureaucratic skepticism; others are exuberantly embraced by the organization. The opposing perceptions of skepticism and exuberance that greet military technologies mirror the different interpretations of technology's role in broader society. Thomas Hughes's theory of technological momentum attempted to reconcile two of the disparate perspectives-social constructivism and technological determinism. The theory of technological dislocations advanced by this thesis is a refinement of Hughes's theory and is more reflective of the complex, interdependent relationship that exists between technology and society. Drawing on a single, detailed historical case study that examines the development of air-to-air armament within the US Air Force, post-World War II through Operation Rolling Thunder, this paper illustrates how an unwavering commitment to existing technologies and a fascination with the promise of new technologies often obfuscate an institution's ability to recognize and adapt to an evolving strategic environment. The importance of a keen marketing strategy in outmaneuvering bureaucratic skepticism, the benefits of adopting a strategy of innovative systems integration vice outright systems acquisition, and the need for credible, innovative individuals and courageous commanders who are willing to act on their subordinates' recommendations are all revealed as being critical to successful technological innovation."

  From the opening statement of Edward R. Royce: "The Nuclear Nonproliferation Treaty [NPT] Review Conference opens on Monday in New York. The conference has been held every 5 years since the treaty entered into force in 1970. This conference confronts some high hurdles. There is no agreed upon agenda. A successful conference is far from certain. Several developments have changed the landscape since the 2000 NPT Review Conference: 9/11, which has intensified concern about nuclear terrorism; North Korea's withdrawal from the NPT and Pyonyang's declaration that it possesses nuclear weapons; the discovery of the sophisticated A.Q. Khan black market in nuclear technology, raising worries about undetected similar networks around the globe; and the surfacing of Iran's uranium enrichment capabilities and its consequent progress toward developing nuclear weapons. North Korea and Iran are state sponsors of terrorism. We are all concerned about their possible proliferation of nuclear technology and material to terrorist groups. The most notable positive is Libya which, with United States aid, disassembled its clandestine nuclear weapons program in 2003 after detection by the U.S. and the U.K. The Administration is right to expect the conference to wield pressure against Iran and against North Korea. The treaty's credibility will suffer if its member states fail to confront these pressing cases, which would be unfortunate. The NPT has been a useful tool in checking nuclear proliferation. Without it, I believe there would be many more nuclear arms states today, but the NPT is in bad need of strengthening."   "On October 3, 2011, President Obama submitted draft legislation (H.R. 3080/S. 1642) to implement the U.S.-South Korea Free Trade Agreement (KORUS FTA) to both houses of Congress. […] In South Korea, after a contentious battle, the Korean National Assembly passed the agreement on November 22. On March 15, 2012, the KORUS FTA entered into force. The KORUS FTA is the second-largest U.S. FTA (next to NAFTA). South Korea is the seventh largest trading partner of the United States, and the United States is South Korea's third-largest trading partner. […] On December 3, 2010, after a series of arduous negotiations, President Obama and President Lee announced that they had reached an agreement on addressing the outstanding issues related to the KORUS FTA. As a result, U.S. and South Korean negotiators agreed, in the form of an exchange of letters and agreed minutes, to modifications to the commitments made in the 2007 agreement. These modifications included changes in phase-out periods for tariffs on autos and pork, a new safeguard provision on autos, and concessions by South Korea on allowing a larger number of U.S. cars into South Korea under U.S. safety standards than was the case under the original KORUS FTA provisions. […] A broad swath of the U.S. business community supported the KORUS FTA. With the modifications in the commitments reached in December 2010, this group also included the three Detroit-based auto manufacturers and the United Auto Workers (UAW) union. It still faced opposition from some labor unions and other groups, including Public Citizen. Many U.S. supporters view the KORUS FTA as important to secure new opportunities in the South Korean market, while opponents claimed that the KORUS FTA does not go far enough to break down South Korean trade barriers or that the agreement will encourage U.S. companies to move their production offshore at the expense of U.S. workers. Other observers suggested the KORUS FTA could have implications for the U.S.-South Korean alliance as a whole, as well as on U.S. Asia policy and U.S. trade policy."

  "Better planning can help make available appropriate interventions to those in need, and help promote resiliency and recovery. It also provides an opportunity for a more efficient mental health response. It is possible, with sound, integrated planning, to fill the new, complex roles of identifying disease outbreaks, integrating health and mental health response, and conducting epidemiological surveillance--all of which are necessary in the new age of bioterrorism threats. To that end, the Center for Mental Health Services (CMHS), within the Substance Abuse and Mental Health Services Administration (SAMHSA), collaborated with the National Association for State Mental Health Program Directors (NASMHPD) to assess the status of disaster mental health plans in the country, and provide guidance to States regarding important components in the planning process as well as potential content and organization of viable plans. This document is the result of that process. Along with the comprehensive matrix for planners found in Appendix A, this document is intended to help guide State and local mental health agencies create or revise plans for response to human or natural disasters and emergencies. It is a companion document to the Guide for All-Hazard Emergency Operations Planning, which was published by the Federal Emergency Management Agency (FEMA) in 1996. While this 'Mental Health All-Hazards Disaster Planning Guidance' is full of helpful information and applicable resources for State and local mental health entities, it is strictly a guide and does not establish any requirements."

The Intergovernmental Panel on Climate Change (IPCC), the U.S. National Climate Assessment, and other reports give us the scientific imperative for action. It is scary stuff. But too much of the climate movement of the past was about what climate change is doing to us, and not about what climate action will do for us. Taking action does not require austerity and scarcity. Done well, it will result in more wealth, more fairness, better jobs, and more security for every American. We already have the technologies needed to avert catastrophe. Many of the elements of this tragedy are familiar to the Committee. BP was in charge of the drilling in the gulf. It has a history of prior spills from pipelines and other activities that cast doubt on whether the company has the commitment to the practice and the culture of safety necessary to protect the public. In March 2006, BP was responsible for the worst spill in the history of oil development on Alaska's north slope, which was the subject of discussion and inquiry in this Committee. The spill went undetected for 5 days. BP ignored four alarms on its system indicating that there was a leak. The Federal investigation established that BP had not established programs for required maintenance- that is, cleaning with pigs-or programs for internal maintenance using smart pigs on the pipeline.   "Ethnicity, sectarianism and economic instability are fundamental variables of internal security threats to Pakistan. Religious extremism has created an unenviable image of Pakistan in the eyes of the rest of the world and has affected the country adversely. At the same time inter-provincial grievances could potentially cause serious damage to the federation. Despite recent economic recovery and sound macro policies, the absence of genuine socio-economic development has provided ethno-sectarian elements and regional forces grounds to exploit and weaken Pakistan internally. This paper argues that ethno-sectarian problems are major security threats to Pakistan and will remain a huge impediment to the goals of economic prosperity. Interdependence of these multifaceted threats and their overall impact on internal security is the focus of this analysis. Pakistan needs to address these national security threats and find a viable solution in a reasonable timeframe to find its rightful place in the community of modern nations. The immediate requirement is to introduce political, economic and education reforms and take bold initiatives to obviate present and future threats. This paper recommends three-pronged strategy to counter ethnosectarian threats to Pakistan: halt then reverse present trends, enforce rule of law and lastly introduce fresh incentives for socio-economic development."
