  "The US National Counterterrorism Center is pleased to present the 2013 edition of the Counterterrorism (CT) Calendar. This edition, like others since the Calendar was first published in daily planner format in 2003, contains many features across the full range of issues pertaining to international terrorism: terrorist groups, wanted terrorists, and technical pages on various threat-related topics. The Calendar also marks dates that terrorists may believe are important if planning attacks to commemorate particular events. Individuals portrayed in this calendar are listed on the US Government's Rewards for Justice site or on FBI sites devoted to terrorism. These individuals have all been either indicted or are being sought for their involvement in international terrorism. The CT Calendar is designed as a ready reference guide for law enforcement, intelligence, military and security personnel, contingency planners, or citizens concerned about terrorist threats. The CT Calendar is oriented primarily to readers in the United States, but we hope it will be useful for citizens of other countries as well."

U.S.-China strategic competition in the SCS forms an element of the Trump Administration's more confrontational overall approach toward China, and of the Administration's efforts for promoting its construct for the Indo-Pacific region, called the Free and Open Indo-Pacific (FOIP). China's actions in the SCS in recent years--including extensive island-building and base construction activities at sites that it occupies in the Spratly Islands, as well as actions by its maritime forces to assert China's claims against competing claims by regional neighbors such as the Philippines and Vietnam--have heightened concerns among U.S. observers that China is gaining effective control of the SCS, an area of strategic, political, and economic importance to the United States and its allies and partners. Actions by China's maritime forces at the Japan-administered Senkaku Islands in the East China Sea (ECS) are another concern for U.S. observers. Chinese domination of China's near-seas region--meaning the SCS and ECS, along with the Yellow Sea--could substantially affect U.S. strategic, political, and economic interests in the Indo-Pacific region and elsewhere."

  "This manual is a Department of Defense (DoD)-wide resource for DoD personnel -- including commanders, legal practitioners, and other military and civilian personnel -- on the law of war. This manual has many distinguished antecedents that have provided important guidance to the U.S. Armed Forces. For example, General Order No. 100, the Instructions for the Government of Armies of the United States in the Field, commonly known as the Lieber Code, was prepared by Professor Francis Lieber and approved by President Abraham Lincoln during the Civil War in 1863. A similar code related to naval warfare titled The Law and Usages of War at Sea: A Naval War Code was prepared by then-Captain Charles H. Stockton and approved by President William McKinley in 1900. The War Department published instructions for the armed land forces of the United States in a 1914 manual titled Rules of Land Warfare, which was updated in 1917, 1934, and 1940."

Media reports, think tank papers and Congressional efforts, especially those of Representative Waxman and Senator Dorgan, have documented many aspects of these problems.   From the thesis abstract: "Territorial disputes--often fueled by ethnic animosity or competition for scarce resources--are often catalysts for conflicts that can lead to war. To reduce the prospect of conflict, and larger-scale war, peaceful and enduring resolutions to territorial problems are desirable. The process of conflict resolution should provide parties with a lasting, mutually agreeable outcome. Prospect theory has the potential to determine the types of territorial disputes that may be candidates for an arbitrated resolution. Nash arbitration may provide an optimal solution to both parties, forestalling conflict escalation. This thesis examines how prospect theory and Nash arbitration are applicable, acceptable, and durable, by operationalizing a non-violent approach to territorial dispute resolution. Specifically, prospect theory is integrated into game theory, and Nash arbitration results are geographically implemented. The durability of arbitrated results are also tested."

Flooding is the most frequent and expensive disaster in the United States; 90 percent of natural disasters in the United States involve a flood. Homeowners insurance does not typically include coverage in the event of flooding, and historically flood insurance was not widely available. If it was, it was very expensive. Congress established the NFIP in 1968, which FEMA's Federal Insurance and Mitigation Administration (FIMA) administers."   "At approximately 9:50 p.m. on the evening of April 20, 2010, while the crew of the Deepwater Horizon rig was finishing work after drilling the Macondo exploratory well, an undetected influx of hydrocarbons [commonly referred to as a 'kick'] escalated to a blowout. Shortly after the blowout, hydrocarbons that had flowed onto the rig floor through a mud-gas vent line ignited in two separate explosions. Flowing hydrocarbons fueled a fire on the rig that continued to burn until the rig sank on April 22. Eleven men died on the Deepwater Horizon that evening. Over the next 87 days, almost five million barrels of oil were discharged from the Macondo well into the Gulf of Mexico.1 After an extensive investigation conducted by the Joint Investigation Team of the Bureau of Ocean Energy Management, Regulation and Enforcement ('BOEMRE') (formerly the Minerals Management Service or 'MMS') and the United States Coast Guard, the BOEMRE panel of investigators ('the Panel') has identified a number of causes of the Macondo blowout."

  "This thesis examines the potential that exists in technologically advanced systems to assist the local law enforcement authorities in Thailand in their attempts to continue to effectively control the drug trafficking, despite the advent of newly appeared 'threats,' like the spread of the amphetamine-type stimulants (ATS). It also provides the pre-Concept of Operations (CONOPS) of such a system, funded by the DoD/CNTPO (Department of Defense/Counter-Narcoterrorism Technology Program Office). Even with opium seizures significantly reduced in the country, accompanied by a similar decline in heroin and morphine seizures, there is no space for complacency, especially given the fact that one of the neighboring countries, Myanmar, is placed among the top two opium producers around the globe. Illicit drug trafficking is a phenomenon that cannot be addressed autonomously. Rather, evidence strongly relates illicit drug trafficking to terrorism activity, in a relation that is highly reciprocal. In the past decade this common front is described by the term 'narcoterrorism,' stressing the correlation of these two areas of illegal activity, which until recently were independent of one another. Clearly, the only response to the sophisticated narcoterrorism networks must be based on advanced technological tools. The Flexible Architecture System and Topology License Plate Recognition (FAST LPR) system is a promising solution to this problem."

Per rule XXV(1)(o) of the Standing Rules of the Senate: (1) Committee on Small Business and Entrepreneurship to which committee shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the Small Business Administration; (2) Any proposed legislation reported by such committee which relates to matters other than the functions of the Small Business Administration shall, at the request of the chairman of any standing committee having jurisdiction over the subject matter extraneous to the functions of the Small Business Administration, be considered and reported by such standing committee prior to its consideration by the Senate; and likewise measures reported by other committees directly relating to the Small Business Administration shall, at the request of the Chair of the Committee on Small Business and Entrepreneurship, be referred to the Committee on Small Business and Entrepreneurship for its consideration of any portion of the measure dealing with the Small Business Administration and be reported by this committee prior to its consideration by the Senate. • Modernization Through Education: The Answer For Combating Terrorism?

  "World leaders and international and non-governmental organizations, have invested millions of private and government funds into bringing secular education into remote regions of Afghanistan and other parts of the world in hopes of combating terrorism. This is an insufficient solution to a problem of that faces all religious, economic, and social communities of the world. Focusing on secular education alone without a larger political and economic reform brings a false sense of security because education without other inputs is not sufficient in combating terrorism. A comparative analysis in this thesis illustrates that education by itself does not prevent terrorism. Other causal factors must be considered when addressing individuals who do commit terrorist acts. This thesis will use the cases of the Liberation Tamil Tigers of Eelam (LTTE) in Sri Lanka and eleven profiles of educated individuals who were involved in terrorist acts as counterexamples to the education-only theory. It will also discuss present U.S. operations in Afghanistan that focus on education, and present proposals to improve the social and economic conditions that are necessary aspects of reforms being neglected."

Last week we had a hearing on infrastructure funding specifically focusing on the status of the Highway Trust Fund and our looming deadline for renewal at the end of July. Today we will discuss a separate but important topic, which is how States are using innovative financing to facilitate construction of infrastructure projects. At the outset, I want to make sure that it is clear that, while they are important, these financing alternatives and ideas are not meant to address the immediate shortfalls in the Highway Trust Fund. As long as our Federal highway program is based upon reimbursements to States made on a formula basis, there is no workable substitute for Federal funding, in the opinion of many. Instead, today's discussion will be about additional tools that States can use to better determine and respond to their own infrastructure needs. I think we also need to be clear on what financing is and what it is not. Because of the large capital costs associated with infrastructure, financing alternatives can give States more flexibility in producing the capital they need to build projects faster. However, we should also remember that financing carries with it the expectation of repayment and future return."   The following is a NIST (National Institute of Standards and Technology) working draft on cyber threat information sharing. From the Executive Summary: "As the magnitude and complexity of cyberspace increases, so too does the threat landscape. Cyber attacks have increased in both frequency and sophistication resulting in significant challenges to organizations that must defend their infrastructure from attacks by capable adversaries. These adversaries range from individual attackers to well-resourced groups operating as part of a criminal enterprise or on behalf of a nation-state. These adversaries are persistent, motivated, and agile; and employ a variety of tactics, techniques, and procedures (TTPs) to compromise systems, disrupt services, commit financial fraud, expose sensitive information, and steal intellectual property. To enhance incident response actions and bolster cyber defenses, organizations must harness the collective wisdom of peer organizations through information sharing and coordinated incident response. This publication expands upon the guidance introduced in Section 4, Coordination and Information Sharing of NIST Special Publication (SP) 800-61, 'Computer Security Incident Handling Guide' and explores information sharing, coordination, and collaboration as part of the incident response life cycle. This publication assists organizations in establishing, participating in, and maintaining information sharing relationships throughout the incident response life cycle. The publication explores the benefits and challenges of coordination and sharing, presents the strengths and weaknesses of various information sharing architectures, clarifies the importance of trust, and introduces specific data handling considerations.
