  "By preparing their families and property before an event, individuals can reduce a disaster's impact on them and their need for first responder assistance, particularly in the first 72 hours following a disaster. By law, the Federal Emergency Management Agency (FEMA), located in the Department of Homeland Security (DHS), is to develop a national preparedness system (NPS)--FEMA includes community preparedness programs as part of the NPS. FEMA's budget to operate these programs made up less than one half of 1 percent of its $7.9 billion budget for fiscal year 2009. These programs include the Citizen Corps program and its partner programs, such as Fire Corps, and rely on volunteers to coordinate efforts and assist first responders in local communities. DHS's Ready Campaign promotes preparedness through mass media. This testimony provides preliminary observations on (1) challenges FEMA faces in measuring the performance of Citizen Corps, its partner programs, and the Ready Campaign and (2) actions FEMA has taken to develop a strategy to encompass how Citizen Corps, its partner programs, and the Ready Campaign operate within the context of the NPS. This testimony is based on work conducted from February 2008 to October 2009. GAO analyzed documents, such as FEMA's strategic plan, and compared reported performance data with observations from 12 site visits, selected primarily based on the frequency of natural disasters. The results are not projectable, but provide local insights."

This document summarizes the initial results of significant work completed since December 17, 2003, when President Bush issued Homeland Security Presidential Directive 8: National Preparedness (HSPD-8). This approach transforms how the Federal government proposes to strengthen the preparedness of the United States to prevent, protect against, respond to, and recover from terrorist attacks, major disasters, and other emergencies and how the Federal government proposes to invest homeland security resources in order to achieve the greatest return on investment for our Nations homeland security. The purpose of the event was to stimulate an exchange of ideas among researchers, operational users, and executives from Government, industry, and academia focused on the full range of research and development (R&D) issues affecting NS/EP communications networks, advance the security of free nations, and enhance preparedness and response activities across sectors. Specifically, the event participants examined five focused areas: 1.) Emergency Communications Response Networks: Modernizing and updating emergency communications to meet interoperability, resiliency, and reliability requirements while recognizing the challenges presented by existing legacy systems, technological hurdles, limited funds, disparate standards, and a disparate stakeholder community. 2.) Convergent Technologies: Ensuring interoperability among new and legacy technologies, defining interoperability standards across networks, mitigating problems associated with network congestion, enabling network security, and ensuring network survivability for NS/EP communications in a converged environment.3.) Defending Cyberspace: Promoting the need for research to understand the increased vulnerabilities and threats to cyberspace and determining the most appropriate offensive and defensive technological and policy approaches to network security. 4.) Identity Management: Exploring R&D efforts that leverage existing identity management technologies and policies to ensure identification and authentication of network users and machines in an NS/EP event. 5.) Emerging Technologies: Examining emerging technologies to determine their potential impacts and identifying tools or policies to address the rising security issues presented by the evolving communications environment."

  From the Executive Summary: "In 2011, the National Security Staff (NSS), Executive Office of the President (EOP), asked the President's National Security Telecommunications Advisory Committee (NSTAC) to examine the national security and emergency preparedness (NS/EP) implications of a nationwide public safety broadband network (NPSBN). During the course of the NSTAC's scoping work, Congress passed Public Law (P.L.) 112-96, 'The Middle Class Tax Relief and Job Creation Act of 2012'; Title VI, 'Public Safety Communications and Electromagnetic Spectrum Auctions', of the law authorizes funding and establishes a governance structure for the NPSBN. The NSTAC examined the new law, as well as a variety of related policy documents, and determined that the legislation would guide efforts to develop and deploy the NPSBN, but the Act did not directly address how the network would impact NS/EP communications now and in the future. The NPSBN is the first effort to create a nationwide, standardized, private network with dedicated spectrum to provide public safety access to advanced broadband communications. Once deployed, the NPSBN will enable public safety communications to leverage commercial broadband standards, technologies, devices, and innovations. The NPSBN will also connect to commercial networks and the Internet. Underlying this network will be next generation network (NGN) infrastructure that is converging to packet-switching technology for all forms of communication. Until recently, NS/EP and public safety users have not been able to significantly leverage Internet protocol (IP)-based applications technologies and services."

• Recommendations for Good Practice in Pandemic Preparedness for National Influenza Centres

  "To assist Member States with the revision of their pandemic plans with respect to laboratory activities after the 2009 influenza H1N1 pandemic, WHO/Europe [World Health Organization] performed an evaluation of the usefulness of pandemic plans and preparedness activities undertaken by laboratory networks and WHO in the response to the pandemic. Using a systematic approach, National Influenza Centres and national influenza reference laboratories in six Member States were interviewed by telephone. Six major themes considered essential to pandemic preparedness for laboratories were identified: communication; coordination/collaboration; capacity; adaptation; leadership; and support. Key issues and recommendations for good practice in pandemic preparedness for National Influenza Centres and WHO were subsequently identified. Pandemic preparedness had generally been successful, with close collaboration between laboratory networks in countries, formal plan approval, laboratory accreditation process and international/national information sourcing emerging as important success factors. Future preparedness activities should continue to emphasize these areas, as well as improve planning for: diagnostic capacity building; control on high diagnostic demands; clinical-laboratory feedback mechanisms; management of media requests to laboratory staff; and real-time monitoring of antiviral resistance."

  "Following the federal response to Hurricane Katrina in 2005, the PostKatrina Act was enacted in 2006, requiring FEMA to establish a national preparedness system and assess the nation's overall preparedness. To implement the system, FEMA issued the National Response Framework, which identifies 14 emergency support functions that serve as the federal government's primary coordinating structure for providing response capabilities. From fiscal years 2002 through 2015, DHS awarded over $40 billion for preparedness grant programs to enhance the capabilities of state and local governments to respond to emergencies and disasters. This statement addresses (1) FEMA's progress in strengthening federal preparedness efforts and (2) FEMA's efforts to manage preparedness grants. This statement is based on prior reports GAO [Government Accountability Office] issued from March 2011 through February 2016 and selected updates on efforts to improve coordination in March 2016. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities. Sec. 2. Executive Office Responsibilities. Sec. 2.1. Policy coordination, guidance, dispute resolution, and periodic in-progress reviews for the functions described and assigned herein shall be provided through the interagency process established in Presidential Policy Directive-1 of February 13, 2009 (Organization of the National Security Council System) (PPD--1). Sec. 2.2. The Director of the Office of Science and Technology Policy (OSTP) shall: (a) issue an annual memorandum to the NS/EP Communications Executive Committee (established in section 3 of this order) highlighting national priorities for Executive Committee analyses, studies, research, and development regarding NS/EP communications; (b) advise the President on the prioritization of radio spectrum and wired communications that support NS/EP functions; and (c) have access to all appropriate information related to the test, exercise, evaluation, and readiness of the capabilities of all existing and planned NS/EP communications systems, networks, and facilities to meet all executive branch NS/EP requirements."

"H.R. 4743 would authorize the Department of Homeland Security (DHS) to work with a consortium, including the National Cybersecurity Preparedness Consortium (NCPC), to assist state and local governments to prepare for, and respond to, cybersecurity risks and incidents over the five-year period immediately following the bill's enactment. Since 2014, NCPC has received about $6 million in grant funding from the Federal Emergency Management Agency to deliver cybersecurity training, exercises, and technical assistance to state and local governments. If implemented, CBO expects that DHS's level of involvement under H.R. 4743 would remain unchanged and would consist primarily of reviewing and approving NCPC's future applications for grant funding. Therefore, CBO estimates that to maintain a similar level of support as is currently provided by the NCPC to state and local governments, it would cost $15 million (average of $3 million per year in new grant funding) over the 2017-2021 period, assuming appropriation of the estimated amounts. Enacting H.R. 4743 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 4743 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027."

As the NPR coordinator, the U.S. Department of Homeland Security's (DHS's) Federal Emergency Management Agency (FEMA) worked with the full range of whole community partners--including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals--to develop the NPR. Specifically, FEMA collaborated with federal interagency partners to identify quantitative and qualitative performance and assessment data for each of the 31 core capabilities. In addition, FEMA integrated data from the 2011 State Preparedness Reports (SPRs), statewide self-assessments of core capability levels submitted by all 56 U.S. states and territories through a standardized survey. Finally, FEMA conducted research to identify recent, independent evaluations, surveys, and other supporting data related to core capabilities. FEMA synthesized, reviewed, and analyzed all of these data sources in order to derive key findings that offer insight on critical issues in preparedness, including areas where the Nation has made progress and where areas of improvement remain."

  "The 'National Preparedness Report' is an annual requirement of 'Presidential Policy Directive 8: National Preparedness'. The report evaluates and measures gains individuals and communities, private and nonprofit sectors, faith-based organizations, and all levels of governments have made in preparedness and identifies where challenges remain. The 2016 'National Preparedness Report' focuses primarily on preparedness activities undertaken or reported during 2015 and summarizes progress in building, sustaining, and delivering the 32 core capabilities outlined in the 'National Preparedness Goal'. [...] Three core capabilities have demonstrated acceptable levels of performance, but face performance declines if not maintained to address emerging challenges. These capabilities to sustain are Planning; Public Health, Healthcare, and Emergency Medical Services; and Risk and Disaster Resilience Assessment. States and territories continue to be more prepared to achieve their targets for Response core capabilities, while they are least prepared to meet their targets in the Recovery mission area. We describe our security and resilience posture through the core capabilities (see Table 1) that are necessary to deal with great risks, and we will use an integrated, layered, and all-of-Nation approach as our foundation.   "The Target Capabilities List describes and sets targets for the capabilities required to achieve the four homeland security mission areas: Prevent, Protect, Respond, and Recover. It defines and provides the basis for assessing preparedness. It also establishes national targets for the capabilities to prepare the Nation for major all-hazards events, such as those defined by the National Planning Scenarios. The current version of the TCL contains 37 core capabilities. When the additional capabilities that are under development are completed by the end of 2006, the TCL will provide a comprehensive set of capabilities required to support the Goal. A 'Consensus of the Community' approach was used to develop the Target Capabilities List. Stakeholders from Federal, State, local, territorial, and tribal governments, the private sector, and non-governmental organizations came together in four national workshops and capability working groups to define the desired outcome, critical tasks, preparedness and performance measures, resources, national targets, and assigned responsibilities for building and maintaining the capability. The Goal will contribute to operational readiness, priority-setting, and program implementation at all levels of government. The Goal provides a call to action by all Americans as they consider their personal and shared responsibility to be part of 'A Nation Prepared'. The Target Capabilities List provides guidance on building and maintaining capabilities needed to achieve the Goal."
