• Evaluating the Claims of Network Centric Warfare.

  "In response to technological advances, Network Centric Warfare (NCW) emerged as a theory to leverage the technology available in today's world. Advocates of NCW claim that technology will improve information sharing by 'robustly networking a force', thereby improving mission effectiveness. This study proposes a methodology with which to test the first tenet of NCW: a robustly networked force improves information sharing. Lessons learned from Human Systems Integration (HSI) demonstrate that in order to improve mission effectiveness, characteristics of both the human and the technology must be considered. As such, the impact of human characteristics and traits on mission effectiveness, as measured by individual and team performance, are assessed using a computer simulation, C3Fire. Results at the individual level, suggest that persons scoring high on extraversion and low on pessimism perform better than those scoring low on extraversion and high on pessimism. In contrast, at the team level, homogeneous teams as measured by optimism-pessimism performed worse than diverse teams. Results of this thesis provide a methodology with which to examine NCW's claims in a laboratory setting. Preliminary evidence demonstrates the need to consider human characteristics and traits in the design and composition of network teams."

  From the Executive Summary: "On February 26, 2021, Secretary of Defense Austin directed On-Site Installation Evaluations (OSIEs) at select installations. OSIEs focus on an installation's prevention capabilities and ability to effectively address risk for sexual assault, harassment, and suicide. They were designed to provide early detection of risk factors so leaders can take corrective actions and enhance prevention. OSIEs aim to provide insights on risk and protective factors on the ground, what works, what does not, how the Department can improve efforts more comprehensively, and support efforts to implement the approved recommendations of the Independent Review Commission on Sexual Assault in the Military (IRC). An additional purpose of the inaugural OSIEs was to pilot a process and metrics to establish an enduring installation evaluation capability that can be replicated in subsequent evaluations. [...] Based on the results from a force-wide climate survey in 2021, 20 sites with high risk or protective percentile scores were selected for OSIEs. Of these, 13 OSIEs were completed July through September 2021[.] [...] Seven site visits were delayed due to mission requirements of the units of interest and were subsequently completed November 2021 through January 2022[.] [...] Within each installation, the units with the highest risk or protective percentile scores on the installation were evaluated, in addition to the helping agencies and prevention personnel that supported these units. On-site evaluations verified installation self-assessed compliance with sexual assault, sexual harassment, and integrated violence prevention policy and prevention best practice. In addition, evaluations assessed prevention capabilities of installations and units of interest. This report summarizes findings and recommendations for the 20 sites that completed OSIEs[.]"

Natural gas accounts for about one-fourth of all energy consumed in the United States. The Department of Energy predicts that the United States will have to increase imports by 600 percent in the next 25 years to fulfill demand. To meet this demand, energy companies have submitted 32 applications to build new terminals for importing liquid natural gas in 10 states and five offshore areas. Today, there are only five import terminals. The dramatic increase in terminals will assist in meeting the demand, but it will also increase the number of potential terrorist targets. We must ensure that these new facilities and tankers are adequately secured. Many agencies within the administration have a role to play in this endeavor. I look forward to hearing from our government witnesses today of the steps each has taken to improve the security of LNG transportation. Additionally, the men and women who crew these tankers are the critical eyes and ears of the system. I applaud the Maritime Administrator's initiative in increasing the number of U.S. mariners on LNG tankers. I look forward to hearing more about how we can increase U.S. presence on these tankers. I am also interested in hearing from the Coast Guard about the impact of increased amount of LNG traffic and what it will have on it as an agency."   SIGIR focuses on the following key themes in this quarterly report to Congress: transition, reconstruction gap, sustainability, cost-to-complete estimates, fighting corruption, and information systems management. "With the issuance of this Report, SIGIR has completed 40 final audit reports and 29 detailed assessments and inspections that collectively provide an important perspective on U.S. progress in Iraq. Throughout 2005, SIGIR played an important role in identifying key issues confronting and impeding the U.S. reconstruction effort in Iraq. For example, SIGIR inquiries signaled deficiencies in the information management systems for reconstruction projects, and SIGIR pressed for measures, now underway, to ameliorate this serious shortfall. SIGIR illuminated the need for securing concrete policies that will ensure that reconstruction projects are sustainable when they are finally turned over to Iraq. The recent arrests of four individuals charged with criminal fraud committed in Iraq underscores the axiom that oversight works well when it works hard."

The Report provides overwhelming evidence that global warming is real and that human activity is the driving force. The Report's findings may be alarming, but it is not the work of alarmists. The Report's findings were endorsed unanimously by the representatives of 113 nations, including the United States, and it is the product of the work of nearly 300 scientists.   "This document provides guidance for establishing secure industrial control systems (ICS). These ICS, which include supervisory control and data acquisition (SCADA) systems, distributed control systems (DCS), and other control system configurations such as skid-mounted Programmable Logic Controllers (PLC) are often found in the industrial control sectors. ICS are typically used in industries such as electric, water and wastewater, oil and natural gas, transportation, chemical, pharmaceutical, pulp and paper, food and beverage, and discrete manufacturing (e.g., automotive, aerospace, and durable goods.) SCADA systems are generally used to control dispersed assets using centralized data acquisition and supervisory control. DCS are generally used to control production systems within a local area such as a factory using supervisory and regulatory control. PLCs are generally used for discrete control for specific applications and generally provide regulatory control. These control systems are vital to the operation of the U.S. critical infrastructures that are often highly interconnected and mutually dependent systems. It is important to note that approximately 90 percent of the nation's critical infrastructures are privately owned and operated. Federal agencies also operate many of the ICS mentioned above; other examples include air traffic control and materials handling (e.g., Postal Service mail handling.) This document provides an overview of these ICS and typical system topologies, identifies typical threats and vulnerabilities to these systems, and provides recommended security countermeasures to mitigate the associated risks."

  "Within the next two to four years, seven of nine senior leaders in the Iowa City Fire Department [ICFD] will be eligible to retire. These leaders will depart with vast amounts of organizational knowledge and leadership expertise. The problem is that no succession plan exists to replace these officers if they leave the fire department. The purpose of this Applied Research Project (ARP) is to identify how the ICFD can implement a succession plan to prepare both the organization and future leaders for success. Descriptive research methods were used to answer the following questions: 1) What is succession planning? 2) What are the components of an effective succession plan? 3) What is the ICFD organizational attitude toward succession planning? 4) What components should the ICFD use in development of a succession plan?"

  From the Summary: "This is the third edition of the CRI [Commitment to Reducing Inequality] Index, which ranks 158 governments across the world on their commitment to reducing inequality. It measures government policies and actions in three areas that are proven to be directly related to reducing inequality: 1. Public services (health, education and social protection); 2. Taxation ;3. Workers' rights. While these three thematic pillars remain unchanged, the 2020 CRI Index has seen significant changes in methodology from 2018. Each pillar now contains three levels of indicator: 1. Policy commitment indicators: these measure the commitment of governments through their policies (which may not always be implemented in practice); 2. Coverage or implementation indicators: these look at who is covered (or not) as a result of policy actions, or how well a government puts policies on paper into practice; 3. Impact indicators: these measure the impact of policy actions on levels of inequality. These changes to the index's methodology mean that a straight comparison between the scores of a country in the 2020 index and those for 2018 may not give an accurate picture of that country's performance. For this reason, our analysis of change focuses on concrete policy changes since the 2018 index."

  The Antarctic environment is one which provides information on the difficult task of living in a contained environment. The ability to sustain oneself in small group operations with little contact with the outside for various periods of time is critical to the operations of contained, protected environments such as the Survivable Collective Protection System (SCPS) in a chemical and biological warfare (CBW) environment. The provision of medical care following the nuclear disaster at Chernobyl is presented in this volume, providing information concerning the stresses and coping strategies after toxic exposure. The ways in which threats are perceived and the experience of risk is mediated through group values, culture, and symbols. Risk perception is an inherent aspect of the CBM experience of threat, fear, and terror, one which will influence leaders and troops alike. Acute stress reactions to conventional and CBW military threat, particularly classical forms such as combat stress reaction (CSR) and post-traumatic stress disorder (PTSD), are discussed with regard to the psychiatric treatment roles of the medic, the medical aid station, the field hospital and the rear echelon hospital. Lastly, the broad areas of responses to disasters and the development of psychiatric symptoms and the lack of symptoms in communities exposed to tragedies and disasters are examined.

• Building Retrofits for Increased Protection Against Airborne Chemical and Biological Releases

  "Due to concerns about potential airborne chemical and biological (chembio) releases in or near buildings, building owners and managers and other decision makers are considering retrofitting buildings to provide some degree of protection against such events. A wide range of technologies and approaches are being proposed with varying levels of efficacy and cost, as well as varying degrees of applicability to particular buildings and ventilation systems. This document presents the results of an effort to evaluate chembio retrofit options for buildings. A number of retrofit options are identified, and their potential to protect building occupants from a number of generic contaminant releases is evaluated, using building airflow and contaminant transport modeling. In addition, a case study is presented in which specific retrofit options were considered for two actual buildings and preinstallation designs and cost estimates were developed. Based on the analyses performed, the results of the case study and other available information, guidance on the application and effectiveness of various retrofits is presented. An economic analysis software tool employing life-cycle cost analysis techniques was developed as part of this project, and its use is described in an appendix to this report. The retrofit options considered fall into two categories, the first being stand-alone technologies or devices such as enhanced particulate filtration that are installed and implemented as purchased. The second category includes retrofit approaches that employ operational strategies or building modifications to increase building protection, such as outdoor air purging or building envelope airtightening."

  From the opening statement of Maxine Waters: "As a national advocate for the Gulf Coast, I was quick to push for emergency appropriations to help the States affected by Hurricanes Katrina, Rita, and Wilma to recover from the devastation caused by those storms. The 2005 hurricanes were the deadliest and most expensive storms on record. Over one million housing units were damaged along the Gulf Coast as a result of the hurricanes in 2005. But half of the damaged units in Louisiana, which bore the brunt of Hurricane Katrina-total catastrophic losses from Hurricane Katrina were estimated at $40.6 billion with uninsured losses much higher. Although the Federal Government has provided $123 billion for hurricane relief, $19.7 billion of this amount was provided through the Community Development Block Grant, or CDBG, program. Congress has historically appropriated supplemental CDBG funds to respond to natural disasters such as hurricanes, earthquakes, and tornados. In addition, CDBG funds supported recovery efforts in New York City following the terrorist attacks of September 11, 2001, in Oklahoma City following the bombing of the Alfred Murrah Building in 1995, and in the City and County of Los Angeles following the riots of 1992. However, the severity of the damage inflicted by the 2005 hurricanes and the slow responses of some of the States to get these funds out of the door has put the program into question."   "Chapter 1 presents a basic overview of the reasons for creating this technical guide, the intended audience, the scope of the guide, the expected results of an assessment, personnel requirements, and disclaimers or limitations of the entire assessment process. Chapter 1 is not necessary to perform an assessment. Health and safety in relation to performing a Level 1 assessment are discussed in Chapter 2. The chapter is intended to remind the user to be aware of all potential hazards in the field not just radiological hazards. In this chapter there are reminders to alert the user to specific threats that may be found in the field. Guidance for the user experienced in general surveying and sampling is given in Chapter 3. Checklists and datasheets are included for fast review so that the experienced user can start on an assessment. Chapter 4 provides general guidance on radiation surveying and sampling for a Level 1 assessment. The chapter offers information on the basic supplies for sampling and surveying, selecting and setting up the survey unit, background measurements, instrumentation, and quality assurance. Tables, equations (if needed), and guidance are found in Chapter 5. With the information in Chapter 5, the user should be able to evaluate the field data in a timely manner and communicate the results to the Command staff. Contamination control procedures are covered in Chapter 6including instructions on setting up a monitoring station, frisking and decontaminating people and equipment."

• Power, Profits and the Pandemic: From Corporate Extraction for the Few to an Economy That Works for All

Excessive shareholder payouts before the crisis have left companies, workers and governments vulnerable to the pandemic shock. The world's largest corporations could have had a lot of cash on-hand when COVID-19 hit to shield workers, adjust business models and prevent costly public bail-outs. [...] Yet, the profits they made prior to the current crisis almost went exclusively to a small group of predominantly wealthy shareholders rather than being reinvested in better jobs or climate-friendly technologies. [...] 2. Corporations make money but do little to support government resources to respond to the pandemic[.] [...] As many of the world's billionaires are also some of the largest shareholders in these companies, the 25 wealthiest billionaires increased their wealth by a staggering $255bn between mid-March and late-May alone. Some would argue that corporates have made up for this with their tax payments and the generosity of their philanthropy, but the evidence does not support this. [...] 3. Companies putting profits before people has worsened the COVID-19 crisis [...] Unless we change course, economic inequality will increase [...] This is the time for governments to create incentives and limitations to radically rein in corporate power, restructure business models with purpose, and reward all those who create value.
