  "The historic International Law Studies ('Blue Book') series was initiated by the Naval War College in 1901 to publish essays, treaties and articles that contribute to the broader understanding of international law. This, the eighty-seventh volume of the 'Blue Book' series, is a compilation of scholarly papers and remarks derived from the proceedings of a conference hosted at the Naval War College on June 22-24, 2010 entitled 'International Law and the Changing Character of War.' The June 2010 International Law Conference participants examined the international law challenges presented by the changing character of war. The objectives of the conference were to catalogue the extent to which existing international law governs these changing aspects of warfare and to assess whether these developments warrant revision of existing international law. Five panels of presenters addressed topics that spanned the entire spectrum of armed conflict and focused on several emerging legal issues. Specifically, the panelists undertook an examination of the legal issues associated with the use of force in cyberspace, the civilianization of war fighting and the concept of "direct participation in hostilities," the use of unmanned systems, lawfare in asymmetrical conflicts, and legal issues associated with the investigation and enforcement of violations of the law in asymmetrical conflicts."

  This Navigation and Vessel Inspection Circular (NVIC) introduces guidelines for implementing the security regulations mandated by the Maritime Transportation Security Act of 2002 (MTSA) and the International Ship and Port Facility Security (ISPS) Code on domestic vessels and vessels not subject to the International Convention of Safety of Life at Sea (SOLAS). The guidance contained herein is needed to conduct verification inspections on affected U.S. vessels that operate domestically, and to issue an International Ship Security Certificate (ISSC) for vessels to which SOLAS Chapter XI-2 applies. This guidance should also be used to verify compliance on any foreign vessel that is not subject to SOLAS that must also submit a plan for Coast Guard approval. Foreign vessels that are subject to SOLAS should not submit a plan to the Coast Guard. These guidelines may be applied to verify compliance with the Vessel Security Plan (VSP) or Ship Security Plan (SSP) when verifying compliance and used during drills conducted to ensure crew competency.

  "The Geospatial Interoperability Reference Architecture (GIRA) is aligned with current Federal policy, principles, and practices for Enterprise Architecture and further adds to the authoritative body of knowledge of geospatial architecture documentation. It is an unclassified document aimed at an audience consisting of; Executive Leaders, Program Managers, and Solution Architects across Federal, State, Local, Territorial and Tribal governments and private sector stakeholders. It is intended to be a practical roadmap to increase government geospatial information sharing through interoperable capabilities that result in reduced operational costs within and across mission systems. It documents geospatial and architecture policy alignment, references authoritative practices and provides practical guidance including; templates, charters, exchange agreements, baseline requirements matrices, architecture artifacts and tools. The GIRA is expected to have the following benefits: [1] Provide a reference guide for geospatial interoperable architectures to guide solutions to effectively govern, manage, support and achieve information sharing through geospatial system integration, acquisition and/ or development. [2] Provide documented architecture artifacts that can be used to support geospatial program technical oversight and technical assessments for geospatial investments. The GIRA provides a framework for the management, design and development of new or alignment of existing geospatial system/solution investments. For the first time, the Department of Defense has fully funded the Defense Health Program in the fiscal year 2011 budget submission. The request also includes $2.5 billion for the wounded, ill, and injured. The request includes $30.9 billion for operations and maintenance, procurement, research and development. The total military health program is $49.6 billion for 2011. This includes the payment of $9.3 billion to the Department of Defense Medicare-eligible Retiree Health Care Fund and $9.3 billion in personnel, Base Closure and Realignment Commission (BRAC), and military construction costs. The Department continues to focus on the need for mental health counseling and readjustment support for our servicemembers returning from deployments. It is important for the Department to get to the heart of the issues that soldiers and their families face during and after lengthy deployments. The Department is making strides with improvements to psychological health screening, but much more still needs to be done."   "The earthquake loss estimation provides local, state and regional officials with a state-of-the- art decision support tool for estimating potential losses from scenario earthquakes. This forecasting capability will enable users to anticipate the consequences of future earthquakes and to develop plans and strategies for reducing risk. The GIS-based software can be applied to study small or large geographic areas with a wide range of population. HAZUS will accommodate budget constraints, and can be implemented by users with varying technical and subject expertise. The modular approach of the methodology (with different modules addressing various user needs) provides additional flexibility in a variety of applications. The various users of a loss estimation study will have different needs. A local or state government official may be interested in the costs and benefits of specific mitigation strategies, and thus may want to know the expected losses if mitigation strategies have been applied. Health officials will want information about the demands on medical care facilities and will be interested in the number and severity of casualties for different scenario earthquakes. Fire fighters may be interested in areas where large fires can be expected or where hazardous materials might be released. Emergency response teams may use the results of a loss study in planning and performing emergency response exercises. In particular, they might be interested in the operating capacity of emergency facilities such as fire stations, emergency operations centers, and police stations."

Information security assurance is the degree of confidence one has that the managerial, technical, and operational security measures work together to form and maintain a viable information security program, and work as intended to protect a system and the information it processes. Adequate security of information system assets is a fundamental management responsibility. Consistent with the Federal Information Security Management Act (FISMA) and Office of Management and Budget (OMB) policy, each agency must implement and maintain an information security program to adequately secure its information and system assets. Agency information security programs must: 1) assure that systems and applications operate effectively and provide appropriate confidentiality, integrity, and availability; and 2) protect information commensurate with the level of risk and magnitude of harm resulting from loss, misuse, unauthorized access, or modification."

• Employee Perceptions of Federal Workplace Violence

  "Violence can occur in any workplace. When physical attacks, threats of attack, harassment, intimidation, or bullying occur in the workplace, organizations incur a number of direct and indirect costs. These costs include medical expenses, property restoration, psychological care for victims, and increased security, as well as higher employee turnover, reduced productivity, and lower employee commitment to their work or their organization. Some estimates have placed the costs of workplace violence to U.S. employers at billions of dollars every year. According to a 2010 Merit Systems Protection Board (MSPB or Board) survey, 13 percent of Federal employees observed an incident of workplace violence over the preceding two years. The vast majority of these incidents were perpetrated by current or former Federal employees, rather than someone external to the organization. Although most Federal employees believe their agencies take sufficient steps to keep them safe at work, there is room for improvement. This is especially the case according to those who have witnessed their current or former colleagues commit acts of violence. These findings illustrate the need for agencies to ensure workplace violence programs address issues related to internal threats in addition to physical security efforts that mitigate threats from external sources."

  From the thesis abstract: "Law enforcement executives and policy makers continuously seek out effective strategies to reduce crime. Reducing crime reduces social harm, improves community resilience, and therefore improves homeland security. Before investing in a crime control strategy, police leaders must know if the effectiveness of that strategy has been validated. Predictive policing is one such strategy in use that relies on mathematical algorithms to forecast probable future crime locations and the application of interventions to interdict or prevent crime in those locations. In this thesis, theories and methodologies behind predictive policing are described, and the case study method is used to review current predictive policing practices. The research finds that despite the conventional wisdom that a correlation exists between the implementation of a predictive policing program and a reduction in crime, no evidence indicates that a direct cause and effect relationship exists. This thesis provides law enforcement executives and policy makers with objective research on the effectiveness of predictive analysis in reducing crime and provides recommendations for those evaluating whether to invest time and resources into a predictive policing program."

Emergency medical services response times of less than five minutes yield the best outcomes for shooting victims, but the average response time is six to eight minutes; help may be even farther away in an ongoing shooting incident or mass shooting event. In emergency incidents, bystanders with some training and some gear--in this case, tourniquets--may provide life-saving aid to victims of traumatic injury until medical personnel can take over. Precedents for involving, equipping, and empowering the public in public safety, including cardiopulmonary resuscitation, automated external defibrillators, and Narcan/Naloxone, have been established. This thesis explores these programs. Several important takeaways from this review can be applied to any immediate responder program. First, priority must be given to providing training in the most widely accessible manner to reach the most people. Second, if specialized equipment is necessary, it must be easy-to-use and readily accessible, and should include instructions. While training is an important first step, building in natural points of contact for trainers and trainees, like requiring recertification, can increase the trainees' retention of and ability to apply those lessons learned."

The House Agriculture appropriations subcommittee reported and passed the bill (H.R. 2112, H.Rept. 112-101) on June 16, 2011. […] The House bill would cut discretionary Agriculture appropriations to $17.25 billion.   "This thesis examines how the United States (US) Army conducted operations and adapted their tactics during the Indian wars of 1779, through the Second Seminole War, and ending in 1847. During this period, the US Army lacked a comprehensive written doctrine that captured how the Army fought its wars, so those skills and techniques could be passed down for subsequent conflicts against Native Americans. This caused the US Army to rely on the experiences gathered from past Indian conflicts as well as the existing texts and publications from contemporary military theorists, such as Henri Jomini and Dennis Hart Mahan. The thesis examines three periods to prove the thesis: the colonial period from 1620 through 1794, the establishment of Indian policies from 1794 through 1831, and the Second Seminole War, which lasted from 1835 to1842. The scope of the thesis concludes with Dennis Hart Mahan's publication of An Elementary Treatise on Advanced Guard, Out-Post, and Detachment Service of Troops With the Essential Principles of Strategy and Grand Tactics. Mahan's textbook became de facto doctrine due to its combination of military theory, inclusion of past US Army experiences in Indian warfare and its acceptance as a training text for US Army officers at the US Military Academy at West Point. This text is the end result of over one-hundred years of American military experience and evolution under fire, proving that the US Army can, and did, succeed against its enemies without formal doctrine."
