  This is the September 18, 2013 hearing on "Understanding the Threat to the Homeland from AQAP [al-Qaeda in the Arabian Peninsula]" held before the U.S. House Committee on Homeland Security. From the opening statement of Peter T. King: "Most recently, the U.S. Government closed 22 embassies, mainly in the Middle East and North Africa, for a week due to security concerns relating to the threat from AQAP. As a result, the U.S. Embassy in Sanaa, Yemen remained closed for two weeks. The closure of any U.S. Diplomatic facility for even a day -- let alone 22 -- is a decision that is not made lightly. This incident should remind us all what a danger AQAP poses. Media reports revealed that intercepted electronic conversations between AQAP emir Nasir al-Wahishi and the head of al Qaeda Ayman al-Zawahiri discussed plans for a major attack during a specific timeframe but not details on targets and locations for the attack. While additional counterterrorism pressure seems to have disrupted the attack in the short term, the situation is a reminder that we must remain vigilant and that al Qaeda and its affiliates remain intent on carrying out an attack against U.S. interests and especially the Homeland."   From the Document: "The Fiscal Year 2021 (FY21) President's Budget submission (PB21) of $207.1B is an increase of $1.9B (0.9%) from the FY20 enacted budget (base+OCO), less $4.8B added by Congress in Natural Disaster funding we received in FY20. This budget supports irreversible implementation of the National Defense Strategy (NDS) and balances priorities in order to maximize naval power now and in the future. This budget achieves several major goals. First, PB21 recapitalizes the COLUMBIA strategic ballistic missile submarine, our nation's ultimate insurance policy and the Navy's highest priority. Next, this budget sustains our readiness recovery to deliver credible forces to win today's fight. Third, PB21 aggressively pursues increased lethality and targets those areas of modernization with the greatest potential to deliver non-linear warfighting advantages. This budget also prioritizes the development and delivery of Naval Expeditionary forces capable of imposing cost with distributed, lethal power that is sustainable. • Improving Resilience Among Law Enforcement Officers

  "Law enforcement officers' exposure to stress exacts a toll on them. Agencies have programs designed to mitigate stress and assist officers after a critical incident, but research shows pre-exposure to stressors may help officers better mitigate stress. The goal of this thesis was to examine stress management and psychological resiliency tools that are most promising in reducing stress and building resilience in law enforcement, starting with a review of the effects of chronic and acute stress, post-traumatic stress disorder in officers, and health-related problems associated with stress. This thesis examined wellness and employee assistance programs, critical incident stress management, and psychological first aid, programs all designed to address stress-related problems that occur after critical incidents. Specific attention in this thesis was paid to preventative tactics to reduce stress such as mindfulness and controlled breathing techniques, the use of meditation and yoga, and visualization techniques to prepare officers for potentially stressful events--techniques that could have positive effects in reducing stress-related mental and physical health problems experienced by officers. Based on this review, recommendations to improve wellness programs include incorporating mindfulness techniques, tactical psychological training, and the better use of technology in both ongoing and preventative stress care."

  From the thesis abstract: "The 1979 Islamic Revolution in Iran has significantly shaped and impacted developments in the Near and Middle East and inspired the regional rise of Shia Islam. Iran's Islamic government has consistently played a leading role in promoting anti-Western and anti-American sentiments within the global context of Islamic radicalization. It is imperative, therefore, that United States government officials more fully understand the role of religion in Iran's approach to international relations. This thesis topic fulfills a specific and important knowledge gap in understanding Iran's religious beliefs as trigger points for strategic actions against the United States. In particular, this research examines Iran's religious tools and sacred carriers as potential triggers in the form of individual leaders, end-times beliefs, religious traditions, or divine justifications. It explores Iran's end-times beliefs, to include how the earth will be governed before the Day of Judgment, and the extent to which these millenarian beliefs might affect the regime's actions. Using primary source documents from Iran's most influential contemporary leaders, this research project revealed three major narratives that are central to the self-preservation of the Iranian regime: 1) establishing a government representing true or pure Islam; 2) protecting the Islamic Republic of Iran and the Revolution; and 3) fighting oppression and imperialism. These narratives serve as the backdrop to understanding Iran's religious options-the sacred carriers and tools-that could play a key role in future Iranian aggression directed at the United States."

• Assessing the Potential for Civil-Military Integration: Technologies, Processes, and Practices

  Government officials and private sector executives have advocated the integration of the defense and commercial sectors (often termed civil-military integration or CMI). The claimed benefits of CM I include cost savings, increased technology transfer, and an increase the number of potential defense suppliers. A CM I strategy, however, demands extensive modification of acquisition laws and regulations, and concerns over potential costs and risks such modifications have hindered change. Although several congressional and administration initiatives have been launched to promote integration, to date, much of the defense base remains isolated and the promised benefits of integration remain elusive. This assessment found that greater CMI is possible. It confirms the potential for cost savings and increased technology transfer, but analysis indicates such savings are likely to be less, and slower to realize, than many previous studies have suggested. Even so, cost savings even a few percent of total defense technology and industrial spending would amount to billions of dollars in overall savings that might be used to meet other vital defense needs. The most important benefit of increased CMI may be the preservation of a viable defense technology and industrial capability in an increasingly fiscally constrained environment. Increased CMI appears essential if defense is to take advantage of rapidly developing commercial technologies.

  From the Summary: "In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The Trump Administration has identified the achievement of a Navy of 355 or more ships within 10 years as a high priority. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115-91 of December 12, 2017). The Navy's 355-ship force-level goal is the result of a Force Structure Assessment (FSA) conducted by the Navy in 2016. The Navy and DOD since 2019 have been working to develop a new force-level goal to replace the current 355-ship force-level goal. The conclusion of this work and the release of its results to Congress have been delayed repeatedly since late 2019. Remarks from Navy and DOD officials since 2019 indicate that the Navy's next force-level goal will introduce at least some elements of a once-in-a-generation change in fleet architecture."

  "When the United States (U.S.) military initiated the attack into Iraq to begin Operation Iraqi Freedom (OIF) in the spring of 2003, one of the main objectives was to find, exploit, and eliminate Iraq's WMD program and capabilities. For decades, U.S. military forces have developed specialized forces and trained conventional forces to attack or seize high value targets, but the U.S. military had never trained, organized, or prepared to seize, exploit and eliminate a nation's WMD program. The WMD-E mission was, and remains, an entirely new operational demand imposed on U.S. military forces. OIF required the hasty fielding of new and largely untested WMD-E capabilities, and in a short period of just a few months, the U.S. Department of Defense organized, trained, and deployed two ad hoc organizations: the 75th Exploitation Task Force and the Iraq Survey Group. When integrated into other military units in support of major headquarters, they provided a rudimentary capability for WMD-E. Based on this experience, the Department of Defense (DOD) decided to activate a full time capability for integration into planning for future military operations against global adversaries who may possess WMD. In a speech at the National Defense University on 13 May 2003, the Undersecretary of Defense, Paul Wolfowitz, announced, 'Since WMD in the hands of rogue states and terrorists is the greatest security threat we face in this decade, we will continue to have a requirement for a robust WMD-E capability…The elimination capability that we put together…before Operation Iraqi Freedom will need to be retained, enhanced and institutionalized.'"

  This report addresses the budget outlook; economic outlook; spending outlook; revenue outlook; budgetary effects of hurricane relief; changes to the budget outlooks since August 2005; how changes in economic assumptions can affect budget projections; the treatment of federal receipts and expenditures in national income and product accounts; and historical budget data. "In CBO's current baseline, deficits decline gradually through 2010, as outlays increase at an average annual rate of 4.0 percent and revenues rise by 5.7 percent a year. Beyond 2010, spending related to the aging of the baby-boom generation raises projections of the average annual growth of total outlays to 4.5 percent. However, revenues increase sharply in 2011 and 2012, growing by 8.9 percent and 7.6 percent, respectively - under the assumption that various tax increases occur as scheduled -and thereby bring the baseline projection of the budget near balance. Beyond 2012, revenues grow at about the same pace as outlays (roughly 5 percent a year), which keeps the bottom line showing small surpluses through 2016…Economic activity had considerable momentum last year, some of which will carry into calendar year 2006. CBO forecasts that real GDP will grow by 3.6 percent this year and by 3.4 percent in 2007."

  "The Library of Congress is the world's largest library, whose mission is to make its resources available and useful to Congress and the American public. In carrying out its mission, the Library increasingly relies on IT [Information Technology] systems, particularly in light of the ways that digital technology has changed the way information is created, shared, and preserved. The House Appropriations Committee report accompanying the 2015 legislative branch appropriations bill required GAO [Government Accountability Office] to conduct a review of IT management at the Library. GAO's objectives focused on the extent to which the Library has established and implemented key IT practices and requirements in, among other areas: (1) strategic planning, (2) governance and investment management, (3) information security and privacy, (4) service management, and (5) leadership. To carry out its work, GAO reviewed Library regulations, policies, procedures, plans, and other relevant documentation for each area and interviewed key Library officials. GAO is recommending that the Library expeditiously hire a permanent CIO [Chief Information Officer]. GAO is also making 30 other recommendations to the Library aimed at establishing and implementing key IT management practices. The Library generally agreed with GAO's recommendations and described planned and ongoing actions to address them."

Its main objective is to provide some of the necessary tools that can be used to care for the critically ill patient from hospital entry to hospital discharge.   "The Agriculture appropriations bill funds the U.S. Department of Agriculture (USDA), except for the Forest Service. It includes the Food and Drug Administration (FDA) and--in the House and in even-numbered enacted fiscal years--the Commodity Futures Trading Commission (CFTC). The FY2015 Agriculture and Related Agencies appropriation was enacted as Division A of the FY2015 Consolidated Appropriations Act, P.L. 113-235 (December 16, 2014), an omnibus appropriation that included 11 of the 12 appropriations subcommittee bills. Although the fiscal year began under a continuing resolution, the House and Senate Appropriations Committees reported their Agriculture appropriations bills (H.R. 4800 and S. 2389) in May 2014--the earliest joint action in years. The House considered H.R. 4800 on the floor on June 11, 2014, procedurally read through most of the bill, and adopted several amendments. The bill was left unfinished when floor action was suspended due to House Whip leadership changes. The Senate considered a minibus appropriations bill on June 19, 2014, that included the Agriculture bill. But Senate consideration quickly stopped over a disagreement about procedures for amendments. The official, enacted discretionary total in the FY2015 Agriculture appropriation is $20.575 billion, which is $90 million less than (-0.4%) the comparable Senate-basis amount for FY2014 that excludes CFTC. On a House jurisdiction basis that includes CFTC, the FY2015 discretionary appropriation effectively is $20.825 billion, which is $55 million less than (-0.3%) the comparable, official FY2014 amount. Despite the small decrease overall, many agencies receive small increases compared with FY2014."

  "One of the most significant problems facing firefighters within a structure on the fireground is the ability to communicate reliably between the firefighters themselves and between the firefighters and the command post or communications center. In an ideal world, firefighters would be able to communicate with one another and the command post at all times, regardless of where they are or what they are doing. However, this is not the case. Firefighter radio communications to, from and within structures can be unreliable, thereby compromising the safety of firefighters on the fireground. Over the past decade, incidents involving firefighter injuries and fatalities have demonstrated that, despite technological advances in two-way radio communications, important information is not always adequately communicated on the fireground or emergency incident scene. Also, the events of September 11, 2001, and other emergency situations in recent years have highlighted the need not only to improve firefighter radio communications, but also the communication systems available to law enforcement personnel, emergency management officials, and other public-safety responders. The continued incidence of firefighter fatalities where communications are cited as a contributing factor as well as the industry-wide lack of consensus on the appropriate frequencies to use in fireground communications have prompted NIOSH [National Institute for Occupational Safety and Health] to more thoroughly investigate fire communications and the problems associated with communications within, as well as into and from, structures."

  "In Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance, President Obama made sustainability the policy of the United States Government. Sustainability means to create and maintain conditions under which humans and nature can exist in a productive harmony that permits fulfilling the social, economic and security requirements of the present and future generations. At DHS, the sustainable approach balances cost, schedule, operations, maintenance, safety and employee morale while creating and maintaining conditions that fulfill the economic, environmental and security needs of the American people. To comply with the EO the Department must adhere to sustainable principles and implement sustainable practices throughout the Department of Homeland Security (DHS). The Secretary issued a Sustainability Policy Letter in February 2011 designed to transform DHS into the nation's leader in sustainable law enforcement operations. Ongoing Efficiency Review initiatives improve efficiency and streamlines decision-making through a series of projects ranging from eliminating non-mission critical travel to right-sizing vehicle fleets. Full implementation of the efficiency initiatives could save DHS hundreds of millions of dollars. The DHS Strategic Sustainability Performance Plan (Sustainability Plan) is aligned with the Department's Efficiency Review Initiative along with climate change adaptation efforts to improve current and future business practices to save resources."
