From the opening statement of Committee Chairman Orrin G. Hatch: "Once it is signed into law, this legislation will allow American manufacturers to lower their production costs on parts that cannot be found in the United States. This is absolutely essential if we want American companies to be able to compete effectively in the 21st-century global marketplace. Passage of the MTB bill [Miscellaneous Tariff Bill] is long overdue, and I am very pleased that we have finally gotten it through Congress and over to the President for his signature.   From the Highlights: "DOD has over 73,000 active-duty enlisted medical personnel who must be ready to provide life-saving care to injured and ill servicemembers during deployed operations, using their wartime medical skills. Senate Report 116-48 accompanying a bill for the National Defense Authorization Act for Fiscal Year 2020 included a provision for GAO [Government Accountability Office] to review DOD's efforts to maintain enlisted personnel's wartime medical skills. This report examines, among other objectives, the extent to which (1) the military departments have defined, tracked, and assessed enlisted personnel's wartime medical skills, and (2) DOD has developed plans and processes to sustain these skills and assessed risks associated with their implementation."

• Developing a Firefighter Emergency Incident Rehabilitation Guideline for the Seminole County First Response System

  "The Seminole County Fire Department operates under an automatic aid first response system with five city fire departments and one airport fire department. All fire department agencies in Seminole County operate from the Seminole County and Cities Incident Management System manual. The manual is compliant with the National Incident Management System's incident Command System principals and is considered the standard operating procedures. The manual does not contain a comprehensive guideline for firefighter emergency incident rehabilitation. Without a comprehensive guideline, inconsistencies have occurred in the establishment and implementation of a firefighter emergency incident rehabilitation operation. The purpose of this research was to develop guidelines for incident commanders as well as division or group supervisors to follow in order to consistently implement and enforce an adequate firefighter rehabilitation program during emergency incidents. Action research methodology was conducted in an effort to answer the following research questions and produce a guideline to be used for firefighter rehabilitation at emergency incidents. What recommendations and guidelines exist for the development of a firefighter emergency incident rehabilitation program? What is the recommended criterion for establishing firefighter rehabilitation on emergency incidents? What functions are associated with a firefighter emergency incident rehabilitation program? What are the current inconsistencies associated with firefighter rehabilitation establishment and delivery on emergency incidents? What are the benefits and consequences of a firefighter emergency incident rehabilitation program? Procedures for this research project included a four month personal observation on significant emergency incidents. The purpose of the observation was to determine the consistency of implementation of firefighter rehabilitation on emergency incidents."

  "Purpose of the Bill: The Aviation Security Improvement Act, S. 509, as reported, would strengthen aviation security by addressing unimplemented air transportation security recommendations of the National Commission on Terrorist Attack Upon the United States (9/11 Commission). The legislation proposes new security measures, assessments and programs focused on air cargo, baggage and checkpoint screening, passenger pre-screening, and general aviation. Background and Needs: Following the terrorist attacks of September 11, 2001 (9/11), Congress acted promptly to address immediate threats to our Nation's transportation infrastructure system and passed the Aviation and Transportation Security Act (ATSA) (P.L. 107-71). ATSA was signed into law on November 19, 2001, and created the Transportation Security Administration within the Department of Transportation (TSA), which took control over all aspects of transportation security. On November 25, 2002, Congress passed the Homeland Security Act of 2002 (P.L. 107-296), which created the Department of Homeland Security (DHS) into which TSA was incorporated."

  "The City of Hagerstown Fire Department does not have a strategic plan to guide the fire department into the future. The purpose of this research was to develop an outline for a strategic plan for the City of Hagerstown Fire Department. The action research method was used to develop a strategic plan outline that provided the foundation for the Hagerstown Fire Department to effectively develop its own strategic plan. Through an extensive literature, a review of strategic plans from other city departments and other fire departments from other jurisdictions, and internal and external questionnaires, the researcher developed a plan for the development of a strategic plan for the City of Hagerstown Fire Department. Strategic issues affecting the department were identified. The identification of the department's core values, a vision for success, strategic goals, and operational objectives, and the development of operational and strategic plans were recommended. An outline and plan for a strategic planning process were developed."

  "U.S. reliance on imported food increased from 2000 through 2011. For some products, imports make up a considerable share of the total amount consumed in the United States. FDA-- responsible for ensuring the safety of most imported foods--received new authority under FSMA [Food Safety Modernization Act] to enhance its oversight of food imports, including express authority to establish a system for accrediting third parties, which may include foreign governments and private auditing firms, to certify foreign food facilities' compliance with U.S. food safety requirements. FDA has also begun to assess selected foreign food safety systems to determine if these systems provide the same level of public health protection, among other things. GAO [Government Accountability Office] was asked to (1) identify major actions FDA is to take to implement a system for accrediting third parties and challenges, if any, it and others report with these actions and (2) examine FDA's approach for using comparability assessments to leverage other countries' oversight capacity and enforcement authority. GAO reviewed FDA documents and interviewed officials from FDA and other agencies, and stakeholders, such as consumer groups and industry representatives."

  "This monograph answers the question, 'Can unmanned aerial vehicles (UAVs) supplant manned United States Army attack and reconnaissance helicopters in the conduct of future urban operations' and the answer is, 'not completely.' The future of US involvement in urban operations is likely to increase. Although Army aviation can provide mobility, intelligence gathering, and massive precision fires, its current aviation systems are highly vulnerable within the urban environment and a solution may lie in the employment of UAVs. In order to mitigate the risk to its aviators, equipment, and the supported ground forces, the Army needs to revise current doctrine to address the employment of Army aviation's attack and reconnaissance aircraft teamed with UAVs in urban operations. The analysis of this monograph demonstrates that Army aircrews are not able to independently complete the missions that may be required of it within the growing urban environment. Nor can UAVs be fielded to the units of action and be expected to independently conduct the current missions of attack and reconnaissance aircraft. The most effective solution lays in teaming manned and unmanned aviation assets and applying new doctrinal employment."

  "Following the events of 11 September 2001, the United States enacted legislation requiring each air carrier operating passenger flights to and from the United States to transfer to the U.S. Customs and Border Protection ('CBP') personal data contained in the Passenger Name Record ('PNR') of air passengers. Following two previous agreements between the EU and the U.S. for the sharing of PNR data, the current agreement was signed in July 2007. It is currently provisionally applicable and has been submitted to the European Parliament for giving its consent to its conclusion. The Agreement provides for a periodic review of the implementation of the agreement and the letter of the U.S. The first joint review of this agreement was carried out between 8 and 9 February 2010 in Washington. There were 4 parameters to the review: 1) review the implementation of the agreement and the accompanying letter of the U.S. 2) review U.S. and EU PNR policies and practices 3) review any instances in which sensitive data was accessed 4) The U.S. will reciprocally seek information about Member State PNR systems as part of this periodic review, and representatives of Member States maintaining PNR systems will be invited to participate in the discussions. Another parameter of the review was to verify that the agreement actually serves its purpose and indeed contributes to the fight against terrorism and serious crime."

• There Are No Monsters in the Closet: Why Fire Departments Are Not Implementing Best Concepts for Active Assailant Incidents

  From the Thesis Abstract: "Despite literature that recommends fire departments in the United States implement best concepts to more rapidly access victims during active assailant incidents, the adoption of such concepts languishes. As the number of active assailant incidents in this country increases, fire fighters will be increasingly called to respond to incidents involving active shooters, vehicle ramming, and fire used as a weapon, regardless of policy implementation. For this thesis, representatives of seventeen fire departments across the country were asked to describe challenges and facilitators of success when developing or implementing recommended best concepts. When describing challenges, the representatives pointed to the tradition-bound culture of the fire service, lack of senior leadership support, lack of trust between fire and law enforcement agencies, and the logistics of training all personnel. Factors that facilitate best practices include the ability to secure funding for ballistic protection equipment and training, preexisting relationships between fire and law enforcement agencies, joint fire-police training exercises, and the availability of best concepts. Because the resources available for fire departments around the United States vary, a one-size-fits-all approach to best concepts is difficult to implement. However, the recommendations provided in this thesis can help all fire departments adapt best concepts for active assailant incidents to encourage implementation." Ackerman: "Last March, our two subcommittees held a hearing on the subject of Iraqi refugees and internally displaced persons where a panel of Bush administration officials responsible for different aspects of the crisis assured us that the administration was moving aggressively to assist refugees and IDPs [Internally Displaced Person], and would meet the President's announced target of 12,000 Iraqi refugees resettled in the United States during the current fiscal year. I challenged their ability and the administration's sincerity, and they again reassured me. Well, as of March 31st, only 2,067 Iraqis have been resettled. With 5 months left in the fiscal year, that leaves only 9,373, but the administration, at the current rate, will not even meet half of the President's goal: 43.78 percent, less than 50 percent, another total failure. […] The situation in Jordan, while of lesser magnitude, is equally dire. Current appeals for assistance through the United Nations and other international organizations total $900 million for this calendar year, and while the United States has provided $208 million toward this goal, a shortfall of $400 million is still expected. […] The two governments who should be most concerned, who have the most responsibility, and who, frankly, have the most at stake are the ones who seem the least interested in helping. […] But the bottom line is that, whatever the reason, the Government of Iraq's failure to provide for its own people who have fled their country because of the violence is inexcusable. For the refugees, all that is needed is for their incompetent but cash-flush government to write a check to the UNHCR [United Nations High Commissioner for Refugees]. The Iraqi Government does not have to worry about how to deliver services to the refugees because there are plenty of skilled and willing organizations willing to step in and ameliorate their sinful failure."   "Researchers at federal agencies disseminate their research results through a variety of approaches, including scientific publications, presentations, press releases, and media interviews. Because of recent concerns about some federal researchers possibly being restricted from disseminating their research on controversial topics, GAO determined (1) the policies that guide the dissemination of federal research at the National Aeronautics and Space Administration (NASA), the National Institute of Standards and Technology (NIST), and the National Oceanic and Atmospheric Administration (NOAA); (2) how effectively these agencies have communicated their policies to researchers; and (3) the extent to which researchers have been restricted in disseminating their research. GAO conducted a survey of 1,811 researchers randomly selected at the three agencies, and had a 66 percent response rate. GAO is making recommendations to the Department of Commerce, NASA, NIST, and NOAA to clarify their dissemination polices for press releases and media interviews, ensure researchers have a policy for appealing dissemination decisions, and provide training on these policies. In commenting on a draft of this report, Commerce, responding for NIST, NOAA, and itself, generally concurred with GAO's findings and recommendations, as did NASA."

  "Congress periodically establishes agricultural and food policy in an omnibus farm bill. The 112th Congress faces reauthorization of the current five-year farm bill (the Food, Conservation, and Energy Act of 2008, P.L. 110-246) because many of its provisions expire in 2012. The 2008 farm bill contained 15 titles covering farm commodity support, horticulture, livestock, conservation, nutrition assistance, international trade and food aid, agricultural research, farm credit, rural development, bioenergy, and forestry, among others. The Senate Agriculture Committee approved its version of the 2012 omnibus farm bill on April 26, 2012 (Agriculture Reform, Food, and Jobs Act of 2012), and officially filed the measure, S. 3240, on May 24, 2012. Within its 12 titles, the five-year Senate bill would reshape the structure of farm commodity support, expand crop insurance coverage, consolidate conservation programs, revise the Supplemental Nutrition Assistance Program (formerly food stamps), and extend authority to appropriate funds for many U.S. Department of Agriculture (USDA) discretionary programs through FY2017. Senate floor action on the measure is expected in June, as is House Agriculture Committee consideration of its version of a 2012 farm bill."

  From the Document: "TSA has taken initial steps toward applying a risk-based management approach to address air cargo security. A risk-based management approach entails a continuous process of managing risk through a series of actions, including setting strategic goals and objectives and assessing risk through the identification and evaluation of threats, vulnerabilities, and critical assets. In November 2003, TSA completed an air cargo strategic plan that outlined a threat-based, risk management approach to secure the air cargo system by, among other things, targeting elevated risk cargo for inspection. TSA also completed an updated threat assessment in April 2005. However, TSA has not yet established a methodology and schedule for completing assessments of air cargo vulnerabilities and critical assets- two crucial elements of a risk-based management approach without which TSA may not be able to appropriately focus its resources on the most critical security needs."

  "The 113th Congress is in the midst of considering an omnibus farm bill that will establish the direction of agricultural policy for the next several years. Many provisions of the current farm bill (the Food, Conservation, and Energy Act of 2008, P.L. 110-246) expired in 2012, but were extended for an additional year in the American Taxpayer Relief Act of 2012 (P.L. 112-240). The 112th Congress began work on a new farm bill but did not complete action before the conclusion of the Congress, requiring new bills to be introduced in the 113th Congress. […] This report begins with a brief overview of the estimated budgetary impact of the House and Senate farm bills, followed by a summary comparison of the major provisions of each title, and a comprehensive comparison of all of the provisions in S. 954 and H.R. 1947 with current law or policy in a side-by-side format.
