  "The Domestic Preparedness Program (DPP) is a congressionally mandated program developed to support legislation passed under Title XIV "Defense Against Weapons of Mass Destruction" of the 1997 National Defense Authorization Act. The Department of Defense (DoD) was appointed as the executive agent for coordination of assistance from Federal agencies through the States to enhance first responder preparedness. One of the initiatives under this legislation is the establishment of a program to improve the civilian response capability to chemical and biological (C/B) terrorism. The Improved Response Program (IRP) was developed to identify and improve systemic deficiencies in the ability of a community to effectively respond to a C/B terrorist incident. Because there are major differences between the C/B agents and the expected response, a separate program was developed to study each area. […] The 2000 Summary Report addresses activities in the final mandated year of the program. The CWIRP conducted several tabletop exercises and one functional exercise to demonstrate the efficacy of operational concepts and procedural guidelines developed within the functional groups." Included are overviews of CWIRP activities such as BALTEX X and XI (Baltimore exercise), TOPOFF 2000, Dover DE CWIRP Workshop, and CRIME 2000. The authors then provide brief summaries of CWIRP products such as "Guidelines for Responding to a Chemical Weapons Incident." Also discussed are current "technical study initiatives" such as "mass fatality management,[…] tactical team protective clothing assessment, cold water decontamination study, water-based decontamination study, and vapor and liquid challenge assessment."

  "The Mass Casualty Decontamination Research Team (MCDRT) collectively addressed the issue of how to effectively decontaminate large numbers of people. Emphasis was placed on decontamination methods that could be performed with equipment and expertise readily available to most responder jurisdictions. The general principles identified to guide emergency responder policies, procedures, and actions after a chemical agent incident were: [1] Expect at least a 5:1 ratio of unaffected to affected casualties; [2] Decontaminate victims as soon as possible; [3] Disrobing is decontamination; head to toe, more removal is better; [4] Water flushing generally is the best mass decontamination method; [5] After a known exposure to liquid chemical agent, emergency responders should be decontaminated as soon as possible to avoid serious effects."

  "Historically, the success or failure of an oil spill response effort is often determined as much by the organization in place as by the availability of personnel and clean up equipment. One of the purposes of this plan is to ensure that all appropriate agencies in the Florida Keys are aware of, and involved in, the local 'oil spill response organization.' In this plan, the local oil spill response organization will be divided into two categories, planning and response. Both will be in place prior to an oil spill event and will be periodically exercised and/or evaluated. In events sufficiently significant to involve agencies other than the Coast Guard, oil spill response in the Sector Key West area will be based on the Unified Command System (figure 1). The Incident Management Handbook lists numerous key positions that should be filled during a 'significant' response. To ensure the best possible response, it is essential that the most qualified individuals fill these positions. Who fills the positions depends on the particular incident; however, it is highly unlikely that they will all be from the Coast Guard or any other individual agency. It is highly possible that some of the key individuals may be employees of the responsible party. This is particularly true when cleanup by chemical means (e.g. use of dispersants) is being considered."

  This document is the 1999 Consolidated Summary Report of DoD-GEIS Activities. "President Clinton recognized that the United States was inadequately prepared to address the problems of emerging infections and issued Presidential Decision Directive NSTC-7 in June 1996. This directive formally expanded the mission of the DoD to address the global threat of emerging infectious diseases. The Global Emerging Infections Surveillance and Response System (GEIS) was established in 1997 as the DoD focus for responding to the directive. FY99 core Defense Health Program funding to implement the eight presidential actions of the directive was set at $3.3 million. A strategic plan specifying the DoD approaches and planned activities was published in November 1998. DoD-GEIS operates in three primary realms: the Military Health System (MHS), the DoD Overseas Medical Research Units, and through partnerships with other federal agencies, foreign countries, and international organizations such as the World Health Organization (WHO). The regional Unified Commands (CINCs) are key partners in the third realm. The DoD-GEIS response to the five most relevant directives of the President follows. 'Enhance the surveillance and response components of our domestic and international public health infrastructure,' ' Enhance biomedical and behavioral research efforts on emerging infectious diseases,' Expand formal training and outreach to health care providers,' 'Encourage other nations and international organizations to assign higher priority to emerging infectious diseases,' 'Support the WHO and other bodies in playing a stronger role in the surveillance, prevention, and response to emerging infectious diseases.' […]A primary objective of the MHS realm of GEIS will be to convene a working group to develop consensus on those elements of a syndromic surveillance system for biological terrorism detection and response."

The extensive preparations undertaken to avoid glitches and service disruptions to information systems paid off, and critical systems continued to operate without any major interruptions. That said, we must remember that we are in a very dynamic environment. The nature of cyberattacks and the needed preparations to protect information systems from future attacks are in constant flux. As new protective measures are developed and put into place, those who threaten us become more innovative. The Federal Government is currently assessing the Year 2000 experience to determine what aspects may have relevance for the future and for the continued protection against cyberattacks. This Committee spent considerable time during the last Congress examining the state of Federal Government information systems. Numerous Governmental Affairs Committee hearings and General Accounting Office reports uncovered and identified systemic failures of government information systems, which highlighted our Nation's vulnerability to computer attacks from international and domestic terrorists, to crime rings, to everyday hackers. S. 1993 begins where the Paperwork Reduction Act of 1995 and the Clinger-Cohen Act of 1996 left off. These laws and the Computer Security Act of 1987 provide the basic framework for managing information security. The proponents of this bill recognize that these are not the only things that need to be done. Some have suggested we provide specific standards in the legislation. Others have recommended we establish a new position of a national chief information officer or even a national security czar. These things should be considered and these issues and more will be brought up during our hearing today."   "The FAA requires a report on the extent to which each country or entity that received assistance under chapter 8 of Part I of the Foreign Assistance Act in the past two fiscal years has 'met the goals and objectives of the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances' (the '1988 UN Drug Convention'). Although the Convention does not contain a list of goals and objectives, it does set forth a number of obligations that the parties agree to undertake. Generally speaking, it requires the parties to take legal measures to outlaw and punish all forms of illicit drug production, trafficking, and drug money laundering, to control chemicals that can be used to process illicit drugs, and to cooperate in international efforts to these ends. The statute lists action by foreign countries on the following issues as relevant to evaluating performance under the 1988 UN Drug Convention: illicit cultivation, production, distribution, sale, transport and financing, and money laundering, asset seizure, extradition, mutual legal assistance, law enforcement and transit cooperation, precursor chemical control, and demand reduction.

  "The purpose of this guide is to provide assistance to school administrators and teachers in designing a severe weather emergency plan for their school. While not every possible situation is covered by the guide, it will provide enough information to serve as a strong starting point and a general outline of actions to take. The majority of material focuses on thunderstorms and the hazards they produce - lightning, hail, tornadoes, and flash floods. Thunderstorms can occur suddenly, with little or no warning. To insure safety, actions must occur quickly and be planned for in advance. This will become more apparent in Section 1: 'Understanding the Danger: Why an Emergency Plan is Needed.' Once you comprehend the scope of the problem, you can begin to address how to reduce the potential hazards. […] Safety is always the foremost concern. The ultimate goal is to 'quickly inform teachers and students anywhere on the school grounds to the threat of severe weather and to move them as quickly as possible to a predesignated shelters.' This section also discusses school bus actions in severe weather. For any plan to work efficiently, it must be practiced. It is recommended that schools conduct semi-annual drills and that severe weather safety instruction be part of this phase. It is important to understand why certain actions are being taken, to know the weather terms that are being used, and to know what visual clues can signal you to potential dangers ahead."

  Historically, the concept of national security has focused on the use of military power to protect national borders and interests abroad. Over time, however, the concept of national security evolved to encompass a broader spectrum of concerns that included not only military power and protected borders, but also economic prosperity, access to natural resources and markets, and internal stability. Today, the international community, finding itself faced with challenges not readily amenable to military solutions, is beginning to embrace concepts of security that expand the notion of national security still further. Although some people argue that "security" in the post-Cold War era should continue to focus on challenges involving the use of military force, others contend that post-Cold War security also encompasses new challenges. Indeed, a look at a range of global developments since the end of the Cold War suggests that the intersections between health and security issues are worth examining. That was the purpose of the CBACI/CSIS project whose work is reflected in this report. The goals of the project were to: elucidate critical trends in the global health arena and determine the ways in which they pose major security challenges in the post-Cold War environment; highlight the tough policy choices created by the interaction of health and security issues; sensitize policymakers to the challenges inherent in this under-examined relationship; and consider policy recommendations that could provide the basis for practical steps by each of the critical constituencies. An underlying question in the project was whether a conceptual framework could be developed for tackling health and security issues that have come together in the post- Cold War environment in unique and challenging ways.

  This edition of the Coast Guard Journal of Safety at Sea, Proceedings of the Marine Safety Council is focused on the concept of "quality". From the opening editorial: "'Quality' has become the mantra in the world of business and education. Long before W. Edwards Deming and Malcolm Baldridge popularized the concept of 'quality', seafarers referred to it simply as 'running a tight ship', or getting things 'shipshape' and 'squared away'. Although it's wonderful to win quality awards, it doesn't take winning an award to see the benefits from implementing a quality program. Improved morale among employees, increased customer satisfaction, higher productivity, a better product, faster turnaround time, fewer deaths and injuries, a decrease in down time, increased sales and cost savings, a reduction in waste and accidents, and compliance with legal and ethical standards are but a few of the benefits quality produces. Quality is a continuous, incremental process that should involve customers and employees, as well as management. Improved quality in the Coast Guard and the maritime industry results in improved safety and environmental outcomes, without jeopardizing economic benefits. Teamwork and cooperation from both communities is essential to make that happen. No longer is it good enough to ask: 'If it ain't broke, why fix it?'"

North, Assistant Commandant for Marine Safety & Environmental Protection: "Performance measurement to manage outcomes is the way many organizations are finding they must do business now and in the future. The U.S. government and the Coast Guard are no different, as we must show positive results of our efforts to keep people safe from the sea and provide the best possible return on investment of the taxpayer's dollar. The Marine Safety program began the process of performance measurement with its first business plan in the early 1990s. Goals, such as reduction of maritime worker fatalities, were established, trends analyzed and reduction targets were set to improve the annual rate at which fatalities fell. We have had success in our efforts, however it has not been easy. Measurements must be established that are reproducible, otherwise baselines and trends cannot be accurately established. Data must be consistently collected from year to year so that measures can be compared across the years. And, to make the most of your activities, linkage between activities and outcomes must be established so that you know that what you are doing is actually having an effect of the achievement of your goal."

First and foremost, Commission members found that Federal law enforcement agencies are currently among the finest in the world and that most Americans share in that view. (The Commission defines Federal law enforcement as the entire range of activities and operations, at the national level, that are intended to prevent crime, apprehend and prosecute offenders, and maintain the country's corrections system.) One of the chief goals is to illuminate the rapid emergence of what amounts to what I call 'new terrorism', different in kind and potentially vastly more destructive than the terrorism that we knew during the Cold War or during the last decade. I will make a few opening remarks, and then I have asked Senator Hatch, who has had a long interest and involvement in these issues, to join us today and he will make some brief remarks, as will our ranking member of the Judiciary Committee, Senator Leahy. And we are also joined, of course, by subcommittee members Senators Kennedy and Feinstein. Today, we will examine the Kosovo refugee crisis. The hearing will focus on what I consider to be a tragedy of epic proportions, a tragedy that constitutes the single largest humanitarian disaster in Europe since the end of World War II. On March 24, just 3 weeks ago, NATO launched air strikes against Serb targets in Yugoslavia. Mr. Milosevic immediately raised to a new level his brutal campaign against the inhabitants of the province of Kosovo. He directed his forces to sweep through towns and villages, and target their residents, 90 percent of whom were ethnic Albanians."   From the opening statement of Hon. Joseph I. Lieberman, U.S. Senator from the State of Connecticut: "West Nile virus. As all of us are aware, earlier this fall communities in southwestern Connecticut and, in fact, throughout the New York area, experienced an alarming outbreak of the West Nile virus, a mosquitoborne virus never before found, as I understand it, in the western hemisphere. The emergency of the virus has had a major impact on nearby communities, generating widespread concern about the immediate health threat from the disease and also about the potential health impacts of the pesticides that were used to respond to the disease. There was also, I know considerable frustration that answers to some of the natural pressing questions that people had about why the outbreak occurred and whether it was likely to reemerge were lacking. We know, as fact, that there were a group of people in New York and its suburbs who were made ill, sickened by the disease, and, in fact, I gather the number that is agreed on is seven-seven people probably died as a result of the disease. Connecticut did not experience, to the best of our knowledge, and human cases of the virus this past fall; however, the disease had a visible effect on wildlife in the State, killing a number of crows and other birds. It was found-that is, the virus-in mosquitos and dead birds in the following towns in Connecticut: Darien, East Haven, Fairfield, Greenwich, New Canaan, New Haven, Norwalk, Orange, Reading, Stamford, Weston, Westport, and Woodbridge. My purpose in convening today's hearing is to continue the dialog and to try to engage some thoughtful responses from the distinguished panel of experts that have been good enough to come and be with us today."
