Receiving, Distributing, and Dispensing Strategic National Stockpile Assets: A Guide for Preparedness - Version 10
"This Guide is designed to help emergency preparedness personnel at the state, regional, and local levels prepare for receiving, distributing, and dispensing Strategic National Stockpile (SNS) assets (medicines, medical supplies, equipment, and vaccines) in case of a large-scale public health emergency in their jurisdictions. These assets are supplied to state agencies by the federal government to supplement and replace stocks normally held by healthcare facilities and to support expanded dispensing capabilities. Such medical stocks would likely be depleted by a widespread terrorist attack, natural disaster, or industrial accident. This Guide describes: an overview of the Division of National Strategic Stockpile (DSNS); the assets it keeps in readiness; the conditions under which those assets will be deployed; the procedures that must be followed to receive them; the organizational structure that will be needed to manage the receipt and distribution of these assets; the details that must be planned for; the help that will be supplied by the federal government to attain a state of readiness, and; the coordination needed to successfully move those assets from federal stockpiles to individuals in need."

"S. 594 would authorize the Department of Homeland Security (DHS) to work with a consortium to assist state and local governments to prepare for and respond to cybersecurity risks and incidents. Since 2014, the department has awarded $13 million in grants to members of the National Cybersecurity Preparedness Consortium to deliver cybersecurity training and technical assistance to state and local governments. CBO [Congressional Budget Office] expects that DHS would continue to provide a similar level of support under S. 594. CBO estimates that DHS would provide $3 million in new grant funding each year, assuming appropriation of the estimated amounts. In total, implementing S. 594 would cost $15 million over the 2019-2023 period."

[...] On April 5, 2021, CBO transmitted a cost estimate for S. 658 [hyperlink], the National Cybersecurity Preparedness Consortium Act of 2021, as ordered reported by the Senate Committee on Homeland Security and Governmental Affairs on March 17, 2021. The two bills are similar, and CBO's estimates of their costs are similar. Differences in CBO's estimates of the cost of implementing the bills reflect the assumption that the bill ordered reported by the House Committee on Homeland Security will be enacted in 2022."

Fact Sheet: TOPOFF 3 Exercising National Preparedness [March 28, 2005]
Top Officials 3 (TOPOFF 3) is the most comprehensive terrorism response exercise ever conducted in the United States. Sponsored by the U.S. Department of Homeland Security's (DHS) Office of State and Local Government Coordination and Preparedness (SLGCP), TOPOFF 3 is the third exercise in the TOPOFF Exercise Series, a congressionally mandated exercise program. The exercise is designed to strengthen the nation's capacity to prevent, protect against, respond to, and recover from terrorist attacks involving weapons of mass destruction (WMDs). Joining the Department of Homeland Security and other federal agencies in this important effort are the states of Connecticut and New Jersey, as well as two international partners, the United Kingdom and Canada. These countries will conduct simultaneous, related exercises.

Congressional Budget Office Cost Estimate: H.R. 4743, National Cybersecurity Preparedness Consortium Act of 2016
This is the Congressional Budget Office (CBO) Cost Estimate as ordered reported by the House Committee on Homeland Security on April 28, 2016. From the Document: "H.R. 4743 would authorize the Department of Homeland Security (DHS) to work with a consortium, including the National Cybersecurity Preparedness Consortium (NCPC), to assist state and local governments to prepare for, and respond to, cybersecurity risks and incidents over the five-year period immediately following the bill's enactment. Since 2014, NCPC has received about $6 million in grant funding from the Federal Emergency Management Agency to deliver cybersecurity training, exercises, and technical assistance to state and local governments. If implemented, CBO expects that DHS's level of involvement under H.R. 4743 would remain unchanged and would consist primarily of reviewing and approving NCPC's future applications for grant funding. Therefore, CBO estimates that to maintain a similar level of support as is currently provided by the NCPC to state and local governments, it would cost $15 million (average of $3 million per year in new grant funding) over the 2017-2021 period, assuming appropriation of the estimated amounts. Enacting H.R. 4743 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 4743 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027."

Submission of 'Optional' Preliminary Statewide Communications Interoperability Plan (SCIP) Through the National Preparedness Directorate Secure Portal by September 30, 2007
"The Department of Homeland Security (DHS), Office of Emergency Communications (OEC) requires that each State and Territory submit a Statewide Communications Interoperability Plan (SCIP) by December 3, 2007. Although not a requirement, each State and Territory has the option to submit a Preliminary SCIP by September 30, 2007 in order to receive an interim review and feedback before the final deadline. The National Preparedness Directorate (NPD) Secure Portal can be accessed at https://odp.esportals.com for uploading preliminary plans. Each Preliminary SCIP must be uploaded to the State or Territory specific 'Preliminary' folder within the Public Safety Interoperable Communications (PSIC) Compartment of the NPD Secure Portal. State Administrative Agencies (SAA) who have access to the State or Territory folder can upload the Preliminary Statewide Plan (one plan per State or Territory)."
