  "On January 24, 2003, the Department of Homeland Security (DHS) began operations. The creation of the department, representing the largest reorganization in Federal history since the creation of the Department of Defense in 1947, brings together 22 different Federal agencies and approximately 180,000 employees. The mission of the department (preventing terrorist attacks within the United States, reducing the vulnerability of the United States to terrorism, minimizing the death and destruction resulting from terrorist attacks, and assisting with the recovery from any such attack) is of paramount national importance. DHS is organized into five divisions or 'directorates.' The largest of the directorates, Border and Transportation Security, is responsible for maintaining the security of our nation's borders and transportation systems. It brings together the functions of the U.S. Customs Service, the Transportation Security Administration (TSA), and the border security functions of the Immigration and Naturalization Service (INS). The Emergency Preparedness and Response directorate works to ensure that our nation is prepared for and able to recover from terrorist attacks and natural disasters. It assumes the work and role of the Federal Emergency Management Agency (FEMA), and it absorbs the functions of the Office of Domestic Preparedness in the Department of Justice (Justice). The Science and Technology directorate houses the department's research and development activities, which are designed to find ways and means to thwart terrorist attacks and to minimize their effects."

• Assumption and Adaptation in Emergency Response: Evaluating the Strategic Approach of the National Incident Management System

  From the thesis Abstract: "The National Incident Management System (NIMS) guidance strategy influences local public safety organizations and jurisdictions with emergency response obligations to develop and adopt all-hazards emergency response plans to prepare for critical incidents and natural disasters. Plan developers use assumption-based planning to imagine disaster scenarios and cultivate response options, but there are inherent problems with using such an approach for emergency preparedness. This thesis reviews the literature regarding NIMS strategy for incident response, assumption-based and adaptive planning processes, complexity and decision-making, and response implementation to determine whether a shift in policy could benefit local responders. It also covers four response case after-action reports to determine whether pre-incident plans were beneficial to responders and if jurisdictions had sufficient resources to respond to their incidents. The review illustrates that assumption-based planning is not the best tool for developing new plans but is better suited to review existing procedures or as a training tool for responders. This thesis shows that pre-selected and trained incident management teams provide superior preparedness for response and, when combined with a decision-making framework, are a dynamic, efficient tool. This thesis recommends changing the national strategy to influence local authorities in the development and implementation of coordinated local incident response teams."

A safe and effective vaccine that is free of charge and widely available to all Americans is an essential factor in reducing the spread of COVID-19.   "During the past year, the United States of America has experienced an unprecedented number of disasters and emergencies, including the hurricanes that devastated the gulf coast States, school shootings, and suicide clusters. SAMHSA [Substance Abuse and Mental Health Services Administration] continues to emphasize the importance of all-hazards disaster behavioral health preparedness. To that end, SAMHSA recently convened a national summit, The Spirit of Recovery: All-Hazards Behavioral Health Preparedness and Response-Building on the Lessons of Hurricanes Katrina, Rita, and Wilma, May 22-24, 2006, in New Orleans. Teams from 46 States, 7 Territories, and the District of Columbia came together to assess the progress made on disaster behavioral health plans and to help address existing problems and continued needs, particularly around regional collaboration. The teams consisted of mental health and substance abuse commissioners, disaster behavioral health coordinators, health department staff, and emergency management representatives. Other key participants included voluntary agency leads, consumers and survivors, and members of faith-based and community organizations. Leading organizations, such as the National Association of State Alcohol/Drug Abuse Directors and the National Association of State Mental Health Program Directors, were in attendance, which led to networking opportunities and peer-to-peer communication that had not been previously accomplished."

This report outlines the progress made by the Program over the last year to protect our nation and its allies from current and emerging threats posed by weapons of mass destruction (WMD). The report also reviews current programs that provide Warfighters with superior chemical and biological (CB) defense training, equipment, education, and preparedness to ultimately achieve the CBDP's vision of ensuring that DoD operations can be executed successfully without constraint from chemical, biological, radiological, and nuclear (CBRN) effects. This year's report follows a streamlined format developed to deliver efficient messages and updates on the CBDP. Information regarding specific quantities, characteristics, and capabilities of fielded CB defense equipment are available in the 2009 CBDP Research, Development, and Acquisition Plan. The CBDP partners with Congress, other federal agencies, academia, international partners, and the private sector to fulfill its mission to provide CBRN defense capabilities in support of the National Military Strategies. The General Accounting Office, GAO and others, called for timely, integrated threat assessments and a comprehensive national strategy to combat terrorism as early as 1998. The U.S. Commission on National Security, 21st Century, also called the Hart-Rudman Commission, proposed creation of a cabinet level homeland security department to streamline and consolidate counterterrorism programs spread across more than 40 Federal departments and agencies. Governors and mayors joined the call for better first responder training and improved public health systems. In the wake of the airline and anthrax attacks last year, air travel has been made somewhat safer, border security strengthened, and medical stockpiles are being augmented. The President created the Office of Homeland Security, and Governor Ridge has as his first priority formulation of a national strategy framework for domestic preparedness and consequence management. But there are signs the passage of time and pictures of a war being fought on the other side of the world may be inducing a false sense of security here at home.   "The National Incident Management System provides a systematic, proactive approach guiding departments and agencies at all levels of government, the private sector, and nongovernmental organizations to work seamlessly to prepare for, prevent, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity, in order to reduce the loss of life, property, and harm to the environment. […] NIMS is not an operational incident management or resource allocation plan. NIMS represents a core set of doctrine, concepts, principles, terminology, and organizational processes that enables effective, efficient, and collaborative incident management. HSPD-5 also required the Secretary of Homeland Security to develop the National Response Plan (NRP, which has been superseded by the National Response Framework (NRF)). The NRF is a guide to how the nation conducts all�'hazards incident management. HSPD-5 requires all Federal departments and agencies to adopt NIMS and to use it in their individual incident management programs and activities, as well as in support of all actions taken to assist State, tribal, and local governments. The directive requires Federal departments and agencies to make adoption of NIMS by State, tribal, and local organizations a condition for Federal preparedness assistance (through grants, contracts, and other activities). NIMS also recognizes the role that the private sector and nongovernmental organizations have in preparing for, preventing, responding to, recovering from, and mitigating the effects of incidents."

  "Communities across the Nation experience a diverse set of threats, hazards, and events. The size, frequency, complexity, and scope of these incidents vary, but all involve a range of personnel and organizations to coordinate efforts to save lives, stabilize the incident, and protect property and the environment. Every day, jurisdictions and organizations work together to share resources, integrate tactics, and act collaboratively. Whether these organizations are nearby or are supporting each other from across the country, their success depends on a common, interoperable approach to sharing resources, coordinating and managing incidents, and communicating information. The National Incident Management System (NIMS) defines this comprehensive approach. NIMS guides all levels of government, nongovernmental organizations (NGO), and the private sector to work together to prevent, protect against, mitigate, respond to, and recover from incidents. NIMS provides stakeholders across the whole community with the shared vocabulary, systems, and processes to successfully deliver the capabilities described in the National Preparedness System. NIMS defines operational systems, including the Incident Command System (ICS), Emergency Operations Center (EOC) structures, and Multiagency Coordination Groups (MAC Groups) that guide how personnel work together during incidents. NIMS applies to all incidents, from traffic accidents to major disasters. The jurisdictions and organizations involved in managing incidents vary in their authorities, management structures, communication capabilities and protocols, and many other factors. NIMS provides a common framework to integrate these diverse capabilities and achieve common goals.   "The purpose of our Strategy is to guide, organize, and unify our Nation's homeland security efforts. It provides a common framework by which our entire Nation should focus its efforts on the following four goals: 1. Prevent and disrupt terrorist attacks; 2. Protect the American people, our critical infrastructure, and key resources; 3. Respond to and recover from incidents that do occur; and 4. Continue to strengthen the foundation to ensure our long-term success. While the first three goals help to organize our national efforts, the last goal entails creating and transforming our homeland security principles, systems, structures, and institutions. This includes applying a comprehensive approach to risk management, building a culture of preparedness, developing a comprehensive Homeland Security Management System, improving incident management, better utilizing science and technology, and leveraging all instruments of national power and influence. Homeland security requires a truly national effort, with shared goals and responsibilities for protecting and defending the Homeland. Our Strategy leverages the unique strengths and capabilities of all levels of government, the private and non-profit sectors, communities, and individual citizens. Mindful that many of the threats we face do not recognize geographic boundaries, we also will continue to work closely with our international partners throughout the world. This updated Strategy, which builds directly from the first National Strategy for Homeland Security issued in July 2002, reflects our increased understanding of the terrorist threats con¬fronting the United States today, incorporates lessons learned from exercises and real-world catastrophes - including Hurricane Katrina - and proposes new initiatives and approaches that will enable the Nation to achieve our homeland security objectives.   "The Fiscal Year 2003 State Homeland Security Grant Program (SHSGP) Part II and the Fiscal Year 2003 Urban Areas Security Initiative (UASI) Grant Program II allow a specified amount of program funds to be used for increased security measures at critical infrastructure sites during periods of federally activated heightened alerts. Examples of allowable costs include public safety overtime, contract security, and National Guard deployments. The Secretary has authorized funding from these programs to be utilized during the latest elevation of the national threat level, which began on December 21, 2003. Guidance for the use of such funds can be found in the FY 03 SHSGP II and the FY 03 UASI II grant solicitation kits. Further guidance was provided in ODP [Office for Domestic Preparedness] Information Bulletin No. 84, dated October 1, 2003. Additionally, funding for overtime and backfill costs associated with staffing of Emergency Operations Centers (EOC's) during this latest heightened threat level is authorized. This last provision does not apply to previous elevated threat levels."

  "The Department of Homeland Security, in partnership with The Advertising Council and the Sloan Foundation, today launched a national public service advertising (PSA) campaign that will educate and empower American citizens to prepare for and respond to potential future terrorist attacks. The PSAs offer practical suggestions to increase preparedness, including learning about serious threats, making emergency supply kits, creating a family communication plan and keeping emergency phone numbers near the phone. The ads direct Americans to call 1-800-BE-READY to access a free brochure or visit www.ready.gov where they can learn the best ways to protect themselves and their families against terrorism. Every American has a role in strengthening the nation's preparedness. The new campaign seeks to reduce fears and provide information by providing individuals specific actions they can take to protect themselves, their families and their communities in the wake of an attack, or another emergency situation."

  "The InterAgency Board [IAB] is a voluntary collaborative panel of emergency preparedness and response practitioners from a wide array of professional disciplines that represent all levels of government and the volunteer sector. The IAB provides a structured forum for the exchange of ideas among operational, technical, and support organizations to improve national preparedness and promote interoperability and compatibility among local, state, tribal and federal response communities. The state and local first responders of the InterAgency Board for Equipment Standardization and Interoperability (IAB) feel that the Subcommittee's critical report of fusion centers may reflect a misunderstanding of the essential role that fusion centers perform related to vital intelligence and information support functions for state and local jurisdictions and regions. Responding to, interdicting, and preventing terrorism builds upon both local and Federal capabilities. Your recent Subcommitee report provides a useful starting point for enhancing the effectiveness of fusion centers to address state, local, and Federal information sharing and intelligence analysis, production and dissemination to address the complete range of threats facing the nation. However it overlooks the contributions to terrorism prevention made by the centers. Narrowly defining intelligence production with a Federal focus, driven by and supporting Federal objectives only, weakens the ability of fusion centers to effectively support regional efforts to address operational concerns."

  "National Level Exercise 2011 is a Tier 1 exercise that is White House directed, policy focused, and employs a U.S. government wide-strategy. Tier 1 exercises are mandated by Congress and coordinated by the Federal Emergency Management Agency. The functional exercise component of National Level Exercise 2011 began with a simulated earthquake along the New Madrid fault line. It included participants from various federal, state, and local agencies, as well as private sector and nonprofit organizations. The exercise lasted 4 days and included more than 4,000 federal employees from 43 departments and agencies. Exercises play a critical role in preparing our Nation for future disasters. National Level Exercise 2011 consisted of a 2-year planning, execution, and evaluation cycle that included various smaller discussion- and operations-based exercises leading up to the May 16--19, 2011, functional exercises. The exercise had eight objectives developed by state and federal partners, seven of which were realized during the functional exercise; the final one was completed during a recovery exercise in September 2011. The exercise identified issues that hamper our Nation's ability to respond to a catastrophic earthquake. To expedite improvements in disaster response, the Federal Emergency Management Agency compiled an initial findings report from the exercise reviews, identifying issues federal agencies need to address. Additionally, two federal agencies that were expected to participate in the functional exercise did not take part. This report provides information on federal participation in National Level Exercise 2011 to encourage federal Inspectors General to assess their own agency's preparedness for disaster response. This report is not an evaluation of National Level Exercise 2011. In addition to this report, we will be releasing a review of National Level Exercise 2011 and the incorporation of lessons learned from previous exercises and disasters."
