• Analysis of the Treatment of a Biological Weapon Spread Through a Transportation Network

  From the thesis abstract: "Biological weapons are one of the top five threats identified by the Department of Defense in the United States. While most people commonly associate weapons of mass destruction only with atomic bombs, biological agents still have the ability to inflict mass casualties and panic. By strategically placing bioweapon detection units, known as BioWatch, in various airports, a disease spread could be detected and mitigated before country wide dispersal of the disease occurs. Key cities to invest this program are investigated through network analysis of flight itineraries with large volumes of traffic. In addition to analyzing an airport network, there is also the possibility that an attack could still succeed and infect a city. Should this occur, the current Center for Disease Control policy is to trace sources of infections and vaccinate people suspected of harboring the disease. Kaplan et al., as well as others, have argued for mass vaccination rather than the trace policy. Kaplan et al.'s model is extended to consider policies to respond to potential outbreak scenarios."

  "The Hurricane Model allows practitioners to estimate of the economic and social losses from hurricane winds. The information provided by the model will assist state and local officials in evaluating, planning for, and mitigating the effects of hurricane winds. The Hurricane Model provides practitioners and policy makers with a tool to help reduce wind damage, reduce disaster payments, and make wise use of the nation's emergency management resources. The Hurricane Model is the first component of a planned Hazus Wind Model. When fully implemented, the Wind Model will address the wind hazard and effects associated with hurricanes, tornadoes, thunderstorms, extratropical storms, and hail. The need for Hazus to treat the different meteorological phenomena is indicated in Figure 1-2, where it is seen that different regions of the United States are affected by different types of windstorms. In many regions of the country, damaging winds are produced by more than one meteorological phenomenon."

From the opening statement of Richard C. Shelby: " The semiannual Monetary Policy Report to the Congress is an important statutory tool for oversight of the Federal Reserve, which was created by Congress over 100 years ago as part of the Federal Reserve Act. The act grants the Fed a certain degree of independence, but in no way does it preclude congressional oversight or accountability to the American people. There is broad consensus that the Fed should communicate in a manner that helps Congress and the public understand its monetary policy decision making. How the Federal Open Market Committee makes its decisions remains a point of contention, however. [...] The need to preserve Fed independence is very real, but surely it does not justify objection to any reform. Independence and accountability should not be viewed as mutually exclusive concepts. In fact, accountability is even more crucial given the Federal Reserve's role as a financial regulator. But instead of allowing international bodies to serve as de facto U.S. regulators, the Fed should appropriately vet these rules and answer important questions. For example, are those international requirements appropriately tailored for our domestic financial institutions? Are they even necessary given existing rules? We have had 90,000 square miles flooded, which is larger than the size of Great Britain; 650,000 people displaced; 275,000 homes destroyed, more than 200,000 of which were in Louisiana; and thousands of renters who did not own homes but had some modest shelter that also lost their rental units. We had over a quarter of a million jobs lost, 875 schools ruined in Louisiana alone, 20,000 businesses destroyed, billions and billions of dollars of property damage, 22 levee breaks that put 20 feet of water in a city in an urban area that sat sometimes in two hurricanes, so we were flooded not once, but twice. For 6 to 8 weeks, the water stood in many places. Two million people lost power. We still have people without power, without lights, and without clean water; thousands of people still living in trailers with no permanent placement and resettlement options; 16 National Wildlife Refuges closed; 1.3 million acres of forest destroyed, and etc. We had $4 billion donated by the public, private individuals--we are grateful for every check that was sent of any amount; $600 million by corporations; we are grateful for every corporation that stood up to help us. And over 70 countries have pledged aid. To this unprecedented international enterprise and endeavor, we are grateful. But today we want to focus on how better FEMA can work with HUD, how better the Small Business Administration can step up, identifying what has not worked and making those changes."   "For the past 25 years, the Federal Emergency Management Agency (FEMA) has studied the performance of buildings affected by disasters of national significance. Disasters of national significance provide opportunities for research on how hazards affect the built environment and also an opportunity to research the performance of current building codes and practices. This work is accomplished by the FEMA Mitigation Assessment Team (MAT). Often, recommendations from these findings have been adopted as statutes in model building codes, or just as importantly, as guidance for better and stronger construction practices. These broad-minded studies are driven by a core mission of FEMA's Mitigation Directorate: to reduce future damages from disasters. They support an integral part of the Stafford Act, which is to reduce the loss of life and property that can occur from disasters. The ongoing study of the effects of these significant disasters and the documentation of findings will help in developing recommendations to enhance building performance. Improving building performance will reduce the vulnerability of population centers and critical infrastructure to natural hazards. This can be accomplished by exploiting the science and technology developed today, and imparting this knowledge to local communities through guidance and education. In response to a request for technical support from FEMA's Joint Field Office in Austin, TX, and the Transitional Recovery Office in New Orleans, LA, FEMA's Mitigation Directorate deployed a MAT to Texas and Louisiana in October 2008, to evaluate both building performance during Hurricane Ike and the adequacy of current building codes, other construction requirements, and building practices and materials."

  "The United States needs to update and expand its facilities to study the range of foreign animal diseases that are potential threats to United States (U.S.) agriculture.1 The U.S. Department of Homeland Security (DHS) has proposed to augment existing capabilities through the construction and operation of the National Bio and Agro-Defense Facility (NBAF). Operation of this biosafety level 3 (BSL-3) and BSL-4 research facility would enable basic and advanced research, diagnostic testing and validation, countermeasure development (i.e., vaccines and antiviral therapies), and diagnostic training for high-consequence livestock diseases with potentially devastating impacts to U.S. agriculture and public health. The Plum Island Animal Disease Center (PIADC), where much of the current research on foreign animal diseases is performed, is an essential component of the national strategy for protecting U.S. agriculture from a bioterrorist attack involving the intentional introduction of viruses such as foot and mouth disease. However, PIADC was built in the 1950s and is nearing the end of its lifecycle. The NBAF would fulfill the need for a secure U.S. facility that could support collaborative efforts among researchers from federal and state agencies and academia."

  From the thesis abstract: "Opaque communities confound homeland security situational awareness and integration efforts, which generates pervasive threat perceptions that have often escalated into governmental interventions and violent confrontations. Governmental failures to effectively communicate with, and judiciously address past incidents involving opaque communities, have led to tactical response disasters; future inabilities to foster contact with such groups could present grave, unforeseen challenges to homeland security and surrounding community resiliency efforts. Utilizing a structured focused method, this thesis explores whether governmental entities adopt a common set of operational assumptions regarding threats emanating from opaque communities and, if so, whether alternative interactional frameworks for integrating such communities into homeland security efforts are available. This thesis presents case study analysis of interventions involving the opaque communities of the Branch Davidians at Waco, MOVE in Philadelphia, and FLDS [The Fundamentalist Church of Jesus Christ of Latter Day Saints] YFZ [Yearning for Zion] Ranch in Eldorado and finds that ingrained default oppositional frameworks influenced governmental deliberations throughout each event. This inquiry concludes that targeted constructive communication strategies utilizing dedicated interlocutors knowledgeable about a given community will assist in preventing future unnecessary and costly official interventions."

• Algorithm and Simulation Development in Support of Response Strategies for Contamination Events in Air and Water Systems

  "Chemical/Biological/Radiological (CBR) contamination events pose a considerable threat to our nation's infrastructure, especially in large internal facilities, external flows, and water distribution systems. Because physical security can only be enforced to a limited degree, deployment of early warning systems is being considered. However to achieve reliable and efficient functionality, several complex questions must be answered: 1) where should sensors be placed, 2) how can sparse sensor information be efficiently used to determine the location of the original intrusion, 3) what are the model and data uncertainties, 4) how should these uncertainties be handled, and 5) how can our algorithms and forward simulations be sufficiently improved to achieve real time performance? This report presents the results of a three year algorithmic and application development to support the identification, mitigation, and risk assessment of CBR contamination events. The main thrust of this investigation was to develop 1) computationally efficient algorithms for strategically placing sensors, 2) identification process of contamination events by using sparse observations, 3) characterization of uncertainty through developing accurate demands forecasts and through investigating uncertain simulation model parameters, 4) risk assessment capabilities, and 5) reduced order modeling methods. The development effort was focused on water distribution systems, large internal facilities, and outdoor areas."

  From the Introduction: "The Office of Inspector General (OIG) opened this review in March 2019 after receiving a congressional request to examine alleged delays in the disbursement of approximately $20 billion of disaster recovery and mitigation funds appropriated for Puerto Rico following Hurricanes Irma and Maria. Our review examined the decisions and actions of U.S. Department of Housing and Urban Development (HUD or Department) officials that affected the timing of HUD's release of three tranches of funds intended to address Puerto Rico's unmet needs for repairs and mitigation efforts. We examined (1) the effect that the government shutdown during late 2018 to early 2019 had on the release of these funds; (2) HUD's decision-making process for making the second and third tranches of funding available to the Puerto Rico grantee; and (3) whether former HUD Deputy Secretary Pamela Patenaude resigned because of undue influence related to HUD's administration of Puerto Rico disaster-recovery funds."

  "The purpose of this handbook is to provide a guide for medical officers on the medical aspects of NBC [Nuclear, Biological, and Chemical] operations. The handbook is intended as a compilation of reference material and as a source of information for training. It does no constitute an official position of NATO nations; certain aspects, however, are already covered by STANAGs and this is being extended. In addition, it provides the basic philosophy for the development of concepts of operations and in the management, including evacuation and treatment, of NBC casualties as well as conventional battle casualties in a NBC environment. There are many unresolved problems and it must be appreciated that a number of the philosophical concepts presented are provisional; their validity will require reassessment in the light of future trials and exercises. The handbook is in three parts, Part I-Nuclear, Part II-Biological, and Part III-Chemical. Each part is self-contained and presented separately. There is some necessary overlap and several aspects are common to all three, for example: combined injuries; the effect of radiation on the response to infection and on the healing of thermal and chemical burns; psychological factors and morale; public health aspects; and medical care in a mass casualty situation. It should be noted that detailed information on the treatment of burns and traumatic injuries is contained in the Emergency War Surgery Handbook covered by STANAG 2068, which should be used in conjunction with this handbook."

• Continuous Biometric Authentication for Authorized Aircraft Personnel: A Proposed Design

  Today, there is no way to ensure that the personnel working within the cockpit of an aircraft in flight are authorized to be there. The primary goal of this thesis is to propose a hypothetical design for the use of a non-intrusive mechanism on the flight deck of an aircraft to provide continuous or periodic authentication of authorized aircraft personnel. The mechanism should answer questions such as: "Is the person who is flying the plane actually the person who they say they are?" and "Is the correct person in control of the aircraft throughout the whole flight segment?" This thesis investigates biometrics as a possible security mechanism. In this thesis, various biometric methods are examined and their application in the flight deck is shown. Studies that have been conducted on real biometric devices are examined and their results are reported. Also examined are the current practices and procedures that take place in the flight deck, so that the proposed designs can be understood to not interfere with current activities therein. Two biometric solutions (i.e. proposed designs) to provide continuous or periodic authentication of authorized personnel in the flight deck are introduced. The proposed designs are general and can be used with different types of biometric device(s), and can be extended to include multi-biometrics.

  From the opening statement of Todd Russell Platts: "Twenty-five years ago this month, Congress created Inspectors General throughout the Federal Government in response to serious and widespread internal control breakdowns that resulted in significant monetary losses and reduced effectiveness and efficiency in Federal activities. Since their creation, IGs have been largely successful in carrying out their mission, reporting billions of dollars in savings and cost recoveries, as well as thousands of successful criminal prosecutions. There are currently 57 Inspector General offices with 11,000 employees and a total budget of nearly $1.5 billion. Twenty-nine IGs are appointed by the President and confirmed by the Senate, and 28 are appointed by agency heads in Designated Federal Entities [DFEs]. Inspector General offices are responsible for conducting and supervising audits and investigations, promoting economy, efficiency and effectiveness and preventing and detecting fraud and abuse in their agencies' programs and operations. IGs serve an important function in our system of separation of powers. From the opening statement of Albert Gore, Jr.: "Last Wednesday, the President's. Commission on the accident at Three Mile Island released its final report.   This field manual (FM) sets forth guidance for all personnel responsible for physical security. It is the basic reference for training security personnel. It is intended to be a "one-stop" physical security source for the Department of Defense (DOD), the Department of the Army (DA), and other proponents and agencies of physical security. Prevention and protection are the two primary concerns of physical security. Both serve the security interests of people, equipment, and property. These interests must be supported at all staff and command levels; and this support must be unified in joint, multinational, and interagency operations. Support to joint, multinational, and interagency operations relies on the fact that the Army will not conduct operations alone. Additionally, force-projection operations conducted by the military will involve the integration of war-fighting capabilities with stability and support operations. This manual's primary focus is the articulation of a balanced understanding of physical security for joint, multinational, and interagency operations throughout the environments of peacetime, conflict, and war (whether in the continental United States [CONUS] or outside the continental United States [OCONUS]). Physical security must integrate the various capabilities of joint, multinational, and interagency operations in pursuit of a seamless connection between the strategic, operational, and tactical levels of war. Physical security must also address an expanded range of threats that embraces not only traditional threat components of war, but also nontraditional threats generated by guerrillas, terrorists, criminals, and natural or man-made disasters. In addition, physical security must address the concept of Homeland Defense due to the aforementioned threats.
