• Antisemitism in Europe: Implications for U.S. Policy

  From the Executive Summary: "Are Jews able to live openly and freely as Jews, in whatever manner they wish? The answer to this question is fundamental for judging antisemitism in any country. The factors that go into that assessment include: (1) Prevalence of antisemitic attitudes among the general population; (2) Number and nature (or severity) of antisemitic incidents; (3) Tolerance for antisemitic rhetoric in public, whether in politics or media; and (4) Actions (or inaction) by governments to counter and prevent antisemitism. This latter category may include physical security for Jewish institutions, public denunciations of antisemitism by political leaders, prosecution of antisemitic hate crimes, and education against antisemitism. For the purpose of this study, researchers asked questions on those topics of Jewish community leaders and government officials in 11 countries. These inquiries were informed and complemented by desk research to develop profiles of how antisemitism manifests in each country and how governments are addressing antisemitism. Those 11 country profiles constitute Part I of this report."

That teflon,' he said, 'has eroded, and what was considered distasteful and politically incorrect is becoming simply an opinion. But,' he warned ominously, 'cocktail chatter at fine English dinners can end in Molotov cocktails against synagogues.' In response to what appeared to be a sudden frightening spike in anti-Semitism in several countries, including here in the United States, we first proposed the idea for a conference on combating anti-Semitism under the auspices of the Organization for Security and Cooperation in Europe [OSCE]. Convinced we had an escalating crisis on our hands, we teamed with several OSCE partners to push for action and reform. Many of the people and the NGOs present in this room played a leading part." Unparalleled since the dark days of WWII, Jewish communities throughout Europe and North America faced repeated attacks against Jewish cultural sites, cemeteries and individuals. In the eastern portions of the OSCE region, anti-Semitic acts occurred in places long devoid of Jewish life, as hate-filled individuals tried to extinguish the last whispers of history testifying to a once vibrant Jewish community. Despite efforts by some governments, sporadic incidents continued to arise throughout the region, both east and west. This convulsion of violence has sent a clear message that our societies still suffer from the latent disease of anti-Semitism. We are gathered here today to see what we can do, what actions we can take, to ensure that incidents of anti-Semitism become forever a thing of the past. This hearing comes on the heels of the April 1 OSCE Berlin Conference on Anti-Semitism. At the historic Berlin Conference, held in a city that was once the epicenter of hate and is of unquestioned significance, 55 participating States gathered together in the fight against anti-Semitism."

  This report represents a renewed vigor in the international community to focus on anti-Semitism as the world sees increased frequency and severity of anti-Semitic incidents. The report identifies four main sources of global anti-Semitism, then looks at incidents of harassment, vandalism, and physical violence in different regions of the world, which constitutes the bulk of the report. Additionally, these sections include summaries of actions by individual governments and multilateral actions to combat anti-Semitism. The report also briefly looks at whether proliferation of media outlets and freedom of expression safeguards has increased the ability of anti-Semites to spread their material freely.

The COVID-19 [coronavirus disease 2019] pandemic that is currently gripping the entire world is no exception. One example is the phenomenon of coordinated antisemitic 'zoombombing', whereby racists and trolls invade virtual synagogue services and other meetings that are held on Zoom and other video conferencing sites to spread antisemitic abuse. Another is the explosion of antisemitic conspiracy theories that began to populate social media as soon as news emerged of a dangerous new virus spreading across the world. CST [Community Security Trust] has tracked and recorded antisemitic posts on mainstream sites like Facebook and Twitter, and in more obscure corners of the internet where extremists gather, like 4Chan and Gab, all of which are consumed with the same hateful obsession: that the Jews must be behind this awful new menace, and that this crisis is the latest opportunity to spread their hatred."

  "On Friday, November 18, 2005, a panel of experts briefed members of the U.S. Commission on Civil Rights regarding anti-Semitic incidents on college campuses. American college campuses are generally considered welcoming places for Jewish students. Life on campus is often enhanced through a number of opportunities for Jewish students. Despite this positive environment, many experts agree that anti-Semitism persists on college campuses and is often cloaked as criticism of Israel. According to various allegations, Jewish students on a number of campuses, Columbia, San Francisco State University, and the University of California at Irvine, have recently experienced an increase in hostility and intimidation both inside and outside the classroom. In some cases, posters, rallies and speakers on campus have promoted hatred of Jews and Israel. There is evidence that some of these anti-Semitic incidents are fueled by ideologically biased campus programs that receive operating funds from the federal government under Title VI of the Higher Education Act. Some of these anti-Semitic incidents have interfered with students' ability to participate in campus activities. The panel convened to shed light on the nature and extent of the problem and discussed what can be done to resolve these allegations."

From the statement of Ronald S. Lauder: "Jews make up less than one percent of the population of France but they were victims of more than half of all the racist attacks in that country last year. The number of anti-Jewish attacks in France in 2014 doubled from the year before. In Great Britain, the number of anti-Semitic attacks doubled from the year before. In Austria, anti-Semitic attacks doubled from the year before. In fact, an EU report from nine nations showed that 16 months ago -- long before the latest wave of terror -- Jews in these countries were already concerned about growing anti-Semitism. You don't have to be a mathematician to see an obvious trend here. There is a hatred growing throughout Europe that is causing Jews to wonder if they should leave … they are asking if there is a future for Jews on that continent. Last fall, I sat with representatives of the Jewish community in Rome and they told me that although they may stay … their children and definitely their grandchildren will leave. They told me that the Jewish community in Rome, that has existed since the time of Christ and survived Hitler, would disappear within 25 years. How could this happen in 2015? The answer is that a strange confluence of hatred has taken hold across Europe today that comes from very different corners." There has been an explosion of antisemitic conspiracy theories online, populating social media channels as mainstream news coverage on the new coronavirus gathered pace. [...] [T]his report provides a concise overview of how the COVID-19 global pandemic is being exploited by far-right organisations in the UK and US in order to generate antisemitic violence and hatred. It also seeks to develop a critical understanding of how new instances of social crisis (such as the COVID-19 global pandemic) are being integrated into existing conspiratorial frameworks used by far-right organisations. As well as identifying areas of convergence between British and American far-right organisations in their antisemitic exploitation of the COVID-19 pandemic, the report also pinpoints potential instances of transatlantic collaboration on this front. • Failure to Protect: How Tech Giants Fail to Act on User Reports of Antisemitism

  From the Introduction: "This report shows how social media companies fail to act on anti-Jewish hate on their platforms. As a result of their failure to enforce their own rules, social media platforms like Facebook have become safe places to spread racism and propaganda against Jews. Our research concludes that the platforms are failing to remove hateful and antisemitic content even after it is specifically reported and flagged. Our methodology sidesteps debates about algorithms and claims by the companies about automated hate removal that they refuse to have independently verified. Instead, we measured the effectiveness of the platforms' opposition to antisemitism by assessing what they do with user reports of anti-Jewish hatred. CCDH [Center for Countering Digital Hate] researchers, using the platforms' own reporting tools, reported hundreds of examples of clear, grotesque antisemitism to Facebook, Instagram, Twitter, YouTube and TikTok over a six-week period in 2021. We found that the platforms acted on fewer than 1 in 6 reported examples of antisemitism. The posts that we reported for this analysis received up to 7.3 million impressions. Facebook and Twitter showed the poorest rate of enforcement action."

  From Section 1: "Anti-Semitic incidents have increased since 2013, and students, in particular, continue to face anti-Semitic harassment in schools and on university and college campuses. Title VI of the Civil Rights Act of 1964 (Title VI), 42 U.S.C. 2000d 'et seq.,' prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving Federal financial assistance. While Title VI does not cover discrimination based on religion, individuals who face discrimination on the basis of race, color, or national origin do not lose protection under Title VI for also being a member of a group that shares common religious practices. Discrimination against Jews may give rise to a Title VI violation when the discrimination is based on an individual's race, color, or national origin. It shall be the policy of the executive branch to enforce Title VI against prohibited forms of discrimination rooted in anti-Semitism as vigorously as against all other forms of discrimination prohibited by Title VI."

  This testimony compilation is from the July 22, 2014 hearing, "Anti-Semitism, Racism, and Discrimination in the OSCE Region," before the U.S. Commission on Security & Cooperation in Europe. From Chairman Ben Cardin's statement: "Unfortunately, the challenges before us have not abated in the past decade. I am most profoundly alarmed by the increased instances of violence targeting people who are Jewish, who are believed by their attackers to be Jewish, synagogues, or other Jewish community buildings. On Passover eve in April, three people were murdered in Kansas outside of Jewish community centers. Three more people were murdered at the end of May at the Jewish Museum in Brussels. These attacks come when the pain and terror from the 2012 murder of four adults and three children at a Jewish school in Toulouse is still so profoundly felt. Last week, two synagogues in Paris were attacked. These horrible incidents illustrate that the physical protection of Jewish communities and their institutions is critical and more must be done to prevent such atrocities."   From the Document: "Moonshot has conducted an initial investigation into the presence of antisemitism within discourses surrounding anti-vaccination conspiracy theories. The first section of this report provides an overview of the key narratives identified, based on data collected since the onset of the pandemic in January 2020. Moonshot's custom suite of open source intelligence tools and techniques were used to quantify and catalogue instances of antisemitic language used in conjunction with discussions of COVID-19 [coronavirus disease 2019] vaccines. We analysed relevant global English language posts from 4chan, BitChute and Twitter, along with UK-specific English language content on Gab and Telegram. Dates for data collection differed by platform, but all data was gathered between 1 January 2020 and 31 March 2021."

  "It has been four years since the President went to Cairo to speak out against intolerance as a global ill. Much has happened since that time. Old authoritarian regimes which preached fear and hate have fallen. But the damage they have done to the world view of their own people lives on -- and it complicates the efforts of democrats in those societies to build national cultures that are tolerant and democratic. The popular rejection of the old regimes presents the United States with both an opportunity and a challenge. We can and must support efforts to combat hate and promote tolerance in our world. […] We are attempting -- through diplomacy, public messaging and programs all over the world -- to advance those principles. Our strategy is to confront and combat hatred in all its ugly forms -- whether it is hatred directed against people on account of their religion, ethnicity, race, sexual orientation or differences of political opinion or due to their country of origin. Anti-Semitism is a widespread form of such hatred. If we want to change these trends, we need to stand together in our efforts to promote tolerance, acceptance and compassion."

  From the Document: "Antisemitism has been on the rise globally over the last two decades, but until recently, most American Jews have felt relatively immune to it. That is no longer the case. Social tensions in America have heightened to the point of openly expressed hatreds directed against various minority groups--Blacks, Asians, Latinos, LGBTQ [lesbian, gay, bisexual, transgender and queer or questioning] people--and, as part of this angry mood, Jew-hatred has revived energetically in both word and deed. The threats to personal and communal well-being are evident at the street level and are also given prominent voice within segments of the country's political and cultural life. In the first instance, anti-Jewish hostility takes the form of physical assaults against Jews and vandalism, damage, and destruction of Jewish schools, synagogues, community centers, cemeteries, memorials, and other Jewish institutions. Politically and ideologically, such hatred is expressed in impassioned verbal attacks on Israel and its supporters and widely disseminated conspiratorial notions of Jewish 'power,' 'influence,' and 'control.' Anti-Jewish animus of both kinds has become strident in recent years and shows no signs of diminishing. It is no wonder, then, that a new sense of unease is palpable in Jewish communities throughout the country[.]"

From the opening statement of the Honorable Edward Royce, "This morning we consider the recent wave of terror that has gripped Israel. In a span of weeks, Palestinian militants have attacked more than 100 Jewish men, women, and children. Ten of those who have been knifed have died. A 2-year-old toddler, a 13-year-old on a bike, a 70-year-old woman on a bus are among those who were wounded. This is terrorism at its core when anyone who steps outside could be next. These attacks, mainly stabbings, have been driven by a deliberately misleading message. Palestinian Authority officials and extremist clerics have falsely claimed that Israelis are trying to change the status quo by limiting Muslim access to the Temple Mount/al-Aqsa Mosque compound that is holy to both faiths. The calls for killing have been amplified on social media as Arabic hashtags like 'the knife intifada,' 'poison the knife before you stab,' and 'slaughtering the Jews,' rapidly spread a message to attack those who are Jewish. Palestinian President Abbas regrettably has joined the hate speech. Israel is contending with a deep-seated hatred, nurtured by Palestinian leaders over many years in mosques, in schools, in newspapers, and on television channels."   From the Document: "H.R. 672 would require the Department of State to expand its annual report on international religious freedom to provide more detailed information about anti-Semitism in Europe and efforts to combat it. On the basis of costs for similar requirements, CBO [Congressional Budget Office] estimates that implementing the bill would cost less than $500,000 over the 2018-2022 period; such spending would be subject to the availability of appropriated funds. Enacting H.R. 672 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 672 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 672 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
