  From the thesis abstract: "In Fall of 2009 five Al Qa'ida operatives were arrested by federal authorities while in the final stages of separate operational plans to conduct attacks within the United States. Clearly, law enforcement was aware of their activities. Others within the United States intelligence community were aware of who some of the individuals were and of their relationships with Al Qa'ida, but they had no knowledge of the specific plots that were underway. Alarmingly, The Adjutants General (TAGs) of the states where the plots were unfolding were unaware of these activities until the individuals were arrested and the stories hit the press. This is significant because the National Guard plays a key role in the American Homeland Security (HLS) enterprise, principally in response to a chemical, biological, radiological, nuclear or explosive (CBRNE) event. Yet, they typically lack sufficient access to potentially vital information that is available via other channels until after it hits the press or has become operationally irrelevant. These events highlight a major flaw in the current information and intelligence sharing paradigm, particularly as it pertains to the National Guard. What if these men hadn't been arrested? What if they had successfully executed their attacks? The Guard would have been one of the last to know despite being one of the principle first responders to a potential terrorist event. How many lives would have been lost in the name of maintaining the stovepipes and firewalls between the intelligence and law enforcement worlds? More importantly, how can this flaw be corrected?"

Accordingly, the establishment of a network of fusion centers to facilitate effective nationwide homeland security information sharing continues to be a top prevention priority in Fiscal Year (FY) 2008. Funds from the FY 2008 Homeland Security Grant Program (HSGP) utilized to establish / enhance state and local fusion centers must support the following: • Development of a statewide fusion process that corresponds with the 'Global Justice / Homeland Security Advisory Council (HSAC) Fusion Center Guidelines' and the National Strategy for Information Sharing; and • Achievement of baseline levels of capability as defined by the Fusion Capability Planning Tool below. The Fusion Center Planning Tool has been developed based on the 'Global Justice / HSAC Fusion Center Guidelines' and provides a streamlined framework of critical fusion process capabilities - the achievement of which will result in each fusion center meeting baseline operational standards.   "Intelligence Fusion Cells (or Fusion Centers) can be an effective means to best leverage the capabilities of various organizations and agencies in pursuit of a particular mission or objective. This thesis will examine what characteristics enable three types (DoD-led, State and Local Fusion Centers, and DOJ/OGA-led fusion cells) of fusion cells to be most effective. There is no set definition for how to measure 'effectiveness' across types of fusion cells. This fact created several research issues which are analyzed and discussed at length. After examining what makes these fusion cells effective, the authors will explore what lessons learned from fusion cells the U.S. Government can apply to the federal level to improve interagency cooperation and efficacy. The lessons from a more micro-level (fusion cells) can be applied to the more macro-level (interagency cooperation)."

Through its work with the National Network of Fusion Centers, hometown security partners, and SLTT and federal law enforcement, the NSI PMO continues to implement NSI policies, processes, and standards across all levels of government while ensuring that privacy, civil rights, and civil liberties are protected. [...] The ongoing collaboration among DOJ, DHS, the FBI, SLTT partners, and the National Network of Fusion Centers has strengthened, allowing the NSI to expand its nationwide information sharing capability. As of March 2013, 73 fusion centers have met the requirements outlined by the NSI PMO to be fully NSI-Operational--an increase of 5 centers from the same time last year--and all 78 fusion centers now maintain the capability to contribute and share suspicious activity reports through the Shared Space or eGuardian. This expansion of the NSI has allowed the Federated Search Tool to be accessed by more trained users--increasing the number of searches to more than 76,400--and more than 25,900 Information Sharing Environment (ISE)-SARs had been submitted and shared by the end of March 2013. • Hacking the Silos: Eliminating Information Barriers Between Public Health and Law Enforcement

  From the thesis abstract: "This thesis aims to define the current level of information sharing and integration between public health and law enforcement by examining fusion centers and Joint Terrorism Task Forces (JTTFs). The data collection instruments for this thesis were three separate but closely related surveys sent to fusion centers, JTTFs, and public health departments. Only one of the 23 surveyed fusion centers truly includes public health considerations in its functions, a decrease from research conducted by Naval Postgraduate School master's student James Morrissey in 2007. None of the JTTF respondents have a public health representative on their task force and, although the public health sector is interested in integration, its representatives rarely contact JTTFs and fusion centers to initiate collaboration. The data from the literature and surveys indicate that fusion centers and JTTFs want to collaborate with the public health sector, as well, but face integration obstacles such as funding, manpower, and resources. This thesis proposes recommendations to improve collaboration between law enforcement and public health agencies across the United States, including removing certain requirements to serve, expanding the role of regional public health planners, and re-expanding federal grant programs to reflect originally established funding opportunities."

To assist in the development of this capability, the, U.S. Department of Homeland Security and the U.S. Department of Justice have partnered to offer a series of fusion center technical assistance services. These services, have been developed based on the input and guidance of the Global Justice Information Sharing Initiative, the Global Intelligence Working Group, and the Criminal Intelligence Coordinating Council and will be delivered by a group of subject-matter experts with experience in the development and operation of fusion centers. • Measuring the Value of High Level Fusion

  From the Abstract: "In most current ground force combat simulations, the operational movements and command intent of forces follow prescribed, inflexible objectives and plans. Because of this limitation, the value of advanced intelligence, surveillance, and reconnaissance (ISR) and high-level fusion is reflected only in better targeting and not in improved operational-level command and control (C2). RAND has developed an agent interaction-based constructive simulation called the Ground C4-ISR Assessment Model (GCAM) to help examine the contributions of C4-ISR to ground forces. In GCAM simulated ground force commanders make decisions on the basis of shared awareness derived from information produced by Level 1 (Identify/Correlate), Level 2 (Aggregate/Resolve), and Level 3 (Interpret/Determine/Predict) fusion processes. In this way simulated ground commanders can adapt their plans in response to perceived changes in enemy capability, activity, or intent, or to perceived changes to the battlefield environment. This paper details the representation of high-level fusion processes used in GCAM and developed with the support of the U.S. Army Model Improvement Program. Those processes are modeled using the Assistant Secretary of Defense for Networks and Information Integration (ASD-NII) Decision Support Center (DSC) Multi-INT fusion study 'Knowledge Matrix' methodology. The information or knowledge added by high-level fusion and analysis of raw sensor data from multiple sources is represented in this methodology by increased information quality levels for activity, capability, and intent. This research will allow military analysts to demonstrate the utility and the relative importance of improved C2 and high-level fusion capabilities for Army and Joint forces."

H.R. 3140 would direct the Secretary of Homeland Security to make it a priority to assign federal staff to fusion centers in high-risk areas with mass transit systems. Based on information from DHS, CBO [Congressional Budget Office] estimates that implementing H.R. 3140 would have no significant impact on the federal budget. According to the department, the requirement to prioritize staff assignments to high-risk fusion centers with mass transit systems is consistent with current administrative practices, and CBO does not expect that codifying that requirement would significantly affect the number of staff assigned to fusion centers or the federal spending for related activities. Enacting H.R. 3140 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. • Understanding the Intelligence Practices of State, Local, and Tribal Law Enforcement Agencies

  "State, local, and tribal (SLT) law enforcement agencies play a critical role in securing the homeland, and understanding and improving the intelligence practices of these agencies will enhance public safety. Better intelligence must be collected, analyzed, and shared, but little is known about the intelligence practices of SLT agencies. This project addresses these gaps. Specifically, we examine the experiences of SLT agencies and fusion centers for building an intelligence capacity, understand critical gaps in the sharing of information regarding intelligence, and identify obstacles related to other key intelligence issues, such as measuring performance and communication between agencies. In addition, we examine the activities of three fusion centers to identify strategies that appear to be successful in increasing the information flow across agencies, the major obstacles of effective intelligence gathering and information sharing, and to identify key practices for integrating domestic intelligence into the information sharing environment and overcoming these obstacles. Our research design consisted of two methodologies. First, we conducted a national survey of SLT agencies with two different samples. Our first sample consisted of personnel responsible for establishing state fusion centers and thus was critically involved in building the state-level intelligence infrastructure. The second sample was comprised of state, local, and tribal personnel charged with building an intelligence capacity in different sized agencies in all regions of the country. Second, we conducted three fusion center (FC) case studies. The data collection strategy for the case studies included compiling and analyzing open source documents, and then conducting interviews with key informants. Our focus was on examining how local, street-level intelligence is managed and brought into the intelligence process to prevent terrorist incidents and to address a variety of criminal threats."

Since 2001 state and local governments in the United States have formed information sharing hubs called fusion centers which request information from peer fusion centers as well as sharing situation reports about emerging and ongoing security situations. The requests for information (RFI) and situation awareness reporting processes are manual and occur without data standards or process standards. Public sector and private sector information sharing systems utilized both process and data standards to automate routine information sharing between organizations like those exchanges between fusion centers. These standards are coupled with information sharing tools that better enable consumer services, such as searching and booking airline travel through on-line systems, exchanges of criminal justice information using the National Information Exchange Model (NIEM) and sharing of patient and medical information utilizing the Health Information Exchange (HIE). This thesis combines the process and tools from both the public and private sector's data and process standards and the use of information sharing tools to propose a conceptual national intelligence-sharing model (NISM). SMEs [Subject Matter Experts] from the intelligence, counterterrorism and technology communities, within the fusion center environment, were used to review, modify, and validate NISM."

  "H.R. 2539 would direct the Department of Homeland Security (DHS) to prioritize the assignment of federal officers and intelligence analysts to existing fusion centers in jurisdictions where high-risk surface transportation systems are located to enhance the sharing of information about security-related threats. [...] The bill also would authorize DHS to provide training to nonfederal law enforcement agencies. The bill does not specify how DHS should prioritize the assignment of its employees, but on the bases of information from the department about current staffing levels, CBO [Congressional Budget Office] expects that providing the envisioned level of support to fusion centers would require additional federal personnel. Using information from DHS, CBO estimates that as many as 36 such centers oversee high-risk transportation-related assets. For this estimate, CBO expects that DHS would deploy one full-time employee (at an average annual cost of about $175,000) to each of those centers. The department would probably hire additional staff gradually over the next year, thus CBO estimates that implementing the legislation would cost $3 million in 2020 and $6 million each year from 2021 through 2024 for a total of $27 million over the next five years. Costs could be higher or lower depending on how many employees DHS determines are necessary to work with the fusion centers and carry out other activities under the bill."

  "The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Program Management Office (PMO) was established in March 2010 and is a collaborative effort led by the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA), in partnership with the U.S. Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI), and state, local, tribal, and territorial (SLTT) law enforcement partners. The NSI PMO has been working with the National Network of Fusion Centers, hometown security partners, and SLTT and federal law enforcement to implement the policies, processes, and standards of the NSI across all levels of government while ensuring that privacy, civil rights, and civil liberties are protected. Over the past year, the NSI PMO has brought in new staff members who have become essential in the continued development of the NSI. […] The NSI has worked diligently in implementing the standards, policies, and processes of the NSI across the National Network of Fusion Centers, and as of March 2012, 68 fusion centers have the capability to contribute and share suspicious activity reports, expanding the reach of the NSI to over 14,000 law enforcement agencies in 46 states, including the District of Columbia. The expansion of the NSI has allowed the Federated Search Tool to be accessed by more trained users--increasing the number of searches to more than 43,000--and over 17,000 SARs were submitted for sharing by the end of March 2011."

  This fact sheet describes the Homeland Security Information Network (HSIN) and how it is used nationwide with other government organizations. The following is from the overview: " HSIN is made up of a growing network of sites, called Communities of Interest (COI). COIs are organized by state organizations, federal organizations, or mission areas, such as emergency management, law enforcement, critical sectors, and intelligence. Users can securely share information and products within their communities or with other communities as needed. HSIN provides secure, real-time collaboration tools, including a virtual meeting space, instant messaging, and document sharing. HSIN also allows partners to work together instantly, regardless of their location, to communicate, collaborate, and coordinate. HSIN-Intel is a COI focused on supporting the collaboration of fusion centers within the National Network of Fusion Centers, including the sharing of products and information. It is the primary vehicle for fusion centers and other key stakeholders to share sensitive but unclassified information. HSIN-Intel is a chartered and vetted community of intelligence analysts from the homeland security, intelligence, and law enforcement communities at all levels of government who share homeland security-related information and analyses on a daily basis in order to address threats to the homeland. In order to make HSIN-Intel even more robust and user-friendly, a new section was created--called Partner Products-- that allows users to easily find and access valuable products and resources, including analytic products, situational awareness products, guidebooks, and other critical resources, many of which were previously unavailable.   From the thesis abstract: "This thesis examines how New Mexico's state fusion center can develop a robust intelligence-led policing and all-hazards model for New Mexico and its rural and tribal communities. The research examines the principles behind intelligence-led policing and identifies best practices established by other local and state law enforcement organizations, focusing on how these practices are followed by fusion centers. Then, it conducts a close analysis of the New Mexico fusion center to determine, in light of best practices, how policies and procedures might be changed to better address rural and tribal concerns. A redefined intelligence and all-hazards mission, as described in this thesis, will provide all participating agencies with a universal definition of intelligence-led policing, will maintain and enhance community-policing efforts, and will establish a platform for contribution to the domestic intelligence cycle--fusing New Mexico's four-corner region, which is essential for leveraging resources to detect and disrupt organized criminal organizations and terrorism."
