  "The Federal Emergency Management Agency proposes to enter into a Cooperative Agreement for an estimated $75,000 with one Earthquake Consortia for the purposes of supporting nonprofit organizations which: deliver education and training to community and State officials; develop seismic policies and share information to promote programs intended to reduce earthquake-related losses; and reduce the loss of life, injuries, property losses, and social and economic disruption that results from all hazards. Natural hazards exist everywhere. Throughout its history, the United States (US) has experienced floods, wildfires, winter storms, landslides, windstorms, and earthquakes. But of all of these natural disasters, earthquakes pose one of the greatest threats to lives, property, and economy, not only to communities within the western and central US, but indirectly to the Nation as a whole. Under Public Law 95-124, as amended, Congress established the National Earthquake Hazards Reduction Program (NEHRP). In 2008, NEHRP agencies engaged in the development of a strategic plan to guide NEHRP over the 2009-2013 timeframe."

  "After a disaster, when a region turns its attention to rebuilding, one of the greatest challenges to moving forward may involve how to properly manage debris generated by the event. Options include typical methods of waste management--landfilling, recycling, or burning. The challenge after a major disaster (e.g., a building or bridge collapse, or a flood, hurricane, or earthquake) is in managing significantly greater amounts of debris often left in the wake of such an event. Debris after a disaster may include waste soils and sediments, vegetation (trees, limbs, shrubs), municipal solid waste (common household garbage, personal belongings), construction and demolition debris (in some instances, entire residential structures and all their contents), vehicles (cars, trucks, boats), food waste, so-called white goods (refrigerators, freezers, air conditioners), and household hazardous waste (cleaning agents, pesticides, pool chemicals). Each type of waste may contain or be contaminated with certain toxic or hazardous constituents. In the short term, removal of debris is necessary to facilitate the recovery of a geographic area. In the long term, the methods by which these wastes are to be managed require proper consideration to ensure that their management (by landfilling, for example) will not pose future threats to human health or the environment."

• Urban Search and Rescue Task Forces: Facts and Issues [March 16, 2010]

  "Since the early 1990s, Urban Search and Rescue (USAR) Task Forces have been certified, trained, and funded by the federal government. Twenty-eight task forces are located in 19 states. Department of Homeland Security (DHS) officials may call out the task force (or forces) in closest proximity to the disaster to help locate and extricate victims from collapsed buildings and structures. The task forces represent a partnership involving federal, local government, and private sector experts. Most recently, USAR teams received considerable publicity, and reportedly achieved life-saving results, in their mission to Haiti after the earthquakes of early 2010. Legislation pending before Congress would affect the USAR system in two ways. First, H.R. 119 would designate a New Jersey task force to be part of the system. Other legislation (H.R. 706 and H.R. 3377) would establish statutory authority and federal funding for a USAR response system. Members of Congress will consider FY2011 funding for the task forces during the second session of the 111th Congress, and may elect to debate issues associated with the deployment of USAR task forces to foreign countries."

  "On February 27, 2010, an earthquake of magnitude 8.8 struck off the coast of central Chile. Centered 70 miles northeast of Chile's second-largest city, Concepción, at a depth of 22 miles, the earthquake was the second largest ever recorded in Chile and the fifth largest recorded worldwide since 1900. Over 100 aftershocks of magnitude 5.0 or greater were recorded following the initial earthquake. The earthquake and subsequent tsunami, which struck Chile's coast roughly 20 minutes after the earthquake and moved 2,000 feet onto shore in some places, devastated parts of the country. Although there are reports of varying casualty numbers, according to Chile's Ministry of the Interior, the official death toll is 507 (497 bodies have been identified; 10 remain unidentified). [...]. On February 27, 2010, President Barack Obama announced that the U.S. government would assist with earthquake rescue and recovery efforts, pending a request from the Chilean Government. On February 28, 2010, U.S. Ambassador to Chile Paul E. Simons issued a disaster declaration, and through the U.S. Agency for International Development (USAID) Office of Foreign Disaster Assistance (OFDA), authorized $50,000 for the initial implementation of an emergency response program. OFDA deployed a 16-member USAID Disaster Assistance Response Team. As of March 10, 2010, USAID/OFDA reports that it has provided $10.7 million for emergency response activities in Chile. The U.S. Department of Defense is also providing limited assistance. Policy issues of potential interest include levels of U.S. assistance to Chile, burdensharing and donor fatigue, tsunamis and early warning systems, and managing risk through building codes."

  "The largest earthquake ever recorded in Haiti devastated parts of the country, including the capital, on January 12, 2010. The quake, centered about 15 miles southwest of Port-au-Prince, had a magnitude of 7.0. A series of strong aftershocks have followed. Experts estimate the earthquake caused $8 to $14 billion in damage. [...] On January 12, President Barack Obama assembled heads of U.S. agencies to begin working immediately on a coordinated response to the disaster. The U.S. Agency for International Development (USAID) through the Office of Foreign Disaster Assistance (OFDA) is the lead agency within the U.S. government responding to this disaster. On January 14, the Administration announced $100 million in humanitarian assistance to Haiti to meet the immediate needs on the ground. As of March 4, 2010, total humanitarian funding provided to Haiti for the earthquake was $712.9 million. Currently, there is no funding specifically for Haiti earthquake relief in the FY2011 budget or supplemental requests. Reportedly, the Administration is putting together details of a proposed assistance package to Haiti. The Department of Homeland Security has temporarily halted the deportation of Haitians and granted Temporary Protected Status for 18 months to Haitian nationals who were in the United States as of January 12, 2010. Congressional concerns include budget priorities and oversight, burden-sharing, immigration, tax incentives for charitable donations, trade preferences for Haiti, and helping constituents find missing persons, speed pending adoptions, and contribute to relief efforts. Several congressional committees held hearings on Haiti in January and February. The focus of this report is on the immediate crisis in Haiti as a result of the earthquake, the U.S. and international response to date, and long-term implications of the earthquake. The northeast corner of Arkansas is sitting on the New Madrid fault which experts say and most agree that it could cause the most deadly and destructive earthquake we have had, if and when it ever causes an earthquake. But we have had floods and tornadoes and ice storms in our State and you know that disasters are happening in other States as well. We have also had two large international disasters in the Americas in the last few weeks, Haiti and Chile. These earthquakes are very grim reminders of the devastation that a natural disaster can have on communities, economies and the lives of the individuals involved. We spend billions in disaster recovery and we probably do not spend as much as we should on preparedness. The private sector does a good job in many ways depending on the sector and the company on preparedness and dealing with the aftermath of a disaster. […] The point is I think that we need to do a better job of thinking through preparedness, working together. The private sector again has been working together on this."   "Natural disasters are unpredictable and can occur without a moment's notice, with devastating effects and adverse economic impacts. Flooding has been identified as the most common type of natural disaster worldwide. The aftermath of flooding has long-term devastating effects on the community and surrounding areas, on economics and public health, displacement of occupants, flood-related morbidity, and the disruption of services. The problem is that six miles east of Porterville is Success Dam, which has been deemed unsafe and seismically unsound; in the event of an earthquake, the probability of a breech or dam failure is high, with resulting flooding of our community. The city of Porterville is not prepared, nor does it have procedures in place to conduct an immediate damage assessment after a flood or dam-failure event that may occur. The purpose of this research is to analyze existing assessments and to develop immediate damage assessment plans and procedures that are critical to the Porterville Fire Department as well as to the city. Action-based research methods will be used to answer the following questions: 1. What damage assessments are available for the Porterville area? 2. Are damage assessments accurate and meeting immediate assessment needs? 3. What are critical elements of an immediate damage assessment? 4. Who is involved in the city's immediate damage assessments?"

• 'PMEL Tsunami Forecast Series: Vol. 1': A Tsunami Forecast Model for Hilo, Hawaii

  "This study describes the development, validation, and testing of a tsunami forecast model for Hilo, Hawaii. Based on the Method of Splitting Tsunamis (MOST) model, the forecast model is capable of simulating 4 hr of tsunami wave dynamics at a resolution of 2 arc sec (∼60 m) in 10 min of computational time. A reference inundation model at a higher resolution of 1/3 arc sec (∼10 m) was also developed in parallel, to provide modeling references for the forecast model. Both models were tested for 16 past tsunamis and a set of 18 simulated magnitude 9.3 tsunamis. [...]. The validated Hilo forecast model was further applied to hazard assessment from 1435 scenarios of simulated tsunami events based on subduction zone earthquakes of magnitude 7.5, 8.2, 8.7, and 9.3 in the Pacific Ocean basin. The results show an impressive local variability of tsunami amplitudes even for far-field tsunamis, and indicate the complexity of forecasting tsunami amplitudes at a coastal location. It is essential to use high-resolution models in order to provide accuracy that is useful for the practical guidance of coastal tsunami forecasts."

• Seismic Waves: Funneling Seismic Design Knowledge to Those Who Can Apply It

  Seismic Waves is a newsletter published by the National Earthquake Hazards Reduction Program. "The gap between engineering and scientific knowledge and its practical application (for design and construction of economical, earthquake-safe structures) has dramatically widened. his was the consensus reached in a 2002 gathering of national leaders from the fields of earthquake engineering design, practice, regulation, and construction. Brought together by the National Institute of Standards and Technology (NIST) to assess the state of earthquake engineering knowledge and practice, these leaders affirmed the significant expansion of earth science and engineering knowledge that the National Earthquake Hazards Reduction Program (NEHRP) had helped bring about. They concluded, however, that the potential benefits of this knowledge were not being fully realized. With support from NIST and the Applied Technology Council (ATC), a nonprofit corporation working to advance engineering applications for risk mitigation (www.atcouncil.org), the leaders formulated a broad plan of action through which NEHRP could strengthen 'the informational link between theory, research results, and practice.' One of the important ideas from this influential plan that NEHRP has subsequently embraced is that of technical brief (TechBrief) publications."

• Distant Tsunami Threats to the Ports of Los Angeles and Long Beach, California

  "Tsunamis have been recognized as a potential hazard to United States coastal communities, harbors, and ports, including those in the State of California since multiple destructive events impacted California's coast in the mid--twentieth century. In response, the United States National Oceanographic and Atmospheric Administration began a tsunami research program at the Pacific Marine Environmental Laboratory to develop tools for measuring, modeling, and assessing the hazard posed by tsunamis. The destruction and unprecedented loss of life following the December 2004 Sumatra tsunami served as the catalyst to refocus these activities, and on 20 December 2006, the United States Congress passed the 'Tsunami Warning and Education Act.' The act mandated specific education and warning activities and dedicated resources to accelerate the pace of tsunami product development, including those applicable to comprehensive hazard assessment of coastal communities. [...]. A tsunami impact to the ports of Los Angeles and Long Beach would potentially cause significant damage and disrupt port operations for an extended period of time. The tsunami generated by the 1964 Great Alaska Earthquake caused strong surges that tore 75 small vessels from their moorings and sank three boats in the ports of Los Angeles and Long Beach. Potential damage to the ports, and the disruption that would likely occur today, would have severe repercussions for the economy of the State of California. which relies heavily on port activities for revenue, trade, and employment. Past events and comprehensive studies of the region have documented the seismic history of the Southern California coastal region and point to the potential hazard from tsunamis."

Set aside some emergency supplies, and teach your family what to do at home during and after a disaster. You could be without help for up to 72 hours, so learn to cope for at least that long. Movement of the ground is seldom the actual cause of death or injury. Most casualties result from partial building collapse and falling objects and debris, like toppling chimneys, falling bricks, ceiling plaster, and light fixtures.   "This tsunami exercise is being conducted to assist tsunami preparedness efforts along the U.S. and Canadian Pacific coasts. Historical tsunami records from sources such as the National Oceanic and Atmospheric Administration's (NOAA) National Geophysical Data Center (NGDC) show that approximately 85% of the world's oceanic tsunamis occur in the Pacific Basin and surrounding seas. Tsunamis have impacted U.S. and Canadian Pacific coasts several times in the past century. Exercising emergency response plans in this region is an important part of tsunami preparedness. The Pacifex 10 exercise simulates an earthquake located south of the Alaska Peninsula which generates a major tsunami. This earthquake occurs in the Aleutian trench which is a product of the Pacific 'plate' to the south being gradually forced beneath the North American plate. Many earthquakes result as a consequence, including some of the largest that have ever been recorded."

  "This tsunami exercise is being conducted to assist tsunami preparedness efforts along the U.S. and Canadian east coasts, the Gulf of Mexico coast, and in Puerto Rico and the Virgin Islands. Historical tsunami records from sources such as the National Oceanic and Atmospheric Administration's (NOAA) National Geophysical Data Center (NGDC) show that approximately 85% of the world's oceanic tsunamis occur in the Pacific Basin. While the historic occurrence of destructive tsunamis along the US and Canadian Atlantic coasts suggests these events are rare, there are a few areas in the Atlantic basin where earthquakes occur that have the potential to develop destructive tsunamis that may impact the US/Canadian coast. These areas include the coasts of Puerto Rico, the US Virgin Islands, the region east of the Azores Islands, and portions of the continental slope off the US and Canadian coast due to sub-sea landslides. Lessons learned from the destructive Indian Ocean tsunami include that even areas rarely impacted by tsunamis can suffer tremendous damage and casualties if the people that live and/or travel in these areas are not prepared."

  "As night fell on January 13, 2010, one day after a 7.0 magnitude earthquake struck the capital region of Haiti, the USAID [U.S. Agency for International Development] supported Urban Search and Rescue (USAR) team from Fairfax County, Virginia, learned that a man was alive, trapped in the rubble, at the headquarters of the U.N. Stabilization Mission in Haiti (MINUSTAH). As the first USAR team to arrive at the MINUSTAH compound in Port-au-Prince, the 67-person team from Fairfax County took command of the site, organizing themselves and others to begin the painstaking job of freeing the man, a U.N. security officer. The work proceeded slowly, due in part to the composition of the cement, which crumbled into powder with every dig. Using a combination of saws and other hand tools, the USAR team labored for approximately 10 hours, steadfastly yet delicately removing debris and glass in order to avoid injury to the U.N. employee confined in the wreckage. The earthquake caused an estimated $14 billion in damage. It is estimated that 3 million people, approximately one-third of the overall population, have been affected by the earthquake with more than 1 million displaced. The government of Haiti is reporting an estimated 230,000 deaths and 300,000 injured.[…].President Barack Obama assembled heads of U.S. agencies to begin working immediately on a coordinated response to the disaster.   "On January 12, 2010, Haiti experienced a 7.0 earthquake at 4:53 PM (EST) causing severe damage and casualties in Port-au-Prince and surrounding areas. January 15, 2010 FEMA Region IV (RIV) issued a mission assignment (MA) (7220-SU-APHIS-FL) for $10,000.00 to activate Emergency Support Function (ESF) 11 to provide staffing at the Regional Response Coordination Center (RRCC) in Atlanta, GA -- dayshift (0700 -- 1900). The Haiti activation presented multiple challenges, due to the fact that this was an international response, complicated by Haiti being the poorest nation in the western hemisphere. Situational awareness was elusive, and numerous federal agencies conducted various forms of contingency planning. Rumors were rampant, ranging from unconfirmed reports of large air movement of survivors and pets to reports of the United States Department of Agriculture, Food Nutrition Services shipping large quantities of USDA Foods to Haiti. There were also numerous issues involving APHIS, ranging from possible insect pest treatment issues for returning military aircraft, to animal disease issues, including rabies, screwworm, Exotic Newcastle Disease, and classic swine fever."

The Government of Haiti is reporting an estimated 112,000 deaths and 194,000 injured. In the immediate wake of the earthquake, President Preval described conditions in his country as 'unimaginable,' and appealed for international assistance. As immediate needs are met and the humanitarian relief operation continues, the government is struggling to restore the institutions needed for it to function, ensure political stability, and address long-term reconstruction and development planning. Prior to the earthquake, the international community was providing extensive development and humanitarian assistance to Haiti. With that assistance, the Haitian government had made significant progress in recent years in many areas of its development strategy. The destruction of Haiti's nascent infrastructure and other extensive damage caused by the earthquake will set back Haiti's development significantly. Haiti's long-term development plans will need to be revised."
