Fire Department Overall Run Profile as Reported to the National Fire Incident Reporting System (2019)
From the Document: "Topical reports are designed to explore facets of the U.S. fire problem as depicted through data collected in the U.S. Fire Administration's National Fire Incident Reporting System (NFIRS). Each topical report briefly addresses the nature of the specific fire or fire-related topic, highlights important findings from the data, and may suggest other resources to consider for further information. [...] Fire departments provide invaluable services to communities nationwide. They respond to all types of emergency situations involving fires, explosions, rescues, medical emergencies, hazardous conditions, natural disasters and false alarms. They also respond to nonemergency service calls and good intent calls. Often, what is described to dispatchers does not reflect the actual incident type; nevertheless, fire departments are trained and prepared to respond to a wide variety of situations. To understand the fire department's full role in a community, this topical report profiles fire department run activity as reflected in the 2019 NFIRS data. In 2019, fire departments across the U.S. responded to 28,534,400 calls as reported to the NFIRS. This count reflects a 6% increase in the number of calls (26,880,800) reported to the NFIRS in 2017, the latest year in which these data were examined."

F-35 Sustainment: Enhanced Attention to and Oversight of F-35 Affordability Are Needed, Statement of Diana Maurer, Director, Defense Capabilities and Management, Testimony Before the Subcommittees on Readiness and Tactical Air and Land Forces, Committee on Armed Services, House of Representatives
From the Highlights: "The F-35 aircraft with its advanced capabilities represents a growing portion of DOD's tactical aviation fleet--with the Air Force, Marine Corps, and Navy currently flying about 400 of the aircraft. It is also DOD's most ambitious and costly weapon system in history, with estimated life-of-program costs exceeding $1.7 trillion. DOD plans to procure nearly 2,500 F-35s at an estimated total acquisition cost of just under $400 billion. The remaining $1.3 trillion in life cycle costs is associated with operating and sustaining the aircraft. This statement, among other things, assesses the extent to which (1) the F-35 has met warfighter-required mission capable rates; and (2) DOD has reduced the F-35's estimated life cycle sustainment costs and made progress in meeting its affordability constraints."

From the Highlights: "The federal government reported expending about $44.5 billion on university science and engineering research in fiscal year 2019. The Department of Health and Human Services funds over half of all such federal expenditures, and NIH [National Institutes of Health] accounts for almost all of this funding. Safeguarding the U.S. research enterprise from threats of foreign influence is of critical importance. Recent reports by GAO [Government Accountability Office] and others have noted challenges faced by the research community to combat undue foreign influence, while maintaining an open research environment. This testimony discusses (1) NIH's conflict of interest policy and disclosure requirements that address potential foreign influence, (2) NIH's mechanisms to monitor and enforce its policy and requirements, and (3) the steps NIH has taken to address concerns about foreign influence in federally funded research identified by stakeholders."

From the Purpose and Summary: "H.R. 1573, the 'Access to Counsel Act of 2021,' amends section 235 of the Immigration and Nationality Act (INA) to require the Department of Homeland Security (DHS) to ensure that certain individuals who are subjected to prolonged inspection by U.S. Customs and Border Protection (CBP) at ports of entry have a meaningful opportunity to communicate with counsel and other interested parties. H.R. 1573 does not create a 'right' to counsel during the inspection process, nor does it impose any obligation on the federal government to pay for or otherwise provide counsel to individuals during CBP inspection proceedings. Instead, it will simply ensure that such individuals are not prohibited from communicating with outside parties--which may include counsel--or receiving the support and assistance of such parties during the inspection process."

From the Purpose and Summary: "H.R. 1333, the 'National Origin-Based Antidiscrimination for Nonimmigrants Act' or the 'NO BAN Act,' stops executive overreach by preventing the president from abusing his or her authority to restrict the entry of non-citizens into the United States. The bill does this in two ways. First, it amends section 212(f) of the Immigration and Nationality Act (INA) to place checks and balances on the president's authority to suspend or restrict the entry of aliens or classes of aliens into the United States, when it is determined that such entry would be 'detrimental to the interests of the United States.' Second, the bill expands the INA's nondiscrimination provision to prohibit discrimination on the basis of religion and further prohibits discrimination with respect to the issuance of nonimmigrant visas, entry and admission into the United States, or the approval or revocation of any immigration benefit."

Border Security: Assessment of the Department of Homeland Security's Border Security Improvement Plan [April 12, 2021]
From the Document: "Within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is the lead law enforcement agency responsible for border security. It manages approximately 7,000 miles of land border and 95,000 miles of shoreline. CBP is also responsible for facilitating legitimate trade and travel through 328 land, air, and maritime ports of entry. Several offices within CBP help carry out this mission, including the U.S. Border Patrol (Border Patrol), Air and Marine Operations, and Office of Field Operations. The DHS Appropriations Act, 2017, required the Secretary of Homeland Security to submit a risk-based plan for improving U.S. border security--referred to as the Border Security Improvement Plan--to the House and Senate Appropriations Committees. From the Document: "Most of the SBA's [Small Business Administration's] funding during the 116th Congress was provided through supplemental appropriations for new and expanded programs, including the Paycheck Protection Program ($806.45 billion), Economic Injury Disaster Loans ($50.02 billion), Emergency Economic Injury Disaster Loan advance (grant) payments ($20 billion), Targeted Economic Injury Disaster Loan advance (grant) payments ($20 billion), and the Shuttered Venue Operators Grant (SVOG) program ($15 billion). This report focuses on the new $16.25 billion SVOG program--authorized by P.L. [public law] 116-260, the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act (Division N, Title III of the Consolidated Appropriations Act, 2021), provided an additional $1.25 billion by P.L. 117-2, the American Rescue Plan Act of 2021, and administered by the SBA's Office of Disaster Assistance--which provides grants to shuttered venues affected by the COVID-19 [coronavirus disease 2019] pandemic."

Annual Threat Assessment of the US Intelligence Community
From the Foreword: "In the coming year, the United States and its allies will face a diverse array of threats that are playing out amidst the global disruption resulting from the COVID-19 [coronavirus disease 2019] pandemic and against the backdrop of great power competition, the disruptive effects of ecological degradation and a changing climate, an increasing number of empowered non-state actors, and rapidly evolving technology. The complexity of the threats, their intersections, and the potential for cascading events in an increasingly interconnected and mobile world create new challenges for the IC [intelligence community]. Ecological and climate changes, for example, are connected to public health risks, humanitarian concerns, social and political instability, and geopolitical rivalry. The 2021 Annual Threat Assessment highlights some of those connections as it provides the IC's baseline assessments of the most pressing threats to US national interests, while emphasizing the United States' key adversaries and competitors. It is not an exhaustive assessment of all global challenges and notably excludes assessments of US adversaries' vulnerabilities. It accounts for functional concerns, such as weapons of mass destruction and technology, primarily in the sections on threat actors, such as China and Russia."

While the number of UAC encounters declined substantially from FY2019 to FY2020, in large part because of the Coronavirus Disease 2019 (COVID-19) pandemic, they are expected to rapidly increase [hyperlink] in the coming months, a trend that has attracted considerable media attention. [...] Unaccompanied alien children [hyperlink] are statutorily defined as children who lack lawful immigration status in the United States, are under age 18, and lack a parent or legal guardian in the United States or a parent or legal guardian in the United States who is available to provide care and physical custody. From the Document: "Under current law, states are required to report to the Environmental Protection Agency (EPA) on nonpoint sources of pollution that affect navigable water as well as their plans to manage that pollution and improve the quality of navigable water. EPA provides grants for states to manage pollution from nonpoint sources and for other activities to protect groundwater quality. In 2021, $177 million was appropriated for those purposes. H.R. 2008 would authorize the appropriation of $200 million annually over the 2022-2026 period for those grant programs. Assuming appropriation of the specified amounts, CBO [Congressional Budget Office] estimates that implementing the bill would cost $740 million over the 2022-2026 period and $260 million after 2026. The costs of the legislation, detailed in Table 1, fall within budget function 300 (natural resources and environment)."

From the Document: "The U.S. foreign-born population consists of individuals living in the United States who were not U.S. citizens at birth. An estimated 44.9 million foreign-born people live in the United States, representing 13.7% of the total U.S. population in 2019 (the most recent data from the American Community Survey [ACS]). The proportion of foreign-born has changed over time. The 1920 percentage of foreign-born (13.2%) was similar to current levels, then declined over the next five decades, reaching a low of 4.7% in 1970. Over the last five decades, the proportion has increased (Figure 1)."
