  From the Purpose and Summary: "S. 3487, the 'Honoring Civil Servants Killed in the Line of Duty Act,' establishes a new section of title 5, United States Code, to provide death gratuity payments to the surviving family of federal employees who die from injury or exposure to disease in the line of duty. Current law provides only $10,000 in compensation following a death in the line of duty and $800 toward funeral expenses. The death gratuity established in this bill would be $100,000, adjusted each year for inflation. Compensation for funeral expenses would be increased to $8,800. Additionally, the bill authorizes an emergency supplemental appropriation for death gratuities, if needed in the event of a natural disaster, act of terrorism, or other incident."

[...] S. 2150, the Wildland Fire Mitigation and Management Commission Act of 2021, establishes a commission to study the nation's wildland firefighting strategy and recommend specific policies to improve that strategy. The bill requires the commission to include a number of representative stakeholders, including federal agencies, state, local, and tribal government officials, and wildland firefighters. The bill also tasks the commission with making recommendations and reporting to Congress on forest management, aerial firefighting equipment needs, federal spending and budgeting for wildland fires, and long-term management strategies."

  From the Document: "The Committee on the Judiciary, to whom was referred the bill (H.R. 3285) to amend gendered terms in Federal law relating to the President and the President's spouse, having considered the same, reports favorably thereon without amendment and recommends that the bill do pass. [...] H.R. 3285, the '21st Century President Act,' would amend gendered terms in section 879 of title 18 of the United States Code, which provides that it is a criminal offense to threaten to kill, kidnap or inflict bodily harm upon the President, the President's spouse, and certain other individuals. [...] Our Nation has long struggled with voting and equality in representation. For example, the U.S. Constitution did not recognize women's right to vote until it was amended in 1920, with the adoption of the 19th Amendment. It would take another 96 years before a major political party would nominate a woman for candidacy in a presidential election. In the 2020 presidential election, the major party candidates included one member of the LGBTQ [lesbian, gay, bisexual, and transgender] community and six women. It is time that section 879, the statute concerning threats against former Presidents and Vice Presidents and their families, be revised to remove outdated terms such as, 'wife,' 'her,' and 'widow' in the statute."

While the pandemic offered significant opportunities to the scientific community and private players in India to develop medical countermeasures, this paper only illustrates examples that discuss strategies that were adopted to accelerate the development of diagnostics and vaccines in the country. It further elucidates the challenges, both regulatory and funding, that some stakeholders faced in introducing new diagnostics and vaccines into the market during the pandemic. The paper argues that it is important for India to adopt a systematic approach to sustain the collaborative ecosystem that was cultivated during the pandemic. It further provides a brief assessment of the policies that regulate vaccines and diagnostic kits in India and the scope of enhanced and better implementation in the future. The paper also suggests strategies to maintain a continuous flow of investment to sustain research, streamline the regulatory infrastructure to minimize ambiguities regarding product approvals, and foster multistakeholder collaboration to create a sustainable research and innovation ecosystem that can be leveraged during health emergencies in the future."

  From the Foreword: "Succeeding the 2018 Working Group, the Epidemic Management Working Group was organized to analyse international efforts and best practices as well as lessons learned from the response to COVID-19 [coronavirus disease 2019], and to present collaborative approaches to overcome future pandemics. To this end, the Working Group studied a global framework that includes ICT [information and communications technology]-based pandemic control measures and explored solutions to mitigate humanitarian and social loss by using ICT, in support of SDG3 [Sustainable Development Goal 3]: Good Health and Well-Being. To fulfill the Working Group's objective, the report starts out by examining the current status of COVID-19 and the need for a pandemic response framework. It then looks into the response strategies of 14 countries in Europe, the Americas, Asia, and Africa from various contexts, including governance and legal systems, disease control and socio-economic policies, vaccination strategies, and public compliance with policies. It also examines the best practices from among COVID-19 responses that utilize ICT. Based on this analysis, the Working Group has come up with the following insights. First, extended use of ICT for disease control and freedom of movement should be accompanied by expanded ICT infrastructures to guarantee access by developing countries and vulnerable groups. Second, relevant data and network regulations should be designed to be flexible to allow timely and effective use of ICT for epidemic management purposes - whilst ensuring that privacy is safeguarded. Finally, a global public-private governance is required to share data on the pandemic and coordinate policies between countries."

• Estimating the Impact of COVID-19 on Corporate Default Risk

  From the Description: "The COVID-19 [coronavirus disease 2019] global pandemic has resulted in a fast-moving health crisis with significant uncertainty. Policy makers have responded by imposing social distancing policies (non-pharmaceutical interventions) which close schools, bars, and restaurants, close non-essential business, restrict movement, and impose quarantines. Under the weight of significant business interruptions, reductions in both supply and demand, and supply chain disruptions the health crisis has given way to deep economic contraction. The confluence of sharp economic losses and historic levels of corporate debt risk producing a financial crisis on top of the health crisis. We build on the work of Vardavas et al. (2020) and Strong and Welburn (2020), who estimate the health and economic impacts of COVID-19 under a set of social distancing scenarios, to estimate the potential for firm exits. We use a structural model of financial distress based on Merton's distance to default to estimate the likelihood of firm defaults conditional on losses in aggregate income. Using the Vardavas et al. (2020) set of scenarios and estimations of reduced income, we estimate average firm default probabilities over a large set of US listed firms. We find that the crisis coincides with exceptional risk of corporate default. Under modest levels of social distancing and economic losses, we estimate high levels of average corporate default risk. As social distancing measures and economic contractions persist, levels of corporate default risk exceed those of the 2008 financial crisis. Under the harshest scenarios of prolonged strict interventions, we estimate exceptional levels of corporate default risk ranging from to double to triple those witness during the 2008 financial crisis. While unmodeled, recent credit market interventions may thwart the worst of the default risk scenarios that we estimate by extending credit access to firms on the brink of insolvency."

We sent surveys to 457 remedial project managers in February 2021 and received 279 responses, a 61-percent response rate.   From the Introduction: "Criminal history plays a pivotal role in determining an offender's sentencing range under the guidelines. Courts calculate a criminal history score for each offender by assigning one, two, or three points to any qualifying prior sentences. In addition, if the offender committed the instant federal offense while still serving a sentence in another case (for example, while on probation or parole), two more points are added. These additional points, outlined in §4A1.1(d), are commonly referred to as 'status points.' In 2005, the United States Sentencing Commission examined status points as part of a broader analysis of how well the guidelines' criminal history computation predicts recidivism. This report revisits status points with greater focus and examines their application and significance. The report begins by outlining how criminal history is calculated under the guidelines and by reviewing prior Commission research on the association between criminal history and recidivism. The report then examines how many offenders received status points in the last five fiscal years and compares them to offenders who did not receive status points. Next, the report analyzes the rearrest rates for offenders with and without status points who were released from prison or began a term of probation in 2010. Finally, the report considers how much status points contribute to the criminal history score's prediction of rearrest."

When COVID-19 arrived, the Trump administration came up small by withholding data, failing to distribute protective equipment, and issuing guidance that put seniors in harm's way.
