Emergency Response Resources: Personal Protective Equipment [website]
The objective of the Personal Protective Equipment (PPE) Program is to protect employees from the risk of injury by creating a barrier against workplace hazards. Personal protective equipment is not a substitute for good engineering or administrative controls or good work practices, but should be used in conjunction with these controls to ensure the safety and health of employees. Personal protective equipment will be provided, used, and maintained when it has been determined that its use is required and that such use will lessen the likelihood of occupational injury and/or illness. This program addresses eye, face, head, foot, and hand protection. Separate programs exist for respiratory and hearing protection since the need for participation in these programs is established through industrial hygiene monitoring.

Emergency Management Assistance Compact (EMAC) [website]
"The Emergency Management Association Compact is an interstate mutual aid agreement that allows states to assist one another is responding to all kinds of natural and man-made disasters." The Area Maritime Security (AMS) Committee provides a forum for port stakeholders in a number of areas to evaluate maritime security planning vulnerabilities in order to deter, detect and prevent threats of terrorism and other illegal activities. The Committee also provides a professional and formal link between law enforcement agencies and maritime industry members to help coordinate security planning and activities. The purpose of the Area Maritime Security (AMS) committee is to assist in the development, review and update of the AMS plan for its area of responsibility.

Integrated Deepwater System (IDS) Acquisition: A Tailored Strategy for a Critical Need
The United States Coast Guard Deepwater Program is an important and well-planned effort, using a bold acquisition and support strategy of increased commercial outsourcing to meet Coast Guard mission needs well into the 21st century. It is in the process of evaluating industry team solutions, after which the selection to a single commercial team will occur, and the Program will progress into detailed design. The strategy of using a "system of systems" design and support approach, with a long term partnership with and appropriate incentives to a commercial provider, provides the best opportunity to recapitalize and support the aging Coast Guard resources that have served the Nation well in the past, but which desperately require improvement in both capability and affordability. This document is the strategy for development of the deepwater program, a process of updating the coast guard to meet its new mission.

Expanded Emergency Management Roles and Missions for the National Guard
When called to do so, the military assists in meeting the country's domestic emergency needs. The National Guard (NG) is the initial component to be assigned these missions. However, Active Component (AC) troops are frequently employed even when the NG among the states in the region have the capacity to meet overall mission requirements. This unnecessary commitment of AC resources occurs because of inadequate planning or lack of coordination of Guard capabilities or inflexible government regulation which precludes employment of the NG. The nation continues to increase AC employment while we are reducing defense budgets and military personnel. This paper reviews the current policy, organization, and processes for military responses to domestic emergencies. Recommendations are made to improve cost effectiveness and response time, and to reduce the AC's optempo. The proposals are based substantially on the NG's increasing capacity for involvement in domestic support operations.

Financial Front in the Global War on Terrorism
Because terrorist organizations must raise, move, and use money, aggressively pursuing terrorists on a financial front can and should be an integral component of any counter-terrorism strategy. There are a couple of different but interrelated dimensions of this front that either target terrorists' financial networks or capitalize on terrorists' dependency of finances. Focusing on these aspects of terrorists' finances can contribute to the disruption of terrorists' financial support as well as aid in the identification and, ultimately, the destruction of terrorist organizations. This paper examines some of the actions taken and lessons learned by the multiple agencies, corporations, and individuals that have all played critical roles on the financial front in the global war on terrorism. This analysis reveals insights into the uses and implications of these tactics and how they can effectively fit into an overall campaign to combat terrorism. More importantly, the lessons demonstrate how these tactics are interrelated and will be most effective if law enforcement, financial, intelligence, and military personnel are able to use selective actions against specific terrorist targets.

FBI Laboratory 2003 Report
The FBI's Laboratory 2003 Report describes the Laboratory's focus on strengthening its operational response programs and expansion of its forensic capabilities to include the analysis of chemical and biological weapons. This year, the Laboratory began developing the multi-agency Terrorist Explosive Devices Analytical Center, as well as an upgrade to the Bomb Data Center's Hazardous Devices School at the Redstone Arsenal in Huntsville, Alabama. In addition, the report covers major investigations that occurred during 2003.
