  As part of its assessment of the potential for integrating the civil and military industrial bases, the Office of Technology Assessment considered how the People's Republic of China (PRC) and Japan, two Asian states with sizable defense industries, have succeeded in achieving significant levels of civil-military integration (CMI). The paper is divided into two sections, one on the PRC and one on Japan. Each section describes the structure and management of the respective defense industrial base and then compares it with its U.S. counterpart. The paper then assesses the degree to which lessons from the PRC and Japanese cases can be applied to the U.S. defense technology and industrial base (DTIB).

  "The Target Capabilities List (TCL) is a companion to the National Preparedness Goal. The Target Capabilities List (TCL) defines the capabilities, outcomes, measures, and risk-based target levels of capability for the Nation to achieve the Goal. The TCL also defines the role of Federal, State, local and tribal governments, non-governmental organizations, the private sector, and citizens in building and maintaining capabilities. It provides a basis to assess preparedness and for policymakers at all levels to set priorities for the most effective use of limited resources. Capabilities provide the means to accomplish a mission or function by performing critical tasks, under specified conditions, to target levels of performance. Capabilities are delivered by combinations of properly planned, organized, equipped, trained, and exercised personnel that achieve the desired outcome. Capabilities address operational requirements established in the National Incident Management System (NIMS), the National Response Plan (NRP), and the National Infrastructure Protection Plan (NIPP), and incorporate existing performance standards and metrics wherever possible. They provide the means to achieve the National Preparedness Goal. The TCL, which currently identifies 37 capabilities, was developed with the active participation by and in consultation with key stakeholders at all levels. The TCL is a tool that can be used to guide preparedness planning, establish training requirements, and evaluate performance through exercises and operations. It also will provide a basis for preparedness assessments and reports. Although the TCL should inform the establishment of priorities for limited resources, it is not a formula or a commitment of federal funding."

  A Joint Interagency Working Group (JIWG) under the auspices of the Department of Homeland Security Office of Research and Development conducted a technology assessment of emergency radiological dose assessment capabilities as part of the overall need for rapid emergency medical response in the event of a radiological terrorist event in the United States. The specific goals of this Technology Assessment and Roadmap were to: Describe the general context for deployment of emergency radiation dose assessment tools following terrorist use of a radiological or nuclear device; Assess current and emerging dose assessment technologies; Put forward a consensus high-level technology roadmap for interagency research and development in this area. This document also presents detailed supporting discussion on the nature of the threats considered, the status of technology today, promising emerging technologies and references for further reading.

  "A fundamental objective of the National Critical Infrastructure Protection (CIP) Program is to identify and protect infrastructures deemed most 'critical' in terms of their potential affects on national-level public health and safety, governance, economic and national security, and public confidence. The Department of Homeland Security (DHS) recognizes that such protection requires the cooperation and essential collaboration of federal departments and agencies, state, local, and tribal governments, and the private sector. DHS issued initial Guidance for Developing Sector-specific Plans (SSPs) as Input to the National Infrastructure Protection Plan (NIPP) to Sector-Specific Agencies (SSAs) in April 2004 that was the basis for the draft SSPs that were delivered to DHS in September 2004. The content of these SSPs was evaluated against the Guidance and letters were issued to each SSA that detailed areas for improvement in the SSPs. The SSAs subsequently responded with their planned approach for addressing areas for improvement. This template and guidance provides SSAs with additional information on what DHS expects that all SSPs should contain to ensure consistency and effective integration with the National CIP Program. This includes roles and responsibilities, new content, added emphasis on current SSP content, and updates to current content based on an evolution of the NIPP Risk Management Framework."

  "This information bulletin is provided to sensitize state and local authorities and the private sector responsible for security of critical infrastructure and key resources to the potential for terrorists to use heavy transport vehicles as vehicle-borne improvised explosive devices (VBIEDs) against a range of attractive targets in the United States. Although there is currently not specific information to discern the exact location or timing of a planned attack, indicators are such that increased diligence is warranted within the commercial trucking transportation sector and around Canadian and Mexican border crossings. Extra vigilance is also warranted at transportation node connections with other modes at seaports and rail yards. Sector authorities and operators should also be sensitive to irregular activity or circumstances out of the norm for a particular situation especially in connection with large public gatherings or significant public or private facilities with high economic or symbolic value. Examples include unusual activity around highway tunnels, bridges, or non-transportation high value buildings or facilities without substantial protective defenses in place."

  "Every year hundreds of thousands of legal permanent residents (LPRs) become naturalized citizens. To obtain citizenship, LPRs must fulfill certain age, residence, and admissions requirements. Once naturalized, they have nearly all of the same privileges, rights, and responsibilities as native-born citizens. Where do the newly naturalized live in the United States? The geographic distribution of persons naturalizing is concentrated in just six states, including California, New York, Florida, Texas, Illinois, and New Jersey. Since 1980, the proportion of the total newly naturalized living in these six states has increased. In general, the residency pattern of persons naturalizing mirrors that of new LPRs but lags in time due to the five year residency requirement for naturalization for most LPRs. Additionally, the residence of new LPRs and new citizens will differ to some degree because the propensity to naturalize and the geographic distribution of LPRs vary by country of origin. This Office of Immigration Statistics Working Paper presents a visual analysis of the state of residence of newly naturalized citizens for the period 1980 to 2003."

  "The residence of foreign nationals at the time they become legal permanent residents (LPRs) in the United States is concentrated in just six states. (For a definition of the term legal permanent resident, see Box 1.) These states include: California, New York, Texas, Florida, New Jersey, and Illinois. Despite this concentration, the LPR flow has become more dispersed. Virginia, Washington, Maryland, North Carolina, and Georgia have accounted for a larger share of the total LPR flow. LPRs settling in these states accounted for almost 6 percent of the total LPR flow in 1980, but over 10 percent of the total flow in 2003. This Office of Immigration Statistics Working Paper presents a visual analysis of the state of residence of foreign nationals who became LPRs between calendar years 1980 and 2003. Data for this report were obtained from applications for LPR status, which are maintained in administrative case tracking systems of the Department of Homeland Security. Information on the state of residence comes from the mailing address provided by LPR applicants. For foreign nationals living abroad at the time of application, residence reflects their initial address in the United States. For foreign nationals already living in the United States, residence presumably reflects their ad-dress at the time they adjusted to LPR status."

• Pandemic Patterns: California is Seeing Fewer Entrances and More Exits

  From the Executive Summary: "Since the COVID-19 [coronavirus disease 2019] pandemic began, fewer people have been moving into California from other states and more have been leaving. At the end of September 2021, entrances to California were 8% lower than at the end of March 2020. Exits, following a dip in the first half of 2020, stood 12% higher at the end of September 2021 than at the end of March 2020 -- representing a return to a steady pre-pandemic rate of increase of approximately 4% per year since 2016. Net domestic migration, defined as the difference between entrances and exits, went from 40,000 net exits per quarter prior to the pandemic to 80,000 afterward. This brief uses data through the end of September 2021. These trends are present throughout the state. Since the end of March 2020, new entrances to the state have dropped in 40 of 58 California counties, and when Californians move, they are slightly more likely to leave the state than they were before the pandemic began (true for nearly every county). But the Bay Area stands out, for several reasons. Since the end of March 2020, new entrances to Bay Area counties have dropped more quickly than in other parts of the state. Before the pandemic, San Francisco County was the only net receiver of population from other US states. Today, all California counties lose population to domestic migration. In addition, whereas in every other economic region the move rate fell since the pandemic began, Bay Area residents moved (to any destination) at higher levels (up 0.3 percentage points, to 4.2%), driving a 21% increase in Bay Area exits."

From the opening statement of Jamie Raskin: "Again, I want to thank Representative Kelly for her leadership, and I want to thank Representatives Pressley and Ocasio-Cortez also for joining in this critical work of combating intimate partner violence and advocating for missing women and children throughout the country. This is a crisis that is hiding in plain sight, and I hope the hearing will help us to shine a light on the shocking plague of missing and murdered women and girls in communities of color across the country. In 2020, 100,000 of the quarter million women and girls who went missing in the U.S. were black, brown, or indigenous. Black women and girls make up just 13 percent of the female population in the country but accounted for fully 35 percent of all missing women in 2020. This crisis is dire in indigenous communities. In South Dakota, 2 of 3 missing persons are Native American despite only 1 of 10 South Dakotans being Native American. In Montana, Native Americans account for 1 of every 4 missing persons despite only 1 of 20 Montanans being Native American. These numbers don't even reflect the full extent of the epidemic. According to the GAO [U.S. Government Accountability Office], the total number of missing and murdered indigenous women is still unknown." From the opening statement of Carolyn B. Maloney: "Two years ago, global attention was seized by a different crisis as the Coronavirus pandemic disrupted life across the world. Under the last Administration, the American economy experienced its worst contraction since 1946, and in April 2020, the unemployment rate skyrocketed to almost 15 percent, the highest rate since the Labor Department began collecting this data more than 70 years ago. In the months that followed, hundreds of thousands of Americans died, and millions more suffered the loss of their family members, jobs, and income. The country had a decision to make. Faced with a destructive recession and public health crisis, would we show the courage necessary to save lives, support communities in need, and revive our stalled economy? President Biden's answer was 'yes.' He proposed the American Rescue Plan on his very first day in office along with the National Vaccination Program and direct support for families and small businesses. The plan included $350 billion in Recovery Funds to States, tribes, territories, and local governments. I am proud to say that this committee in a bipartisan way played a key role in designating and passing these crucial Recovery Funds. We received input from hundreds of bipartisan stakeholders, including Governors, tribal leaders, mayors, union, industry leaders, and public health officials, and we listened to what they had to say."   From the Website: "Hybrid CoE is an international, autonomous network-based organization promoting a whole-of-government and whole-of-society approach to countering hybrid threats. Participation in the Centre's activities is open to all EU and NATO countries, and the number of Participating States has grown to include 31 states today. Hybrid CoE's mission is to strengthen its Participating States' and organizations' security by providing expertise and training for countering hybrid threats. The Centre's vision is a world in which our open, democratic societies operate free of hostile outside interference. The autonomous Centre is unique in the sense that it is the only actor having both the EU and NATO work and conduct exercises together, with activities covering a wide range of domains from civil to military, and from hostile influencing to hybrid warfare. The Centre's key task is to build its Participating States' capabilities to prevent and counter hybrid threats. This is achieved by sharing best practices, providing recommendations, as well as testing new ideas and approaches. The Centre also builds the operational capacities of the Participating States by training practitioners and organizing hands-on exercises. Hybrid CoE not only crafts new strategic concepts, it also helps to implement them. Excellence is achieved through the Centre's cross-governmental, cross-sectoral networks, which consist of over 1,500 practitioners and experts working variously in the Participating States, the EU and NATO, the private sector, and academia. Hybrid CoE leads the conversation on hybrid threats by publishing a wide range of publications and engaging with various partners in the field. The Centre's work is planned and coordinated by the Hybrid CoE Secretariat, located in Helsinki, Finland."
