  National Security Decision Memorandum 346 (NSDM 346) directs the following measures to address the vulnerability of telecommunications to foreign or domestic intercept resulting from the rapid growth in the use of microwave radion in the long distance telephone system: 1) rerouting of government communications from microwave to cable in Washington D.C., San Francisco and New York; 2) rerouting of lines of sensitive government contractors to cable; 3) development of electronic bulk scrambling techniques by the Department of Defense; and 4) implementation of a plan to use electronic scrambling techniques in three areas of Sovioet interception activity, and nationwide. The directive also establishes a joint NSC/Domestic Council Committee on the security of US Telecommunications.

  "Since the last version of 'The Effects of Nuclear Weapons' was prepared, much new information has become available concerning nuclear weapons effects. This has come in part from the series of atmospheric tests, including several at very high altitudes, conducted in the Pacific Ocean area in 1962. In addition, laboratory studies, theoretical calculations, and computer simulations have provided a better understanding of the various effects. Within the limits imposed by security requirements, the new information has been incorporated in the present edition. In particular, attention may be called to a new chapter on the electromagnetic pulse. [...] It is because of these fundamental differences between a nuclear and a conventional explosion, including the tremendously greater power of the former, that the effects of nuclear weapons require special consideration. In this connection, a knowledge and understanding of the mechanical and the various radiation phenomena associated with a nuclear explosion are of vital importance. The purpose of this book is to describe the different forms in which the energy of a nuclear explosion are released, to explain how they are propagated, and to show how they may affect people (and other living organisms) and materials."

  "The first duty assigned by the Senate to the Senate Select Committee on Intelligence, when it was created on May 19, 1976, was to develop effective processes of oversight and accountability for the intelligence activities of the United States. The most difficult task facing the committee was to balance the right of the public and the Senate to be informed of the government's activities with the countervailing necessity to protect valid national secrets. The Constitution's design of interaction among the three separate branches of government is based on the conviction that the responsibilities for all that government does, even secret activities, must be shared by the three branches of government in their appropriate ways. This is the best protection that the public has that secret activities will not erode our freedoms. [...] This first annual report by the committee is an accounting to the Senate and public of the performance to date of legislative oversight. We have tried in this report to describe fully the processes developed for effective oversight and accountability. The details of much that the committee has been involved in remains classified. While valid national security concerns prevent the committee from placing these details in the public record, the full record is available to the Senate in accordance with the provisions of S. Res. 400."

  In National Security Decision Memorandum (NSDM) 340 President Ford "has approved the following statement of policy on U.S. port security, which supersedes National Security Decision Memorandum No. 82 dated September 1, 1970, and previous issuances of national security statements on this subject. 1) National security interests require that measures be taken for the protection of vessels, harbors, ports and waterfront facilities of the United States from threats of espionage, sabotage, intelligence collection operations directed against sensitive U.S. defense facilities from foreign vessels, and related subversive activities including the introduction into the United States of persons or materials in the pursuance of such activities. It is also in our national interests that entries of vessels of certain nations, as specified below, into U.S. ports be permitted only in reciprocity for the admission of U.S. vessels to ports of those countries or in reciprocity for other considerations."

• Guidelines for Preparation and Review of State Emergency Plans

  "Section 1413 of the Safe Drinking Water Act provides for a State to have primary enforcement responsibility for public water systems if EPA determines that the State has satisfied 5 basic conditions specified in Section 1413. One of the conditions (Sec. 1413(a)(5)) requires that a State, "Has adopted and can implement an adequate plan for the provision of drinking water under emergency circumstances." A State is not required to have an individual plan for each public water system. All that is required is a State-wide plan for responding to emergencies. A State must submit to EPA, pursuant to 40 CFR 142.11(a)(5), a brief description of its plan. The adequacy of the plan should be determined on the basis of this submission. This guidance is limited to those key elements of a State-wide plan that will permit a timely, effective response to problems. Within this general framework, it is suggested that the States be permitted maximum discretion in adopting and implementing a plan. Any requirements imposed on the States should be simple and relatively limited so that they can be readily and usefully attained. To be realistic, the State plan should have clear but limited objectives and should be periodically updated and tested."

  From the Abstract: "A rising water table has been causing basement flooding and damage to building foundations in the East New York section of Brooklyn, Kings County, Long Island, N.Y., since the early fall of 1975. The rising water table is the result of shutdown of public-supply wells that had pumped large amounts of water from the early 1900's to the ground-water reservoir. [...] Relief of the basement-flooding problem in East New York and vicinity is complicated by the fact that the New York City sewer system carries both untreated sewage and storm-water runoff into sewage-treatment plants that cannot process all the inflow during times of heavy precipitation. Pumped ground water discharged into sewers could, therefore, adversely affect operations at treatment plants. Other suggested remedial measures, such as onsite injection of pumped ground water into deep confined aquifers or discharging it through separate pipelines to tidewater, are complicated by the poor quality of the pumped water and by the sea-water intrusion that would be caused by prolonged pumping."

  "The Lake Pontchartrain and Vicinity, Louisiana, Hurricane Protection plan--a series of control structures, concrete floodwalls, and levees--is intended to protect the lowlands in the Lake Pontchartrain tidal basin, lying within the greater New Orleans metropolitan area, from flooding by hurricane-induced sea surges and rainfall. Its estimated cost has risen from $85 million in 1965 to $352 million and its completion has been delayed 13 years. Almost two-thirds of this increase is due to inflation. In spite of this, the project retains a benefit-to-cost ratio of about 13 to 1. The Federal share of the project cost (70 percent) has increased from $66 million to $242 million. There is a possibility that the Federal share could increase by $85 million more should local jurisdictions be unable to pay their portions."

Nevertheless, those problems which hindered relief operations warrant further study so that future relief efforts may be better managed. The Guatemalan experience demonstrates that the primary need in international disaster relief efforts is strong, centralized management.
