  "This report identifies volcanoes in the Cascade Range of Washington, Oregon, and California that constitute a potential threat to people and works of man, and assesses the hazards that could result from future eruptions of these volcanoes. The assessments are based on the premise that past eruptive histories of volcanoes provide the best basis for judging the most likely kinds, frequencies, and magnitudes of future volcanic events. These assessments can be used to evaluate volcanic hazards at sites of proposed nuclear power plants, as well as for more general purposes of long-range land-use planning."

• Kenosha Gang Project: Preliminary Report

  "In December 1986, the Task Force on Gangs commissioned the university of Wisconsin, Parkside to conduct a study on the local gang situation. The main focus of the study was to analyze existing data within tha Kenosha Police Department, the Kenosha County Department of Social services, and the Kenosha Unified School District. The research team also interviewed key people in the community and self-identified gang members. The goal of this study was to provide Kenosha with a better understanding of the local street gang situation. The unique aspect of the Kenosha Gang project was the participation of twelve University of Wisconsin, Parkside students who worked on this research project. To be more specific, the students developed the research design, collected the data, analyzed the data, and contributed to the final report. This project was offered as a sociology course during Spring 1987, and continued through the summer. such a project has provided students with an opportunity to gain 'hands on' experience doing sociological research. Moreover, the students were able to provide the community with a much underutilized resource, which has resulted in considerable savings to the city. The objectives of the Kenosha Gang project were: 1. To tabulate and analyze three existing data bases as they relate to gangs. 2. To interview key people in the community who work with local gang members. 3. To interview self-identified gang members in Kenosha. 4. To provide students with an opportunity to do research and to provide hands on experience in the various aspects of sociological research."

This bill, which Senator Leahy and I introduced on September 19, seeks to bring our laws up to date with the new challenges to privacy posed by modern communications technology. Just a few years ago, our nation's communications networks, while extensive, were relatively simple in form. The nails, the telegraph system, the telephone, and radio communications each played a role; but those roles were distinct from one another, and not too hard to understand. Those simple days are gone forever. Today's systems of electronic communication envelop our society in an invisible web, complex in structure and pervasive in scope. I am pleased that the House Budget Committee has been convened today to explore the budgetary implications of the legalization program authorized under the Immigration Reform and Control Act of 1986. As you know, next Tuesday marks the beginning of the single largest amnesty program for illegal aliens that has ever been conducted by any one nation. May 5 is a landmark date in our Nation's history for on this day every man, woman and child, estimated by the Immigration and Naturalization Service to be 3.9 million individuals, who can provide documented evidence that they have been residing within our borders since January 1, 1982, is eligible to make application for temporary legal status which can lead eventually to full U.S. citizenship. But the legalization program set to begin next Tuesday is only one part of this landmark immigration reform enacted by the Congress last year. Beginning June 1, the Immigration and Naturalization Service will initiate an employer sanctions program to enforce the provisions of IRCA which expressly prohibit the hiring and employment of an alien who is unauthorized to work in the United States. Employer sanctions in combination with increased enforcement capabilities of the U.S. Border Patrol on our Nation's borders are designed to restore integrity to the immigration process in the United States and to stem the ever-growing tide of illegal immigrants into this country."   "It is with great pleasure that I present to the membership of the Training Resources and Data Exchange (TRADE) this report of the second national TRADE Conference, held here at the Academy in December, 1986. TRADE is a unique and very exciting opportunity for the nation's fire training organizations. It is also an important responsiblity for all of us. I would like to underscore my personal commitment that the Academy will, in the years to come, maintain a close and attentive relationship with the membership of TRADE. This commitment includes our continued efforts to support and encourage the exchange of local training programs and ideas through the TRADE networks, and our resolve to listen closely to the feedback and guidance that the TRADE membership can provide to Academy programs and initiatives. The many ideas and suggestions offered to the Academy by the participants of TRADE '86 have already had a significant impact on Academy planning. Some of the program changes that have already been implemented as a result of input from TRADE include: the modularization of all NFA [National Fire Academy] handoff courses, beginning with 1987 handoff courses Preparing for Incident Command and Commanding the Initial Response; the initiation of the development process for a new Leadership curriculum, for field delivery and hand-off; and the establishment of first responders and response team members as the top priorities for hazardous materials training. There are numerous other suggestions and proposals for enrichment of Academy programs and policies which resulted from TRADE '86 and which are presently being considered and evaluated. Our on-going dialogues with the TRADE membership will highlight these different issues as they are further explored and discussed."

[...] On the basis of the data obtained during this investigation, it was concluded that most of the symptoms experienced by fire fighters developed after the fire and that the length of time spent at the fire plus the degree of exposure to heavy smoke, most likely contributed to the occurrence of their symptoms. These soldiers must understand what effect weather and terrain have on nuclear, biological, and chemical (NBC) operations and smoke. This manual contains general information and the basic principles on how to get the best results. Commanders and staffs involved in planning for use of incendiaries or smoke operations will also benefit from the use of this manual along with other references such as FM 3-50, FM 3-100, FM 3-3, FM 3-4, and FM 3-5. On the battlefield, the influences of weather and terrain on NBC operations provide opportunities to both sides. To retain the initiative, friendly forces leaders and staff officers must understand how weather and terrain can be used to their advantage. FM 3-6 implements International Standardization Agreement (STANAG) 2103, Reporting Nuclear Detonations, Radioactive Fallout, and Biological and Chemical Attacks and Predicting Associated Hazards. This manual explains how weather and terrain influence nuclear, biological, and chemical operations and discusses the following topics for use when planning operations: Basic principles of meteorology as they pertain to NBC operations; Influence of weather on the use and behavior of NBC agents; Local weather predictions and their use; Influence of terrain on the behavior of NBC agents; US Air Force Air Weather Service (AWS) forecasts and their use in planning for operations in an NBC environment. • Survival at Sea: The Effects of Protective Clothing and Survivor Location on Core and Skin Temperatures

  "Different types of protective clothing for maritime personnel were compared in 3, simulated, survival environments: immersion in cold, rough seas; exposure to cold wind, spray and waves atop an overturned boat; and exposure to cold air and waves in an open, one-man liferaft. The test garments were: flight suit (FS); two-piece wet suit (WS); insulated, loose-fitting aviation (AC) and boatcrew (BC) coveralls; uninsulated dry suit (NI); NI with a 5 cm tear in the shoulder seam (NX). All garments were worn over cotton thermal underwear; an additional layer of insulated, short-sleeve underwear was worn with NI and NX. 8 Coast Guard crewmen were the test subjects; mean age = 23 yrs; mean ht. = 175 cm; mean wt. = 72 kg; mean body fat = 11 %. Significant differences between cooling rates in water and those on the boat or in the raft were found for all garments except NI and WS (boat). The results demonstrate that survivors maintain higher skin temps. and slower cooling rates out of the water, even when exposed to continuous wind, spray and waves than when they remain immersed in rough seas. Insulated, intact-dry-suits provide better immersion protection than do either tight-fitting wet suits or loose-fitting coveralls; leaky 'dry' suits provide no better protection than do loose-fitting coveralls. The best survival environment is provided by the one-man liferaft. Linear cooling rates were used to estimate survival times in 6.1 C rough seas for personnel wearing each of the test garment-ensembles."
