Controlled Substances: Federal Policies and Enforcement, Hearing Before the Subcommittee on Crime, Terrorism, and Homeland Security of the Committee on the Judiciary, House of Representatives, One Hundred Sixteenth Congress, First Session, Thursday, March 11, 2021
This is the Thursday, March 11, 2021 hearing on "Controlled Substances: Federal Policies and Enforcement," held before the U.S. House Committee on the Judiciary. From the opening statement of Jackson Lee: "In recent years, we have taken a more comprehensive approach to at least some types of drug use, including the opioid crisis, as I said. Yet, we unwisely have kept in place mandatory minimum penalties related to these substances. At least there has been a greater focus on the need for treatment, as illustrated by the enactment of the Comprehensive Addiction and Recovery Act, directed at those substances five years ago right out of this committee. We must learn from our mistakes. One of the concerns that we will discuss today is our policy concerning the penalties for crime involving fentanyl and fentanyl analogue. [...] We need to listen to experts and the data to determine the right approaches to our evidence-based and data-driven. It is time to turn the page and to create a new drug policy for America, including offering alternatives to incarceration and increasing access to treatment, enacting the MORE [Marijuana Opportunity Reinvestment and Expungement] Act to decriminalize marijuana and treating drug abuse as a public health issue instead of a driver of mass incarceration. We have seen that with meth and then we have seen that with the extensive opioid use. At the same time, we need to address the harm to communities and families torn apart by the war on drugs. There is a better way." Statements, letters, and materials submitted for the record include those of the following: Howard Henderson, Katharine Neill Harris, Derek Maltz, and Nicole M. Supporting Small and Minority-Owned Businesses Through the Pandemic, Virtual Hearing Before the Subcommittee on National Security, International Development and Monetary Policy of the Committee on Financial Services, U.S. House of Representatives, One Hundred Seventeenth Congress, First Session, February 4, 2021
This is the February 4, 2021 hearing on "Supporting Small and Minority-Owned Businesses Through the Pandemic," held before the U.S. House Subcommittee on National Security, International Development and Monetary Policy of the Committee on Financial Services. From the Opening Statement of Jim A. Himes: "The issue before us affects all Americans, and I am confident that this subcommittee will serve as a model for what can be achieved. Today's hearing focuses on an issue that I can say for certain every member on this subcommittee has dedicated a tremendous amount of time to since the onset of the pandemic: Support for small and minority-owned businesses. I see the challenges every single day in my very, very diverse district. In March, as the sheer scale of the economic challenges before us became clear, Congress acted to pass the largest stimulus bill ever, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to deliver the desperately-needed aid across the economy. In December, we again came together to continue that support. However, as the stimulus made its way into the economy, many of us became concerned about the undeniable fact that not all communities were equal beneficiaries of that aid." Assessment Report (S8918P) Independent Racial Disparity Review Six-Month Assessment (September 2021)
From the Executive Summary: "The Racial Disparity Review (RDR) was initiated by the Secretary of the Air Force to assess racial disparity in personnel development, military discipline, and career opportunities as they pertain to Black/African American Airmen and Guardians (military and civilians). The scope has since been expanded to include other minority groups and a second survey and data collection effort was launched to look at potential disparities across gender and ethnicity lines as well (results and release timing TBD [to be determined]). The Air Force Inspector General released the findings from the initial review in December 2020 and confirmed there is much work to be done to address disparities in a number of key policy areas. The review validated 16 disparities for Black/African American Airmen and Guardians, nine of which fall within A1 [Manpower and Personnel] policy oversight."

Holder.
