Canada-U.S. Enhanced Resiliency Experiment Series (CAUSE V) After Action Report
From the Executive Summary: "The Beyond the Border (BTB) Action Plan, released in 2011, outlined joint priorities and specific initiatives for cross-border collaboration between Canada and the United States (U.S.). This partnership is focused on enhancing the coordination of multi-agency emergency management (EM) responses during binational disasters. In order to enhance cross-border Emergency Manager (EM) capabilities, interoperability and situational awareness (SA), Defence Research and Development Canada (DRDC) Centre for Security Science (CSS), Public Safety (PS) Canada and the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) have collaborated to design the Canada-U.S. Enhanced (CAUSE) Resiliency experiment series. This series used a scenario-based approach to simulate the use of interoperable and emerging technologies during cross-border emergencies. In November 2017, the fifth experiment in the series, CAUSE V, took place in British Columbia (BC), Canada and the state of Washington (WA), U.S. This experiment provided an opportunity to test and explore a suite of emerging technologies and applications to support an interoperable cross-border response to simulated flooding and lahar flows. The objectives of this experiment were to test emerging technologies and the use of digital volunteers in supporting interoperable communications and information sharing between cross-border EM organizations."

Search and Rescue Operations in California During Flooding: January to March, 1995
This report is part of a series of reports on technical rescue incidents across the United States. Technical rescue has become increasingly recognized as an important element in integrated emergency response. Technical rescue generally includes the following rescue disciplines: confined space rescue, rope rescue, trench/collapse rescue, ice/water rescue, and agricultural and industrial rescue. The intent of these reports is to share information about recent technical rescue incidents with rescuers across the country. The investigation reports, such as this one, provide' detailed information about the magnitude and nature of the incidents themselves; how the response to the incidents was carried out and managed; the impact of these incidents on emergency responders and the emergency response systems in the community; and the lessons learned. The U.S. Fire Administration greatly appreciates the cooperation and information it has received from the fire service, county and state officials, and other emergency responders while preparing these reports.

Achieving Information Dominance: Seven Imperatives for Success, Topcial Area: C4ISR and Space
"The importance of C4ISR (command, control, communications, computers, intelligence, surveillance, and reconnaissance) as a key enabler for warfighting success has long been recognized. What has been less clear is a means for U.S.-led joint and coalition forces to achieve C4ISR dominance. Understanding not just the operational needs and the technical requirements -- but also the functional capabilities required to achieve this goal -- can hasten the day when C4ISR dominance for United States military forces is more than a futuristic goal. We address a critical issue -- how does the technical community achieve this goal? The overarching thesis of this paper is that in order to achieve C4ISR dominance, the technical community should neither chase means to overcome extant enemy operational capabilities nor attempt to push systems to the operational forces based solely on available technology. Rather, it should build to a discrete set of functional capabilities to achieve this C4ISR dominance. This paper identifies seven functional imperatives to achieve this C4ISR dominance over an adversary. We conclude that what has remained timeless from the days of Sun Tzu to today's conflicts are the universal needs of warfighters to have the right information, at the right place, at the right time."

Strengthening Employee Conduct: The Value of Ethics Training and a Written Code of Ethics for the Fire Service
"Palm Beach County Fire-Rescue (PBCFR) recognized that the diversity of its workforce could engender different feelings about ethical conduct. PBCFR also recognized that everyone must be held to the same ethical standards. Evaluative research was used to assess whether ethics training and a written code of ethics would strengthen ethical conduct of employees at PBCFR. The literature review examined what measures have been taken to strengthen ethical conduct of employees in the private sector, the public sector, and in the fire service. Ethics terminology and theory were defined to give the reader a framework to better understand the concepts discussed in the literature review. A survey was conducted to determine PBCFR employee understanding of ethics. The literature review identified a written code of ethics and ethics training as a significant means of stregthening employee ethical conduct in both private and public sector. The literature review revealed that the ethical conduct of employees at fire departments that have adopted ethics training and a code of ethics were also strengthened; however, the review also revealed the fire service has been slow to recognize the benefits of such training. This research suggested PBCFR could strengthen employee ethical conduct if a written code of ethics and ethics training were adopted."

"Building and maintaining community trust is the cornerstone of successful policing and law enforcement. The building and maintenance of trust takes a great deal of continuous effort. Unfortunately, the ethical work of thousands of local law enforcement officers is easily undone by the actions of one unethical officer. Often, the indictment of one seems like an indictment of all. Once misconduct occurs, the Internal Affairs function of the law enforcement agency becomes the primary method of reassuring the community that the police can and will aggressively address and resolve unethical behavior. In short, the integrity of the police will always dictate the level of community trust. […]This guide attempts to place Internal Affairs in its proper context--not as a stand-alone activity, but as one component of a systemic, agency-wide, professional standards effort. "This report presents, verbatim, the United States 'Flag Code' as found in Title 4 of the United States Code and the section of Title 36 which designates the Star- Spangled Banner as the national anthem and provides instructions on how to display the flag during its rendition. The 'Flag Code' includes instruction and rules on such topics as the pledge of allegiance, display and use of the flag by civilians, time and occasions for display, position and manner of display, and how to show respect for the flag. The 'Code' also grants to the President the authority to modify the rules governing the flag. The report also addresses several of the frequently asked questions concerning the flag. Efforts to Address Seasonal Agricultural Import Competition in the NAFTA Renegotiation [ December 7, 2017]
"The United States has initiated renegotiations of the North American Free Trade Agreement (NAFTA) with Canada and Mexico. Among the Administration's agriculture-related objectives in the renegotiation is a proposal to establish new rules for seasonal and perishable products, such as fruits and vegetables, which would establish a separate domestic industry provision for perishable and seasonal products in anti-dumping and countervailing duties (AD/CVD) proceedings. This could protect certain U.S. seasonal fruit and vegetable products by making it easier to initiate trade remedy cases against (mostly Mexican) exports to the United States and responds to complaints by some fruit and vegetable producers, mostly in Southeastern U.S. states, who claim to be adversely affected by import competition from Mexico."
