From the Opening Statement of Quentin Burdick: "The Subcommittee on Disaster Relief meets today to receive comments on S. 3062, the Disaster Relief Act Amendments of 1974, which I introduced on February 26 for myself and several colleagues. However, this session also is a continuation of the series of five hearings held last year by the subcommittee in various sections of the country to examine all aspects of Federal disaster assistance. The subcommittee has carefully reviewed operation of the Disaster Relief Act of 1970 in several of the more than 100 major disasters since its enactment. It has also studied the recommendations contained in the administration-sponsored disaster assistance bill (S. 1840) and the testimony submitted to the subcommittee by more than 300 witnesses."   "This book is concerned with the application of statistical methods in the solving of problems associated with the control of nuclear materials. The motivation for exercising this control is not the issue here, but it is recognized that more than one motivating factor is at work. If for no other reason, the operator of a facility is concerned with the control of nuclear materials because of economic incentives. It is good business practice for him to guard against the loss of this economically valuable resource and by being accountable for it to demonstrate to himself and to others that the measures taken to prevent losses have succeeded. On the other hand, nuclear materials not only have economic value but also strategic value in that they can be harmful if used for illicit purposes. In this connection the operator is responsible to the public to secure nuclear materials entrusted to his care and to demonstrate that his security measures have successfully guarded against the diversion of nuclear materials for illicit purposes. The public is represented in this by a national agency (in the United States, the Atomic Energy Commission) charged with providing credible assurance that each facility operator is exercising responsible stewardship of nuclear materials."

  From the Abstract: "On July 17, 1972 severe flooding occurred in Gallup, N. Mex. An isolated storm approximately 9 miles east of Gallup covering 20 of the 558 square miles drained by the Puerco River was responsible. Floodwaters reached a peak gage height of 15.3 feet and peak discharge of 12,000 cubic feet per second at the crest-stage gage located on the Puerco River in Gallup. Peak discharge was 1.8 times a 50-year flood. Floodwaters damaged 120 residences, 48 businesses, and 11 public buildings and facilities. Total damages were estimated at $1,293,000. Gallup was declared a disaster area by Governor Bruce King on July 20, 1972 and by President Richard Nixon on August 1, 1972."

Its central concern is the relationship between individuals and record keeping organizations. It identifies key issues and makes specific recommendations for action. Computers linked together through high-speed telecommunications networks are destined to become the principal medium for making, storing, and using records about people. Innovations now being discussed throughout government and private industry recognize that the computer-based record, keeping system, if properly used, can be a powerful management tool. Nonetheless, it is important to be aware, as we embrace this new technology, that the computer, like the automobile, the skyscraper, and the jet airplane, may have some consequences for American society that we would prefer not to have thrust upon us without warning. Not the least of these is the danger that some record keeping applications of computers will appear in retrospect to have been oversimplified solutions to complex problems, and that their victims will be some of our most disadvantaged citizens."

  From the Document: "Matters such as emigration normally are covered in a nationality law. The People's Republic of China (PRC), to our knowledge, has not promulgated a nationality law near any other law covering these matters directly and comprehensively. [...] The future of law, legal institutions, and legal education in the PRC would appear to be undefined end uncertain. Since, as far as we know, there are no statutes giving direct and comprehensive treatment to emigration and travel abroad, one must approach the topic indirectly. One can obtain relevant information in three ways. First, one can examine laws which pertain to the freedom of the citizen of the PRC to travel and to change residence within his own country. Secondly, one can examine the laws of which we are aware that contain some provisions on entrance to and exit from China. Third, one can examine relevant policies of the Communist Chinese Party and state, an approach that is particularly appropriate since in China policy is considered the 'soul' of the law and generally has priority over law."

• Effects of Urbanization on Floods in the Houston, Texas Metropolitan Area

  From the Abstract: "This study provides relationships for estimating the magnitudes of annual flood peaks having selected recurrence intervals ranging from 2 to 100 years on streams in the Houston metropolitan area. Data on the size of the contributing watershed and the percent of impervious surface within the watershed are required for use of the relationships, which were defined by analyses of the flood peaks and watershed characteristics for 26 sites . In the analyses, a 60-year rainfall record was used in a rainfall-runoff model that had been calibrated for each site from a 4 to 10-year period of concurrent rainfall and runoff observations. Flood characteristics for each site were then determined from a frequency analysis of the 60-year synthesized flood record and related by multiple regression to the characteristics of each watershed. The relationships indicate that as urbanization increases the impervious surface from 1 to 35 percent, the magnitude of a 2-year peak is increased by a factor of 9 and the magnitude of a 50-year peak is increased by a factor of 5. Other analyses indicate that urbanization also significantly increases the magnitude of annual runoff."

  From the Abstract: "A method which relates basin characteristics with peak flow characteristics is presented for determining magnitude and frequency of flood on streams with drainage areas between 0.5 and 200 square miles. Regression equations for each of eight regions are presented for determination of the 10-year flood. Peak flows for the 25- and 50-year floods can then be estimated from ratios developed for each region. Regression equations are not developed because of poor definitions for several areas that total about 20,000 square miles. The equations were based on multiple-regression techniques using annual peaks and basin characteristics for 303 gaged sites."

  "This report describes the results of interdisciplinary investigation and analysis of threats to the security of multiaccess, on-line computer systems and the development of a methodology for future similar investigations and analyses. The research was conducted in the Information Science Laboratory of SRI's Information Science and Engineering Division The major activities included visits to computer manufacturers and computer service organizations; office and field investigation of incidents; attendance at conferences and a workshop; and meetings with the RISOS Project staff. One progress report, 11 visit reports, two oral presentations, two questionnaire case reports, and a case investigation manual were prepared and delivered to Project RISOS. • Final Report of the Disaster Survey Team on the Events of Agnes: A Report to the Administrator

  "Though Hurricane Agnes, the first Atlantic hurricane of the 1972 season, was not an unusual storm in the beginning, it eventually caused what has been termed the greatest natural disaster ever to befall this Nation. Formed from a depression off the coast of Yucatan on June 15, the storm developed and moved slowly northward, dumping large amounts of rain on western Cuba and spawning tornadoes over the Florida peninsula and Keys. The sustained winds in Agnes never reached more than minimal hurricane intensity, but its circulation and precipitation patterns covered extremely large areas. When it crossed the Florida coast near Panama City on June 19, Agnes had degenerated to a tropical storm. The storm then moved over Georgia and out into the Atlantic, up the coast to New York, and westward over New York and Pennsylvania (fig. 1). Along the way, Agnes regenerated in strength, produced excessive amounts of precipitation, and caused rivers and streams from the Carolinas to New York to rise to record or near-record stages. A record $3.5 billion in property damage was caused by floods and flash floods, and 118 persons were killed."

  "Unauthorized acts involving computer systems result or could result in losses, damages, or injuries and are occurring with increasing frequency and seriousness. This is caused by the increasing numbers of computers, the proliferation of computer applications in vital and sensitive activities of society, and the lagging means and resources applied to protection. Unauthorized acts range from criminal acts as defined by criminal law to civil disputes, acts resulting in private sanctions, and disputes between people or organizations. These acts involve computers in three ways: 1. A computer can be the subject of the act such as in vandalism causing hardware damage, software failures, or media (data and their containers) losses. 2. A computer can represent a unique environment in which an act can occur--such as the theft of a computer program. 3. A computer can be used as a tool in the perpetration of an act where the act and its results may not be associated with computer processing."

  "In keeping with President Nixon's desire to make the Federal Government more responsive to the needs of State and local governments, the Defense Civil Preparedness Agency (DCPA) program takes into account all of the hazards and dangers which confront the Nation's population today. Local government is the keystone of civil preparedness. The Federal and State governments provide guidance and assistance to municipal and county governments in this readiness effort. The objective at all levels is to develop the capability to protect life and property in any type of disaster. In furthering that objective, the 'dual-use' concept long advocated by the Defense Civil Preparedness Agency is applied wherever possible. This is the concept of developing emergency systems useful both in the everyday routine of government as well as during emergencies; and of being useful both during peacetime or in event of war. Current program changes include: Enhancement of State and local capability to cope with attacks and other disasters, reorientation of the program to emphasize, wherever possible, available protection from nuclear weapon effects and natural disasters, and shifting of some ongoing programs to systems that would only be implemented in a crisis in order to reduce peacetime costs and avoid rapid obsolescence."

From the opening statement of Sam J. Ervin, Jr.: "Mr. Dean appears before the committee and has appeared previously before the staff of the committee on obedience to subpena from the committee. Mr. Dean at all times has claimed that he is privileged against testifying by the self-incrimination clause of the fifth amendment on the ground that any testimony he might give to the committee concerning the matters the committee is authorized to investigate might incriminate him and, therefore, he appears involuntarily. [...] He appears here involuntarily as a witness pursuant to this order, and he has heretofore been ordered by the committee to answer the questions and he has all the testimony he has previously given to the committee staff and all the testimony which he may give to this committee is given by him on the basis of the order of immunity." From the opening statement of Clement J. Zablocki: "These hearings are a follow-on and complement to extensive hearing s on the same subject held by the subcommittee in 1970 and 1971. As a result of those hearings, the subcommittee drafted war powers legislation which passed the House of Representatives in both the 91st and 92nd Congresses. Subsequent failure by the Senate to act in the 91st Congress and a parliamentary snarl in the 92nd Congress prevented agreement. Consequently, with the convening of the 93rd Congress an updated and strengthened resolution was introduced as House Joint Resolution 2. That resolution and a number of other proposals which have been introduced on the subject of war powers will be considered during these hearings."
