Understanding the Covid-19 Variants of Concern
From the Introduction: "There is renewed urgency in rolling out mass-vaccination programmes due to the rise of variants of SARS-CoV-2 [severe acute respiratory syndrome coronavirus 2]. Mass death in India and Brazil along with collapsing public-health systems have caused alarm among public-health officials and governments desperate to access vaccines to halt the spread of these variants, some of which are highly transmissible. [...] There are some variations in how variants are classified, but there are at least four variants of concern (VOCs) in circulation that have emerged since the onset of the pandemic. It is clear that until the world is fully vaccinated, these VOCs will continue to develop. Identifying them early through genomic surveillance mechanisms is absolutely vital. However, the current system for undertaking this critical work is inadequate to meet the challenge. It is important to distinguish between and among variants - their origins, their degree of transmissibility and whether they lead to worse health outcomes. Firearm Sales and the COVID-19 Pandemic
From the Abstract: "A record 3.7 million firearm background checks were completed in March, 2020, the month that the United States began responding to the COVID-19 [coronavirus disease 2019] pandemic. Using monthly state-level data, we show that the pandemic is associated with a 40 percent increase in the firearm background check rate. The COVID-19 effect is significantly greater than the increases in firearm sales associated with gun-buying events in the past, including the election of Barack Obama in 2008 and the Sandy Hook Elementary school shooting. During the COVID-19 pandemic, the increase in background checks in Republican-leaning states is statistically indistinguishable from the increase in Democrat-leaning states. The only other event that we explore where all states across the political spectrum react similarly in terms of firearm sales is following the 9- 11 terrorist attacks. However, the magnitude of the increase in firearm background checks during the COVID-19 pandemic is approximately twice as large as the terrorist attacks. Our findings are relevant to public health officials concerned about the combination of more firearms and deteriorating mental health during the COVID-19 outbreak. At the same time, the non-partisan response in firearm purchases during the pandemic suggests that the divide between political parties may not be as wide as previously thought."

Rapid Analysis of Foreign Malign Information on COVID-19 in the Indo-Pacific: A Proof-of-Concept Study

Benefits of Coronavirus Suppression: A Cost-Benefit Analysis of the Response to the First Wave of COVID-19
From the Abstract: "This paper estimates the benefits and costs of state suppression policies to 'bend the curve' during the initial outbreak of COVID-19 [coronavirus disease 2019] in the United States. Relative to a baseline in which only the infected and at-risk populations mitigate the spread of coronavirus, we estimate that total benefits of suppression policies are between $440 billion and $1,049 billion up to August 4, 2020. We employ a value-of-production approach that values the benefits of each prevented COVID-19 death as avoided losses to total production. The production value of life differs significantly from the value of a statistical life (VSL) commonly employed in cost-benefit analysis, and we identify several problems with using the VSL. Relative to private mitigation, the costs of suppression policies are estimated to be between $255 billion and $464 billion. The cost estimate is based on suppression policies being enforced in the United States for between 50 and 91 days, which reflects that many states lifted stay-at-home orders and nonessential business closures in May 2020. Our results indicate that the net benefits of suppression policies to slow the spread of COVID-19 are likely positive and may be substantial, but given significant uncertainty, net benefits may be close to zero."

Benefits of Coronavirus Suppression: A Cost-Benefit Analysis of the Response to the First Wave of COVID-19 in the United States [June 3, 2021]

We employ an approach that values benefits and costs in terms of additions or subtractions to total production. Relative to a baseline in which only the infected and at-risk populations mitigate the spread of coronavirus, we estimate that total benefits of suppression policies to economic output are between $632.5 billion and $765.0 billion from early March 2020 to August 1, 2020. Relative to private mitigation, output lost due to suppression policies is estimated to be between $214.2 billion and $331.5 billion. The cost estimate is based on the duration of nonessential business closures and stay-at-home orders, which were enforced between 42 and 65 days. Our results indicate that the net benefits of suppression policies to slow the spread of COVID-19 are positive and may be substantial. We discuss uncertainty surrounding several parameters and employ alternative methods for valuing mortality benefits, which also suggest that suppression measures had positive net benefits."

Effect of the Covid-19 Pandemic in 2020 on Life Expectancy Across Populations in the USA and Other High Income Countries: Simulations of Provisional Mortality Data
From the Introduction: "In 2020, covid-19 [coronavirus disease 2019] became the third leading cause of death in the United States and was thus expected to substantially lower life expectancy for that year. The US had more deaths from covid-19 than any other country in the world and among the highest per capita mortality rates.5 This surge in deaths prompted speculation that the US would have a larger decrease in life expectancy in 2020 than peer nations, but empirical evidence has not been published. Americans entered the pandemic at a distinct disadvantage relative to other high income peer nations: improvements in overall life expectancy have not kept pace with those in peer countries since the 1980s, and in 2011, life expectancy in the US plateaued and then decreased for three consecutive years, further widening the gap in mortality with peer nations. Strategic Importance of Sending US Vaccines to the Caribbean
From the Introduction: "While the COVID-19 [coronavirus disease 2019] pandemic has affected much of the world, it has had a disproportionate impact on members of the Caribbean Community (CARICOM)--a fifteen-member regional group that consists of Small Island Developing States (SIDS) who make up more than one-third of the Western Hemisphere's states. Small size, limited resources, and tourism-dependent economies have resulted in stunted growth and an inability of Caribbean nations to acquire the requisite COVID-19 vaccines. The United States and the Caribbean region have historically enjoyed close ties based on shared interests and values, making the two part of a mutually beneficial partnership. The US-Caribbean relationship is tied by a number of factors, including geography, with Caribbean states in close proximity to the United States, leading US officials to describe the region as a 'third border.' When global and regional events, such as the COVID-19 pandemic, economic recessions, or natural disasters reach the United States or the Caribbean, neither is spared from the consequences. This overarching relationship is one reason why it is imperative that the Biden administration support the Caribbean region's states in their efforts to acquire COVID-19 vaccines. Another reason more vaccines should be made available to the Caribbean, while simultaneously accelerating the prioritization of distribution to the broader hemisphere, is the need to protect the livelihoods of the American people."

State and Local Governments: Fiscal Conditions During the COVID-19 Pandemic in Selected States, Report to Congressional Committees
From the Highlights: "The COVID-19 [coronavirus disease 2019] pandemic and related policies had a rapid and severe effect on the U.S. economy, including state and local governments. To limit social contact and slow the spread of the pandemic, nearly all states implemented policies that limited certain economic activities. Relief laws, including the CARES [Coronavirus Aid, Relief, and Economic Security] Act, provided appropriations to state and local governments to address the public health and economic threats posed by the pandemic. The CARES Act includes a provision for GAO [Government Accountability Office] to report on COVID-19 pandemic oversight efforts. This report examines (1) changes in revenues and expenditures for the state and local government sector since the onset of the pandemic, (2) changes in revenues and expenditures for selected states, (3) actions selected states took to address changes in revenues and expenditures, and (4) factors that affected the selected states' capacity to implement federal programs."
