COVID-19 Pandemic Persists While Extortion Ransomware Operators Run Rampant
From the Executive Summary: "Two major trends in malware development and deployment dominated headlines throughout the first half of 2020: COVID-19 [coronavirus disease 2019] and extortion ransomware. 2020 has been a challenging year, and the cyber threat landscape was no exception. As the world reacted to COVID-19, threat actors saw an opportunity to capitalize on the pandemic to propagate malware. Workers across the globe were forced to adapt to remote work, which created a major shift in the cyber threat landscape as threat actors saw the opportunity to target remote technologies. In addition, threat actors took advantage of fear and uncertainty worldwide to further exploit victims and spread malware through phishing lures and malicious maps and applications. Even government entities joined in to use and exploit mobile applications to monitor citizens during the COVID-19 pandemic. In the second half of the year, threat actors will likely again shift focus and develop phishing lures around the United States presidential election, and possibly a COVID-19 vaccine if one is discovered in the coming months."

Protecting Public Health in the 2020 Elections
From the Executive Summary: "The COVID-19 [coronavirus disease 2019] pandemic has gripped the United States and revealed tragic vulnerabilities in our institutions--particularly the health care system. As we ramp up to the November 2020 presidential election, COVID-19 has shown our voting system to be similarly fragile. Chaotic primary elections in Wisconsin, Georgia and elsewhere demonstrate that we must do more to protect the ability to vote safely. This report analyzes medical and political science data and applies it to voting during the pandemic. It also outlines steps that the United States must take to ensure safe and secure elections this year."

U.S. Health Care from a Global Perspective, 2019: Higher Spending, Worse Outcomes?
From the Document: "A 2015 Commonwealth Fund brief showed that -- before the major provisions of the Affordable Care Act were introduced -- the United States had worse outcomes and spent more on health care, largely because of greater use of medical technology and higher prices, compared to other high-income countries. By benchmarking the performance of the U.S. health care system against other countries -- and updating with new data as they become available -- we can gain important insights into our strengths and weaknesses and help policymakers and delivery system leaders identify areas for improvement. This analysis is the latest in a series of Commonwealth Fund cross-national comparisons that uses health data from the Organisation for Economic Co-operation and Development (OECD) to assess U.S. health care system spending, outcomes, risk factors and prevention, utilization, and quality, relative to 10 other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom. We also compare U.S. performance to that of the OECD average, comprising 36 high-income member countries."

COVID-19 and the International Supply of Nurses
From the Introduction: "This brief was commissioned by the International Council of Nurses (ICN). It provides a snapshot assessment of how the COVID-19 [coronavirus disease 2019] pandemic is impacting on the global nursing workforce, with a specific focus on how patterns of nurse supply and mobility may change 'after' COVID-19. The brief uses the recently published 'State of the World's Nursing' (SOWN) report as a reference point and frame for policy consideration.[...] The brief is a snapshot which focuses on an examination of nurse supply in this broader context of 'COVID-19 and beyond', to highlight policy challenges and set out policy options. The development work for the brief was conducted in May/June 2020."

Disinfection and Reuse of Personal Protective Equipment
From the Document: "A global shortage of respirators (e.g., N95 and N100) and surgical masks has led the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to recommend conservation and, when necessary, the reuse of respiratory personal protective equipment (PPE in response to the COVID-19 [coronavirus disease 2019] (SARS-CoV-2 ]severe acute respiratory syndrome coronavirus 2]) surge. As a last resort, homemade masks should only be used when supplies of medical masks or respirators have been completely depleted. This document is intended for use by a technical audience with an interest in the available information available regarding the disinfection and reuse of PPE. This document describes potential decontamination alternatives for single-use respiratory protection, which the CDC does not recommend except as part of a crisis capacity strategy."

Workforce Strategies for Post-COVID Recovery
From the Conclusion: "The recovery from COVID-19 [coronavirus disease 2019] pandemic, given the human dimension of urgent workforce challenges and the uncertainties facing business leaders, requires workforce strategies which focus on both short-term recovery priority actions -- Reflect, Recommit, Re-engage, Rethink and Reboot -- and reaching for the future and new normal -- integrating the attributes of Purpose, Potential, and Perspective. These short-term actions -- and long-term vision -- present organizations with an opportunity to rapidly assess and evaluate their earlier workforce strategies and response priorities and to reposition themselves to thrive in the new realities to come. [...] Organizations that return to their old ways of working may find their competitors have taken advantage of the recovery to re-imagine their workforce and business, positioning themselves to thrive in the future."

Responding to COVID-19 and Recovering Better
From the Introduction: "The COVID-19 [coronavirus disease 2019] pandemic has become an all-consuming international crisis, presenting challenges to humankind not seen since World War II. Every day, the crisis forces leaders of cities, businesses, regions and nations to take decisions that decide the fates of people's lives and livelihoods and shape the world that will emerge from the COVID-19 lockdown. In responding to the crisis, using the long-established Policy Brief platform, the UN Department of Economic and Social Affairs (UN DESA) launched a special series of policy briefs on the economic and social impact of COVID-19. [...] The briefs advised on a number of critical social and economic issues, including designing inclusive stimulus packages, preventing a global debt crisis, supporting countries in special situations, protecting the most vulnerable groups of people, strengthening the role of science, technology and institutions for effective response, and working together to build back better and achieve the 2030 Agenda for Sustainable Development. This compilation volume is a result of these collective efforts by our experts."

COVID-19 -- Workplace Face Mask Liability Issues
From the Document: "The Centers for Disease Control and Prevention (CDC) and Federal Occupational Safety and Health Administration (OSHA) have issued guidance documents to help employers minimize hazards of Coronavirus / COVID-19 [coronavirus disease 2019] exposures in the workplace. From the outset of the COVID-19 pandemic, the agencies recommended that employers conduct a hazard assessment and implement protective measures, including enhanced Personal Protective Equipment (PPE), where appropriate. During the initial weeks of the epidemic, the agencies recommended respiratory protection only for healthcare workers, as widespread shortages limited the supply of filtering face-piece respirators (e.g. N95 respirators) and surgical masks. Late in the week of March 30, 2020, the CDC revised its recommendations to 'encourage' the public use of face masks. These new recommendations for PPE come as widespread shortages of PPE in health care persist, with numerous media reports of healthcare providers revising long-standing procedures to reuse face masks and respirators with multiple patients and over longer periods."

Weighing Up the Risks: School Closure and Reopening Under COVID-19 -- When, Why, and What Impacts?
From the Summary: "[1] In an effort to prevent the transmission of Covid-19 [coronavirus disease 2019], governments around the world have closed schools. [2] School closures are negatively impacting the well-being of children and young people and, in some contexts, might not be effectively reducing transmission. [3] The INEE [Inter-Agency Network for Education in Emergencies] and the Alliance call on policymakers to: [i] Consider the impacts of school closures on the education and protection outcomes of children and youth; [ii] Balance these impacts with a considered review of the health impacts; and [iii] Make informed, child-centered decisions on when and why to reopen schools."

Working from Home During COVID-19 Pandemic
From the Document: "During the COVID-19 [coronavirus disease 2019] pandemic, many physicians are working from home, using their personal computers and mobile devices to help care for patients. Fortunately, technology can allow physicians and care teams to do much of what they could do at the medical office, remotely. Telemedicine is a powerful tool that spans a continuum of technologies and offers new ways to deliver care. Many electronic health record (EHR) systems allow you to connect over the Internet just as if you were in the clinic. While you are doing your part to help during the COVID-19 pandemic, the American Medical Association (AMA) and American Hospital Association (AHA) want to ensure you have resources to help keep your work environment safe from cyber-threats that could disrupt your practice, the hospital, or negatively impact your patients' safety and well-being."

APG-ALC COVID-19 Recovery Plan [presentation]
From the Road to Recovery Methodology: "[1] Our number one guiding principle is to ensure the health and safety of our community. [2] We must be extremely deliberate and methodical in our approach of returning disrupted missions and service operations back to full operating capacity. [3] The phased transition criteria will consist of four components: the case rate in and around a given installation; the area's capacity to test; capacity to monitor; and capacity to treat COVID-19 [coronavirus disease 2019]. [4] Lifting any restrictions or resuming any service activities may be delayed 14 days or more beyond state and local authorities in order to assess the effects of the risks taken. [5] Tenants must develop new processes and procedures that allow us to adapt and function in the post-viral era. [6] To accomplish this mission, tenant organizations must remain aligned and synchronized to ensure we remain consistent with deliberate/informed approach. [7] Our traditional standards, metrics and assumptions may no longer be relevant as we forge ahead with defining the new normal."

Re-Entry Guidance for Health Care Facilities and Medical Device Representatives
From the Introduction: "In response to the COVID-19 [coronavirus disease 2019] pandemic, hospitals and surgical facilities nationwide paused elective surgical procedures and other nonemergent and nonessential services, limiting physical access to facilities for nonessential health care personnel, patient visitors, and medical device representatives. On April 17, the American College of Surgeons, the American Hospital Association, the Association of periOperative Registered Nurses (AORN), and the American Society of Anesthesiologists issued a 'Roadmap for Resuming Elective Surgery'. That joint statement provides key principles and considerations to guide health care professionals and organizations regarding when and how to resume elective surgeries safely, and includes a recommendation for facilities to account for medical device representatives in their consideration of case scheduling and prioritization as facilities begin to resume elective surgeries and other invasive procedures."

Digital Health: Tackling COVID-19 Pandemic Through Integrating Digital Technology and Public Health: Linking Experiences in China to the World
From the Executive Summary: "The Covid-19 [coronavirus disease 2019] pandemic has turned into a global public health crisis, evolving at an unparalleled speed and scale, debilitating economies and health systems across the globe. It became imperative for governments and organizations across the globe to take immediate actions to protect their people. China was the first country impacted by the novel virus, facing rising infection rates as it urgently worked to contain and control the spread. While fear and panic permeated the country, China's government, from central to local leaderships, rapidly mapped out their outbreak response strategies and coordinated their epidemic control plans. Technology, especially digital technology, was an instrumental part of their strategy implementation. Vast technology infrastructure quickly took action, deploying tools for information access and dissemination, population tracking and contact tracing, access to daily necessities, and many more."

Health Conditions and an Older Population Increase COVID-19 Risks in Rural America
From the Document: "As the incidence of COVID-19 [coronavirus disease 2019] accelerates and the pandemic spreads, attention has remained focused on urban America, where the bulk of the cases and deaths have occurred. But rural America is at considerable risk as well because the virus there is spreading rapidly. The risk of hospitalization or death to a community's population from exposure to the coronavirus is influenced by social and demographic characteristics including age, pre-existing health conditions, inequality, poverty, food insecurity, race/Hispanic origin, and access to health care. However, two of these factors--age and pre-existing conditions--are known to have a substantial impact on the severity of and mortality associated with the coronavirus. Research documents that age-specific mortality rates from COVID-19 infection are consistently very low for younger age cohorts and much higher for the oldest cohorts. A strong association also exists between an individual having pre-existing health conditions and serious COVID-19 risks. Areas where pre-existing health conditions are widespread and the population is older face an increased likelihood of serious consequences from coronavirus infection. This fact puts many rural counties at greater risk because they have older populations with high rates of pre-existing health conditions. This brief delineates the likely influence that the local age structure and the incidence of pre-existing health conditions have on the risks of those exposed to COVID-19 in rural and urban counties in the United States."
