H.R. 1038 would direct the CFTC to exclude certain types of agreements with publicly owned utilities from the calculation of the threshold for transactions with 'special entities,' which includes governmental or nonprofit entities. That change could make it easier for firms to enter into hedging arrangements with public utilities without being regulated as a swap dealer."

  "The Department of Defense (DoD) is developing the DoD Readiness Reporting System (DRRS) to improve on readiness reporting relative to what occurs under the older Status of Resources and Training System (SORTS). The additions and improvements to SORTS are substantial, including the ways in which commanders assess units' readiness for individual missions, automation of resource and training calculations, and the enhanced ability of associated units to report their combined or separate readiness. DoD's current plans call for DRRS to be fully implemented by 2014. At present, very little of the improved readiness information contained in DRRS is carried over to the Quarterly Readiness Report to Congress-a report that Congressional oversight committees rely on to assess the readiness of U.S. armed forces. CBO examined potential changes to the Quarterly Readiness Report, including displaying SORTS scores and mission assessments by unit type and deployment status, linking levels of readiness to the amount of available resources, creating readiness summaries for aircraft carrier strike groups, and improving the ways in which unit and personnel rotation are displayed."

The bill also would require the President to apply the sanctions in Executive Order 13581 to affiliated networks of Hizballah. That executive order blocked the U.S. held assets of certain criminal organizations from being transferred, paid, exported, or withdrawn. Finally, federal agencies would be required to develop policies and prepare multiple reports related to Hizballah, including reports on certain diplomatic matters as well as on illicit transactions with foreign financial institutions, cooperation with foreign governments, racketeering, and trafficking in tobacco.   "Nuclear weapons have been a cornerstone of U.S. national security since they were developed during World War II. In the Cold War, nuclear forces were central to U.S. defense policy, resulting in the buildup of a large arsenal. Since that time, nuclear forces have figured less prominently than conventional forces, and the United States has not built any new nuclear weapons or delivery systems for many years. The nation's current nuclear forces are reaching the end of their service life. Those forces consist of submarines that launch ballistic missiles (SSBNs), land-based inter- continental ballistic missiles (ICBMs), long-range bomber aircraft, shorter-range tactical aircraft, and the nuclear weapons that those delivery systems carry. Over the next two decades, essentially all of those nuclear delivery systems and weapons would have to be refurbished or replaced with new systems to continue operating. Consequently, the Congress will need to make decisions about what nuclear forces the United States should field in the future and thus about the extent to which the nation will pursue nuclear modernization plans. [...] Besides presenting an estimate of those costs, this report also describes the major differences between CBO's current estimate and its most recent previous estimate, which was published in January 2015."

First of all, will the NRC meet its relicensing goal of processing the applications within 30 months? You will remember that 6 months ago we heard concerns that this could last for an interminable time. No. 2, will the general regulatory reform goals be implemented throughout every level of the NRC? And No. 3, will safety not be compromised? The first and the third goals are self-explanatory. Regarding the second goal, I am concerned that the reforms at the NRC will be embraced by the commissioners and the senior managers, but that they will not filter down through the NRC workforce. What we need is a cultural change at the NRC. I think we're all aware that Chairman Jackson will be leaving the Commission at the end of her term--on June 30, I believe it is, of this year--and yet, you can have changes at the top and they don't filter all the way down through the ranks. We want to make sure that that does happen. So we look forward to this hearing. I would also comment that we will have continued hearings. I think it is natural, and it is built into any bureaucracy, whether it's the NRC or anything else, if you don't have oversight, things tend to get very lax and, of course, you're going to probably have more oversight than you've had before, and this will be consistent; not just one spurt of it now, but it will continue throughout the years, at least as long as I chair this subcommittee."   "This report by the Congressional Budget Office (CBO) presents a preliminary analysis of the proposals contained in the President's budget for fiscal year 2012 and their estimated effects on federal revenues, outlays, and budget deficits. A report presenting CBO's full analysis of the President's budget, including an assessment of the macroeconomic effects of the President's proposals, will be published in April [2011]. As a basis for analyzing the President's budget, CBO updated its baseline budget projections, which were last issued in January 2011. Unlike its estimates of the President's budget, CBO's baseline projections largely reflect the assumption that current tax and spending laws will remain unchanged. Under that assumption, CBO estimates that the deficit will total $1.40 trillion in 2011--$81 billion less than the agency estimated in January. For the following 10 years (2012 to 2021), CBO now projects a cumulative deficit of $6.7 trillion--$234 billion less than the amount in the previous baseline. CBO has not modified its economic forecast since January, so the updated baseline projections mainly reflect new information that the agency has obtained about various aspects of the federal budget since the previous projections were completed. CBO's analysis of the President's proposals is based on its own economic assumptions and estimating techniques (rather than the Administration's) and incorporates estimates prepared by the staff of the Joint Committee on Taxation (JCT) for tax provisions. According to CBO's projections, if all of the President's budgetary proposals were enacted, they would add $26 billion to the baseline deficit for 2011 [...]. As a result, the 2011 deficit would total $1.43 trillion, or 9.5 percent of gross domestic product (GDP)."

  "H.R. 1029 would modify the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the law that regulates the distribution, sale, and use of pesticides. Under FIFRA, the Environmental Protection Agency (EPA) is required to evaluate the safety of new pesticides entering the market (known as pesticide registration) by conducting risk assessments and must periodically re-evaluate the health and environmental effects of pesticides (known as reregistration). The EPA charges fees to pesticide manufacturers and distributors to cover the agency's costs of performing those registration and reregistration activities. The act would extend the agency's authority to charge those fees--currently set to expire in 2018--and also would increase the total amount of fees that the agency is allowed to charge. CBO [Congressional Budget Office] estimates that the collection of additional fees would be offset by additional spending, resulting in no significant net effect on direct spending, or spending subject to appropriation, over the 2018-2027 period. Because enacting H.R. 1029 would affect direct spending, pay-as-you-go procedures apply. Enacting the legislation would not affect revenues. CBO estimates that enacting H.R. 1029 would not increase net direct spending or on budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 1029 would impose intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA). CBO estimates that the cost of those mandates would fall below the annual thresholds for intergovernmental and private-sector mandates established in UMRA ($78 million and $156 million in 2017, respectively, adjusted annually for inflation)."

This letter updates you regarding the agency's efforts to increase its capacity to analyze how budgetary and economic conditions or developments may affect various demographic groups (including groups based on race and ethnicity) differently. Over the past few years, CBO has examined different outcomes among demographic groups in a number of contexts. For example, in July 2020, CBO described the race and ethnicity, sex, age, education, and household earnings of the 19 million people who were expected to receive regular unemployment benefits in that month. More recently, CBO examined the effects of the pandemic on the employment of men and women of different races and ethnicities. Those types of analyses can be challenging to produce because of limitations in the data. In response to Congressional interest in how policies affect people in different groups, CBO is seeking to enhance its capabilities, building on its earlier work and existing models. For example, CBO may use methods to statistically combine detailed income tax data from tax returns with survey data, and it has proposed to the Census Bureau a project to evaluate the accuracy of such statistically matched data. This letter provides more detail on the challenges regarding data availability and describes CBO's ongoing efforts to increase the agency's capacity to analyze budgetary and economic outcomes for various demographic groups."

The bill would designate those amounts as emergency requirements pursuant to section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985.   "H.R. 2481 would decrease direct spending by increasing the fees charged to certain veterans who obtain loans guaranteed by the Department of Veterans Affairs (VA). In addition, the bill would increase direct spending by enhancing certain protections for servicemembers and veterans with home mortgages, and by expanding eligibility for education scholarships. On net, the bill would decrease direct spending by $149 million over the 2014-2018 period and by $120 million over the 2014-2023 period, CBO [Congressional Budget Office] estimates. Pay-as-you-go procedures apply because enacting the legislation would affect direct spending and revenues. (The effect on revenues would be insignificant.) H.R. 2481 also would increase spending subject to appropriation, primarily by extending the authorization of appropriations for a program that serves homeless veterans. CBO estimates that implementing H.R. 2481 would have a discretionary cost of $218 million over the 2014-2018 period, subject to appropriation of the necessary amounts."

  "S. 2124 would provide funds to implement a U.S. quota increase at the International Monetary Fund (IMF), rescind other funds previously appropriated for the IMF, and provide or authorize various forms of assistance to Ukraine and the surrounding region. It would require sanctions on individuals responsible for violence, corruption, human rights abuses, or undermining stability in Ukraine, and would authorize sanctions on certain individuals in Russia. CBO [Congressional Budget Office] estimates that enacting the bill would decrease direct spending by $373 million over the 2014-2024 period. S. 2124 would achieve that decrease mostly by rescinding funds that were provided as an emergency requirement. Certain sanctions, if enacted, would affect revenues, but CBO estimates that those effects would not be significant.
